Mining-related deaths, destruction haunt celebration of Mine Safety Week

“With the celebration of Mine Safety Week, the mining industry is portraying itself as a socially responsible industry, but in truth it is nothing but a self-serving, destructive and exploitative industry.” – Kakay Tolentino, a Dumagat spokeswoman of Katribu Partylist

MANILA – “There is life in mining,” said the oft-repeated ad of a mining company. But life for whom?
On the first day of the “celebration” of Mine Safety Week, representatives of Filipino farmers and indigenous peoples, scientists and environmentalists, expressly distanced themselves from the government celebrations and instead held protest rallies across the Philippines against what they described as liberalized, plunderous mining, which also often comes with brutal militarization.

In Manila, the protesters marched to the Mendiola Bridge (now Chino Roces) and held a brief program there. They condemned “the continuing environmentally destructive impact to communities and key ecosystems attributed to foreign mining companies.” They unfurled an image of what they said as real “righteous path,” a paved road to national industrialization and an end to destructive, extractive and largely foreign-controlled mining.

The activists reminded Aquino that the 29th anniversary of the first recorded mining disaster in the Philippines coincided with the opening of Mine Safety Week.

Intensifying people’s resistance to mining

Long before the much-criticized Mining Act of 1995, on November 8, 1982, the walls of the tailings pond of the Maricalum Mining in Negros crumbled and collapsed, unleashing a torrent of million tons of mine wastes on the river system and agricultural fields of Negros, recalled Clemente Bautista, national coordinator of Kalikasan, an environmentalist group.

The incident, said Bautista, “poisoned the rivers, submerged the farmers’ crops and inundated with toxic wastes thousands of hectares of farmlands in Negros. It drove away thousands of hungry families from the towns of Sipalay and Cauyan in Negros.”
“With the celebration of the Mine Safety Week, the mining industry is portraying itself as a socially responsible industry, but the truth is, it is nothing but a self-serving, destructive and exploitative industry,” said Kakay Tolentino, a Dumagat and spokeswoman of the Katribu Partylist.

“President Benigno Aquino III, the Department of Environment and Natural Resources (DENR) and the Chamber of Mines wish to portray the current state of mining in the Philippines as responsible and nurturing both for the environment and the citizens, but it is just a cover-up,” said Natalie Pulvinar of Advocates for Science and Technology for the People (AGHAM).

In celebrating Mine Safety Week, “Aquino just wants to make a show as if the Mining Act of 1995 is still good and functioning despite protests and the very ugly effects of large-scale mining,” Pulvinar added..... MORE

Aquino faces 2nd impeach try over P5-M MILF dole

By Gerry Baldo 11/09/2011

President Aquino would likely have his second impeachment complaint when Congress resumes session next week mainly over the P5 million donation the government handed over to the Moro Islamic Liberation Front that Anad party-list Rep. Pastor Alcover Jr., who plans to file the complaint, said constituted betrayal of public trust.

Legislators, however, this early doubts the impeachment case will prosper particularly since Marcos loyalist lawyer Oliver Lozano has beaten Alcover to the gun.

Lozano sought Aquino’s impeachment for refusing to provide state honors for the burial of the late former President Ferdinand Marcos..... MORE

Noy, RP officials to defy China’s opposition on Spratlys issue

By Michaela P. del Callar 11/09/2011

President Aquino and other Philippine officials will defy China’s opposition and continue to seek support for a proposal to prevent South China Sea armed conflicts during a summit of Association of South East Asian Nations and world leaders led by US President Barack Obama in Indonesia next week, a top Foreign Affairs official said yesterday.

Legal and maritime experts from the Asean, who met in Manila in September, affirmed the Philippines’ position for a rules-based approach in settling the disputes, but stopped short of fully backing the Philippines’ Zone of Peace, Freedom, Friendship and Cooperation (ZoPFFC) in the South China Sea..... Human rights have become a source of embarrassment for Noynoy, whose worsening record in terms of extra-judicial killings and abuse of authority, mainly from the military and police forces, litter what he has been trumpeting as his administration’s straight path.

