MANILA — As the countdown to the anniversary of the Comprehensive Agrarian Reform Program begins, the Kilusang Magbubukid ng Pilipinas (KMP) called on the Catholic Bishops Conference of the Philippines (CBCP) to rethink their position on what it described as a “bogus and anti-peasant Comprehensive Agrarian Reform Program Extension with Reforms (Carper).”

The KMP issued the statement after reports quoted Manila Auxiliary Bishop Rev. Roderick Pabillo as saying that at least 28 members of the 100-strong CBCP signed a letter requesting an audience with President Benigno Aquino III on behalf of farmers to seek his firm commitment on the implementation of the CARP. Pabillo also heads the CBCP’s National Secretariat for Social Action – Justice and Peace.

In terms of agrarian reform, the CBCP said, the Aquino administration has got the worst distinction compared to other post-EDSA administrations.

In a report posted on the official CBCP news site, Pabillo said, the current Department of Agrarian Reform has been consistently underperforming in implementing agrarian reform, particularly in land acquisition and distribution (LAD). He said there is a huge backlog of 1,093,000 hectares from the targeted lands to be distributed. In 2011, he said, the DAR accomplished 54.6 percent of its national LAD target; and that there had also been no significant movement in the 135,199-hectare total provincial backlog as of January 2012 and no notices of coverage has been issued on large estates..... Noynoy is touring Europe and the United States for a week in a grotesque victory parade after ousting Chief Justice Renato Corona, which he has made the centerpiece of his supposed pursuit of the straight path.

Before the euphoria from the impeachment triumph wears off, Noynoy is immediately off reporting his accomplishment to his masters in the West.

The official Malacañang statement indicated that Noynoy is on a seven-day swing to the United Kingdom of Great Britain and the United States of America to meet with UK Prime Minister David Cameron and US President Barack Obama.

According to Aquino, he will bring the achievements of his administration in stamping out corruption and the removal of red tape which would likely mean bragging about kicking out Corona as head of the Supreme Court and maybe keeping Gloria under hospital arrest since nothing else is moving in his administration to be worth mentioning to leaders of the two most powerful nations on earth..... According to the Tribune story published yesterday, Philippine Embassy officials in Washington, in an apparent effort to impress Noynoy, are organizing an expensive dinner to launch the US-Philippine Society where Noynoy would be the guest of honor.

Based on a solicitation letter obtained by The Tribune, a plate for the Chairman’s Circle goes for $75,000 each; for a founding member, $50,000 (P2.25 million); for a patron, $25,000 (P1.125 millionn); for the corporate circle, $15,000 (P675,000) each; for a friend, $5,000 (P225,000), and for a supporter, $1,000 (P45,000).

The Office of the Ombudsman has dismissed for lack of evidence the criminal charges against former President and now Pampanga Rep. Gloria Macapagal-Arroyo in connection with the May 2004 elections held in key provinces in Mindanao.

Aside from the former President, Ombudsman Conchita Carpio-Morales also yesterday found no sufficient proof to pin down the six other respondents, including her husband, former First Gentleman Jose Miguel “Mike” Arroyo, on the bribery and conspiracy charges filed against them under the Revised Penal Code and Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.

The approval of a new military treaty with Australia or the so-called Status of Visiting Forces Agreement with Australia (SoVFA) will likely be rejected by the Senate with seven out of the 23 sitting senators casting negative votes on the proposed agreement’s “second reading.”

In supporting the treaty, however, Sen. Loren Legarda said geo-political realities, as well as global and regional security challenges, not present before the turn of the last century require the strengthening of the country’s defense posture through a regime of cooperation with allies.

“Australia is one of the top bilateral grant aid donors to the Philippines. It provides 100-percent grant funding. The Senate approved yesterday one of three bills seeking to amend the Anti-Money Laundering Act (AMLA) which granted the Anti-Money Laundering Council (AMLC) authority to inquire “ex parte” or without a court order into bank accounts and investments of suspected money launderers and likewise allows it to pry into related accounts.

Senators are now crossing their fingers that the approved bill will be sufficient to meet a reported “requirement” imposed by the Europe-based Financial Action Task Force (FATF) on amendments to the AMLA to spare the country from landing in the body’s “blacklist” of dirty money havens.

Senators said they are hoping the bill would represent “substantial compliance” even as there was no assurance that such will be acceptable to the FATF..... MORE

Authorities had served the arrest warrant on former Isabela Gov. Grace Padaca the other day in connection with her malversation case before the Sandiganbayan, but she escaped arrest, not being at her Cauayan City home.

Agents from the National Bureau of Investigation and the Philippine National Police went to Padaca’s residence in Santiago City’s second district to serve the warrant only to learn that she was not in.

Hog growers and poultry raisers yesterday pressed Customs Commissioner Rufino Biazon to provide the Department of Agriculture (DA) with the inward foreign manifest (IFM) that would effectively check smuggling and over-importation by speeding up the inspection of 40-foot container reefer vans containing imported and frozen meat.

Abono chairman and Swine Development Council director Rosendo So reminded Biazon of the memorandum of agreement (MoA) he signed with the SDC officials during a three-day convention in Cebu last April allowing the hog growers to join the Bureau of Customs (BoC) and National Meat Inspection Service in conducting inspections.

So took exception to claims made by Biazon in connection with the government agency’s continued failure to crack down on smuggled meat and other agricultural produce..... MORE
