Angara: SC ruling upholds Muslims’ right to suffrage

By Angie M. Rosales 09/15/2011

Heed the decision of the Supreme Court against making new appointees in the Autonomous Region in Muslim Mindanao (ARMM), Sen. Edgardo Angara told the Aquino administration yesterday.

“The SC’s decision upholds the constitutional right of the Muslim people to choose their own leaders. Their right to suffrage is a fundamental part of their autonomy, of their identity,” Angara said.

The SC issued a temporary restraining order (TRO) the other day stopping the implementation of Republic Act 10153 that postponed the elections in the Autonomous Region in Muslim Mindanao (ARMM) scheduled on August 8 and synchronized it with the national and local elections in May 2013.

The SC en banc, voting 8-4, ordered the freezing of the implementation of RA 10153 and while there was still no decision on the merit of the case, incumbent ARMM officials will be on “holdover capacity” when their respective terms expire on Sept. 30..... MORE

Another bombing hit Cotabato City yesterday morning, the third of such attack within 24 hours, prompting the military to intensify security and checkpoint operations in the city.

Army 6th Infantry Division (ID) deputy commander and concurrent spokesman Col. Manuel Luis Ochotorena said that an improvised explosive device (IED) attached to a passenger jeepney exploded near the gate of the Office of the Regional Governor (ORG) in Cotabato City around 5:30 a.m.

Ochotorena said that responding teams from the Army and police Explosives and Ordnance Division (EOD) recovered another live .81mm mortar round which was detonated safely.

Muslim execs give Kato 2 weeks to patch up differences with Murad

By Mario J. Mallari 09/15/2011

Muslim leaders have given renegade Moro Islamic Liberation Front commander Ameril Umbra Kato, who severed ties with the MILF and established his own Bangsamoro Islamic Freedom Movement (BIFM), two weeks to patch up differences with MILF Chairman Al Haj Murad.

MILF spokesman Von Al Haq yesterday said that the Council of Ulama went to the mountain-lair of Kato immediately after the Ramadan to convince the renegade commander to return to the MILF ranks.

“He was given two weeks. The MILF is very lenient and patient. So, Kato was given time and space to think talking with Chairman Murad,” said Al Haq.

Al Haq said the Council of Ulama is trying to convince Kato to talk with Murad to patch up their differences instead of going separate ways..... MORE

Noy cautioned on another deal with China

By Gerry Baldo 09/15/2011
President Aquino should take the necessary precaution before entering into another deal with the People’s Republic of China.

The warning was aired yesterday by Bayan Muna Rep. Neri Colmenares who said China should first investigate those who were involved in the NBN-ZTE and Northrail anomalies.

“China should first investigate and prosecute those involved in NBN-ZTE and Northrail irregularities,” Colmenartes said amid reports that government is on the brink of forging another broadband and rail project with China.

Colmenares stressed that people involved in the anomalous transactions should be held accountable for their actions..... MORE

09/15/2011
More than 2,700 undesirable or improperly documented foreigners were barred from entering the country in the first seven months of the year, according to the Bureau of Immigration (BI).

Immigration Commissioner Ricardo David Jr. yesterday disclosed immigration officers turned away a total of 2,727 aliens from January to July, compared to the 2,418 who were stopped in the same period in 2010.

David said the excluded aliens were immediately deported via the first available flight to their ports of origin and later blacklisted and banned from re-entering the country.

David added 95 percent of the foreigners were intercepted at the Ninoy Aquino International Airport (NAIA), the country’s premier port, while the rest were tuned back in other ports such as Cebu, Davao and Laoag..... MORE

Social unrest: A probable scenario

EDITORIAL
09/14/2011
Malacañang the other day dismissed the Ralph Recto scenario of social unrest led by the middle class owing to increases on fares in public transportations, along with toll increases, adjustments in power rates and continuing rise in oil prices.

The Palace reaction was expected. There is no Palace occupant who would publicly admit that such a scenario would occur, but if Noynoy continues with his hard stance on doing nothing to bring down the prices affecting everyone — and not just the middle class, eventually, the social unrest will manifest itself in a revolt and that could lead to the end of the Noynoy Aquino government.

Some years back, then President Fidel Ramos was twice faced with the probability of serious social unrest leading to revolts, one of which had to do with the Flor Contemplacion death by the Singapore government, as the public saw that the Ramos government failed to assist a Filipina domestic in pleading for her case..... More and more, it looks like Noynoy and his boys aren’t so much against the projects planned or started by the previous administration but that review of contracts and cancellations are merely aimed at Noynoy and his boys getting the contracts themselves.

Why, for instance, is there that “urgency” to get into a national broadband network (NBN) when such should not even be considered a priority project of government?