The most recent atrocity committed under his watch is that of Italian priest Fr. Fausto Tentorio who had been actively campaigning against mining activities in Mindanao, particularly around his diocese in Kidapawan.

The rise in the cases of extra-judicial killings has an uncanny parallel during the term of Noynoy’s mother, former President Cory Aquino, whose administration is remembered, among other things, by the Mendiola massacre of 1987 where 13 protesters were killed by police forces securing Malacañang Palace..... Like it or not, the continuing deliberate delay of the Noynoy administration, done through the Department of Justice (DoJ) Secretary Leila de Lima, on the lifting of the watch list order (WLO) against an ailing Gloria Arroyo, is boomeranging on Noynoy and De Lima.

Gloria may be the most unpopular government official today, but that does not justify Noynoy and De Lima’s insistence on keeping her in the country and deliberately blocking her chances of a cure for her ailment and in the process, grossly violating Gloria’s constitutional right to travel, especially as she has not even been charged in court.

Clearly, the delay is seen as vindictiveness on the part of Noynoy, because even as he claims to be passing on the decision on whether to lift the WLO against Gloria to De Lima, there is no reason for him not to step in and make that decision to allow her to leave the country..... MORE

You would think it would be news if a property development company owned by the largest bank in the country were to file criminal libel charges against three unit-owners of one of its condos, wouldn’t you? What if those charges were then dismissed in court? What if one of those charged was a retired Australian law professor? Nope. Apart from a few mentions in Business Mirror, not a peep from the media. So here’s the story.

It’s an interesting and long-running saga. Those charged all own units in Federal Land Inc.’s two-tower Oriental Gardens condominium in Makati. Federal is owned by Metrobank. The trouble started when the residents learned of Federal’s plans to construct a third tower. Their argument was that the units they had bought several years earlier had been marketed on the basis that there would be two towers and two towers only, and that the addition of a third would have adverse consequences for them and that their written consent, as required by legislation, had not been obtained..... Billions of dollars moved in bank transfer demonstrations

Bank branches and ATMs across the country saw a surge in traffic during the last month, which pinnacled over the weekend as Americans from coast-to-coast accessed their accounts, withdrew their money and went elsewhere.

With November 5 being hailed as Bank Transfer Day, the final day in a month-long demonstration to move money from out of the big banks and into smaller, localized credit unions, the tally of those that took up the cause has come through and it shows that the movement was more than just a fluke. Leading up to November 5, $4.5 billion was taken out of major financial institutions.

That number comes from a just released report from ABC News that reveals that credit unions across the country accumulated around 650,000 new customers in the month of October..... MORE

11/08/2011
BANGKOK — The Thai capital, built on swampland, is slowly sinking and the floods currently besieging Bangkok could be merely a foretaste of a grim future as climate change makes its impact felt, experts say.

The low-lying metropolis lies just 30 kilometers north of the Gulf of Thailand, where various experts forecast sea level will rise by 19 to 29 centimeters by 2050 as a result of global warming.

Water levels would also increase in Bangkok’s main Chao Phraya river, which already overflows regularly.

If no action is taken to protect the city, “in 50 years... most of Bangkok will be below sea level,” said Anond Snidvongs, a climate change expert at the capital’s Chulalongkorn University..... MORE

They have no qualm of conscience in using anybody and anything to promote population control in the world, the Philippines well included.

This time, after receipt of their proper cue, key representatives of said anti-natalist agents went to a hospital. There they waited for a baby to be born. Immediately thereafter, they used the tiny, innocent and helpless creature as a symbol of overpopulation. To somehow blur their base agenda, they heaped gifts upon the baby who is precisely supposed to stand as a bad omen for the Philippines, for the world as a whole. Executive-judiciary clash looms on PEACe bonds

By Benjamin B. Pulta 11/08/2011

A confrontation between the Supreme Court and Executive agencies again looms, this time over a restraint order the tribunal issued on the collection of a 20 percent final tax on the P35 billion Poverty Eradication and Alleviation Certificates (PEACe) bonds that was claimed to have been paid out last Oct. 18 as the SC may consider citing both the Department of Finance (DoF) and the Bureau of Internal (BIR) for contempt for collecting the tax despite the temporary restraining order (TRO).

