KMP to CBCP bishops: CARPER strengthened landlords’ control over lands

KMP to CBCP bishops: CARPER strengthened landlords’ control over lands

“The agrarian reform dispute-cases of Hacienda Luisita, Hacienda Looc in Batangas, Roxas-Araneta lands in Bulacan, among others, are concrete cases where landlords made use of the Carper to evade land distribution.” – Kilusang Magbubukid ng Pilipinas

MANILA — As the countdown to the anniversary of the Comprehensive Agrarian Reform Program begins, the Kilusang Magbubukid ng Pilipinas (KMP) called on the Catholic Bishops Conference of the Philippines (CBCP) to rethink their position on what it described as a “bogus and anti-peasant Comprehensive Agrarian Reform Program Extension with Reforms (Carper).”

The KMP issued the statement after reports quoted Manila Auxiliary Bishop Rev. Roderick Pabillo as saying that at least 28 members of the 100-strong CBCP signed a letter requesting an audience with President Benigno Aquino III on behalf of farmers to seek his firm commitment on the implementation of the CARP. Pabillo also heads the CBCP’s National Secretariat for Social Action – Justice and Peace.

In terms of agrarian reform, the CBCP said, the Aquino administration has got the worst distinction compared to other post-EDSA administrations.

In a report posted on the official CBCP news site, Pabillo said, the current Department of Agrarian Reform has been consistently underperforming in implementing agrarian reform, particularly in land acquisition and distribution (LAD). He said there is a huge backlog of 1,093,000 hectares from the targeted lands to be distributed. In 2011, he said, the DAR accomplished 54.6 percent of its national LAD target; and that there had also been no significant movement in the 135,199-hectare total provincial backlog as of January 2012 and no notices of coverage has been issued on large estates..... Noy’s victory tour EDITORIAL 06/07/2012

Noy’s victory tour

Noynoy is touring Europe and the United States for a week in a grotesque victory parade after ousting Chief Justice Renato Corona, which he has made the centerpiece of his supposed pursuit of the straight path.

Before the euphoria from the impeachment triumph wears off, Noynoy is immediately off reporting his accomplishment to his masters in the West.

The official Malacañang statement indicated that Noynoy is on a seven-day swing to the United Kingdom of Great Britain and the United States of America to meet with UK Prime Minister David Cameron and US President Barack Obama.

According to Aquino, he will bring the achievements of his administration in stamping out corruption and the removal of red tape which would likely mean bragging about kicking out Corona as head of the Supreme Court and maybe keeping Gloria under hospital arrest since nothing else is moving in his administration to be worth mentioning to leaders of the two most powerful nations on earth..... USA frightens China with super destroyer. China laughs

USA frightens China with super destroyer. China laughs

The U.S. is building "the most advanced" warship in history - DDG-1000 destroyer of Zumwalt class that the Pentagon called a "super-stealth silver bullet." It will be able to move quietly along the coast, including in the shallows, hitting the targets of the enemy with electromagnetic rail guns, deceiving enemy radars.

Americans plan to equip its fleet in the Asia-Pacific region with these ships "from sci-fi movies". It is to the shores of China frightening with the increase of its military where the Pentagon intends to relocate 60% of its ships in 2020 in the framework of the renewed military strategy..... 'End of the world as we know it': Kaspersky warns of cyber-terror apocalypse

'End of the world as we know it': Kaspersky warns of cyber-terror apocalypse

After his eponymously-named lab discovered Flame, "the most sophisticated cyber weapon yet unleashed," Eugene Kaspersky believes that the evolving threat of “cyber terrorism” could spell the end of life on Earth as we know it.

Doomsday scenarios are a common occurrence in 2012, but coming from a steely-eyed realist like Eugene Kaspersky, his calls for a global effort to halt emerging cyber threats should raise alarm bells.

