Almost everyone knows there was cheating during the 2004 presidential elections. Most everyone also knows that there was cheating during the 2007 elections. So was there cheating during the 2010 presidential elections.

Heck, even during the 2001 polls, there certainly was fraud, to ensure the loss of the then opposition led by Erap Estrada.

For that matter, electoral fraud had been committed long, long before, whether during Marcos’ time, Cory Aquino’s time (remember her then high-tech fraud in 1987 where there was that attempt to block out all the then opposition senatorial bets? Then too, there certainly was cheating in the 1992 presidential elections—and always with the cooperation of Namfrel.

DORDRECHT — For three years, the quaint old city of Dordrecht has watched in amazement as a local businessman’s dream of building a real-life Noah’s ark, stocked with thousands of plastic animals, became a reality.

The enormous vessel stands at an abandoned quay on the Merwede River, about 65 kilometers (40 miles) south of Amsterdam. Here, Johan Huibers, 52, and a team of 50 dedicated employees put the final touches to what they believe is the only life-size wooden ark in existence.

“We want to tell people about God,” the deeply religious Dutchman told AFP when asked why he undertook the project. “We wanted to build something that can help explain the Bible in real terms.”

The plan is to open what Huibers, who is in construction, calls “a Bible museum” by the end of the year, but he will allow local residents in on a one-day sneak preview later this month..... MORE

Aecent events in Singapore, Thailand and Malaysia give the distinct impression that commitment to freedom of assembly, expression and association, and to even the most banal norms of liberal democracy, are less firmly entrenched in the region than its leaders might claim.

In Singapore, British author Alan Shadrake (knowing neither him nor his writings, I have no interest to declare) was deported following five weeks in prison. His “crime” was contempt of court, having published a book critical of the city-state’s policy on executions.

In Thailand, Yingluck Shinawatra’s Puea Thai Party inflicted heavy defeat upon the Democrats. The former enjoys the support of the rural and urban poor, while the latter represents the interests of the well-heeled sections of society.

Rather than accepting their defeat with good grace, the Democrats have asked the Electoral Commission to dissolve Shinawatra’s party on the grounds that “banned” politicians were involved in its successful campaign. Should this move be successful, it will be the third time that a Shinawatra party has been dissolved..... MORE

While Retired Col. Generoso Mariano display of bravado in “speaking out his mind” and calling for the overthrow of an incompetent Benigno Aquino administration is highly laudable, considering that he comes from within the military establishment from which Noy counts his support, it requires a comprehensive scrutiny before Mariano could even be counted as an addition to the ever-growing numbers of the disgruntled and discontented Filipinos on the Aquino regime.

For one, Mariano’s script contains so many loopholes which would make his call for Aquino’s overthrow too good to be true. Why did he come out when he was just a few days from retiring? Why did he leak his own video footage calling for the President’s ouster to the media when he is quite aware he will be held accountable for his actions?

And why wasn’t Mariano sanctioned for his actions? For openly calling for the overthrow of his Commander-in-Chief, all he got was a pat on the back, recalled to his barracks, relieved of his post which he was about to relinquish in just a matter of days. He wasn’t even charged..... MORE

PUERTO PRINCESA — For the few dozen Filipinos living on a remote speck of land in the South China Sea, each day is a battle against loneliness but also a love affair with nature.

Contact with the outside world is limited and comforts are few for the residents of “Freedom” town, which exists mainly to raise the Philippine flag and fend off the other claimants to the Spratly islands.

“People here just play billiards, ping-pong. We have no markets and no malls. You need a special mindset to stay here,” said Eugenio Bito-onon, 55, mayor of the town of Kalayaan, the Filipino word for freedom.

The web of corruption spun from the lucrative lotto operations of the state-owned Philippine Charity Sweepstakes Office (PCSO) has dragged the name of another former president, aside from former President Gloria Arroyo, with an alleged overpriced supply contract entered into by the agency having been supposedly brokered by former President Fidel V. Ramos.

This was revealed to Senate probers yesterday who learned that the overprice for the supply deal may have cost the government P13 billion.