Surely there are more important projects to focus on that would be of greater benefit to the Filipino people who are currently suffering from high prices and higher taxes.

But what is even more suspicious is the fact that, according to the Department of Science and Technology (DoST) secretary, Mario Montejo, the Chinese firm ZTE can still make a bid for the NBN project the Aquino government wants..... MORE

DHAKA — Bangladesh’s feared Rapid Action Battalion police kill about 100 “criminals” a year, but when they shot 16-year-old Limon Hossain they discovered that their impunity might have limits.

Hossain, a student who has become a symbol for anger over tactics commonly used by elite “RAB” officers, was hit at point-blank range and survived only after his leg was amputated.

The RAB say he was a member of a criminal “terrorist” gang and was wounded in a gunfight with RAB commandos, but government-backed agencies, rights groups and even — it seems — the prime minister have all questioned its account.

Hossain’s case has unleashed an outpouring of criticism of the RAB, which can normally rely on public support for its routine killing of alleged criminals in what it describes as “encounters” or “incident shootings.”.... MORE

That P-Noy’s six year term now on its first 15 months will be marked by crisis upon crisis is no longer debatable. Just a month after he took office in 2010, we witnessed the botched Luneta hostage rescue which has earned us countless hours of free exposure worldwide on History Channel and a lingering animosity with Hong Kong which hosts close to 200,000 of our countrymen.

Then, we have the specter of endless violence enveloping the land from the unsolved killings of journalists like Doc Gerry Ortega in Palawan to the beheading of seven Marines in Sulu by the bandit group Abu Sayyaf to the burning of car dealers Evangelista and Lozano and the daily incidents of robberies, hold ups and road mishaps all across the land.

We are also witnessing the incessant increase in prices of basic goods such as pandesal and gasoline and utilities such as power and water and, now, government services as well. Indeed, to say that P-Noy and his boys are up to their neck justifying the non-fulfilment of their campaign promises, including the taming of graft and corruption is to state the obvious. They are in deep, deep doo-doo. And the problems are just starting to manifest themselves. We will not be surprised if immediately after the planned nationwide transport strike over oil price increases and the toll and MRT/LRT fees, we will have a march of women with pans and cooking utensils banging at Malacañang for a reprieve on the cost of power and water..... Noynoy’s sharp turn on China deals after visit raises eyebrows

By Virgilio J. Bugaoisan 09/14/2011

Did President Aquino enter into a secret deal with the Chinese government in his State visit a few weeks ago that he has now softened from his former hardline position in relation to two abandoned government projects previously awarded to Chinese companies?

This question is now being raised as Malacanang appears very subdued and cautious in issuing statements about the ZTE Corporation, the Chinese company behind the National Broadband Network (NBN) project, after Aquino’s China visit, partticularly following his meeting with Chinese Premier Wen Jiabao. The NBN-ZTE deal was abandoned during the time of former President and now Pampanga Rep. Gloria Macapagal-Arroyo due to allegations of massive corruption that even nearly led to her impeachment as president.

The ZTE deal was scrapped even after the company has already spent huge amounts of cash in order to corner the contract and it would be of its best interest if it can recover at least some of its losses. A “repayment” deal was apparently forged following Aquino’s meeting with Wen because the ZTE, like many
other Chinese companies, is basically owned by the government..... MORE

Big Mike’s ‘bagman’ admits 2004 fraud

By Angie M. Rosales 09/14/2011

A former Shariah court judge who is an appointee of former President and now Pampanga Rep. Gloria Arroyo made a turnaround yesterday confirming before Senate probers previous charges against him on having been a participant in the alleged poll fraud operations in certain provinces in Mindanao during the 2004 elections when Arroyo questionably secured a new six-year term over popular opposition candidate Fernando Poe Jr., even acting as the purported “bagman” of the administration in allegedly bribing election officers to tamper the results.

Nagamura Moner, former Shariah Circuit judge of Lanao del Sure and Iligan City, linked former First Gentleman Jose Miguel “Mike” Arroyo and former Philippine Ports Authority (PPA) manager Alfonso Cusi, who is a known associate of Mr. Arroyo, as supposedly on top of the poll fraud operations, with him also identifying Cusi as his supposed handler.

These new twists happened during the continuation of the proceedings of the Senate blue ribbon committee hearing on the sale of used choppers to the Philippine National Police (PNP) which turned virtually into a preview of a called probe on the massive cheating during the 2004 presidential elections
also by the same pannel, jointly with the electoral reforms committee chaired by Sen. Aquilino “Koko” Pimentel III..... MORE

Lawmakers to impose moratorium on law exempting kids 15 below from criminal liability

By Angie M. Rosales 09/14/2011

Lawmakers are mulling imposing a moratorium on the law exempting children 15 years old below from criminal liability and revert to the old set-up which covers nine and below, due to the rising incidence of criminality committed by minors.

