Labor woes and frozen wages in Davao

By MARILOU AGUIRRE-TUBURAN
Davao Today
Reposted by Bulatlat.com
DAVAO CITY, Philippines — The Philippines was recently reported to be the third country in the world that has the lowest salary increases. And that news is not farfetched when Davao workers say they are
working harder but are being paid lesser.

Luis Luchavez, a tireman for a big shipping company, Sulpicio Lines, sees to it that the tires of a 25-tonner forklift are functional. “I only get paid according to the number of tires I repaired. If there are no flat tires, then I am not paid,” he tells Davao Today. There are times when he repairs in the dead of the night, without ever receiving an overtime pay.

A January 17 report carried by the online news businessworld.com cited a study by India-based recruitment platforms MyHiringClub.com andNriJobPortal.com pointing to the country’s salary increment outlook of 4.21 percent in 2012, next to Bulgaria (4.03 percent) and Vietnam (4.13 percent). The country’s performance is way, way below the worldwide average of 10.19 percent.

Luchavez is one of the 1.875 million workers in Davao region. His income is practically based in the number of repairs he makes. “If our bill reaches 4,000 pesos (US$93.74), that’s the time we can get our salary,” he said. Of the whole amount, 50 percent goes to the shop owner, 25 percent for Luchavez and the remaining 25 percent for his fellow tireman.

In the Davao region, the minimum wage is pegged at P286 ($6.7),not enough for a family of six who needs at least P 720 ($16.87) a day, according to the National Statistical Coordination Board.

Ramil Sencio, 38, a factory worker for 20 years, receives the basic pay. Married and with two children, he says, his salary is not enough for their basic needs. “If I have no work, I ply my motorcycle or do electrical jobs for extra income,” he said..... MORE

OFWs and Filipino residents in Italy protest the ‘remove middle name’ policy

OFWs and Filipino residents in Italy protest the ‘remove middle name’ policy

By INA ALLECO R. SILVERIO

Remove your middle name.

This is what the authorities of Italy’s Ministry of Interior or the Ministero dell’Interno, have been telling Filipinos in Italy since the agency laid down its Circular No. 29 on October 7, 2010. The labor ministry has since been ordering ordering Filipinos living and working in Italy to “drop their middle names’ in official documents to avoid confusion in the use of middle names.”

Italians do not have middle names.

Migrante Europe and the Migrante chapter in Italy are opposing the circular which, in contrast, has been endorsed by the Philippine embassy in Italy.

In a statement, Migrante Europe said Filipinos are against the new rule and have been actively campaigning for its repeal on just grounds.

“The measure was implemented without consultation with the Filipino community; it has triggered more confusion among Filipinos. The Italian government is unjustly requiring all Filipinos to change their official documents such as passports and other identification cards at their own expense,” it said.

Despite appeals and requests from Filipinos, principally in Rome, to dialogue with the Ministry of Interior and to pursue diplomatic representation to repeal the measure, the Philippine Embassy thru Ambassador Romeo Manalo has reportedly been ignoring the call of his compatriots against the circular.

Earlier last year, Filipino migrants in Italy formed ” Task Force Circular No. 29,” also called Alliance of Filipino Migrants in Italy. The group’s members have reportedly been active on Facebook and other social networking sites, airing their concerns regarding the policy.

New system

The Philippine embassy for its part has already release bulletins containing information on the new system of registration for Filipinos in Italy. The embassy first released Info Bulletin No. 8-2011 on March 18, 2011 to explain the stand of the embassy on the matter.

“The Embassy supports the issuance and continued implementation of the Circulars as it firmly believes that the new uniform system on registering Filipinos in Italy is for the better good of all our kababayans in ltaly”, stated the bulletin..... MORE

LPA threatens Negros with flash floods

02/13/2012
The sufferings of earthquake-affected residents of Negros Oriental continued as a low pressure area (LPA) yesterday started bringing heavy rains in the province, threatening the landslide-hit areas with possible flash floods.

In fact, the National Disaster Risk Reduction and Management Council (NDRRMC) yesterday suspended retrieval operations in landslide-hit areas of Guihulngan and La Libertad due to heavy rains spawned by the LPA.

