MANILA – In a rare occasion, Coni Ledesma, the former nun turned revolutionary, spoke about women, the revolution and the peace process.

Ledesma, member of the National Democratic Front of the Philippines (NDFP) peace panel, started by providing the context to the more than four decades of civil war. “We are not a mere rebel group. We fight for a Philippines that has genuine democracy, justice,” she said in a forum organized by Working for Empowerment and Good Governance Institute, Inc. (WeGovern).

“We see inequality. Yesterday, I just saw the properties of the Ampatuans — 743 bank accounts, 132 motor vehicles, 113 houses and lots. So much wealth! At the same time, there are people who live by scavenging. The gap [between the rich and the poor] is so wide,” Ledesma said.

She cited how the farmers and workers are exploited, how overseas Filipino workers work hard to feed their families. “This is our situation. The NPA [New People’s Army] was organized to fight for the rights of the people. The government says without the NPA, there would be peace. That is not true. It is the situation that gives life to the NPA,” she said.

Founded on March 29, 1969, the NPA is the armed wing of the Communist Party of the Philippines.

“This is better, at least [it is] organized, with direction and discipline. Otherwise, the people would spontaneously take up arms and fight. At least, [with the NPA] they know what to do and what not to do,” she said..... MORE

It has been almost three decades since the downfall of the Marcos dictatorship, but Maria Isabel Aurelia Aquino’s psychological wounds caused by her experiences during those dark days remain as fresh as if they were inflicted yesterday. In her day to day dealings, however, she is able to be sincere to her facade of cheerfulness and calm.

A human rights activist, she knows that fighting for human rights takes courage and persistence.

“But it also takes much personal strength. It’s not always easy to put up a brave face when your work is about defending other people’s rights to live in dignity and to stop physical abuse and exploitation. It can take a toll on you, the knowledge of how so many Filipinos are forced to live not knowing their rights or having their rights violated in a myriad of ways. And then when you consider your own experiences, it’s sometimes gets even harder,” she said ruefully.

Born in Manila to an upper middle class family, Ma. Isabel grew up in an old Spanish house along Severino Street near Claro M. Recto Avenue in Manila. It was an area that saw many street protests and battles between anti-Marcos activists and the Metrocom (now the Philippine National Police), and a stone’s throw away from Don Chino Roces bridge, or more popularly known as Mendiola bridge. She attended a private school nearby, and in the countdown to martial law and in the beginnings of the First Quarter Storm Movement, she became an activist leading students in the struggle against the dictatorship.

“There are those who would say that the days of dictatorship are long gone; but from the state of human rights in the Philippines these days, it is impossible to dismiss the truth that much remains to be desired by way of bringing genuine justice in the country,” she said.

Data gathered by Karapatan human rights organization for the second quarter of the year show the same growing list of human rights violations under President Benigno Aquino III’s Oplan Bayanihan (OPB), his administration’s counterinsurgency program which is deemed no different from the previous Macapagal-Arroyo regime’s Oplan Bantay Laya (OBL).

From July 2010 to June 2011, a shocking 48 activists have fallen victim to extrajudicial killings while three others have become victims of enforced disappearance.

Maria Isabel herself almost became a statistic back in March 2010.

On March 10, 2010, armed men arrived at her parents’ house in Severino street looking for her. She was able to elude them because her sister and a caretaker were able to immediately warn her and she was able to leave the house undetected through a separate, back exit. Her elderly parents were shaken and feared for her life but begged her to not raise the issue to the media..... MORE

MANILA – In a historic gathering, more than a hundred women from seven continents representing more than 40 women’s organizations worldwide attended the first general assembly of International Women’s Alliance (IWA) in Manila early this month.

With the theme “Advance global anti-imperialist women’s movement in the 21st century, strengthen the international women’s alliance,” progressive women from 20 countries vowed to fight imperialist attacks against women’s rights and welfare.

IWA is a global alliance that is anti-sexism, anti-racism, anti-patriarchy, anti-feudalism, anti-xenophobia and anti-homophobia grassroots women’s organizations, institutions, alliances, networks and individuals, committed to advancing social and national liberation. Delegates to the IWA pointed out that the global economic crisis made women and the peoples around the world suffer from landlessness, poverty and hunger. In particular, women belonging to the marginalized sectors are the ones most vulnerable to the crisis.

Mari Boti of Women of Diverse Origins and an award-winning film maker from Canada said that the first general assembly of IWA aims to further strengthen the collective voice and actions of women’s rights activists.