Former PCSO general manager and director Manuel Morato admitted before the Senate blue ribbon committee that two losing bidders for the supply of lotto equipment, the contract for which was bagged by a Filipino-Malaysian firm, was eventually allowed to gain PCSO supply contracts by Ramos.

“I was told by (then) President Ramos to give to the losing bidder the contract for Visayas and Mindanao and the winning bidder, PGMC, be made to concentrate in Luzon only so (that the government will) not be accused of monopoly in the Philippines,” said Morato, adding that it was made through a request..... With President Aquino’s spokesman accusing former President, Rep Gloria Arroyo of being behind the call for a change of government from a Marine colonel, the Armed Forces of the Philippines (AFP) is now looking into the possible link of Col. Generoso Mariano to the camp of Arroyo as among the angles in the ongoing investigation against the Marine officer who called for a change of government.

At a press briefing, AFP spokesman Commodore Miguel Jose Rodriguez said the ongoing investigation on Mariano, who officially retired from the active service last Sunday, is open to all possible motives.

“That (possible link between Mariano and Arroyo’s camp), we still have to find out because that is the reason we are expediting this investigation. There are a lot of speculations coming from so many people,” said Rodriguez.

Amid recent altercations in disputed South China Sea territories, Southeast Asian nations want to forge a stronger legally-binding code of conduct with China to prevent an escalation of the territorial disputes and cool off months-long tension in the disputed waters.

A draft communiqué to be issued by Association of Southeast Asian Nations (Asean) ministers who are currently meeting in Bali, Indonesia call for the early conclusion of negotiations for a regional code of conduct before the leaders’ summit takes place in November.

“We have further commenced the discussion on a regional code of conduct (CoC) in the South China Sea by building upon the momentum of the 20th Anniversary of the Establishment of Asean-China Dialog Relations in 2011. The target one million trees by December of the Mangrove Tree-Planting Project in Obando, Bulacan is gaining full steam as it hit the 200,000 mangrove saplings mark planted already recently.

In sync with President Aquino’s Executive Order 26 or the National Greening Program being implemented by the Department of Environment and Natural Resources (DENR) under the leadership of Secretary Ramon Paje, the Mangrove Tree-Planting Project in Obando was also a major component of the Marilao-Meycauayan-Obando River System (MMORS) clean-up drive.

Bulacan Gov. Wilhelmino Alvarado led the launching of the MMORS clean-up drive recently in an effort to eventually erase the name of the Bulacan river from the New York-based Blacksmith Institute’s list of 30 of the world’s dirtiest rivers and also as the province’s response to the Writ of Kalikasan and the Writ of Continuing Mandamus promulgated by the Supreme Court last year to rehabilitate the Manila Bay in general and the clean-up of all adjacent rivers in particular..... The Office of the Acting Ombudsman yesterday placed under six-month preventive suspension against Caloocan City Mayor Enrico “Recom” Echiverri and three other city hall officials for alleged failure to remit some P38 million in employees’ contributions to the Government Service Insurance System (GSIS).

Also ordered suspended were City Treasurer Evelina Garma, City Budget Officer Jesusa Garcia and City Accountant Edna Centeno, according to lawyer Mary Rawnsle Lopez, spokesman of Acting Ombudsman Orlando Casimiro.

The preventive suspension stemmed from the complaint filed by Vice Mayor Edgar Erice who alleged that from July 1997 to December 2002 and from January 2007 until Dec. 31, 2010, the premium contributions comprising the personal shares of the employees and the city government shares were not remitted to the GSIS and remained unpaid as of Dec. 31, 2010.

In addition, the employees’ compensation shares from July 1997 to December 2004 and from January 2007 to December 2010 were not remitted to the GSIS, Lopez said..... MORE

Manila Mayor Alfredo Lim declared yesterday that the Manila Zoo will stay and after making an assurance that all efforts are being exerted by the administrators and staff under Engineer Deng Manimbo to exert more efforts in upgrading the caring program of the animals housed inside the zoo.

Lim took exception to the calls of an organization for animal’s rights to shut down the zoo, with a demand for the animals there to be released in the wild.

