Int’l mission urges gov’t to stop land-use conversion in Hacienda Looc

MANILA — Delegates of an international solidarity mission called on the government to stop the biggest real estate developers from wreaking havoc on the lives of farmers and fisherfolk of Hacienda Looc in Nasugbu, Batangas.

In an eight-page executive summary submitted to the Department of Agrarian Reform (DAR), members of the mission asserted that “land use conversions and large scale tourism projects resulted to landlessness and food insecurity.”

The mission, composed of delegates from the United Church of Canada, Aliansi Gerakan Reforma Agraria (Agra – Indonesia), research students from Japan and Belgium, the Malaysia-based Pesticide Action Network Asia Pacific, Asian Peasant Coalition, Kasama-TK, Samahang Magsasaka sa Batangas, Farmers Development Center (Fardec), Ibon International, Promotion for Church People’s Response and Kilusang Magbubukid ng Pilipinas, was held February 11 to 15.

In its report, the mission stated that “the biggest real estate developers in the country, in collusion with various government agencies, have made their landgrabbing activities appear legal and legitimate.”
“Government policies, including bogus agrarian reform programs like the Presidential Decree 27 and the Comprehensive Agrarian Reform Program (CARP), have denied Hacienda Looc farmers of their rights to the land,” Willy Marbella, KMP deputy secretary general, said. In fact, according to Marbella, “real estate developers, using the CARP itself, managed to exempt Hacienda Looc from agrarian reform.”.... MORE

Preparing to settle into watching yet another session of Supreme Court (SC) Chief Justice Renato Corona’s impeachment trial, I get information about proposed House Resolution 2140, “expressing the sense of the House of Representatives to appeal to the local TV and movie industry to minimize, prevent, or stop typecasting congressmen and congresswomen as villains or crooks in movies and television telenovelas, in order not to create stereotypes or negative public perception against members of the House of Representatives,” authored by Rep. Aurelio “Dong” Gonzales Jr., first term representative of the third district of Pampanga.

I first believe it a joke.

But I get a soft copy of the proposal through e-mail, with parts stating that “Whereas, as the people’s representatives, majority of the congressmen and congresswomen do their best to bring excellent public service to their constituents; Whereas, there have been a few congressmen who may have been involved in crimes but these are the exceptions, rather than the rule.... On the part of the Church, the thus cited canonical provision has specific reference to an individual with mind and will functions (“person”) in the desired and designed procurement of abortion. The Church Law is directly relevant to the killing of a fetus in the womb of the mother (“abortion”). The normative enactment is only applicable when an abortion in fact (“effective”) takes place. The penalty of excommunication is automatically incurred (latae sententiae) the moment factual abortion happens, irrespective of place and time.

Three civilians were killed while 17 others were wounded after some 50 fully-armed men assaulted Kidapawan City Jail in an attempt to spring out a detained member of the Moro Islamic Liberation Front-Special operations Group (MILF-SOG) on Sunday night.

Military Eastern Mindanao Command (Eastmincom) spokesman Col. Leopoldo Galon said that more or less 50 armed men attacked the Kidapawan City Jail around 9:50 p.m. to rescue Datukan Samad alias Lastikman, who is a known MILF-SOG member.

Galon said that the armed men, wearing black fatigue uniforms, initially breached the perimeter of the jail facility by successfully detonating two improvised explosive devices (IEDs), resulting in the wounding of five personnel of the Bureau of Jail Management and Penology (BJMP)..... MORE

Several senator-judges ex-pressed alarm and fears over the examination done by the AMLC officer without any court order laying the predicate crime of kidnapping and other crimes under the Anti-Money Laundering law, as the AMLC apparently conducts such examinations on “politically exposed persons” among whom may be senator-judges.

Makati Mayor Jejomar Erwin Binay Jr. denied report made by the Department of Health-National Capital Region (DoH-NCR ) which said that there were eight cases of maternal death in the city-owned hospital in January.

Binay’s denial was based from Makati Health Department records stating that there were no maternal deaths recording during that month.

“Contrary to what was reported, there were, in fact, zero deaths of mothers due to childbirth recorded on January. The reports may have caused undue alarm among our residents, and we hope the DoH-NCR would take steps to clarify the matter,” the mayor said..... MORE

Twenty one years after the death of Leonardo “Lenny” Villa in the hands of his fraternity brothers, the Supreme Court (SC) has finally ruled on the fate of his assailants.

In a 68-page decision, the SC’s Second Division ruled on the consolidated case involving five appeals in the case of those accused who were members of the Aquila Legis Juris Fraternity who took part in the incident which occured in February 1991.

Associate Justices Antonio Carpio, Arturo Brion, Jose Perez and Bienvenido Reyes concurred in the decision which also ordered that copies of the decision be furnished to Congress for possible consideration of the amendment of the Anti-Hazing Bill to include the fact of intoxication and the presence of non-resident or alumni fraternity members during hazing as aggravating circumstances that would increase the applicable penalties.....
