Aquino faces 2nd impeach try over P5-M MILF dole
By Gerry Baldo 11/09/2011President Aquino would likely have his second impeachment complaint when Congress resumes session next week mainly over the P5 million donation the government handed over to the Moro Islamic Liberation Front that Anad party-list Rep. Pastor Alcover Jr., who plans to file the complaint, said constituted betrayal of public trust.
Legislators, however, this early doubts the impeachment case will prosper particularly since Marcos loyalist lawyer Oliver Lozano has beaten Alcover to the gun.

"He said Aquino allegedly violated Section 29 (1) of Article 6 of the Constitution, which states that “no money shall be paid out of the Treasury except in pursuance of an appropriation made by law.” Alcover said there is no doubt that the P5 million given by Aquino to MILF is part of public funds.
"Alcover claims Aquino cannot escape liability by saying he was merely fulfilling a commitment made by the previous administration, because he could have always reviewed such a commitment."