NDRRMC executive director Undersecretary Benito Ramos said that the LPA is affecting Negros Oriental province bringing heavy rains that prompted the stoppage to the search and retrieval operations for 64 persons who remained unaccounted for after last Monday’s magnitude 6.9 earthquake struck..... Palace, House leadership dismiss impeach plans vs Noy

By Gerry Baldo and Fernan J. Angeles 02/13/2012

Malacaang and its allies in the House of Representatives have dismissed the alleged plan to impeach President Aquino as baseless and unfounded even as Speaker Feliciano Belmonte said the case, if filed, in the lower chamber could be declared dead on arrival.

Belmonte, reacting to reports that an impeachment case is going to be filed against Aquino for his alleged part in the anomalous sale of a government property in Baguio City, yesterday said the President has nothing to do with the transaction.

According to the House leader, the sale of the property happened during the time of President Fidel V. Ramos..... MORE

There appears to be a boom in housing projects among members of the House prosecution panel as it’s not only the lead prosecutor in the impeachment trial against Supreme Court (SC) Chief Justice Renato Corona who was able to acquire a multimillion-peso property in a posh subdivision in Quezon City despite a P25,000 monthly salary.

If sources are to be believed, one of the prosecution spokesman has also acquired a multimillion-peso house and lot in another village adjacent to the subdivision where lead prosecutor Iloilo Rep. Niel Tupas’ reported P50-million mansion is located.

Yesterday, a Tribune source bared that Marikina Rep. Romero “Miro” Quimbo had acquired a house and lot worth no less than P15 million in Varsity Hills, Quezon City..... MORE

Malacaang has made a public admission on its inability to halt what appears to be an impending weekly transport strike that is being posed by the transport sector in view of the continuing oil price increases.

In a radio interview heard over the State-owned radio station, deputy presidential spokesman Abigail Valte also shrugged off worsening relationship between Malacaang and the transport sector, even as she claimed the government had already come out with concrete measures to address the concerns of the transport sector.

Economic interests behind push for greater US military presence in the region

Economic interests behind push for greater US military presence in the region

By BENJIE OLIVEROS
Bulatlat.com
If US military presence overseas is about ensuring peace and stability, why did it invade Afghanistan and Iraq, and why is it now provoking Iran? If the US is really serious about pushing for human rights and democracy, why is it constricting civil liberties through the Patriot Act and why is it cracking down on Occupy Wall street activists?

This is because promoting peace, stability, human rights and democracy are not the main reasons for US military presence abroad. It is to give muscle to the push for US economic interests.

This is summed up in an article written by US State Secretary Hillary Clinton with the title “American Pacific Century” in November 2011. She called those demanding for a downsizing of American engagement abroad (read: US military presence) as “misguided.” “From opening new markets for American businesses to curbing nuclear proliferation to keeping the sea lanes free for commerce and navigation, our work abroad holds the key to our prosperity and security at home.”

During the Bush Jr. administration, the US invaded Afghanistan in 2001 to secure oil and gas pipelines while it invaded Iraq in 2003 to corner the second largest oil reserves in the world. Also, the US intended to stimulate its economy through the production of war materials and reconstruction projects following the occupation. But these did not work and the US government came under pressure from the American public to pull out its troops in both countries.

Initially, the succeeding Obama administration tried to deflect these calls for US troop withdrawal by gradually reducing deployments in Iraq while increasing it in Afghanistan. But the costs of maintaining troops abroad and the pressure being exerted by the economic crisis, worsening unemployment, and the US debt burden forced the Obama administration to reduce government expenditures, including the Department of Defense. The Obama administration’s commitment to reduce expenditures was followed by its announcement that it would refocus its military presence from Iraq and Afghanistan to Asia and the Pacific..... MORE

National depression

TABLETS OF STONE
Larry Faraon, OP
02/12/2012
This year could be one of the lowest in our history. There is a surfacing depression due to so much stress to the beleaguered Filipino people. We are known in the world as a pliant people and our resilience is exceptional. But until when can we keep on bending? We will definitely snap when depression and extreme stress break our already brittle spinals.

