That’s a pretty silly style adopted by the poll body in penalizing Smartmatic-TIM for delays in the delivery of the automated counting machines, all of which are said to be due by February next year.

The condition, so said Commission on Elections chairman Jose Melo, is that of penalizing the winning consortium for every day after the last schedule lapses, or sometime in February.

What this means is that Comelec is not likely to penalize Smartmatic at all.... MORE