A global Internet blackout and crippling attacks against key infrastructure are among two possible cyber-pandemics he outlined..... MORE

Venus to create moving beauty mark on the sun

Venus to create moving beauty mark on the sun

Stargazers around the world are setting up special telescopes and passing out cardboard eclipse glasses to view the once-in-a-lifetime celestial cameo of Venus passing in front of the sun.

The transit of Venus - a planetary spectacle that won't occur again until 2117 - won't be enough to significantly block the sun's light but it will give Earth's closest star a moving beauty mark. Venus is Earth's second-closest neighboring planet.

"In terms of rarity, to be here at a time when it's happening, you almost have to look at it," said Geoff Chester of the U.S. Naval Observatory, who saw the last transit in 2004. "It ain't going to happen again in my lifetime",says Washington Post..... MORE

Wedding vows and divorce VIEWPOINTS Archbishop Oscar V. Cruz 06/07/2012

Wedding vows and divorce

Archbishop Oscar V. Cruz
“I (name) take you (name) as my lawfully wedded wife/husband. Before these witnesses I vow to love you for as long as we shall live. I take you with all your faults and strength. I will help you when you need help, and turn to you when I need help. I choose you as the person with whom I will spend my life.”

The above formulary used in contracting a civil/protestant marriage by and large contains the substance of other forms of getting married. The standard phrases invoked for marriage intents and purposes are the following — in addition to the above quoted “I choose you as the person I will spend my whole life with my whole life”: “I will love you today, tomorrow, and forever.” “Let us commit our lives together for all the days to come.” “I give you my hand, my heart, and my love, from this day forward for as long as we both shall live.” The more commonly said and heard marriage vow goes this way: “…to have and to hold from this day forward, for better or for worse, for richer and for poorer, in sickness and in health, for as long as we both shall live.”.... The rock star President INSIDE CONGRESS Charlie Manalo 06/07/2012

The rock star President

Charlie Manalo
Noynoy Aquino must again be entertaining the illusion he is a rock star. This week, he is scheduled to wine and dine with members of the Filipino community in Washington DC, but for a hefty price.

According to the Tribune story published yesterday, Philippine Embassy officials in Washington, in an apparent effort to impress Noynoy, are organizing an expensive dinner to launch the US-Philippine Society where Noynoy would be the guest of honor.

Based on a solicitation letter obtained by The Tribune, a plate for the Chairman’s Circle goes for $75,000 each; for a founding member, $50,000 (P2.25 million); for a patron, $25,000 (P1.125 millionn); for the corporate circle, $15,000 (P675,000) each; for a friend, $5,000 (P225,000), and for a supporter, $1,000 (P45,000).

And just for a mere handshake with the President, one has to cough out a $250 for a ticket just to enter the venue and personally shake hands with Noynoy..... MORE

GMA cleared in 2004 bribery case, Mike A. charged over chopper mess

By Arlie O. Calalo 06/07/2012

The Office of the Ombudsman has dismissed for lack of evidence the criminal charges against former President and now Pampanga Rep. Gloria Macapagal-Arroyo in connection with the May 2004 elections held in key provinces in Mindanao.

Aside from the former President, Ombudsman Conchita Carpio-Morales also yesterday found no sufficient proof to pin down the six other respondents, including her husband, former First Gentleman Jose Miguel “Mike” Arroyo, on the bribery and conspiracy charges filed against them under the Revised Penal Code and Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.

The case filed against them stemmed from their alleged involvement in bribery and conspiracy said to have been committed during the May 2004 elections in Lanao del Norte, Lanao del Sur, Tawi-Tawi, Sultan Kudarat and Cotabato City..... MORE

7 negative votes put SoVFA OK in peril 06/07/2012

7 negative votes put SoVFA OK in peril

The approval of a new military treaty with Australia or the so-called Status of Visiting Forces Agreement with Australia (SoVFA) will likely be rejected by the Senate with seven out of the 23 sitting senators casting negative votes on the proposed agreement’s “second reading.”

In supporting the treaty, however, Sen. Loren Legarda said geo-political realities, as well as global and regional security challenges, not present before the turn of the last century require the strengthening of the country’s defense posture through a regime of cooperation with allies.

