PNP adopts measures to stop crimes perpetrated by motorcycle-riding men
By Gina Peralta-Elorde 11/17/2011Department of Interior and Local Government Secretary Jesse Robredo yesterday said the Philippine National Police (PNP) has already adopted some measures to stop the proliferation of crimes committed by motorcycle-riding criminals.
Earlier, Robredo, who is also chairman of the National Police Commission, had issued an order to the PNP to conduct operations amid reports of the increasing number of victims falling prey to riding in tandem crooks, especially in Metro Manila.
In his directive, Robredo asked PNP Chief Nicanor Bartolome to submit an assessment report on the matter, including measures that the PNP intends to implement with specific operational requirements and logistical support..... MORE

The crooks shifted to riding Police Cars wearing Police uniforms because they could not beat the PNP, so they joined them.