According to him, the animals there are all domesticated and have adjusted fully to their present home and that bringing them to the wild would be greatly difficult for them.

Col. Generoso Mariano, deputy commander of the Naval Reserve Command, declared that the Aquino government “has no capability to save us from hunger and death.” In that Facebook video dated July 3 he argued, “We soldiers also feel the impact of (the) unrelenting rise in prices of commodities, medicines and food… If this government has no intention or is not doing anything to save the life of the majority, it is the right of every Filipino, including soldiers, to replace the government. I repeat, replace the government.” He then exhorted everyone to “once and for all build a nation based on truth for without it there can be no justice, and without justice… no peace and without peace… no development.” The video, by the way, was posted by a group called “Oust Noynoy Movement!”

While Colonel Mariano’s plaints are obvious, his timing leaves some questions: Why only now? Why not during Gloria Arroyo’s time which was as bad? And why replace only the government when the whole system is at fault?

Vice Adm. Alexander Pama said the colonel is currently under investigation and confined to headquarters. Pama must have some inkling of Mariano’s reasons as I am told he, too, was supposed to have joined Gen. Danilo Lim’s military protest in 2006.

Most of you may know that I have supported such military actions in the past — from the Bagong Katipunero’s (or the Magdalo’s) to Gen. Danny Lim’s — because I know of RP’s systemic socio-economic injustice brought about by oligarchic exploitation as well as neocolonial enslavement, which have exacerbated poverty and decay with no resolution at hand.

These ills that demand real solutions are not being addressed at all with the seriousness required, even a year after the present administration has stepped in. Only palliatives and PR stunts in the form of Conditional Cash Transfers or Public-Private Partnerships are the order of the day while Filipinos continue to be on “Debt Row,” with their basic necessities progressively priced beyond reach — and this, as government is mired in squabbles and ineptitude, apparently oblivious to the erosion of its moral claims by its own KKKs.

Our military friends had already expected Colonel Mariano’s move two weeks before it came out. I was also informed that Mariano, a reserve officer (not a PMAyer), had joined the 1989 RAM (Reform the Armed Forces Movement) coup attempt but has since been uninvolved. When his Marine colleagues such as General Miranda and Colonels De Leon and Segumalian protested in 2006, for instance, he was not among those who were hauled off to detention.

Some speculate that, with his retirement coming up a week after his video came out, among Mariano’s other motives was possibly a missed chance to make the rank of general. True or not, such timing certainly can’t compare with the incontrovertible sacrifices of the young Bagong Katipunero officers who staked their careers or Gen. Danny Lim who was in line for promotion when he took action.

Having considered all the information, I can say that Colonel Mariano’s act still helps the cause of change by calling attention to the crisis in Philippine society and its political-economic morass. One major shortcoming of Mariano’s declaration, though, is his limiting the blame to the present government — a half-truth that has opened him to be rightly or wrongly interpreted as part of the ploy of the (still) “worst enemy of the Filipino people today,” who has all the reason to create distractions and destabilizations to deflect from the growing crisis she faces. And this is what other factions of the military are now saying about him.

From my perspective — coming from one who’s rabidly against both the present government and Gloria Arroyo’s forces — Colonel Mariano could have been more credible if he had made his analysis comprehensive enough to cover the ills of the entire system, calling for the “ouster of all.”

The present ruling system and the people behind it — or the ruling class, which includes the financial, economic, military, political, and “civil society” elite — thrive on the betrayal of the sovereignty of the people. They subvert the nation’s sovereignty and economic aspirations by collaborating with foreign interests to perpetuate debt-dependence; the institutionalization of alternating corrupt regimes through coups disguised as “People Power” and rigged elections (Hocus-PCOS); the systematic dismantling of the State through liberalization and privatization; and the consequent elimination of “public welfare,” “public service,” and “national interest,” in favor of “profit” and “corporate welfare.” Such outcomes are what Mariano described in common-tao terms as the “hunger and death,” which ordinary soldiers also feel.