The suspension of the implementation of the provision in the Juvenile Justice and Welfare Act of 2006 could take effect for a few years or until after the establishment by local government units of facilities for “rehabilitation” is already in place for the needed “intervention” of juvenile delinquents.

Sen. Francis “Chiz” Escudero, chairman of the Senate committee on justice and human rights, yesterday said his panel will submit a report next week recommending the suspension of the provision on exemption of 15 year olds and below from the juvenile justice law and revert to the old provision under the Child and Youth Welfare Code or the Revised Penal Code which says that only those under nine years old are exempted from criminal liability..... Makati City court stops MMDA, DPWH from tearing down billboards on major roads

By Pat C. Santos 09/14/2011

The Metropolitan Manila Development Authority (MMDA) suffered another legal setback after it was slapped by the Makati Regional Trial Court (RTC) a temporary restraining order (TRO) ordering it to stop its campaign against giant billboards.

This came after Judge Elpidio Calis of the Makati RTC Branch 133 ordered the MMDA and Department of Public Works and Highways (DPWH) to stop tearing down billboards based on the petition made by Outdoor Advertising Association of the Philippines (OAAP).

OAAP in its petition for TRO said the MMDA exceeded its authority provided under its charter when it started dismantling and rolling down advertising materials installed in different billboards along major roads, including Edsa.

“Thus in the exercise of its sound discretion, in order not to render any judgement in this case ineffectual, and considering further the irreparable injury that may be sustained by the petitioner if the acts sought to be enjoined are continued, this Court hereby grants the issuance of a Temporary Restraining Order directing the public respondents (MMDA and DPWH) to maintain a status quo until a hearing can be had to determine the propriety of injunctive relief,” Calis ruled in his September 1 order..... This happened only last week. The Metropolitan Manila Development Authority (MMDA)’s Larry Fiala apprehended a motorist somewhere in the Edsa, Cubao area, for a traffic violation. Refusing sanction, the motorist hit the traffic enforcer in the face, and then swiftly drove away. The motorcycle-riding Fiala pursued him all the way to Edsa, Connecticut, and engaged him in a hot discussion. The motorist took out a gun, opened fire and landed five bullets in Fiala’s stomach, then left.

The motorist has been identified as Edward Gonzalez, 30, of Makati. He’s been arrested, legally tagged as a “suspect,” and now jailed at the Mandaluyong City Police Headquarters. Fiala remains critical, at the Victor R. Potenciano Memorial Center.

MMDA Chairman Francis Tolentino is quoted by the tri-media promising to underwrite the costs of the victim’s medical care and related needs, and see that the suspect is hauled to court and punished for what he has done. “We’re hoping that Mr. Fiala’s condition improves,” said Tolentino. “He was performing his duty unarmed. All he had were his traffic citation tickets and his determination to enforce our traffic laws. It is appalling that a heartless individual would just shoot him for no clear reason.”.... MORE

A year ago, this column discussed a debate between Flor Lacanilao, retired professor of marine biology at UP and Roger Posadas, professor at the UP Technology Management Center. They recently had an under-reported return bout (it was at a small ring in cyberspace), in which Posadas coasted to victory with a TKO in the third.

Initially, Posadas allowed Lacanilao to dictate the terms of the fight, jogging in place and back-pedaling while his plucky opponent threw a few inaccurate punches, and at this stage it seemed Lacanilao was unaware there was another fighter in the ring.

In his State of the Nation Address, Noynoy Aquino had, said Lacanilao, once again ignored the need to beef up scientific research. While the president announced that UP and the Department of Science and Technology (DoST) had teamed up “to develop a prototype monorail system, which could potentially provide a home grown mass transport solution that would cost us as little as P100 million per kilometer,” Lacanilao demanded that they “show — with properly-published studies — the cost-effective, safety, and — most important — capability claim[s] for these innovations.”.... With the way President Benigno “Noynoy” Aquino is managing (or mismanaging) the country’s affairs, it won’t be long before even his closest allies start abandoning him.

The statement issued by Sen. Ralph Recto warning Noynoy that his underspending of the government’s budget, aggravated not only by his failure to arrest the continuing rise of prices of basic commodities, as well as instigating this by imposing new taxes and recalling government subsidies, clearly expresses the frustrations of even the closest allies of the President on his self-styled governmental management.