Impact on women

Sarojeni Rengam from Malaysia and a member of Asian Rural Women’s Coalition said that monopoly capitalism which resulted to global economic crisis has resulted to debts, unemployment, implementation of neo-liberal policies and huge cutbacks in funding or agriculture and social services such as education, health and housing. Land grabbing is also widespread in countries in Asia, Africa, Latin America and the Caribbean and the Middle East to which societies are ruled by landlords, warlords, and oligarchies which are supported by the imperialists..... MANILA – Hundreds of activists from 42 countries called on President Benigno S. Aquino III to give up Hacienda Luisita and distribute the land for free.

In a resolution, delegates of the Fourth International Assembly of the International League of Peoples’ Struggle (ILPS) said: “Hacienda Luisita belongs to Luisita land tillers. President Aquino and his family have no legal, moral and political bases to keep the sugar estate. We, the social activists of the world demand for the Aquino and the Cojuangco syndicate to give up Luisita in favor of the farm workers.”

Speaking in a press conference, Prof. Gill Boehringer, a law professor from Australia, called the injustice to the farm workers as “basically theft” and compared the Philippines to Cuba.

“Fidel Castro’s mother did not speak to him for a very long time because when he became president, the first property to be nationalized was the Castro plantation. What happens here? It’s exempted. That’s supposed to be comprehensive agrarian reform program. CARP [Comprehensive Agrarian Reform Program] is crap. It’s a terrible situation to have the president [Cory Aquino], and then the president’s son [Noynoy] who also became the president, supporting that kind of fraud on the people, it’s basically theft,” Boehringer said.

Under CARP, non-land transfer schemes such as stock distribution option (SDO) are allowed.

The Palace flatly rejected the offer of former Autonomous Region in Muslim Mindanao (ARMM) Gov. Rizaldy “Zaldy” Ampatuan, one of the prime suspects in the Maguindanao massacre that happened in 2009, to turn state witness after Palace officials faced outrage from families of the victims over suggestions that President Aquino is considering the offer.

Justice Secretary Leila de Lima, at a Palace briefing, said the Department of Justice (DoJ) position in rejecting Zaldy Ampatuan as a state witness in the case stands which got the support of the Palace. De Lima, nevertheless, said the government can consider Zaldy as state witness in cases other than the massacre charges such as allegations of fraud in the 2004 elections and the plunder and tax evasion cases filed against the Ampatuans.

“There is no offer and even if there is an offer right now,it will not be in accordance with the Witness Protection Program,” de Lima added. She said Zaldy needed to admit guilt which he has not done while insisting that he did not take part in the planning of the massacre..... MORE

On top of the questioned hundreds of millions of pesos of intelligence funds spent by Philippine Charity Sweepstakes Office (PCSO) months before the 2010 presidential elections, its embattled former general manager reportedly managed to encash checks totalling P102 million which charge she refused to explain to senators.

Alongside this development, Senate probers were also told that records pertaining to the additional P54 million intelligence funds of the agency in 2007, also an election year, appear to be “missing” or unaccounted for as there exists no records to support its disbursement.

Former PCSO officials also allegedly failed to turn over some so-called “unclaimed” lotto cash prizes, running in hundreds of millions of pesos, to the agency’s “charity fund” which serves as its pool of funds for medical and other assistance to indigent individuals..... MORE

Former Commission on Elections (Comelec) Chairman Benjamin Abalos Sr. and Commissioner Nicodemus Ferrer yesterday categorically denied massive cheatings in both the 2004 and 2007 elections nor have they had any hand on any election cheating if there were any as alleged by former Comelec election officer for Maguindano, fugitive Lintang Bedol.

At a press briefing held in Mandaluyong City, both Abalos and Ferrer denied Bedol’s allegations that there was massive election fraud in the 2004 and 2007 elections in Maguindanao which Bedol alleged, was ordered by former President and now Pampanga Rep. Gloria Arroyo and implemented by Abalos, Ferrer and another Comelec commissioner, Rene Sarmiento.

Initially, Abalos refused to comment on Bedol’s allegations saying he still has to wait for Bedol to come up with an affidavit before issuing any statement. But upon insistent questioning by the media, Abalos was forced to respond, “First, there is no truth to the allegations former President Arroyo called me up instructing me to cheat in behalf of the administration’s bets in Maguindanao,” Abalos said, adding “But more importantly, I am categorically denying there was massive election cheating committed during my watch as Comelec chairman.”..... The British government has warned its nationals against the dangers of kidnapping in the Philippines and asked them to postpone unnecessary travel to some parts of Mindanao following the abduction of two American citizens and a Filipino in Zamboanga City early this week.

