Dole Philippines Workers in Tough Fight as US Company Uses Military Force Vs Union
Today, Feb. 22, the workers at the largest plantation and cannery in the Philippines will hold a union election. The incumbent KMU-affiliated union, Amado-Kadena, is fighting to retain its dominance even as Dole Philippines uses a pro-management faction of the union against it while the US company, its allies and the military vilify and harass the union’s members and officers.

Kevin Davis, at the time the boss in Dole Philippines (Dolefil), the largest integrated plantation and cannery in the Philippines, told Jose Teruel this in 2006 after the workers’ union Teruel headed successfully asserted its desire to affiliate with NAFLU, a labor federation of the progressive Kilusang Mayo Uno (KMU).
Davis made the threat following Dolefil management’s campaign to undermine the union’s choice of leaders as well as the labor federation it wanted to ally itself with, often using methods that were borrowed from the military.
The list of these “consequences” being suffered by the union, Amado Kadena-NAFLU-KMU (Asosasyon sa mga Mamumuo sa Dolefil Alang sa Kalingkawasan ug Demokrasya sa Nasud, or Association of Dolefil Workers for Freedom and Democracy ), and its leaders has grown longer as thousands of the multinational company’s workers embark yet again on another election, scheduled for today, February 22, in General Santos City, to choose their union leaders.
Efforts by the Dolefil management to defeat Amado-Kadena are focused on two fronts: its support for a faction of the union called LEAD-PH and a parallel campaign to vilify Amado-Kadena as a communist group and to harass its officials and members..... MORE

MANILA — Outside Migrante International’s office in Cubao, Quezon City, 11 overseas Filipino workers were sharing their recent experiences to the group and to some church workers when, all of a sudden, one of them stood up and banged the table thrice, emphatically saying, “Nothing. Nothing. Nothing.”
The man was Arnulfo Manongdo, 42, a recently repatriated OFW who lived under the Khandara Bridge in Jeddah for six months. He was reenacting what Vice Consul Lorenzo Rhys Jungco did and said when they approached him and the Philippine consulate in Jeddah for assistance on their request for immediate repatriation.
Manongdo left to work as a maintenance crew for the Kimpahad Medical City on March 20, 2006. His principal agency, a manpower services based in Saudi Arabia called Al-Safari, gave him the salary stipulated in the contract — 1,800 riyals — for the first three months. On the fourth month onward, however, Al-Safari refused to give them their salary unless they surrendered their iqama (residency permit).

Manongdo managed to find different jobs, from being a cargo carrier to a restaurant crew. He could not, however, find a regular job. “We were paid for a month, then fired the next month,” he said, “I could hardly send money to my family.”.... MORE

MANILA — The country’s oldest woman political prisoner has been released from the Misamis Occidental Provincial Jail in Oroquieta City last Feb. 17.
After almost six years in detention, Angelina Bisuña Ipong, 66, finally walked free as the last in the string of cases filed against her by the military was dismissed.

Ipong, a consultant of the National Democratic Front of the Philippines (NDFP), was arrested on March 8, 2005, in Lumbayao village, Aloran town, Misamis Occidental, by combined elements of the Philippine National Police’s Criminal Investigation and Detection Group (CIDG) and the Southern Command of the Armed Forces of the Philippines (AFP). She was held incommunicado for 14 days and was allegedly subjected to sexual molestation and torture.

Ipong’s release marked the third day of formal peace negotiations between the Government of the Philippines (GPH) and the NDFP in Oslo, Norway.
The dismissal of the charges came after Pablito Sanidad, a member of the GPH peace panel, sent a letter to Encinareal purportedly asking the latter to expedite the decision on Ipong’s cases..... MORE

The appellate court upheld the ruling of District Court Judge Esther Salas.