While trying to sound as if he understands Noynoy’s concern on the alleged misuse of government funds of the previous administration, Recto said that as the year is fast approaching the fourth quarter, his own administration should by now have come up with the idea on how to spend its budget to spur economic growth..... P161 billion pork barrel for Aquino

VIEWPOINTS
Archbishop Oscar V. Cruz
09/13/2011
Thus a heading read recently in one of the national dailies. It could not but raise interest and instill concern. In effect, it also raised certain doubts about basic prudence, and aroused some questions about elementary propriety. Is it not the present Malacañang occupant who continuously claims its integrity and loudly proclaims its transparency? Is it not that the ruling national leadership has renounced the so-called “wang-wang” mentality in furtherance of one’s advantage, in assertion of one’s power?

“Pork Barrel.” The very title alone is both intriguing and interesting. It immediately says something dubious and questionable. It stands for practically everything but what is right, proper and just. This is not to say that there are no instances when assigned to upright and forthright politicians, it is credited for the benefit of the people and places. But, the truth remains that the pork barrel stands for graft and corruption—as a matter of fact. This is precisely the reason there is that long standing move in the Legislative Department itself to do away with it..... MORE

Palace rattled, says Recto revolt warning exaggerated

By Virgilio J. Bugaoisan 09/13/2011

The mere mention of unrest appears to have sent chills down the spine of the Palace, with Malacañang saying the warning of Sen. Ralph Recto of a looming middle-class revolt as a result of President Aquino’s inaction amid rising prices and higher taxes was exaggerated and the senator who happens to be an Aquino partymate and ally had blown out of proportion the present state of the nation.

Such emerging fear is ironic since Aquino’s mother, former President Cory Aquino, was swept to the presidency through a middle-class revolt in 1986 and the incumbent Aquino subscribes to people power to effect change.

Prior to the presidency, Aquino even warned that he would call for people power if he loses the 2010 elections, which Aquino said was a prospect only possible through cheating..... MORE

Solon urges House to drop PPP schemes in 2012 budget

By Charlie V. Manalo 09/13/2011

Act Teachers Rep. Antonio Tinio yesterday called on members of the House of Representatives to remove funding from public-private partnership (PPP) schemes in the proposed 2012 national budget.

In his 2012 proposed budget, President Aquino claimed the use of PPP approach on social services will finally resolve the shortages of infrastructure, such as school buildings and hospitals. For the Department of Education (DepEd), he proposed P5.0 billion for school building construction through the PPP scheme. The private sector will finance and build classrooms while government pays them an annual amortization over a period of several years.

Tino, however, argued that public infrastructure projects financed by PPPs will end up costing the taxpayers more.

In the budget deliberations last week, Tinio faced Rep. Joseph Emilio Abaya, chairman of appropriation committee, with questions on the practicality of using PPP schemes over the traditional government financing. He claimed that financing public infrastructure through PPP scheme may turn out to be more expensive, citing experiences of Canada and United Kingdom to support his point..... MORE

Bill seeking presence of court interpreters for deaf pushed

Acting on reports about the growing criminal cases involving those with impaired hearing, lawmakers yesterday pushed the hiring of sign language experts in court.

Under House Bill 4121, filed by Reps. Teddy Casiño, (Bayan Muna); Neri Colmenares (Bayan Muna); Luzviminda Ilagan (Gabriela); Rafael Mariano (Anakpawis); Raymond Palatino (Kabataan party-list); Antonio Tinion ( Act Teachers); and Emmi de Jesus (Gabriela), all courts, quasi-judicial bodies, agencies and government institutions conducting investigations and public hearings will hire interpreters for proceedings involving individuals ascertained to be deaf through accepted clinical standards and procedures.

KMU labels Pantawid Pasada as band-aid solution to oil hikes

By Pat C. Santos 09/13/2011

The militant labor group Kilusang Mayo Uno deplored the rehash implementation of the Pantawid Pasada which is meant to appease transport sector after the unstoppable “Big Three” oil companies had implemented another price increase of petroleum products.

This is in reaction to deputy presidential spokesman person Abigail Valte’s announcement that the government has funds to provide subsidy for the transport sector reeling from high prices of petroleum products.

Valte made the announcement days before President Aquino’s scheduled meeting with transport leaders and amid talks of an impending nationwide transport strike, statement said.

“It is plain to see that the first Pantawid Pasada did not stop oil prices from skyrocketing and the Big Three oil companies from overpricing their products. Another Pantawid Pasada band-aid will not cure nor ease the pain of the cancer that is the oil companies’ monopoly of the industry,” said Elmer “Bong” Labog, KMU chairman..... MORE

A decade of agnotology

DIE HARD III
Herman Tiu Laurel
09/12/2011
\"You can fool all the people all the time if the advertising is right and the budget is big enough.” — Joseph E. Levine

That may well be the guiding tenet of those at the helm of the Philippines’ energy sector today. But after 10 years of running circles around millions of power consumers and taxpayers, many now seem to be wising up to their grand scam.