In its updated advisory, the UK Foreign and Commonwealth Office (FCO) discouraged British travelers from going to southwest Mindanao and Sulu and to postpone non-essential travel there.

“There is a threat from kidnapping in the Philippines, particularly in the southern Philippines,” it said.
Kidnapping, the travel advisory warned, “could occur anywhere, including on coastal and island resorts and dive boats and sites in the Sulu Sea.”.... MORE

Ejercito, who was at a media forum yesterday, said the prohibition to donate is on the officials of government and not on the leaders of the church.

“We should not blame the bishops because it is the Arroyo administration that corrupted them,” Ejercito said.

Clearly, the move of Noynoy Aquino and his allies, specifically through the Philippine Charity Sweepstakes Office (PCSO) to damage the Catholic bishops’ credibility, reputation and the moral clout they are said to hold over their flock, was purely political. And no doubt Noynoy’s vengeance wreaked on them not only for the call of Butuan Bishop Juan de Dios Pueblos for him to resign as he is unfit for the presidency, but for their not supporting him and his administration along with their criticisms against him.

This could gleaned from yesterday’s Senate hearing where it was proved by the bishops that all they really got by way of vehicles from PCSO during Gloria Arroyo’s watch, were pick-ups, with some of them even being second hand, which is really a far cry from what PCSO Chairman Margie Juico was portraying and leaked out to the media.

The Yellow media broke the story and quoted Juico as the source of the story..... MORE

Looks like the dirty play of Noynoy and his allies has backfired on them, and especially on Noynoy, after Sen. Miriam Santiago dug up the issue of the presidential “black budget” which is the presidential social fund (PSF) that gets its billions from both the Philippine Amusement and Gaming Corp. (Pagcor) and the Philippine Charity Sweepstakes Office (PCSO) and without any audit.

Miriam calls this PSF fund the President’s “black budget” because it really is a presidential budget that is under the radar, or, as Miriam describes it, a budget insulated from public scrutiny, confined to the dark and insulated from sunshine, sneaked through the back door instead of undergoing the open process of congressional budgetary authorization.

It was found that the PSF, based on the 2009 Commission on Audit report, that the total deposits to the bank’s current account for the three funds were in the aggregate amount of over P7.5 billion..... MORE

GRACKE — Outside the Neziri family compound in this Kosovo hamlet there is no sign of life, not even a sound indicating that 45 relatives with seven children are holed up inside afraid of a vendetta attack.

His eyes darting from side to side, the head of the clan, Haki Neziri, 77, emerged cautiously from the house to receive AFP journalists.

“My family has not been able to go out for 17 months. Men and women cannot go to work on the field. Children cannot go to school,” he complained bitterly.

Dear Editor:
We refer to the column of Mr. Jesse Bacon II “Man at the Market” published in The Daily Tribune on July 12, 2011. Referring to the pending PLDT-Digitel consolidation, Mr. Bacon inappropriately castigates Globe to be in opposition to the deal, “not on moral grounds but because Globe lost to Smart in its own bid to buy Sun Cellular.”

We wish to point out that Mr. Bacon’s comments sound like a tired refrain, devoid of objectivity and basis, and without any regard to the numerous news write-ups covering all parties’ positions on the issue. Here are the points to set the record straight:

1. Globe is gravely concerned about the resulting implications of this deal for the industry and the consumers. Notwithstanding the recent hearings being conducted by the National Telecommunications Commission (NTC) on the joint application of PLDT and Digitel, Globe has requested the regulatory bodies and the government to review the implications of the deal which would give the PLDT Group monopoly of the industry with 70 percent market share..... Santiago in a speech prior to the start of the Senate blue ribbon committee hearing on alleged PCSO anomalies, said the public will not spontaneously coin the term Pajero bishops if “someone had not put that thought in their heads.”

Two court employees’ groups have asked the Supreme Court (SC) to take action against embattled Davao City Mayor Sara Duterte for assaulting a court sheriff serving an eviction order on her constituents early this month.

In a separate letter to Chief Justice Renato Corona, the Philippine Association of Court Employees (PACE) and the Sheriffs Confederation of the Philippines Inc. (Scophil) asked the high court to impose disciplinary action on
Duterte for attacking sheriff Abe Andres during a recent demolition of shanties in Barangay Soliman in Agdao district.

Former Autonomous Region in Muslim Mindanao (ARMM) Gov. Zaldy Ampatuan can squeal all he wants but this won’t make him a State witness and enjoy the legal protection of the government.

This was stressed yesterday by presidential spokesman Edwin Lacierda as he dismissed claims that Zaldy will be turned into a State witness. Lacierda said Zaldy only offered his inside knowledge on both the Maguindanao massacre case and the alleged poll fraud in Mindanao in exchange for his security and protection.