But shouldn’t he stop to think: Who are behind the present government he despises? Weren’t the oligarchs, new and old, “civil society” and its NGOs, the clergy, as well as the US and Britain, along with their respective chambers of commerce, behind Arroyo for as long as they were able to exact their pound of flesh from us? And aren’t they now behind the present dispensation and massively profiting from us as well?

The Colonel Marianos, the Bagong Katipuneros and Para sa Bayan soldiers of the Armed Forces of the Philippines, and all the impoverished people of this nation should see through the ruling elite’s games, particularly the Noynoy vs Gloria moro-moro. In the spirit of Bonifacio’s Revolution, let’s all unite and oust them all — and make their heads roll!

The ominous rumblings in the military have started after an erstwhile unknown Marine Col. Generoso Mariano popped up in a social networking site calling for the overthrow of Noynoy.

The call was immediate and unforgiving, the reason which Mariano said was Noynoy’s inability to deliver on his campaign promises to change the lives of Filipinos.

His call was absolute: replacement of the government. It is the first time that a ranking member of the military spoke up against Noynoy.
He was, in all probability, airing the sentiments of many members of the Armed Force of the Philippines and its service sectors, and perhaps even those from the Philippine National Police..... MORE

Ouster calls are making a comeback and so early in Noynoy’s term, starting with a marine colonel, Generoso Mariano, deputy commander of the Naval Reserve Command, who, in a videotape, called for a change of government, saying this is the right of the Filipino people, and even the soldiers to ensure a change of government.

The ouster call came just a week ahead of Noynoy’s State of the Nation Address, which puts a damper on Noynoy’s Sona that is expected to be yet another portrayal of the Philippines transformed into a wonderland under his presidency.

Not surprisingly, the marine colonel was quickly restricted to quarters pending investigation.

Predictably, both leaderships of the Armed Forces of the Philippines and the Philippine National Police tried to downplay the ouster call of Mariano, mouthing the usual stuff which hardly convinces anyone, such as the morale in the military and the police is still very high..... MORE

No more stonewalling, the Armed Forces of the Philippines (AFP) pledged yesterday while expressing full cooperation to the possible revisitation of the 2004 alleged massive electoral fraud when some top-ranking military officials were tagged as having been involved in the cheating in favor of former President and now Pampanga Rep. Gloria Arroyo.

“If you have nothing to hide, you have nothing to fear and we will always be ready to cooperate with any investigating agency because truth will set us free,” AFP spokesman Commodore Miguel Jose Rodriguez stressed.

Manila Mayor Alfredo Lim yesterday directed all directors of the city-run hospitals to ban agents of funeral parlors from all hospitals in the city.

Lim’s order came after receiving reports that some funeral agents manage to sneak into the hospitals and scout for possible clients.

“‘Yang mga ‘yan, ang gawain eh magtatanong-tanong kung sino na ang malapit mamatay. Naghihingalo pa nga `yung pasyente ang mga kaanak ay kinakausap na,” Lim told the directors during a meeting.

Why does it feel that an unseen hand is moving on the series of confessions on election cheating operations under Gloria? While there is that sense of relief that the truth about the elections, after being swept under the rug for most of the nine years of Gloria, will finally be brought to light, an uneasy feeling about somebody manipulating the series of events also exists.

It all started with the “Pajero bishops” media fest in which the public attention was sucked into the allegations that some leaders of the Catholic Church have dipped their hands into anomalous practices under Gloria’s administration.

What was billed as a crusading effort among new officials of the Philippine Charity Sweepstakes Office (PCSO), from which the donations to the bishops for the purchase of supposed luxury vans were taken, later proved more of a public relations stunt to divert public attention away from allegations of irregularities against the current PCSO officials and the sliding public acceptance of Noynoy..... And who is throwing the ice on the claimed daang matuwid, obviously upon orders of Noynoy to get the heat off Inday Sara, if not the Yellows’ multi-awarded mayor of Naga City, now Department of Interior and Local Government (DILG) Secretary Jesse Robredo.

So much for all that yellow hype of Robredo being the best mayor ever and the right man for the DILG job, along with that obviously fake straight path they claim to be treading.