By Michaela P. del Callar 02/26/2011The Department of Foreign Affairs (DFA) said it has begun the process of remitting to the National Treasury all proceeds from the country’s participation in the United Nations peacekeeping operations in their supervision.
From 2000 to 2010, the DFA said the UN has remitted a total of $66.6 million to the Philippines to cover the deployment of troops and equipment in support of peacekeeping operations in East Timor, Liberia and Haiti. Of this amount, $3.3 million are in the custody of the DFA.
Except for the $3.3 million temporarily deposited in a government account in New York, the DFA said “all the proceeds were remitted by the UN to the trust accounts of the Armed Forces of the Philippines with the Land Bank of the Philippines from 2000 to 2003 and the United Coconut Planters Bank from 2003 to present.”
“The actions taken by the DFA in connection with the UN peacekeeping payments are consistent with its desire to ensure that proper safeguards are in place to allow the Philippines to derive maximum benefit from its participation in UN peacekeeping operations,” the DFA said in a statement..... MORE

Tieng wants the full force of the newly-passed Anti-Photo and Video Voyeurism Act of 2010 (Republic Act 9995) applied to St. Jude College Prof. Alexander Rible for posting the pictures of his student, Annika (not her real name) whom he allegedly coerced into sleeping with him, lest he would fail her in his class.
�I have provided Annika a good lawyer to make an example of Rible and others like him who has no respect for women and basic decency. It is just unfortunate that the first person to pay for the crime of �cyberboso� is a college dean who should be teaching us all about respect for privacy and common decency in our society,� said Tieng, who is one of the principal authors of RA 9995.
Under the law that is now popularly known as the Anti-Cyberboso Law, an offender faces imprisonment of not less than three but not more than seven years; and a fine of not less than P100,000 but not more than P500,000..... MORE

It is said that in February of 1986, as much as two to three million Filipinos were on Edsa. You would think that with that number of witnesses, no one would dare rewrite history, but in almost all of subsequent Edsa celebrations it has been made to appear as if Juan Ponce-Enrile wasn’t there, his face and likeness expunged from videos, cropped off photos, and to those who had actually seen him cross from Camp Aguinaldo to Camp Crame on Feb. 23, explained, if not as figment of the imagination, then simply just as bit-player.
“Hindi siya ang nagtawag ng tao,” is the explanation of anti-JPE forces, some of them still foaming in the mouth to this very day.
But if indeed, it was Jaime Cardinal Sin who issued the call for people to go the Edsa, or if not Sin, Butz Aquino, would any of them have sounded the clarion call if my brother hadn’t holed up first in Aguinaldo? It took the event’s turning silver, for someone to invite him to Edsa, and on front-pages of newspapers dub him an “Edsa hero,” share photo-op space with no less than President Benigno Aquino III, former President Fidel Ramos and Sen. Greg Honasan. Finally.
Sen. Ferdinand Marcos Jr. looks back at the four days collectively known as Edsa I as “an opportunity for our people to express their hopes and dreams for our country,” as he also rather emotionally clarified “We did not leave the country, we were taken away and not allowed to return.”.... MORE