A chorus of indignation against RP’s privatized power industry is now echoing from almost all sectors, including major business groups like PhilExport (Philippine Exporters Confederation) and Ecop (Employers Confederation of the Philippines), as well as others who have joined anti-power oligarchy crusaders in condemning the “highest power cost in Asia.”

Provincial power consumers are also up in arms. The Agricultural Sector Alliance of the Philippines (Agap) party-list, for one, recently concluded an hour-long “lights off” campaign at 9 p.m. last Friday to protest the illegal collection of millions of so-called MCCs (members’ contribution for capital expenditure) by the electric cooperatives.

The biggest electric power swindle abetted by the Energy Regulatory Commission (ERC), however, is still here in Metro Manila, together with the adjacent towns and cities under the Manila Electric Co. (Meralco) franchise area.

Under the cover of the post-Edsa II power privatization law, the Electric Power Industry Reform Act (Epira), both the ERC and Meralco have created the highest power cost in Asia almost with impunity. It seems the duo has almost proven wrong the P.T. Barnum adage (“You cannot fool all of the people all of the time”) by a decade of near total “agnotological” management of media information. For those who still don’t know, “agnotology” is the science of creating ignorance.

Like the electric cooperatives, the ERC and Meralco have been charging consumers the power distributor’s capital requirements in advance each year amounting to some P8 billion to P9 billion, with claims of increasing electricity demand. Yet in last Friday’s edition of The Daily Tribune, Meralco was said to have disclosed that recent “power demand went down one percent year-on-year.” Now isn’t that damning evidence against them?

Soon, the ERC and Meralco will be caught in their own web of lies, as Frost warned in his poem, “When we first learn to deceive…” While other power crusaders’ groups prepare more “lights out” campaigns (the Freedom from Debt Coalition will have its own on Oct. 11, 2011, from 7:30 to 8 p.m.), the power advocates group with Sulo ng Pilipino (my mother organization) and individuals like former Mayor Jun Simon (Quezon City Electricity Consumers for Reforms), former Assemblyman Bono Adaza, Mang Naro Lualhati (our P39-billion Meralco refund champion), columnist Butch Junia, Jimmie Regalario (Kilusan para sa Makabansang Ekonomiya), and hundreds of others will be filing a series of court cases in late September against the power predators. In the end, truth will prevail over advertising and its budgets.

Meanwhile, another major lie the past 10 years (deemed the largest lie in all of human history) that we must train our eyes on is the 9/11 World Trade Center “terror demolitions.” As it was an event blamed on 19 terrorists, few actually know that 14 of them had Saudi passports arranged by the CIA.

Also, we must recall that in the aftermath of the 9/11 tragedy, George W. Bush said in a chance interview, “I call upon all nations to do everything they can to stop these terrorist killers. Thank you.” And while brandishing a golf club, he continued, “Now, watch this drive.” Before long, the whole world was made to witness a progression of wars, from Afghanistan to Iraq. And now, with the Western powers’ push in Libya underway, can Syria, and then Iran or Venezuela, be that far away?

The 10 years of deception surrounding 9/11 could have been an unquestioned success if not for the architects and engineers for 9/11 Truth, with over 1,500 qualified members, and the families of 9/11 victims. You can learn more by watching on YouTube, “Architects and Engineers — Solving the Mystery of WTC 7” by AE911Truth.org.

A May 2011 poll by Siena Research Institute extended to 643 New Yorkers, including respondents in all of New York City’s five boroughs found that 48 percent were in favor of a new investigation into the collapse of WTC (World Trade Center) 7. The survey was commissioned by “Remember Building 7,” a transparency group led by 9/11 family members, NYC Coalition for Accountability Now (NYC Can), and Architects and Engineers for 9/11 Truth (AE911Truth).

Building 7 is a vital key to understanding the fraud that is the official US government investigation. As the third major, almost 50-story, building in the WTC complex, Building 7 collapsed hours after the North and South towers, despite it not being hit by any airplane. And although a minor fire did occur, it had already been put out before Larry Silverstein (the WTC’s new buyer), in his words, issued an order to “pull it” (in controlled demolition lingo).

Truly, we live with created ignorance everyday. We get it on TV, on radio, in print and on the Internet. Agnotology abounds on a host of subjects — from Libya, Syria and Iran; to our local issues on privatization and escalating rates, or the real reasons why the MRT/LRT, tollways, and government fees will be raised by the PeNoy government even when these are unjust and unnecessary. We are not being told, for instance, that such measures are all because of the dictates of the US Embassy and IMF-WB — the same way the US generics framework was maneuvered into our cheaper medicines law to apply patents where none should.