Depression in geology’s common parlance is a landform that is sunken due to several geological factors and mechanisms. Anything that is “pushed” below is a “depression.”

The impeachment proceedings are one source of national depression as it is becoming a national embarrassment rather than a process that positively asserts our global democratic face. The leadership of the lower house has already warned congressmen of their absences and disinterest in other parts of their job description as they sit uselessly in the Senate gallery gloating over their prosecutors..... New UN resolution unlikely to change Russia and China’s minds on Syria

A week after vetoes from Russia and China put an end to a UN resolution on Syria its supporters are coming back with another draft.

Saudi Arabia, backed by the West and the majority of Arab countries, is hoping the document will be presented before the UN General Assembly, Reuters reports. Unlike the UN Security Council, no country has the power of veto in the assembly, but its resolutions have no legal force.

Little in the text appears to have changed since the previous presentation. The resolution lays the blame for the Syrian violence, which has taken thousands of lives, at the door of President Bashar al-Assad. It also calls for him to step down before a transitional period to a democracy..... MORE

KMP charges Aquino envoy of inking anomalous $300M agri-deal with Bahrain

“This so-called joint venture smacks of land-grabbing and conflict of interest on the part of President Aquino’s political lieutenant in the Gulf.” – Danilo Ramos, Kilusang Magbubukid ng Pilipinas
By INA ALLECO R. SILVERIO

The farmers group Kilusang Magbubukid ng Pilipinas (KMP) is calling for official congressional inquiries into the a supposed $300-million land lease deal the Benigno Aquino III government entered with Bahrain. Last week, business reports had it that Bahrain’s Nadir and Ibrahim Sons of Hassan Group signed a $50 million agriculture investment deal with AMA Group Holdings of the Philippines.

KMP secretary general Danilo Ramos said the deal was actually part of a larger project worth $300 million. The project, he said, was originally launched two years ago and aims to ensure Bahrain’s food security and promote the agribusiness sector.”

Special Envoy to the Gulf Cooperation Council Amable R. Aguiluz V with Bahrain Prime Minister Prince Khalifa bin Salman Al Khalifa. In a statement, the Bahrain official hailed the growing bilateral relations, expressing his country’s “ keenness to further enhance joint cooperation with friendly countries’ officials in strengthening bilateral ties. “ (November 2010 Photo From the office of the SEGC / bulatlat.com)
Ramos said that it was “revolting” how Philippine lands are being devoted for the food security needs of other nations while Filipino farmers suffer worsening landlessness, hunger, and poverty. He criticized Dr. Amable R. Aguiluz V who serves as the Aquino government’s Special Envoy to the Gulf Cooperation Council. Aguiluz’’ family owns the AMA Group Holdings that established a joint venture called “RP Harvest” with Bahrain’s Hassan Group, to cultivate bananas, rice and other crops on a 10,000-hectare land in the province of Davao Del Norte in Mindanao.

“This so-called joint venture smacks of land-grabbing and conflict of interest on the part of President Aquino’s political lieutenant in the Gulf,” Ramos said. “Ambassador Aguiluz, the Department of Agriculture, and the Department of Agrarian Reform have a lot of explaining to do on this massive sell-out of our lands. As the nation awaits the decision of the Senate in its caucus tomorrow, on whether or not to compel Philippine Savings Bank (PSBank) president Pascual Garcia to produce records of the alleged foreign currency deposits of impeached Supreme Court (SC) Chief Justice Renato Corona, the head of a Catholic bishops’ group called on contending parties in the impeachment trial to respect the law and follow the SC temporary restraining order (TRO) on Corona’s dollar bank accounts.

Catholic Bishops’ Conference of the Philippines (CBCP) president Cebu Archbishop Jose Palma issued the call for the Senate, Malacañang and the House prosecution panel to comply with the SC decision restraining the issuance of a subpoena on the dollar accounts of Corona.