Inday Sara cannot be reprimanded for physically assaulting a sheriff during a demolition in the city last July 1, Robredo was quoted as saying Friday, stressing that the DILG cannot possibly impose any sanction on the mayor as there has not been any private complaint coming from Sheriff Abe Andres, the victim of Mayor Sara who even apologized to her, as she may punch him some more..... Some were teary-eyed at the Senate committee hearing or even those watching intently on live television, when the seven bishops testified. Most of them were in their senior years, old but not out, with receding hairlines but not their clear minds, blackened and wrinkled skin brought about by travels and travails to the far flung miserable areas of their dioceses in their staunch efforts to bring God and humanity’s compassion to the poor. And for a measly second hand or non-Pajero vehicles they have naively requested from a doting government agency, they are now suffering indignities and insult from all over, endangering the collapse of what personal and collective honor they have built themselves and their positions for the past many years.

The seven bishops, in particular the feisty Bishop Orlando Quevedo, who normally preaches fire and brimstone from the pulpit evinced a more demure and pensive countenance at the Senate hearing as they mouthed their defenses alternately. This is not because they were being humbled by a guilt not their own but because their whimpering hearts and minds simply are trying to endure the pain of a malicious and connived effort by this government to demean their persons and ranks..... For calling for the ouster of President Aquino in a video circulating in a social networking site, a colonel in the Philippine Navy has been stripped of his post, put under investigation and placed under restriction, the military said yesterday.

Col. Generoso Mariano was removed as deputy commander of the Naval Reserve Command on Friday and investigated for possible sedition and unbecoming conduct over a video in which he called for Aquino’s overthrow, Navy spokesman Lt. Col. Omar Tonsay said.

“The tape showed him speaking out against the government,” Tonsay said, adding the footage appeared to show Mariano laying out scenarios when a President’s removal could be justified.

Tonsay said the tape, copies of which began circulating on social networking sites on the Internet on Saturday, had been viewed by some military units. One copy was anonymously delivered at the gate of navy headquarters..... MORE

A center for autistic and special children will soon be established in every province of the country.

Pangasinan Rep. Gina de Venecia said House Bill 4447 mandates the creation of centers which will give, among other things, free special therapy sessions or interventions to children with autism and hearing and speech impairment.

“Poor families who cannot afford the time and specialized treatment for their children with autism and/or hearing and speech impairment can avail themselves of free special therapy sessions or interventions,” De Venecia, author of the bill, said.

The Quezon City Police District (QCPD) has identified the more than 15 armed men who robbed a bank in Quezon City as remnants of dreaded robbery gangs.

According to Chief Insp. Rodelio Marcelo, chief of the QCPD Criminal Investigation and Detection Unit (CIDU), 10 of the armed men were remnants of the notorious Alvin Flores, Ampang Colangco and Kuratong Baleleng syndicates.

Never has the nation had such a divisive and quarrelsome president as it has today in Noynoy Aquino, which bodes ill for both the polity and the country.

While it is true that the nation has experienced divisiveness owing to, of all things, political inclinations, it was hardly in the same degree of divisiveness as it is being experienced today, with all credit for this naturally going to Noynoy, who can never hope to ever unite the people behind him under his presidency.

His mother, Cory, who was propelled to power and position through the Edsa Revolt route, was a divisive president, only less so, when compared to her son. Their similarities rest on the fact that both are expending all their focus and efforts to destroy their predecessors, with Cory ending up not being able to achieve much, by way of governance and even in ushering prosperity and improvement in the lives of the Filipino people. and more importantly, bringing unity and peace to the nation.

Under the Ramos regime, it can be said that in the matter of divisiveness, there was little, or at least not felt as much as his focus was hardly on bringing Cory Aquino’s political foes to jail, unlike his predecessor Cory. Yet he was not unlike Marcos in his desire to extend his time in the presidency, through his “Pirma” people’s initiative to amend the Charter and of course to destroy the electoral chances of his successor..... DAKAR — Launched by a group of rappers in January, a movement called “Fed up” has shaken Senegal’s political scene and become the symbol of protests against President Abdoulaye Wade’s regime.

Youths have rallied, denouncing the 85-year-old Wade’s efforts to run for a third term as president as well as crippling power cuts, corruption and other social ills.