Lacierda said Zaldy’s offer to testify against his own father and brother in relation with the infamous Maguindanao massacre case and to his former political patron, former President Gloria Macapagal-Arroyo for alleged election fraud in Mindanao does not guarantee him any legal protection provided for as a State witnesses..... Quezon City Mayor Herbert “Bistek” Bautista is being eyed by his colleagues from various countries to be the next chairman of the World Mayors Council on Climate Change, a ranking local government official revealed yesterday.

According to Greg Bañacia, Public Affairs and Information Services Office chief, the mayor was offered the top position when he attended last month the 2nd World Congress of Cities and Adaptation to Climate Change in Bonn, Germany.

A member of the International Council for Local Environmental Initiatives-Local Government for Sustainability (ICLEI-LGS), Bautista confirmed to Tribune the great opportunity to lead the international advocacy group whose members are incumbent and former mayors from over 70 countries, including the Philippines..... Sen. Panfilo Lacson, in a TV interview yesterday, showed his travel document and claimed that this was authentic, but that he had mistakenly written down the wrong document number — which is now an entirely different tune he is singing, given the fact that the Department of Foreign Affairs (DFA), through Undersecretary Rafael Seguis, came out openly to state that the registry number that Lacson had pointed to was never issued to him.

But this issue has become much more curious, as Lacson, despite having shown his document on TV, still asked not to make public in the meantime details that would show where it came from, as he wishes to protect those who helped him while he was on the run abroad..... MORE

Noynoy isn’t satisfied with the apology made by the bishops and says his legal team is still reviewing the constitutional violations committed by the Church under the principle of the separation of powers between church and state.

Just what is wrong with this president that he insists that the bishops violated the constitutional proviso?

In the first place, if Noynoy still does not fathom it, the bishops did not apologize to Noynoy but to the Filipino people. So whether or not Noynoy is satisfied with the apology is of no importance and it is downright silly of him to say he is not satisfied with the apology and is still digging for something with which to charge the bishops.

But if Noynoy insists that there have been violations committed against the Constitution and the laws of the land by the bishops in this matter of charity donations through requests made, then he should start charging not only the former Philippine Charity Sweepstakes Office chief but also his appointee, Margie Juico, because there have been donations then and donations today to priests, as well as congressmen, but this time, with Margie at the PCSO, it is the allies of Noynoy who are the beneficiaries..... A ruling by the Court of Appeals (CA) has upheld the awarding of more than 22,000 hectares of land and sea made by the National Commission on Indigenous People (NCIP) in favor of the Tagbanua Indigenous Cultural Community in Palawan (TICP).

In its decision by Associate Justice Josefina Guevarra-Salonga, the appellate court denied the petition filed by the provincial government of Palawan questioning the ruling which awarded the Tagbanua a Certificate of Ancestral Domain Title (CADT).

Associate Justices Mariflor Punzalan Castillo and Franchito Diamante concurred.

“It bears stressing that our disposition herein does not touch upon the validity of the NICP resolution which became the basis of the subject since to do so would in effect allow a collateral attack on the legality of its issuance,” the CA decision stated..... MORE

The Presidential Commission on Good Government (PCGG) yesterday announced it would auction off two prime real estate properties in Manila and Baguio.

According to a statement from the agency, the two surrendered properties to be disposed include a prime property in Mandaluyong City consisting of 2,012 square meters of commercial land with a minimum floor price of P101.606 million and the 3,875.57-square meter Hans Menzi compound in Baguio City with a minimum floor price of P37.246 million. Total value for the two properties is P138.852 million.

PCGG Commissioner for Asset Management Richard Roger Amurao said the commission’s decision to dispose the two prime properties is in line with the agency’s privatization program schedule crafted under the new commission headed by Chairman Andres Bautista.

Amurao said the PCGG’s decision to sell the recovered properties has been cleared by the Government’s Privatization Council as contained in its letter to the PCGG on June 22, 2011 approving its proposal to sell the real estate properties through sealed public bidding..... MORE

If it is really the intent of President Aquino to have the Hacienda Luisita distributed to farmers, all he has to do is to prevail upon his relative-owners of the contested sugar estate to transfer the ownership of the controversial landholding to the agrarian beneficiaries, instead of instructing government officials to interpose a reconsideration of the Supreme Court’s (SC’s) directive for the holding of another referendum.