Reveal details of VFA review, negotiations with US – progressive groups
“We do not need the government to once again sell out our sovereignty.” – Bayan Muna Rep. Teddy Casiño
By MARYA SALAMAT
Bulatlat.com

MANILA – As students and activists remembered nationalist Claro M. Recto and his branding of the Philippine government’ policies as “mendicant” in a forum at UP Diliman, Gabriela Women’s Party Rep. Luzviminda Ilagan, in Congress, issued a strongly worded manifestation against the “transgressions” to Philippine sovereignty of US troops.

Last week, the Mindanao Examiner reported that US troops led a successful airstrike by the Armed Forces of the Philippines (AFP) in Sulu, killing three alleged leaders of Jemaah Islamiyah (JI), an international terror network (based on US military intelligence reports). If the said US hand in the airstrike were true, said Ilagan, it would only be one of many such incidences reported in the past 10 years involving US troops.
The US government has been revealed to be maintaining camps in southern Philippines though officially its troops are just “visiting.” Their permanent “visit” has been going on for a decade now, noted the multi-sectoral group Bayan (New Patriotic Alliance).

Over the years, Filipinos, especially patriotic groups, have railed against “visiting” US troops. The Philippines had booted out these same troops in 1991, but “the US forces don’t want to say goodbye,” said Renato Reyes Jr., secretary-general of Bayan, during a forum on the “return” of the US Bases in Claro M. Recto Hall of UP.

The patriotic groups’ campaign against the return, in various forms, of US troops has prodded the Philippine Senate to issue a resolution calling for a review of the Visiting Forces Agreement (VFA). It is the pact between the US and Philippine governments that allows for US troops’ periodic “visits” and military exercises in the Philippines.

“Although the Senate resolution has no legal effect, it is testament to the fact that there is apparently something wrong with the VFA,” Reyes said in Filipino.

But rather than address these flaws, President Benigno Aquino III has recently allowed, or “invited,” as US officials claimed, an increase in US military presence in the Philippines. Aquino’s ‘invitation’ coincides with reports that the US government is planning to send about 4,500 U.S. Marines stationed in Japan to Guam and to rotate another 4,000 through Australia, Subic Bay and “perhaps a smaller base in the Philippines and Hawaii.”

Rep. Ilagan criticized President Benigno “Noynoy” Aquino’s decision to “kowtow to the US government’s militarist plans in the region.” The US troops had committed many violations while ‘visiting’ and basing in the Philippines, Ilagan reminded the Congress. She decried the Aquino administration’s failure to learn from lessons past, as Aquino’s decision was seemingly made without the benefit of a review or study of the impact of US military presence in the Philippines.

Going into a deeper commitment without thinking it through?

Early into Aquino’s presidency, he ordered a review of the Visiting Forces Agreement (VFA). Until now, though, amid the active foot traffic in Malacañang of top US officials in political-military affairs, not a page of the result of that review has been shared to the public. Bayan Muna Representative Teddy Casiño charged that Aquino had not pushed through with the review. At the forum in UP, though, Bayan secretary-general Renato Reyes Jr. claimed that a source had told them the review had been concluded..... MORE

MANILA – Despite the peoples’ protests against the oil firms’ alleged persistent overpricing, and amid news of the oil firms’ bigger profits in the past year, oil companies have raised their prices anew this week. The latest hike followed a series of bigger increases imposed last month. Further increases also reportedly threaten to be implemented in the coming weeks, as the oil firms and the Department of Energy talk of various reasons why such increases would likely happen.

The result: just a month and a week into the new year, the oil firms have already raised the pump price of diesel by P1.30 per liter; unleaded gasoline by P3.10, and an 11-kg LPG tank by a staggering P115.50, based on the monitoring of multisectoral group Bayan (Bagong Alyansang Makabayan). The meager rollbacks the oil firms sometimes granted are always overran by the bigger and more frequent price increases, noted George San Mateo, chairman of transport group Piston (Pinagkaisang Samahan ng mga Tsuper at Opereytor Nationwide).

The result, again, is worsening hunger among Filipinos as their wages and the availability of decent-paying jobs failed many times over to keep pace with the price hikes.

