At the outset, the opposition to Gloria Macapagal-Arroyo consisted of partisans of the man she succeeded as President and those who did not like the manner in which she obtained the highest position in the land. The latter group of Filipinos was not necessarily pro-Joseph Estrada, but because of the highly unconstitutional nature of the Jan. 20, 2001 transfer of presidential power — a healthy Joseph Estrada had not executed an instrument of resignation — its members became anti-GMA.


The ranks of the opposition to Gloria Arroyo were expanded by the national furor that erupted when the revelation was made that Mike Arroyo’s wife had conspired with Commission on Elections (Comelec) official Virgilio “Garci” Garcillano and a number of high-ranking Armed Forces of the Philippines (AFP) officers to rig the 2004 presidential election. The Filipino people were outraged by the sound of the voice of Gloria Arroyo in 15 wiretapped conversations with “Garci...” and many citizen of both high and low station demanded that Arroyo step down forthwith....