Thus said House Minority Leader Edcel Lagman in reaction to reports Aquino has instructed Department of Agrarian Reform (DAR) Secretary Virgilio de los Reyes and Solicitor General Joel Cadiz to file a motion for reconsideration on the SC ruling, which revoked the stock distribution option (SDO), called for a new referendum among the Luisita farmer-beneficiaries to settle the issue for themselves.

In a statement, Lagman said although the high court called on the Luisita farmer-beneficiaries to settle the issue for themselves, the SC decision “does not prohibit or deter the Aquino landlords from complying with the constitutional mandate on the distribution of all agricultural lands to the landless tillers,” thus Aquino, can for himself, unilaterally call for the distribution of the more than 6,000 hectares sugar estate his family owns..... Catholic bishops have apologized to the public on the controversy stirred over the Noynoy administration’s charges that some seven bishops were recipients of SUVs and large donations from the Philippine Charity Sweepstakes Office (PCSO) during then President Gloria Arroyo’s term, adding that these bishops are ready to accept responsibility and face the consequences for their actions “if they are proven unlawful, anomalous and unconstitutional.”

The statement issued by the bishops, through their president, said: “We are sorry for the pain and sadness that these events have brought upon you. We are saddened that many of you, especially the poor, the youth, our basic ecclesiastic communities, have been confused by the apparent inconsistency of our actions with our pastoral preaching,” adding that “As we express our sadness we also ask you to be slow in judgment and conscientiously seek the whole truth behind the controversy.”.... In trying to rid the public perception that Noynoy, being a Cojuangco and in the presidency today, exerted influence — directly or indirectly — over the Supreme Court (SC) in its controversial and illogical ruling on the Hacienda Luisita issue where the court, while upholding the revocation of the Department of Agrarian Reform (DAR)’s Stock Distribution Plan (SDP) for the farmers but also ruled that another referendum should be conducted to give the farmers a choice of stock distribution option (SDO) or land, the Solicitor General said it is filing a motion for reconsideration (MR) while the DAR chief said that the farmer-beneficiaries of Hacienda Luisita Inc. (HLI) should get lands according to the Comprehensive Agrarian Reform Program.

That this is being done to get Noynoy off the hook was pretty clear, with his spokesman, Abigail Valte, saying that the filing for MR to SC favoring land distribution already shows that Noynoy is for the farmer-beneficiaries and not for his family that owns Luisita. That’s bull..... MORE

And so it was that this Lola got the Fernando Poe Jr. Lifetime Achievement award at the 29th Film Academy of the Philippines Luna Awards, held at the Quezon City Sports Club last Sunday evening from Movie and Television Review and Classification Board Chairman Mary Grace Poe-Llamanzares. What used to be the FAP Lifetime Achievement award was re-named, in 2005, after the real winner of the 2004 presidential elections.
The recognition means much to me.
Almost soon after World War II, Fernando Poe Sr.’s Palaris Films shot parts of a film in our family compound in Maysilo, in Malabon. I brazenly went up to Mike Caguin, the director, to give me a screen test, and he did. A few days later, I was asked to go to the Palaris Films Studios in San Francisco del Monte for a few more tests. Three more days, and came the offer for me to be the juvenile lead in the company’s next production. I was thrilled, my mother was supportive, but Papa not only screamed his disapproval, he sent me to the United States to study. It took me more than 30 years to finally act in film, and Papa was gone when for my premiere portrayal of a leper, I won a Best Supporting Actress trophy from the Bacolod Film Festival, in 1976..... In the past, this column has warned of the activities of Rupert Murdoch’s media behemoth, NewsCorp, suggesting that any constitutional amendment allowing foreign ownership of the Philippine media would be very bad news. Recent developments in the United Kingdom, where the NewsCorp subsidiary is called News International, cause this outsider to reissue that warning.

One of the newspapers owned by News International is (or was) the so-called News of the World, acquired by Murdoch in 1969. I say “so-called” because it was more popularly known as “Screws of the World,” due to its often prurient content. One of the biggest controversies to hit this rag in recent years came when it was revealed that Glenn Mulcaire, a private investigator it employed, had hacked into the phones of aides to Princes William and Harry. For this offense, Mulcaire and the paper’s royal affairs editor were jailed in 2006.

Since then, the controversy has grown and grown, with a lengthening list of celebrities and politicians revealed as targets. Such was the heat felt by Murdoch, that he closed the paper, last Sunday’s edition being its last..... MORE

Something is definitely wrong in this country and among the Filipinos in general. This national adversity has particular relevance in this time and age. The Filipino culture is usually known for its “Three Loves”: Love of family. Love of community. Love of country. These particular cultural traits found in the Philippines in a special way, can be expressed as “LLL.”