In response, we should turn this second decade of the 21st century into a decade of “sciometology” (a term I coined) to allow everyone to say, “I know.” This can only be achieved with the help of non-commercial, dedicated, truth-seeking journalists and media. And that’s why we’re here.

The global anti-terror war spawned by the attacks on the United States on Sept. 11, 2001 has turned a decade and it is where the Philippines had its most participation in anything related to the tragedy in the center of capitalism as enemies of the American nation would call New York.

The Philippines was among the first to commit its participation in what is until now a nebulous war, that seems to be best defined by former US President George Bush’s “If you’re not with us, you’re against us” post-9/11 statement.

Gloria Arroyo, who was not one year in the presidency she had snatched from Joseph Estrada, was only too eager please Bush and jumped into the war ahead of nearly every other nation.

Later on, Gloria would be the first to withdraw a token military contingent in the Iraq theater of the war after insurgents threatened to execute Angelo de la Cruz, a Filipino working as a truck driver in the then volatile region..... MORE

Noynoy really should think before he speaks, because whenever he doesn’t, he loses more and more public support. And he has to remember that as he stays longer in Malacañang, his popularity, already plummeting in just one year in the presidential office, is expected to plummet even more, as no president stays popular as his term nears its end.

Just recently, at an incoming Atenean president’s investiture, Noynoy likened the League of Filipino Students to the Marcos dictatorship, which statement, in turn got the LFS to call Noynoy “A man with no sense of history.”

As Noynoy reminisced on his college years in Ateneo, he recounted his apprehension in joining the LFS when it was being organized during the martial law.

He said that while everybody has his apprehensions, he had asked himself whether he should join it and be under the LFS executive committee where he said he and other groups would dictate to them, when there was already the Marcos dictatorship in existence..... MORE

AGADEZ — For many Tuaregs in Niger, the fall of Libyan leader Moamer Kadhafi means the loss of a powerful ally who for decades had strong ties with the desert community scattered across several countries.

“Libya is the land of the Tuaregs, their base and their support,” Kadhafi said in 2005 to Tuareg leaders who he had invited to Oubari in the center of southern Libya.

“Kadhafi is indisputably the ally of the Tuaregs, he cherished them,” said an employee of a tour agency in Agadez, the town in north Niger on the edge of the desert that is regarded as the Tuareg capital.

Moore’s conjecture and renewable energy

COMMENT

By Orlando Roncesvalles 09/12/2011
Time flies and Moore’s Law applies. Because the cost of computing and other high-tech things, such as solar panels, drop by half about every 18 months, the feed-in tariff (FIT) component of the Renewable Energy Act of 2008 (RA 9513) will soon be obsolete.

Such obsolescence should be welcomed. When something called “grid parity” has arrived or is at hand, the cost of producing one’s own electricity will have fallen to levels approximating what one now pays the grid. This portends a victory of sorts for the hapless electricity consumer.

The FIT is a guaranteed price to be paid to new plants using renewable energy (RE). It is also a price that is well above the wholesale cost of producing electricity from the usual sources (generally thought to be in the P5 per kilowatthour range). The proposed FITs are P7 per kwh for biomass, P6.15 for hydro, P10.37 for wind, P17.65 for ocean waves and P17.95 for solar energy. (For comparison, the residential “all-in” price paid by many consumers is already above P10 per kwh.).... MORE

AMSTERDAM, The Netherlands – The recent Wikileaks expose’ of a 2007 cable from the US embassy in Manila (which was published in Manila newspapers) revealing the collaboration between the Dutch, Philippines and US governments to file false murder charges against Filipino political exile Prof. Jose Ma. Sison is merely a confirmation of a conspiracy to persecute, harass and demonize him (Sison).

Thus, stated Committee DEFEND in reaction to a published news report about an unclassified US embassy memo dated Sept. 4, 2007 sent to the US State Department by then US Ambassador to the Philippines Kirstie Kenney.

According to the cable, released by online whistle-blower Wikileaks, the Philippine government through its Foreign Affairs Secretary Alberto Romulo, worked with Dutch and US authorities to build a case against Prof. Sison, who is a political refugee in the Netherlands and is chief political consultant of the National Democratic Front of the Philippines in peace talks with the Manila government.