“Australia is one of the top bilateral grant aid donors to the Philippines. It provides 100-percent grant funding. Also, the SoVFA contains a unique provision on environmental protection, thus assuring us that local environmental laws will be observed in the conduct of exercises,” she said..... MORE

AMLC allowed to open bank records ‘ex parte’ By Angie M. Rosales 06/07/2012

AMLC allowed to open bank records ‘ex parte’

By Angie M. Rosales 06/07/2012

The Senate approved yesterday one of three bills seeking to amend the Anti-Money Laundering Act (AMLA) which granted the Anti-Money Laundering Council (AMLC) authority to inquire “ex parte” or without a court order into bank accounts and investments of suspected money launderers and likewise allows it to pry into related accounts.

Senators are now crossing their fingers that the approved bill will be sufficient to meet a reported “requirement” imposed by the Europe-based Financial Action Task Force (FATF) on amendments to the AMLA to spare the country from landing in the body’s “blacklist” of dirty money havens.

Senators said they are hoping the bill would represent “substantial compliance” even as there was no assurance that such will be acceptable to the FATF..... MORE

Padaca ordered arrested

By Ted Boehnert 06/07/2012

Authorities had served the arrest warrant on former Isabela Gov. Grace Padaca the other day in connection with her malversation case before the Sandiganbayan, but she escaped arrest, not being at her Cauayan City home.

Agents from the National Bureau of Investigation and the Philippine National Police went to Padaca’s residence in Santiago City’s second district to serve the warrant only to learn that she was not in.

Padaca earlier had denied posting bail for the case in connection with a technical malversation case relating to the disbursement of a P20-million fund for rice farmers through a private foundation, the Roxas town-based Economic Development for Western Isabela and Northern Luzon Foundation Inc..... Binay decries Roxas mayor’s inhospitality

The Office of the Vice President lamented the refusal of the mayor of Roxas City to allow the posting of customary welcome streamers for Vice President Jejomar Binay.

“It is unfortunate that the usual courtesies extended to visiting national government officials were not extended to the Vice President in Roxas City,” said Joey Salgado, Binay’s spokesman.

“We were informed that Mayor Allan Celino did not allow the posting of the customary welcome streamers. Still, we appreciate the warm welcome extended by the people and the sectoral organizations of Roxas City,” Salgado added. “He has even gone to the extent of reportedly threatening vendors and market stall owners should they interact with the Vice President.”.... Alliance of Concerned Teachers junks gov’t K to 12 program 06/07/2012

Alliance of Concerned Teachers junks gov’t K to 12 program

At a media forum held the other day in Intramuros, Manila, the Alliance of Concerned Teachers assailed the Aquino administration’s much ballyhooed K to 12 educational program, calling it ill-conceived and therefore a disaster waiting to happen since it would only worsen the perennial problems that have long been plaguing the country’s public school system.

France Castro, secretary general of the Alliance, said what is really ailing the system is not that we need two more additional years of K to 12 curriculum, but the lack of sufficient funds and support of the government. Instead of increasing, the government slashed its 2012 appropriation budget..... MORE

Hog, poultry raisers lambast Customs chief for making ‘palusot’ in meat smuggling

By Benjamin B. Pulta 06/07/2012

Hog growers and poultry raisers yesterday pressed Customs Commissioner Rufino Biazon to provide the Department of Agriculture (DA) with the inward foreign manifest (IFM) that would effectively check smuggling and over-importation by speeding up the inspection of 40-foot container reefer vans containing imported and frozen meat.

Abono chairman and Swine Development Council director Rosendo So reminded Biazon of the memorandum of agreement (MoA) he signed with the SDC officials during a three-day convention in Cebu last April allowing the hog growers to join the Bureau of Customs (BoC) and National Meat Inspection Service in conducting inspections.

So took exception to claims made by Biazon in connection with the government agency’s continued failure to crack down on smuggled meat and other agricultural produce..... MORE