The TRO was issued based on the petition of the Bankers Association of the Philippines (BAP) questioning the collection of the tax after an initial government ruling granting the controversial bonds float exemption from tax payments.

Court Administrator Jose Midas Marquez said the high court may look into why the DoF and BIR did not implement the TRO issued last Oct. 18 and have proceeded to collect the subject 20-percent final withholding tax (FWT) on the bonds that matured then..... MORE

‘What to do now, Pinoy?’ DIE HARD III Herman Tiu Laurel 11/07/2011

‘What to do now, Pinoy?’

DIE HARD III
Herman Tiu Laurel
11/07/2011
I translated this letter from a Nigeria-based OFW, with some parts retaining the original.
“Pinoy, paano ka na ngayon?, by Lito Nucum: ‘NOW, THEREFORE, the POEA (Philippine Overseas Employment Administration) governing board resolves… to stop the deployment of OFWs to the above-mentioned countries for non-compliance with the guarantees required under RA 10022.” The POEA issued GB Resolution No. 7, Series 2011, which named 41 countries that have not complied with Rule III of RA 10022. Is this the appropriate response to help Filipinos who take their chances to work in other countries? Be it Afghanistan, Iraq, Libya, Lebanon, Kuwait, or Saudi Arabia, why do Pinoys still persist in leaving their homeland and face the perils awaiting them in these and/or other countries that are non-compliant still with Rule III of RA 10022?

“What I do know is that it is the right of every Filipino to seek a means of livelihood wherever in the world. When the state fails to provide its own people with sustainable employment, tutunganga na lang ba si Itay at Inay at titignang nakangiti ang isang katerbang mga anak habang tirik ang mata at nakanganga ang bibig sa gutom? ‘Survival,’ the life of the entire Filipino family, is at stake and we want to stir up the conscience of our government ‘not to impose’ a ‘deployment ban’ on whatever country. I know our government realizes the lack of opportunities in our country. That is why, despite violation of Section 5 of RA 10022 which ‘shall allow the deployment only of skilled Filipino workers,’ thousands upon thousands of inengs, ates, nanays, titas and lolas still force themselves into countries abounding with abuses. Ano sa palagay ng gobyerno natin, makiki-chismis sila doon, makikipag-karaoke lang? Gising… kailangan nilang mabuhay nang marangal.

“Many of those in government ride around in luxurious cars, have nice homes in Forbes, Dasma, or maybe Alabang, and send their children to Ateneo, UP, La Salle, sporting signature clothes, smartphones, and pa-Belo-Belo pa. Well, after all, madali lang naman sabihing, ‘Lord, I am not worthy to receive you but (I) only (need) to say the word and I shall be healed. Until next kumpisal ulit.’ Anyway, here are some parts of the report as seen on GMA News: ‘DoLE (Department of Labor and Employment) Secretary Baldoz said the ban will affect a little over 200 OFWs, who she said can avail of the government’s integration program if they wish to return home. Earlier Wednesday the POEA ordered a deployment ban on 41 countries for the lack of guarantees ensuring the welfare of overseas Filipino workers. She said many of the OFWs deployed to the 41 countries are employed by globally operated companies and are not covered by the deployment ban.’

“Nagtatanong lang ako kung saan nakuha ng kagalang-galang na DoLE secretary yung ‘a little over 200.’ Maybe, I thought, this was just a typo error and two zeros got lost. According to my research on POEA data, there are 21,948 land-based OFWs that are legally working in the countries cited. First is Libya where there are 11,000 heroic fellow Filipinos who, despite the war, choose not to return home yet. I would be grateful if only a little over 200 are affected by the ban in 41 countries, which means 21,700 of our countrymen working in globally operated companies are not covered by the deployment ban. But will this be the view of the BI (Bureau of Immigration)? E, walang hinihintay ang mga kapatid diyan sa BI kung hindi ang mga ganitong Resolution at iba pang government orders na siyang nagiging sanhi ng lalong pasakit sa Pinoy na gustong mag-hanap-buhay sa abroad. For the BI, those countries affected by the ban will become gold when GB R#7 comes into effect.

