CoA asked to probe water concession irregularities

Bernadette Herrera-Dy has formally called on the Commission on Audit (CoA) to conduct an omnibus audit of the Metropolitan Waterworks and Sewerage System (MWSS) and its two private concessionaires in connection with alleged serious irregularities and abuses in the implementation of its concession agreement leading to excessive water rates and “illegal, excessive extravagant and unconscionable” public expenditures and use of government property.
In a letter referral to CoA Chairman Gracia Pulido-Tan, Herrera-Dy urged the state audit agency to extend its constitutional mandate to “exercise any and all administrative and investigatory functions” in looking into the “whole range of systematic violations committed by the MWSS,” the MWSS Regulatory Office and the two concessionaires — Maynilad Water Services Inc. and the Manila Water Co. grabe, sa panahon ni erap ang baba ng halaga ng tubig nguni't ngayon from 5-9 times ang taas!
"From P7.21 per cubic meter in 1997, Maynilad water rate has soared to P33.32 at present.
"On the other hand, MWC rate is currently pegged at P30.34 per cubic meter, from P4.02 in 1997."