However, sad to say, these dear and endearing socio-cultural factors have been progressively eroded by contrary foreign disposition and acts. The family is threatened in its stability. The community is the seat of flagrant criminality. The country is made but a stepping stone to the acquisition of power and the accumulation of wealth.

This brings to mind the noble and ennobling Filipino symbol “KKK.” Even in their early age, the children are already and continuously taught about their heroic heritage through the famous expression and proud shout of “Kataastaasan Kagalanggalangan Katipunan.” Thus it is that the mere sight and/or mention of the nationally known initials already bring the thought of the big heroes of the Philippines plus the legitimate feeling of elation for being Filipinos..... Saying the poor should not be made to suffer for the sins of some corrupt officials, a party-list solon yesterday expressed strong opposition to the proposal to privatize the Philippine Charity Sweepstakes Office (PCSO).

In a statement, Cibac Rep. Sherwin Tugna said that while privatizing the operations of the PCSO may be a gain for business it would be a big loss to charity and social responsibility.

“The objective of business is revenue, and charity will lose its relevance the minute that the goal for PCSO becomes that of profits and incomes. It just doesn’t fit. One just cannot trust that charity supersedes the objective to grow investments. A privatized PCSO will trivialize the organization’s mandate on charity,” Tugna said.

Tugna made the statement in reaction to the proposal of Sen. Franklin Drilon, chairman of the Senate committee on finance, to privatize PCSO and the Philippine Gaming Corporation (Pagcor). The Bangko Sentral ng Pilipinas (BSP), through one of its officers, issued a letter-to-the-editor last July 6 in response to my “RP wasting $30-billion fund” column of July 1. That article triggered one of the highest positive feedbacks ever to my e-mail inbox. Indeed, the response was unanimous: Readers agreed with our position that at least half (or $30 billion) of our international reserves should be freed up and put to good use since not only I but several others, like former National Economic Development Authority (Neda) chief Romulo Neri, believe it to be not just necessary but even legal under IMF rules. In fact, another supporter of this position with whom we had lengthy consultations on this some years ago is former National Treasurer Norma Lasala.

Last Saturday, I went to a Tomas Morato restaurant to attend a briefing with Butch Junia, former Mayor Jun Simon, and law professor Alan Paguia on the latest Energy Regulatory Commission (ERC) dismissal of Commission on Audit (CoA) findings pointing to Meralco (Manila Electric Co.) overcharging in 2004 and 2007 that amount to some P7 billion. It was there that a Kapihan was also being held, diverting my colleagues into becoming its panelists as well.

Among the featured guests was the same BSP official who responded to our column. He was the first to speak. After heaping effusive praise for ratings agencies, such as Fitch and Moody’s, in upgrading the Philippines to just below investment grade, which he said is something to crow about, he ended his statements with a very aggressive pitch for more taxes, insisting that the Philippines is being left behind by Singapore, Thailand, and Malaysia because of our low taxes.

Let’s put these ratings agencies in the proper perspective. Consider this RJR online business report: “…a US Senate committee examining the reasons behind the crisis… concluded that Moody’s and Standard and Poor’s, the world’s two most prominent ratings agencies… (triggered) the global financial crisis in 2008… (by continuing) to give top ratings to mortgage-backed securities months after the housing market started to collapse…” It added, “neither company had a financial incentive to assign tougher credit ratings to the very securities that for a short while increased their revenues, boosted their stock prices, and expanded their executive compensation.”

From The Huffington Post’s “SEC Threatens Credit Rating Agencies with Fraud Charges” story, we have another confirmation that official moves have begun “against Moody’s Investors Services over its ratings of risky investments that led to the financial crisis.”

More recently from Peninsula News, we learn of “European politicians (accusing) credit rating agencies… of anti-European bias after Moody’s downgrade of Portugal ’s debt… (with EU Commission President José Manuel Barroso saying) ‘It seems strange that there is not a single rating agency coming from Europe. It shows there may be some bias in the markets…’ (joined by) German Finance Minister Wolfgang Schäuble (calling) for limits to be placed on the rating agencies’ ‘oligopoly.’”

China also views these western ratings firms with deep trepidation, which is why it set up its own ratings agency, Dagong. From China.org.cn (July 9, 2011): “China ’s own sovereign credit rating report… (comes) at a time when many complain (that) Moody’s, Standard and Poor’s and Fitch were partly to blame for the recent global financial crisis.” It further quoted Dagong chairman Guan Jianzhong as saying “that the current Western-led rating system ‘provides incorrect credit-rating information.’”