“I am certain that many of our countrymen working in countries affected by the ban will hesitate to take their vacations to the homeland, fearing they will not be able to return to the foreign countries giving them livelihood. What do they say to their families? ‘Inday, sorry Ma, i-explain mo na lang sa mga bata kung bakit hindi tayo magkakasama sa Paskong ito. Merry Christmas. I love you all very much at God bless; ingat.’ Like us here in Nigeria… many have fallen victim to that deployment ban; and I am one of them. That is why I took the nerve to express my innermost feelings, and cry out loud, ‘remove the deployment ban,’ or else another huge question shall face us all: ‘Pinoy paano ka na ngayon?’…
“About the partial deployment ban here in Nigeria, it should not be so. It is clearly stated in Section 6 RA 10022, ‘termination or ban on deployment,’ which states ‘notwithstanding the provisions of Sections 1 and 5 of this Rule, in pursuit of the national interest or when public welfare so requires, the POEA governing board, after consultation with the Department of Foreign Affairs, at any time, (may) terminate or impose a ban on the deployment of migrant workers.’ But what national interest and public welfare is affected for a certain country that is already compliant but still faces the ban, like Nigeria, that has given life to our hopes that our own country has not been able to give? Then they will impose the ban? Is this what the country that took us in gets in return — shamed before the whole world? Our government in the Philippines is ungrateful and treacherous.”

The letter speaks volumes about the plight of our OFWs under the present government of incompetence and naiveté that was brought in by the “civil socialites” of the Yellow and Akbayan charlatans. With P-Noy, they have all done huge damage, instead of good, to “the people” whose name they woefully invoke to claw to politics and plunder.

Let’s bomb Iran: Old song, new lyrics

The US and its allies, such as the UK and Israel, may launch a missile attack on Iranian uranium enrichment facilities in the next 12 months, media speculate.

The possible bombing campaign may start after next November’s presidential election in America, reports The Guardian, citing unnamed sources in Whitehall. It also cites sources in UK’s Ministry of Defence as saying that the top brass are penning contingency plans to help the US with attacking Iran, should Washington launch offensive.

The military action may be chosen because Iran proved to be surprisingly resilient in the face of the international sanctions and the cyber attack on its nuclear facilities, allegedly perpetrated by American and Israeli hackers, the newspaper says. We lost our land, our livelihood and possibly our source of water because of them,” Consolacion Payla, 66, said in the vernacular. Payla is one of the Lumads struggling against the palm oil plantation in Sitio Limbasan in Opol, Misamis Oriental.

Nakeen Corporation, a wholly owned subsidiary of A Brown Energy and Resources Development, Inc., was able to secure a permit from the government to cultivate over 600 hectares of public land located in Opol, Misamis Oriental, with corresponding tax perks for the proposed P174.4-million ($4.05 million) project. The exploration phase began late in 2010.

Trade secretary and Board of Investments chairman Gregory Domingo said that with the strong demand for palm oil both in the domestic and international market, “production can only get better with growing more palm trees in the country side.”

Palm trees grow up to 30 feet tall and have a life span of 25 years. It bears fresh fruit bunches, small reddish fruits, which are made up of oily pulps. Its seeds, called palm kernel, are also rich in oil. The palm oil plantation in Opol, Misamis Oriental has a capacity of over 13,000 metric tons of fresh fruit bunches a year and would require some 209 personnel.