Quoting Ambassador Kenney, the cable stated: “(Romulo) said he and Cabinet colleagues had been working with the Dutch for several years to make sure the case they built was good. They were delighted to finally have Sison behind bars. Romulo said that given the US interest in prosecuting terrorists, he hoped we’d be prepared to assist the Dutch with the case, if the Dutch so requested.”.... MORE

International human rights group appeals for 17-year old victim of military torture

The Asian Human Rights Commission (AHRC) based in Hong Kong is appealing for justice on behalf of a 17-year-old boy in Basilan Mnindanao who was falsely accused by soldiers and policemen of being a member of the bandit kidnap-for-ransom group Abu Sayyaf. The boy was reportedly tortured and is presently detained together with adult offenders in a jail where he was remanded.

According to the AHRC, Asraf Jamiri Musa, a resident of Patikul, Matatag in Lamitan City Basilan was arrested and allegedly tortured on June 23, 2011. The alleged perpetrators were said to be members of 32nd Infantry Battalion under the 1st Infantry Division of the Philippine Army and members of the Philippine National Police led by 1st Lt. Gian Carlo A. Galanza, PA and Police Chief Inspector Nestor Placio. The human rights group said Musa’s accusers planted evidence of explosives on the boy and forced him to admit his membership to the group.

Based on the fact sheet sent by the AHRC and the Task Force Detainees of the Philippines, the 17-year old student who was aiming for a degree in Bachelor of Science in Education (BSED), was arrested along with his cousin Pawad Esmael Alpad by members of 32nd IB, 1st IDPA and members of PNP in Patikul, Basilan Province around 1:45 pm on June 23.

Asraf in a his own affidavit said he was sleeping inside the house of his aunt where he had been staying since he was an elementary student. Pawad was also there sleeping. They were suddenly roused from sleep when their aunt told them that there were soldiers looking for Asraf.

Asraf said the military and police searched the house but did not find anything. The armed forces said they were looking for two Abu Sayyaf members supposedly named Nurhasan Jamiri and Musanna J. Musawho and were said to be staying at the house of Hadji Samiri Alpad. This was the house where Asraf was.
Without listening to the two boys, the police and soldiers reportedly took Asraf and Pawad to the brigade detachment in Lamitan. Asraf’s aunt went with them. After half an hour, the three of them were taken to the military brigade in Tabiawan, Isabela City, Basilan.

“I was taken inside the brigade and made to sit in a waiting shed. The police and military interrogated me and asked me if I am an Abu Sayyaf member. I told them that I am a student, but they did not believe me,” he said.

Senators are slowly coming out in the open expressing their opposition to the controversial Reproductive Health (RH) bill, one of them even described it as deceitful.

“This bill to me is a deception,” Senate President Juan Ponce Enrile yesterday said as he pointed out some questionable thrusts in the measure in the guise of supposed health bill when in fact it’s promoting population control.

For one, the upper chamber leader noted during an interview over at dzBB, is that of the bill supposedly advocating physical well-being of a person by ensuring access to essential medicines which include artificial forms of contraceptives.

“They’re trying to promote this as a health bill and it should discuss sickness, cure and medicines. But what’s the therapeutic value of condom, birth pills, IUDs, of injectible (pills)? If this is health bill, how come this is the kind of terminology being carried by the bill?” he asked..... MORE

RP most vulnerable to natural disasters, says UN

09/12/2011
Sen. Edgardo Angara called for an improved disaster management system in the country following the release of a United Nations report listing the Philippines among the top five most vulnerable to natural disasters.

The World Risk Report 2011 assesses the vulnerability of 173 countries to natural hazards and their ability to handle the aftermath of natural disasters based on exposure, susceptibility of the population, coping capacity and adaptation strategy.

This report from the United Nations University Institute for Environment and Human Safety reveals that the Philippines is the third most vulnerable worldwide because of the frequency of calamities, such as typhoons, floods, landslides and earthquake, combined with the country’s ineffectual disaster preparedness programs.

“The Philippines is no stranger to natural hazards. We are hit by several typhoons every year accompanied by floods and landslides and whose magnitude sometimes is similar to Pepeng, Ondoy and Milenyo,” said Angara, chairman of the Senate committee on science and technology..... MORE

DBM hit for cutting health budget

By Gerry Baldo 09/12/2011

Budget Secretary Florencio Abad was criticized anew for slashing the budget of the Department of Health (DoH) in half thereby demeaning the much needed funds that would benefit the millions of poor Filipinos.

According to Bayan Muna Rep. Teddy Casiño, the budget of the DoH, should at the very least, be pegged at P80 billion for 2012.

Casiño said that during a congressional budget hearing, Health Secretary Enrique Ona admitted that the P42 billion proposed budget under House Bill 5023 or the General Appropriations Bill was only half of what the department had requested.