“We want a democratic revolution in Senegal, to change things by voting,” said Fadel Barro, a journalist and coordinator of the movement which was started by a group of friends, the oldest of whom is 33 years.

By the time you read this, I shall be winging to a family vacation I’m truthfully apprehensive to take. It’s going to be my first long one without my husband Sig, and just the thought of being without the dear man beside me on the plane and messing up his side of our hotel room is enough to make me cry.

The road show tour of Aawitan Kita sa Amerika last May was work, and hard work at that, so there wasn’t much time to miss anybody. The next three weeks are purely for rest and recreation, how to fill in all the hours of the day without my partner of close to 60 years is a problem a woman my age can no longer solve with all the available shopping in the world.

Same time last year, we were in Milan, from where we motored to the northern part of Italy. Sig was smiling all throughout, there’s hardly a picture from that trip with him not baring his teeth, todo ngisi talaga, posing all over the place with family and friends, whether on the bus, an air-borne cable car, or gondola. Did he know he was on his last vacation with us?.... MORE

P-Noy and his economic managers should thank San Miguel Corp. president and COO Ramon Ang for fast-tracking, as it were, the rehabilitation and upgrading of the Caticlan-Boracay International Airport in time for the second session of the 15th Congress. At least, with this $300 million long overdue undertaking they will have one Public-Private Partnership (PPP) project to bandy around as they prepare for the second round of roadshows meant to cajole investors to invest in the “big-ticket” projects, mainly infrastructure, works designed to catapult the country to the top tier members of Asean such as Malaysia, Thailand, Indonesia and, of course, Singapore whose basic infra networks and services, i.e., roads, bridges, airports, ports, telecoms and even power, are considered world-class and, yes, affordable.

It was not meant to be this way. After the “golden years of infrastructure works” as the Marcos years have come to be known, succeeding administrations wanted to sustain the momentum using the old ODA route. Alas, the Asian financial crisis set in and development funding for such big-ticket items almost dried up. So, the stage was set for the Build-Operate-Transfer (BOT) Law which was the original framework for various funding schemes such as this administration’s PPP. The problem is the record as far as these BOT/PPP variations has been very spotty..... MORE

Farm workers led by the Alyansa ng mga Manggagawang Bukid sa Asyenda Luisita (Ambala) and the United Luisita Workers’ Union (ULWU) have made good their vow to assert their rights to the land and started cultivating the 500-hectare lands barricaded and claimed by the Rizal Commercial Banking Corp. (RCBC) and its partner, the Luisita Industrial Park Corp., located in Barangay Balete inside Hacienda Luisita, the vast estate owned by President Aquino’s family.

“This direct action by Hacienda Luisita farmers is the strongest form of asserting their just and legitimate right to Hacienda Luisita lands,” Kilusang Magbubukid ng Pilipinas (KMP) secretary general Danilo Ramos yesterday said.

Quoting reports from Ambala, Ramos said “more than 200 Hacienda Luisita farm workers, including village officials, joined the ‘Bungkalan’ (cultivation) campaign.”

“Farm workers have already slashed the tall grass on the RCBC area and registered their strongest opposition to the Supreme Court (SC) order,” he stressed, adding that placards were installed in the area bearing the slogans: “Junk the referendum! This land is ours!”.... MORE

Except for Senators Panfilo Lacson and Antonio Trillanes IV, who both had to deal with some “legal issues,” and the reason they incurred 79 and 49 absences, respectively, and Sen. Miriam Defensor-Santiago who filed an indefinite sick leave due to hypothyroidism, one could only wonder on the excuses of their colleagues.

Philippine job losses from unrest in the Arab world and the Japan quake have had little overall impact on the amount of money the huge Filipino overseas workforce sends home, the Central Bank said yesterday.

Cash transfers rose 6.2 percent from a year earlier to $7.9 billion in the five months to May, slightly down from its 6.6 percent growth in the same period last year, it said in a statement.

May transfers rose 6.9 percent year-on-year to $1.7 billion.