A Brown started planting palm trees on January 2011 and the commercial operation, meaning harvesting of the fruits, is slated to begin sometime in January 2014. Yet, as early as now, Payla said, the company has already affected their lives. The community of Lumads fear that their source of potable water, which is a nearby river, would be polluted with the harmful chemicals sprayed on the palm trees..... MORE

Turkey steps up pressure on Syria

ANALYSIS

11/07/2011
ISTANBUL — Turkey is harshening its stance against its former ally Syria, laying the ground for Syrian dissidents including army defectors and readying to announce new measures against Damascus.

“We cannot remain a mere bystander” to the developments unfolding in Syria, Prime Minister Recep Tayyip Erdogan said in Berlin during an official visit on Wednesday

“We believe it is necessary to implement certain sanctions” against the regime of President Bashar al-Assad, whose crackdown on protests has claimed more than 3,000 lives since mid-March, according to the United Nations.

Erdogan however did not elaborate on what kind of sanctions he was mulling against his former “friend” Bashar..... MORE

One item which caught the public eye in the ongoing high profile dogfight between CamSur Gov. LRay Villafuerte and his erstwhile comrades-in-arms, Deputy Speaker Noli Fuentebella and the three other co-sponsors of the proposed Nueva Camarines province, namely, LRay’s father and predecessor, Rep. Louie Villafuerte and Representatives Nonoy Andaya and Dato Arroyo, was the injection of businessman George Trivino of PEA-Amari fame in the debate recently.

In his latest blast, Gov. LRay propped up Trivino, a known ‘90s wheeler dealer, as the “poster boy” of what awaits the new province under the Fuentebellas. Trivino, a.k.a. Uy Han Kiat or George Uy, is listed as the super majority owner (225000 shares out of a total of 250000 outstanding stock) of the Caramoan Dam HydroElectric Power Corporation (CDHPC) with an authorized capitalization of P100 million. This deal is claimed to have the tacit approval of the Fuentebella family whose area of influence includes the town of Caramoan, a charge which has been vehemently denied. Of course, it is very possible that Trivino is doing this on his own being himself an adopted son of CamSur having taken one of the province’s political patriarchs, the late Gov. Juan Trivino, as his godfather. But no matter..... MORE

Even after Malacacang affirmed a military statement that the government has withdrawn recognition of the Moro Islamic Liberation Front’s area of temporary stay (ATS) in Basilan, the MILF still maintains that the military was to blame for the Oct. 18 clash between MILF forces and members of the elite Army Special Forces (SF) that resulted in the killing of 19 soldiers.

MILF chief negotiator Mohagher Iqbal expressed confidence that the MILF would be cleared by the Joint Coordinating Committee on Cessation of Hostilities (JCCCH), the International Monitoring Team (IMT) and the Ad Hoc Joint Action Group (Ahjag) of culpability in the slaying of the soldiers in the investigation which will start today.

Reign of assassins

Reign of assassins

By LUIS V. TEODORO
Vantage Point | BusinessWorld
President Benigno Aquino III has “vowed,” say media reports, to get the killers of Fr. Fausto Tentorio even if they should turn out to be members of the paramilitary groups he, Aquino, has refused to dismantle.
The call has been made often for the dismantling of paramilitary groups, among them the Civilian Volunteer Organizations (CVOs) and Civilian Armed Forces Geographical Units (CAFGU) armed and trained by the Armed Forces and that have figured prominently in the assassinations and massacres, illegal arrest and detention, and abduction and torture that in many areas of the Philippine countryside occur with impunity.

But that call assumed particular urgency in the aftermath of the Ampatuan Massacre of Nov. 23, 2009, in which the CVOs that were functioning as part of the private armies of the Maguindanao warlords figured prominently.