Among those that were removed by the DBM include the P50-million Subsidy to Indigent Patients for Confinement in Specialty Hospitals; the P2.1-billion for the Implementation of Magna Carta Benefits of Public Health Workers; P25.3-billion for Health Facilities Enhancement Program which was reduced to only P5 billion and the Implementation of the Doctors to the Barrios and Rural Health Practice Program which was slashed from P5.9 billion to only p1.7 billion..... When Noynoy took over the presidency and gave a pledge to consider all Filipinos his “boss,” among his first statements, ironically, was a pledge to remove all subsidies on government-ran utility services, including power and mass transit services.

By making an example of the policy of Gloria to throw financial support, or subsidies in other forms, to artificially reduce the pricing of politically-volatile utility services, a practice that was, however, used as her survival ploy, was the prime consideration and not public welfare, Noynoy insisted that subsidies are part of the past crooked ways.

He made a case about Gloria placing a cap on the collection of the reviled purchased power adjustment which are the charges independent power producers (IPPs) impose on state firm National Power Corp. (Napocor) as a result of the burdensome contracts that former President Fidel Ramos signed that included the so-called take or pay provision which guaranteed government payments whether or not the IPP plants supply electricity.

The capping of the charges resulted, however, in the piling up of the deferred payments that up to now makes up a substantial part of monthly electricity bills making electricity charges among the highest in the world..... MORE

EO gives Purisima power to monitor taxpayers

President Aquino has cloaked Finance Secretary Cesar Purisima with vast powers through Executive Order (EO) 56, which was issued last Sept. 6 but released only recently, allowing him to order the opening of tax documents of any Filipino on the pretense of suspicions of tax evasion, including those documents that would be requested by foreign tax authorities.

The EO, signed by President Aquino on Sept. 6, delegated the authority to order the opening for inspection of income tax returns of selected tax payers suspected of tax evasion to the Secretary of the Department of Finance.

Reports said that relatedly, the Bureau of Internal Revenue (BIR) had drafted a directive that requires banks and other financial institutions to open bank accounts of suspected tax cheats.

No amount of face-saving can save embattled Customs Commissioner Angelito Alvarez from the piles of charges coming his way in connection with the 1,910 container vans which mysteriously disappeared while en route from the Port of Manila (PoM) and the Manila International Container Port (MICP) to the Port of Batangas (PoB).

At the weekly news forum at Annabel’s Restaurant, Valenzuela Rep. Magi Gunigundo said despite the raid conducted by Alvarez and his men on a warehouse in Caloocan City to “recover” part of the missing cargo, he and other officials of the Bureau of Customs (BoC) are not yet off the hook as even if they recover the whole cargo, they will still be facing charges.

“There had been violations of the Tariff and Customs Code. They will definitely be charged in court,” Gunigundo said.

Aside from Alvarez, Gunigundo said that Speaker Feliciano “Sonny” Belmonte’s brother, MICP head Ricardo “Boysie” Belmonte, PoM district collector Rogel Gatchalian and other agency officials would also be facing charges for violations of the Tariff and Customs Code..... MORE

Farmers express optimism on resumption of peace talks between RP, NDF

09/11/2011
Hacienda Luisita farmers have expressed optimism that in the resumption of the peace talks between the National Democratic Front of the Philippines (NDFP) and the Philippine government will pave the way to finally resolve the stand off between the farm workers of Hacienda Luisita and the Cojuangco-Aquino clan which President Aquino belongs.

According to Rodel Mesa, secretary general of the farm worker based Unyon ng mga Manggagawa sa Agrikultura (UMA), the NDFP included the distribution of Hacienda Luista as one of their agenda on the peace talks.

This would post a challenge to Mr. Aquino’s seriousness to end insurgency by abiding to the Comprehensive Agreement on Social and Economic Reforms (Caser) which one of its main proponent is land reform.

“We have lost our trust to the Supreme Court that they will be the catalyst to end our decades of economic misery at the hands of the Cojuangcos’ but instead became a roadblock on our quest to achieve social justice..... MORE

Animal rights group urges gov’t to free captured crocodile

09/11/2011
An animal rights group urged the government yesterday to free what is thought to be the world’s largest crocodile in captivity, even though it allegedly killed two people.

The monster 21-foot (6.4-meter) male saltwater crocodile was placed in a penned pond after it was caught in a remote southern creek on Sept. 3, with officials planning to use it as a tourist attraction once it adapts to its cage.

People for the Ethical Treatment of Animals (PETA) senior Asia-Pacific campaigner Ashley Fruno said that despite suspicion it is a man-eater, the reptile was better off being returned to the wild, away from human settlements.

“(The government) should do the compassionate thing and order this crocodile to be returned to his natural habitat, as taking him away to be locked up in an animal prison is just plain wrong,” she wrote to AFP..... MORE