In all these oil price increases, the Aquino government, led by the Department of Energy, has always pointed to the Oil Deregulation Law or Republic Act (RA) 8479 as the reason why they cannot do anything but “monitor” prices. Yet, in the past, in the face of transport strikes and nationwide protests, the government (under Arroyo) was compelled to temporarily control oil prices, following a disaster which the oil companies had ignored when it raised its prices at the time. Under Aquino, he has promised, and failed so far, to scrutinize the books of oil companies. Aquino has also renewed the already discredited Pantawid-Pasada program, which gives token financial aid to public transport drivers..... MORE

SC justices belittle prosecutor’s impeach threat

02/11/2012
“Bring it on” appeared to be the gist of the reaction by the Supreme Court (SC) justices who have been threatened by a congressman-prosecutor with impeachment for having voted to issue a temporary restraining order (TRO) against the Senate impeachment court in its bid to have the dollar bank accounts of Chief Justice Renato Corona at the Philippine Savings Bank (PSBank) disclosed before the impeachment court.

It was the PSBank’s petition to the high court, seeking the TRO from the high court which was granted.
The Chief Justice’s petition for a TRO was not taken up by the special en banc session Thursday, since the raffled favored SC Senior Associate Justice Presbitero Velasco who had, however, inhibited himself from deciding on the petition, as his son is a member of Congress..... MORE

Recto wants bank secrecy laws revisited

Angie M. Rosales 02/11/2012

Called moves to press for the opening of alleged dollar deposits of Supreme Court (SC) Chief Justice Renato Corona in the ongoing impeachment trial has stirred alarm in the banking industry, an administration senator admitted yesterday.

Sen. Ralph Recto said he has in fact been receiving “friendly admonitions” from concerned members of the banking community about the ramifications of waiving or liberal application of the laws on Foreign Currency Deposits Act (FCDA) and the Bank Secrecy Act.

“The sum of the friendly heads-up that I have been getting is that this may result in a complete break down of confidence in the banking system,” Recto said. “Businessmen would be pondering the question — if the current banking laws would not be able to protect us, who would?”.... MORE

Useful idiot’s G.I. Joe toys

DIE HARD III
Herman Tiu Laurel
02/10/2012
While the prosecution’s case in the Senate continues to crumble amid growing public revulsion, and with certain religious sects rallying in front of the Supreme Court (SC) against Malacañang’s assaults, the “useful idiot” in the Palace continues his inane programs serving US and Western interests.

The newest toys that BS Aquino III is acquiring for his policy of “territorial defense,” announced through his equally inane Defense Chief Voltaire Gazmin, include multi-purpose attack helicopters, destroyers and unmanned aerial vehicles (UAVs). Earlier announced was the acquisition of a squadron of F-16s and Hamilton class cutters (of which one had been delivered, refurbished, and christened BRP Gregorio del Pilar). All these are part of a P70-billion (roughly P10 billion annual) modernization budget for eight years.

Considering that an F-16 costs around $70 million (or P3 billion each, fetching P36 billion for a squadron of 12), very little else can really be bought, with the ones already acquired either obsolete or soon to be so by the end of eight years.

The F-16 is a “fourth-generation jet fighter;” its military aviation technology is now classified as 6th generation. Meanwhile, China, the perceived “territorial threat” of Malacañang (with the obvious prodding of the US), already has an undisclosed fleet of Chengdu J-20s.

Further, unlike the Philippines, most Asean countries are already flying 5th generation fighters. Malaysia, another country that has territorial issues with us, has its F/A-18D Hornets, MiG-29 Fulcrum and Sukhoi Su-30. India, for its part, has developed the Sukhoi PAK FA with its Russian partners.

Given these realities, acquiring a squadron of F-16s is merely G.I. Joe stuff — toys for the really small boys.

And these are definitely no different from the World War II-vintage Hamilton cutters being bruited about by Malacañang. As for the UAVs already in the Philippines, even retired Armed Forces of the Philippines (AFP) Gen. Ramon Farolan in his newspaper column suspects the recent bombing of the Abu Sayyaf lair in Sulu, allegedly killing its top three commanders, as being done by US UAVs — not PeNoy Broncos.