Fr. Tentorio was the missionary who had been working in Mindanao for 30 years, among whose advocacies in behalf of the lumad (non-Muslim) communities he was serving included opposition to mining. Fr. Tentorio was killed by unidentified gunmen last Monday, October 17, outside a church in Arakan, North Cotabato.
By no means was the Fr. Tentorio killing the only incident of its kind. Others, including priests, community activists, and Muslim and lumad leaders, have also been killed in Mindanao, both prior to and during the present administration...... MORE

Palace gives AFP, JCCCH free hand on ceasefire fate

By Virgilio J. Bugaoisan 11/06/2011

After publicly berating the Armed Forces of the Philippines (AFP) following the disastrous special forces operation in Al-Barka, Basilan that caused the death of 19 soldiers, President Aquino will now give the military and the Joint Coordinating Committee on the Cessation of Hostilities (JCCCH) a free hand to determine the parameters of the prevailing ceasefire agreement between the government and the Moro Islamic Liberation Front (MILF), including the withdrawal of government recognition of so-called areas of temporary stay (ATS) for the rebel group.

The JCCCH has among its members representatives from the government, the MILF and the International Monitoring Team (IMT).

This was revealed yesterday by presidential spokesman Edwin Lacierda to confirm the statement of Army chief Lt. Gen. Arturo Ortiz that the MILF’s so-called ATS no longer exist. They would be so wrong, because if this is to be tolerated by the Filipino people and the issue glossed over by the Supreme Court, anybody — critic or political foe of the vindictive Noynoy who obviously wants them to beg him for their right to travel and all other constitutional rights — can be subjected to the very same unconstitutional WLO, which, together with its ADO, is clearly a hold departure order (HDO) in disguise. Noynoy and his peace adviser are misusing taxpayers’ money to fund armed enemies of the state, claimed to be all done in the name of peace, apart from making certain that criminality will continue to be on the rise.

Why provide P31 million to the armed rebel group called the Alex Boncayao Brigade (ABB), a urban communist hit squad that is, as a group, no longer in existence, and worse, it has been admitted by Peace Adviser Teresita Deles herself that this is the same armed group that makes up the private armies of politicians?

And yet, armed with that fact, Deles even says that the peace agreement Noynoy has entered into with these mercenaries does not call for the surrender of these ABB members’ firearms. Instead, they are to have their firearms licensed. Translated, Noynoy and Deles, apart from giving tax money in the tens of millions to this armed group that forms part of a politician’s private army, are giving these mercenaries the license to kill, for their mercenary and political purposes. Yet Deles claims that financing them will bring about peace when the opposite is true in that Deles has ensured “legitimacy” for these mercenaries who are also working for politicians as their private army and killings will still be around..... ‘Lowering age discernment won’t solve juvenile delinquency’ – children’s rights groups

“Children in conflict with the law should not be perceived as criminals because they are victims, victims who should be helped to correct his/her mistakes.” — Salinlahi Alliance for Children’s Concern
By ANNE MARXZE D. UMIL
Bulatlat.com
MANILA – In late 2008, Arnold (not his real name), then 17, was on his way home from a birthday party when a police mobile stopped in front of him. The policemen stepped out of the vehicle and arrested him. A woman inside the police mobile accused him of robbery. He was detained at Quezon City Police Station 6 together with other adult prisoners.

“I was detained for five days. Inside the jail, I was beaten up by other prisoners,” Arnold, now 20 years old, told Bulatlat.com in an interview. Although nothing was recovered from him by the police, he was still imprisoned. He was considered as one of the thousands of children in conflict with the law (CICL).

Arnold’s experience inside the jail is the main reason why children’s rights advocates are up in arms against the call to amend Republic Act 9344 or the “Juvenile Justice and Welfare Act of 2006”. Children’s rights advocates said that lowering the age discernment and suspension of the law will not solve the problem.

“It is absurd to judge the law as a failure when in fact it has not been implemented as it should be,” said Melissa San Miguel, spokeswoman of Salinlahi Alliance for Children’s Concern. “We are dismayed that one of the more progressive laws concerning the welfare of children is now being considered for amendments or even suspension,” San Miguel added.

The Philippine Action for Youth Offenders (Payo) cited a 1997 study conducted by the Pamantasan ng Lungsod ng Maynila (PLM) in 1997 showing that the age of discernment of in-school Filipino children is 15 years old.