While his chief foreign affairs adviser is working hard to finalize his upcoming state visit to China, President Aquino seems oblivious that he would peeve the Chinese government anew as he declared the Philippines would bring the Spratlys issue to the United Nations International Tribunal for the Laws of the Sea (ITLOS).

In an interview Friday, Aquino said the Philippines will insist on its position to bring the Spratlys issue before the UN and would assert the same when he visits China anytime this year.

“I think that is the only recourse open to us. We want to establish first and precisely who is right in terms of the definition under the United Nations Convention on the Laws of the Seas,” the President said during an interview in Calamba City after the turn-over ceremony of a mass housing project for the police and the military on Friday.

Quezon City, a premier metropolis, is also a city of mysteries. When the previous city administration ended its reign, it boasted of a P6.5-billion budget surplus. Its former mayor, a staunch pillar of the previous regime — now vilified to the hilt — has moved on anew to become Speaker of the House under the supposedly rival political faction of BSA III.

Similarly, the previous mayor’s city administrator also moved to higher places, i.e., the Office of the Executive Secretary in Malacañang. But just a few months after a new administration was voted in, the city council is already proposing to raise new taxes, leaving Quezon City residents scratching their heads, asking, “What happened to the reported budget surplus and savings of P6.5 billion?” Unfortunately, the new city mayor can only reply with another query: “What budget surplus and savings? We are in deficit!”

The former mayor, Sonny Belmonte, has not said a word on the questions raised; neither has his city administrator. Quezon City residents went to city hall to attend one of the sessions of the city council, officially raising questions on the whereabouts of the budget surplus propagandists of Belmonte, as well as to protest the proposed 1-percent real estate tax increase for so-called “housing projects.”

Such increases will naturally raise new needless billions from the city’s citizens, who know full well that these city councilors each enjoy an annual P43-million pork barrel, which will never be properly accounted for. Yet, despite the citizens’ opposition, these city councilors are pursuing it with shameless determination, apparently confident that nothing but nothing can stop them — not even the citizens’ threat to raise such questions of their “pork barrel” and the “lost surpluses” in the proper forum.

Citizens are therefore asking what exactly is happening in Quezon City that it can be so smug to the inquiries and how so huge an anomaly as the missing P6.5-billion surplus can be swept under the rug. To understand this, one has to look at the “new” city hall. There may be a new mayor but he is all but powerless against the old regime, which continues its tight grip over the city.

The current vice mayor is Belmonte’s daughter. The city administrator today used to be city treasurer under him as well while the old cabal around him then is still in control. Corruption there is neatly worked out, with everyone in the loop allegedly approving papers; and with councilors, congressmen, and city officials concerned allegedly getting their share of whatever allotted portions there are. But how do these graft activities get around the rules designed to check corruption? We’ll have to look at the Commission on Audit (CoA) auditors.

For sordid graft activities in an institution to thrive, it is inevitable that the CoA officials assigned are also in collusion. Examining who the auditors are in the city today sheds light on what’s going on in the city administration. Plus, to understand Quezon City today requires a thorough review of the historic scandals in Philippine government, such as the Gen. Carlos Garcia Armed Forces of the Philippines (AFP) logistics plunder case that shocked the nation, which led to the shameful “suicide” of Gen. Angelo Reyes.

Details of plunder operations exposed by former AFP budget officer and now whistle-blower Maj. George Rabusa by way of his plunder case against three CoA auditors assigned previously to the AFP, among them Manuel Warren, Arturo Besana and Crisanto Gabriel, show that the three allegedly received bribes amounting to P69 million, P26.4 million and P58 million, respectively. And while the rest have been “frozen,” one of them has even been “promoted.”

State auditor Warren, who was alleged to have received the biggest amount, was reactivated and transferred to Quezon City Hall. This contradicts an earlier position of the CoA chief, Grace Pulido-Tan, who correctly preferred to “freeze” the accused state auditors. A change of heart reportedly occurred only after she was called into a meeting in Malacañang.