Back here, the problem with these so-called “upgrades” which the BSP official attending the Kapihan so enthused over is that the sources — the ratings agencies themselves — formulate their assertions on the basis of their own agenda which often is, as in the case of the Philippines, one that is contrary to the interest of the people. This is a fundamental point.

The BSP, in following these ratings agencies’ agenda by trumpeting their claims, is merely taking Filipinos for a ride. The real agenda of the ratings agencies and the financial mafia they serve is to make the Philippines take on more debt, which is being made much easier by the ratings upgrade. This is despite the fact that the Philippines actually now has the internal resources (and lots of it) to pay off such debt and/or fund its own development — something that BSP officials such as Diwa Guinigundo are not saying.

Coming from Guinigundo himself, our 2011 international reserves of $69 billion already cover 12 months of imports even while the IMF requires only three months, and as Philippine foreign debt stands at P60 billion. Guinigundo justifies the costly (interest, opportunity costs, dollar depreciation) idling of 75 percent, or $45 billion, of RP’ reserves as a safety measure against finicky financial markets. Is this sane while the country continues to take on new debt? Philippine debt rose by $788 million in 2010 and debt stock grew by more than 9.2 percent, or $5 billion, by end of 2010.

Meanwhile, despite Guinigundo’s claim in his letter that “…the BSP does not own (the Special Deposit Account or SDA) and therefore, it is hardly a ‘disposable’ fund kept idle,” others, such as Marvin Fausto, president of the Trust Officers Association of the Philippines contend otherwise. Fausto, in fact, said on Nov. 3, 2010, “(the money parked in SDA facilities) should instead be channeled to funding needs, like in infrastructure projects. We need investments. (The money in SDAs) is enough to spur (further) growth.”

Victor Abola, senior economist at the University of Asia and the Pacific, whom I seldom agree with but do in this case, has also said that SDAs are a “waste of resources” and the “BSP should lower interest rates for SDAs to free up more funds, from the present 4 percent to 3 percent.” I was prevented from cross-examining Guinigundo at that Kapihan only because the host probably feared that I would put his guest on the spot. Well, now he is.

It appears that the Catholic Bishops’ Conference of the Philippines (CBCP) is now bearing its full weight on the Hacienda Luisita issue making for an interesting tug of war on public opinion with Noynoy after the Philippine Charity Sweepstakes Office (PCSO) scandal and the intransigence from both camps over the controversial Reproductive Health (RH) bill, which started the friction between both.

The charges raised by the new PCSO appointees of Noynoy on the seven bishops were unprecedented and the Church is raising the ugly possibility of a campaign to erode the credibility of the institution with the revelations not that many Filipinos still believe on the infallibility of the men of the cloth..... Ping Lacson insists that the travel document he had traveled with to return to the Philippines after a year living the life of a fugitive is authentic, a direct contrast to what the Department of Foreign Affairs (DFA), the government agency that would certainly know whether the papers are authentic or faked.

The DFA had already come out openly to state that Lacson’s travel document was a fake, mainly because the numbered document Lacson claims he had, granted him by a Philippine consulate which neither he, nor the immigration chief in Cebu who had met him and gave him and his arrival special treatment, is still with the DFA, and has not been issued as yet.

The DFA also said it had checked with various Philippine consulates, Macao, Xiamen and Hong Kong and not one had issued the travel documents for Lacson. Moreover, the numbered document Lacson claimed he had, is still with the DFA..... MORE

BARIKOT — Young Hazarat Bilal says he feels lucky to be embarking on a new life after escaping the clutches of the Taliban in the pristine surroundings of Pakistan’s Swat valley.

Just over a year ago, he says he fled a Taliban prison in Chuprial, 40 kilometers northwest of Mingora, the district’s main town.

Today, he tells journalists invited to inspect an army program to “de-radicalize” brainwashed youth, his hero is all-round cricketing star Shahid Afridi, and not Osama bin Laden.

The 24-year-old is one of hundreds, potentially thousands of youth who were kidnapped or handed over by their families to train as suicide bombers or Taliban fighters in northwest Pakistan..... MORE

What a killjoy! This is what many of my pro-P-Noy friends exclaimed after being told that the World Bank just declared that the Philippines continues to experience one of the worst cases of poverty in the Asia-Pacific region.

In its Philippine Quarterly Update, the World Bank reported that poverty in urban areas was “worsening rapidly” due to increased population and lower incomes. Coming as it did right after Palace spokesmen trumpeted a March SWS survey advising that the incidence of hunger in the country dropped during the survey period with one million hungry mouths getting off the rolls, this bank advisory immediately doused cold water on an incipient triumphalist run.