Payo’s study conducted in 2002, meanwhile, revealed that the age of discernment of out-of-school Filipino children is 18 years old. In their position paper, Payo said that said studies were the basis for setting of the age of criminal responsibility in RA 9344 to 15 years old.

The Roots and outcome of Philippine Migration

The Roots and outcome of Philippine Migration

 By Erika Caleja
Bulatlat.com
It is surely a rare occasion where I get to know a person who can let me have a deeper understanding about forced migration here in our country. That’s why it’s so nice to meet Mr. Ramil Batas, the case officer of a progressive organization Migrante International. Mr. Batas gave us (interns here in Bulatlat) a brief and very informative discussion about the history of forced migration (that started way beyond Spanish Era), and the current situation of our very own Overseas Filipino Workers (OFWs).

Bulatlat, com provided us with this migrant sit and gave us the opportunity to learn while doing our on-the-job training. By the way, the talk was very helpful to us, so that when we write stories (like some issues regarding migration and other related topics) we have an idea or a little bit background on the topics that we are writing about.

So, what can I say about our OFWs? Before, I couldn’t care less about it, all I know is that they go abroad because there’s work waiting for them with a higher wage. But, I’m also aware that they do that because they can’t get work here in our own country that can be able to sustain and provide for their family’s needs. Little did I know (during our discussions) that migration is rooted in our history and that even some of our ancestors during the Spanish period have become labourers in cargo vessels in galleon trading. We can also say, some Illustrados or “learned” Filipinos that came from rich families back then who travelled to Europe to study are also what we call migrants, just like Jose Rizal.

Who can we blame for the widespread forced migration? I thought there should be one, well I guess it’s our government, if only they would promote and improve the Industrial and agricultural sectors here in the country, then a lot of Filipinos would have a job and won’t need to go abroad–leaving their families, and their children without a mother or a father to guide them as they grow up. I remember when we tackled about migration in the time of Marcos; the government started this “Labor Export Policy” where it simply treats migrant workers as a commodity rather than a “human being.” When the government learned that they could get a lot of money to flow into the country (which is by the way through remittances) just by sending pinoys abroad, now the program has become permanent. I’ve learned that LEP has a big contribution to the Philippine economy: it provides a systematic migrant “trading” and offer Filipinos with work, when unemployment hits the country during the time of Marcos and carry on up to now..... Noy comes up with more excuses not to get FoI passed by Congress

By Virgilio J. Bugaoisan 11/05/2011

President Aquino continues to come up with a litany of excuses on why his administration has yet to make good on his campaign commitment to pass a Freedom of Information (FoI) bill.

He has even gone a step further as he compared “absolute freedom (to know)” to “absolute imprisonment” and also saying that such an FoI law would serve to inflict harm on the general public.

In an interview over YouTube’s Worldwide Series aired yesterday, Aquino claimed his administration is still consulting various stakeholders before coming out with Malacañang’s version of an FoI bill which would be submitted to Congress for legislative action..... MORE

Sen. Edgardo Angara once again called on Congress to fast-track the passage of the bill which aims to protect individuals and institutions from cybercrime attacks as he expressed alarm over a series of cyber attacks on foreign government agencies and companies.

According to recent reports, Japan’s parliament has come under cyber attack again, apparently from the same emails linked to a China-based server that have already hit several lawmakers’ computers.

Reports further revealed that malicious emails were found on computers used in the upper chamber of the Japanese parliament. Politicians’ computers and a Lower House server had contracted a “Trojan horse” virus containing a program that allowed a China-based server to steal passwords and other information..... MORE

By Michaela P. del Callar 11/05/2011

The Philippine Embassy in Saudi Arabia questioned the veracity of reports that many undocumented Filipinos had been selling blood in Saudi Arabia to survive, saying only legal workers are allowed to do so as residence permits must be presented before the procedure is permitted.

However, the embassy was quick to point out that it is willing to provide assistance to distressed workers.

“Based on the embassy’s own experience and knowledge, only those with valid residence permits (or iqamas) could donate blood to several designated blood banks, usually to Saudi government hospitals,” the embassy said in a statement..... MORE