I looked up on the Internet some cues on “Delusional Disorder Treatments” and found prescriptions ranging from psychotherapy, medication, to psychosurgery. Sadly, I couldn’t find the cure for what I wanted to remedy — the delusional “Edsa I People Power Syndrome” afflicting certain people, which is propagated by the present ruling order. Special among this crop of delunoids are a number of opinion writers in mainstream media. They continue to sing paeans to 25 years of Edsa I in the face of overwhelming evidence against their grand delusion.
Once such indictment against Edsa I came via a dimwitted assertion by their presidential icon Aquino III in his speech at Ocampo, Camarines Sur three days ago, where he said, “After 25 years, was there change? Unfortunately, nothing really changed — corruption is still rampant and the result, the needs of the people were left unattended…” What??? Twenty-five years with trillions of pesos of budgets, and still “no change?”
The fact is, there has been tremendous change over the past 25 years: CHANGE FROM BAD TO WORSE. Corruption isn’t the same; it has worsened geometrically. In the Armed Forces of the Philippines (AFP), for instance, as Linggoy Alcuaz can attest to (since he was with a communications company supplying equipment to the AFP during Marcos’ time), military comptrollers used to get only 1 percent of the 10 percent set aside for “intermediation.” But since Cory Aquino’s time, as attested to by retired Gen. Romeo Padiernos and reported in mainstream media this week, military corruption has expanded by leaps and bounds, leading to what we now shockingly witness in the Gen. Carlos Garcia “pabaon” mess.
Marcos could not have subdued the MNLF (Moro National Liberation Front) and the NPA (New People’s Army) if the rate of AFP corruption seen during the Cory years down to the FVR and GMA regimes had already prevailed then. Now, the AFP can’t even provide decent boots.
Cory Aquino became the dog that was wagged by the AFP tail during her time. Afterwards, the military was led by none other than the chief of the Philippine Constabulary and the entire AFP, Fidel Ramos. One retired general told me over a regular breakfast meet with other retired officers: “When FVR took over the AFP and visited the camps for inspection, he would have a stack of envelopes with money to hand out to the officers saying, ‘Go improve your image.’” That same general said the practice of conversion became rampant only after Mrs. Aquino became Commander-in-Chief.
Yet the profligacy that followed her assumption to office was not only limited to the AFP; it swept the entire Cabinet. While Marcos had only 12 Cabinet secretaries, Cory had a whopping 34 and cost P4.4 billion yearly to maintain because every Big Business and “civil society” faction wanted a seat.
A major and fundamental change that overcame the Philippines after Edsa I has been the rapid transition of the country from a rice self-sufficient nation and occasional exporter to its status today as the “world’s top (and most expensive) rice importer.” Now, that’s something to be proud of, isn’t it? It’s a question I’d like to address to some of my fellow columnists in the other papers fawning over Cory Aquino and her “democracy” (as if economics and rice aren’t fundamental to human rights and human dignity).
Never mind that we had the beginnings of a car industry already thanks to Marcos, at a time when South Korea was still dreaming of it, or that electricity sufficiency for 25 years had already been planned with the Bataan Nuclear Power Plant already set to operate in 1984, seven years before the People’s Republic of China’s first nuclear power plant in 1991.
A month’s worth or eight 1,000-word columns of mine couldn’t summarize the deterioration from what the Marcos era left behind in terms of socio-economic infrastructure, along with the devastation Mrs. Cory Aquino and the succeeding Yellow regimes wrought later. Marcos’ prescient energy program included geothermal, dendro-thermal, bio, and solar energy; we were growing cotton and grapes to achieve self-sufficiency in these; ship building was starting with Baseco, far ahead of South Korea; cultural centers were built, and never duplicated since.
In contrast, Cory Aquino, “civil society,” and the Makati Business Club only brought in factories of delusions, such as Conrado de Quiros’ “We are the one country that invented people power” — a really shameless historical plagiarism of France’s Storming of the Bastille or Korea’s April 19 Movement against Syngman Rhee, (among many) precedents to Edsa I of deposing elite or US-backed tyrants.
The facts of history must be learned: The 21st century’s rising stars, ranging from China, Singapore, to Malaysia, strengthened their growth by way of nationalist authoritarian governance. Political and economic laissez -faire merely led to the internal collapse of the 20th century superpower, the USA.
Another lesson is that popular insurrection mistakenly called revolutions, and daubed with whatever color, can lead to rightist-elitist victory as well as popular-progressive triumph. Venezuela had the latter under a populist leadership, where nationalization of state assets proceeded posthaste; Ukraine, meanwhile, had the elitist, Western-oriented version and, like the Philippines, saw its own corruption and impoverishment multiply within a decade of its reversing course.
Western-nurtured “people power” are for Western interests only; hence, the privatization of a nation’s wealth. Only nationalist people power benefits the nation.
“NO CHANGE” is unacceptable; we need REAL CHANGE for the better. Onwards with True People Power… the spirit of Edsa III continues!

I have been asked several times what we should do, as a nation and as a people, to preserve the legacy of the February 1986 Edsa Revolution.
My answer is: protect democracy and unleash the full potential of democracy.
Protecting democracy requires vigilance. It also requires courage, not just the physical kind but the moral kind. It requires on the part of public officials in particular refusing to be bought, refusing to compromise, refusing to collaborate with those who show tendencies toward despotism. The previous regime did not just succeed because it was ruthless, it also succeeded because many officials were willing to support it for personal advancement and gain.
Unleashing the full potential of democracy requires alleviating poverty, if not eradicating it. I will not tire of saying again and again: Democracy is nothing if it is not also democratizing wealth. Democracy cannot thrive in a society whose population groans in abject poverty..... MORE

02/25/2011Thousands of Filipino workers are stranded in riot-torn Libya and are desperate to be rescued, an industry support group yesterday said as it blasted the Aquino government’s evacuation efforts.
Migrante International said it had lost contact with many of its members in Libya as they scrambled to find ways of crossing the border to neighboring countries without any government support.
“Government really messed up, they kept telling the workers that there was voluntary evacuation, but how will they know who to look for, or where and how do they get to the assigned places,” Migrante chairman Gary Martinez told Agence France Presse.