Said the World Bank: “Poverty and especially poverty dynamics, in the Philippines remains worse than its neighbors. Spatially, poverty remains highly concentrated in the rural areas and in terms of sectors, households that rely on agricultural income are significantly more likely to be poor than other households... From 2006 to 2009, poverty in urban areas increased more rapidly, became more severe and contributed more to the continuous increase in poverty. Across regions, 10 out of 17 administrative regions experienced an increase in poverty incidence... Despite a more resilient economy, some 2.4 million Filipinos became poor from 2003 to 2006 and 1 million more from 2006 to 2009.”.... MORE

The government should overhaul the country’s Omnibus Election Code to develop a single, comprehensive electoral law that fully considers and integrates provisions for automation, US-based observers of the 2010 computerized elections recommended in a recent report on the conduct of the polls last year.

The international election observation mission identified with former US President Jimmy Carter, nevertheless, cited the Commission on Elections (Comelec) and its private partner Smartmatic-Total Information Management Corp. for their “hard work” in conducting the country’s first-ever automated voting last year that was “marked by relatively high public confidence and trust on the use of the optical mark recognition technology.”

This mission led by the Carter Center, which is a global peace and health advocacy nongovernment organization based in Atlanta, Georgia, observed in its 70-page final report on last year’s Philippine elections that “results transmission was generally successful, with Comelec and the technology vendor working in concert to provide necessary assistance to poll workers through written instructions expert assistance, and a national call center.”.... Pursuing plunder charges against former President and now Pampanga Rep. Gloria Arroyo along with her alleged close associate, Philippine Charity Sweepstakes Office (PCSO) vice chairman and general manager Rosario Uriarte, will be futile due to lack of evidence despite the supposed exposés on the misuse of funds made by officials appointed by President Aquino in the state lottery agency and the most that can be levelled against both is malversation of public funds.

Sen. Francis Escudero yesterday pointed out the apparent lack of evidence to prove “personal gains” on the part of Arroyo and Uriarte in the use of the charity funds of PCSO, the total of which allegedly amounted to P325 million.

Senate blue ribbon committee chairman Sen.Teofisto Guingona III had raised the possibility of filing plunder charges against Arroyo and Uriarte since the alleged diverted PCSO funds totaled more than P50 million but Escudero said that exceeding the amount does not automatically result in a plunder case..... The Central Committee of the Moro Islamic Liberation Front (MILF) has named a new military spokesman after the sacking of Eid Kabalu for actively seeking appointment as officer-in-charge of the Autonomous Region in Muslim Mindanao (ARMM).

In a statement posted over the MILF official website, the secessionist group announced the appointment of Von Al-Haq as new spokesman of the Bangsamoro Islamic Armed Forces (BIAF).

Al-Haq was the erstwhile chairman of the MILF’s Coordinating Committee on Cessation of Hostilities (CCCH) in the ongoing peace negotiations with the government..... MORE

Multiple criminal and administrative charges were filed before the Ombudsman against Manila Mayor Alfredo Lim, Vice Mayor Francisco “Isko Moreno” Domagoso, two top city executives and 33 councilors for the approval of an ordinance granting tax exemptions to a highly profitable telecommunications company.

The complaints for grave abuse of authority, ignorance of the law, dishonesty and grave misconduct, violation of Republic Act 6713 and 3019, and violation of their oath of office were filed July 4, 2011 by former Environment Secretary Jose Atienza Jr., barangay chairmen Ricardo Aguinaldo, Jorge Limqueco, Romeo Castro, Benedicto Marcelino, Randolf Sy; former barangay chairmen Villano Osorio, Mariano Ponce, Francisco Blanco and businesswoman Emily Mayie Monzon.

The complainants stressed in their criminal and administrative charges that the granting of franchise and real property tax exemptions to Smart Information Technologies Inc. or Smart through City Ordinance 8229 on April 19, 2011 deprived the city government of multi-million pesos in annual income which could have been used for the delivery of improved basic services to Manileños. They added the ordinance is illegal because it was approved without the required conduct of public hearings as provided for under the Local Government Code..... MORE

Amid the recent controversy involving indecent billboards on Edsa, members of the House of Representatives yesterday urged the Outdoor Advertising Association of the Philippines to police their ranks and remove all offensive and inappropriate billboards.

According to San Juan Rep. Joseph Victor “JV” Ejercito said the giant billboards featuring scantily clad men and women are a distraction to motorists.

“Too many billboards of men in briefs are an affront to public decency,” Ejercito said.

Leyte Rep. Ferdinand Martin Romualdez, for his part, said the billboards contribute to the erosion of the country’s moral fiber..... MORE