A Predator drone, widely used by the US in its operations in Afghanistan and Pakistan, costs $4.5 million or P200 million each. Maybe it would cost a little less if it is only for surveillance and reconnaissance, but the drone itself is just a small part of an entire infrastructure consisting of satellite links, command and control, etc.

The yearning for multi-purpose attack helicopters by Malacañang and Gazmin is clearly out of synch with the real needs of the country, where several natural disasters affect hundreds of thousands of Filipinos, who are most often in desperate need of rescue and emergency airlift operations.

As for anti-submarine ships, Malacañang would do better to build up the Navy’s drydock facilities for repair and maintenance, as well as to focus on the building of ships to keep those still afloat floating and to produce new ones that run and don’t sink. In other words, we have to build our own shipbuilding capabilities.

It is now an old tenet that the strength of a nation is in its economic and industrial capacity for with it, a nation can build and buy the best. In the armaments arena, if you cannot have the latest then you are the most likely loser in a war.

The acquisition of G.I. Joe toy-weapons is useful only to the traders of these armaments, including US congressmen and senators who are peddling these in the Third World. G.I. Joe toys will do nothing to enhance the territorial defense of the Philippines especially when the real invaders have long infiltrated the country like the US, which already has its troops and drones in our territory all these years.

Even the purchase of G.I. Joe toy guns, ships and planes being directed by the real G.I. Joes is meant to sustain the Western economies and their defense industries now in dire straits — with funds taken from RP’s share in, say, Malampaya. It’s the classic “frying us in our own oil” scheme, where the US and its allies get to devour the feast.

If injected into the coconut industry to develop its downstream products and industries, P10 billion even just for a year would already start a massive economic upsurge.

There is a growing global demand for healthy nutritional alternatives that coconut provides, from the humble virgin coconut oil (VCO) to new anti-Alzheimer medication derived from it; to packaging and marketing of coconut water; to the development of “nutraceuticals” for the medical and beauty industries; to high-end chemicals with applications even in the explosives industry; to eco-textile against soil erosion for countries such as China. P10 billion for just one year injected into the local dairy industry can spur local production of dairy products that will save the country $1 billion in dairy imports every year.

Just think: Investments into these two grassroots agro-industrial commodities alone will help improve the income of at least 40 percent of the population in the agricultural sector and boost both the industrial and service sectors’ vitality.

Let us not play games with our nation’s future anymore. Only when we purge our nation of various foreign economic and political subversives can we get to provide ourselves with a stable economy — first, through a strong industrial base and, second, through a strong Armed Forces that will keep these pesky infiltrators out.

Mossad hit-squads behind Iran scientists' murders - US official

Israel’s Mossad trained and financed a terrorist group that carried out a series of Hollywood-style assassinations of Iranian nuclear scientists, unnamed US officials have revealed. Iran, however, believes the CIA was also sponsoring the killings.

Two senior US officials confirmed to NBC that People’s Mujahideen of Iran dissident group (MEK) was to blame for the killing of Iranian scientists. “All your inclinations are correct,” said one of the officials in an interview, while speaking about MEK’s involvement in the assassinations and Israel’s support for the group.

At the same time the officials have denied US involvement with the group. After the latest attack on January 11, 2012, Iran’s Foreign Ministry claimed that it has evidence that the CIA provided “guidance, support and planning” for the operation..... MORE

‘JV’ airs warning on return of US military bases to RP

By Charlie V. Manalo 02/09/2012

San Juan Rep. Joseph Victor “JV” Ejercito yesterday warned of re-opening US military bases in the country, saying the Philippines will not benefit anything from doing such.

“We fought long and hard to oust the US bases in Subic and Olongapo City. To re-open the US bases or set up new bases anywhere in the country should be non-negotiable. Clearly, at this point, our country does not have much to gain from this strategic military and economic plan of the US,” said Ejercito, whose father, former President Joseph Estrada led the opposition to extending the US military bases agreement in 1990.

02/09/2012
Hopes have become dim for government and private rescuers to recover survivors from the landslides that hit two residential communities in Negros Oriental province where more than 70 people are still unaccounted three days after magnitude 6.9 earthquake struck in the Visayas region.