What happened in the supposed meeting, no one really knows, but one of the “most guilty” auditors charged in that AFP plunder case was in fact reactivated, and to Quezon City Hall at that. Tan’s confirmation as CoA chief was reportedly opposed, but apparently Tan’s stay has been prolonged. Has there been a quid pro quo?
Quezon City Hall is a nest of graft and corruption. If its resident CoA auditor will have a questionable reputation, then QC’s citizens can be assured that the rats will play. Is the CoA in collusion or is it going to help save the city and its citizens from the continuing rapacity of corrupt politicians and bureaucrats?

Let’s see if Grace Pulido-Tan can overcome fears of the old Quezon City mafia and help clean up the country’s premier metropolis by ending the “CoA-llusion” there.

So who’s the “maleficent genius?”, as the Senate’s Lady Miriam would call the person behind the “Pajero bishops” media blitz that ended up a dud and was exposed as a well-crafted attack on the Church leaders intended to divert public attention from the real issue at hand?

The Philippine Charity Sweepstakes Office exposé led by its chairman Margie Juico, wife of Popoy Juico, who together form part of the Yellow circle of Noynoy, led the charge in the exposé indicating irregularities in the distribution of PCSO funds for the purchase of Pajeros. Without saying it, since the accusers did not have any solid proof about it except for their interpretation of a Commission on Audit (CoA) report, Juico’s conspirators were leading the public to consider the PCSO money for the purchase of the vehicles as bribes for the bishops to support former President Gloria Arroyo since most of the donations happened in 2009 when Gloria was facing an impeachment proceeding..... Zaldy Ampatuan and Lintang Bedol’s “confessions” on the 2007 senatorial election cheating just don’t sound right — almost as if portions of the “admissions” were intended to give Noynoy Aquino the “ammunition” to go after his predecessor.

To be clear: This is not to say that the elections in Maguindanao, whether in 2004 or 2007 or even 2010, were fraud-free and that the winners were really the genuinely elected officials by the Maguindanao electorate, but what appears out of place — confession wise — was the inclusion of Noynoy being targeted by Gloria for zero votes, with Zaldy saying that Noynoy’s parents are popular and that he may be running for the presidency in 2010.

Two other names, Ping Lacson and Alan Peter Cayetano, said Zaldy, were also targeted by the Arroyos for zero votes..... MORE

MANILA – After hearing the news, Mrs. Edita Burgos felt initial euphoria. She said the Supreme Court decision proves the family’s theory that the military was behind the abduction of her son Jonas.
In an en banc resolution dated July 5, the high court upheld the findings of the Commission on Human Rights and has directed the military to produce Jonas Burgos. The members of the high court unanimously concurred with the resolution written by Associate Justice Arturo Brion.

Burgos was abducted April 28, 2007 while he was having lunch at a restaurant inside the Ever Gotesco Mall in Commonwealth Avenue, Quezon City.

“The decision is a welcome development in the campaign to stop impunity and to make the perpetrators of human rights violations accountable for their crimes. We are glad that the SC seems to be delivering a message that is loud and clear – that it is now time, belated as it is, to give justice to the kin of those missing like Jonas Burgos and the two university students,” Edre Olalia, National Union of Peoples’ Lawyers (NUPL) secretary general, said.

Mrs. Burgos said that as commander in chief of the Armed Forces of the Philippines (AFP), the ball is now in the hands of President Benigno S. Aquino III.

“He would know what to do. Now is the opportunity to act on the cases of enforced disappearances. I hope he grants this opportunity to show the world that he is sincere in helping victims of human rights violations find justice. He must act immediately,” Mrs. Burgos said.

In the same vein, human rights group Karapatan called on Aquino to use his power as commander-in-chief of the AFP to order the military to abide by the Supreme Court’s order to surface Jonas Burgos and ensure that those responsible for his abduction and disappearance will be punished. “Only then can decisions of the Courts have teeth and effect the lessening of, if not totally ending, impunity,” Karapatan said.

Meanwhile, NUPL, a group of human rights lawyers, noted Aquino’s silence on human rights issues. “ The group said that amid the recent decisions of the Supreme Court finding the AFP responsible for the abduction of missing activists, Aquino, as the commander-in-chief, “is not predisposed to make a policy that will come after human rights violators and discourage future perpetrators.”.....