Rosales 02/25/2011The fate of state prosecutors handling the case of former military comptroller Carlos Garcia seems to have been sealed as the Palace is considering the termination of Special Prosecutor Wendell Barreras-Sulit and her deputies who arranged the claimed lopsided plea-bargain agreement in the plunder case against Garcia, Justice Secretary Leila de Lima said yesterday.
At the Senate probe yesterday on the agreement it was found that prosecutors handling the plunder case of Garcia did not object when he entered a plea of guilty to lesser charges even when the plea bargain agreement was yet to be approved by the Sandiganbayan.
Senate probers managed to extract this answer from members of the prosecution panel under the Office of the Ombudsman, a matter that lawmakers could be deduced as “gross negligence” on their part.

She said the CLA will follow the example of the Ministry of Foreign Affairs in handling the row with the Philippines arising from the wrongful deportation case.
Once the CLA decides to freeze the entry of Philippine laborers across the board, there will be no timetable on how long the freeze remains in place unless the Philippine government shows goodwill toward Taiwan.
But following the acceptance of a seven point “agreement” given the Taiwan media, one of which insists on an investigation of Philippine officials and penal sanctions imposed on those who have committed wrongdoing, Taiwan now appears to have softened its stance on the Philippines, saying there is no need for Taipei to demand an apology from the government of President Aquino for its deportation to Beijing of 14 Taiwanese wanted for fraud in China..... Twelve of the missing were believed to have been inside the Canterbury Television (CTV) building that collapsed when the 6.3-magnitude quake struck Christchurch city last Tuesday, Department of Foreign Affairs (DFA) spokesman Ed Malaya said.
Rescuers announced they have started to shift from rescue to retrieval operations as hopes dim in finding more survivors at the CTV building, which housed a TV station and a language school for foreign students, three days after the disaster.
But Malaya said Philippine officials in Christchurch have appealed to New Zealand to resume

02/25/2011Hong Kong — A Philippine congressman from one of the country’s most powerful political families was sentenced to 18 months’ jail yesterday for smuggling cocaine and another drug into Hong Kong.
District Court Judge Joseph Yau described the prison term as a serious fall from grace for Rep. Ronald Singson, a politician and music promoter, who was caught with drugs at Hong Kong’s international airport last year.
Earlier this year, the colorful 42-year-old Singson admitted to bringing 6.67 grams of pure cocaine and two tablets of the narcotic Nitrazepam into the city on July 11, 2010. A vial of cocaine was found in his underwear.

Not surprisingly, Noynoy’s special envoy to Taiwan to mend fences and chief troubleshooter Mar Roxas failed at his job, leaving Taiwan officials more furious than before and already making good their threat to freeze Filipino job hiring along with shipping home the first batch of Filipino workers whose contracts have probably expired.
But really, Mar, Noynoy, his Palace aides and defenders are to blame for this latest fiasco.

It is really puzzling why the House of Representatives insists on proceeding with the impeachment hearing via its justice committee, instead of waiting, as called for by the Supreme Court (SC), for a final and executory decision, as the rules provide for the petitioner to file a motion for reconsideration.
Even Speaker Sonny Belmonte, who just last week told reporters that he would ensure that the justice panel would abide by the call of the high court, so suddenly changed his tune and gave the committee head, Rep. Niel Tupas, the green light to start impeachment proceedings against Ombudsman Merceditas Gutierrez. Is Belmonte a leader or a follower?
Also, those in the majority of the panel had earlier signified that they prefer to wait for the high court’s final resolution. Then all of a sudden, they all want to defy the high court by proceeding with the case against the Ombudsman.
The only logical reason for their change of mind can only point to the Malacañang tenant, who makes no bones about wanting Gutierrez impeached — along with charging her prosecutors. What else can make these congressmen, who are now allies of Noynoy, change their minds and defy the SC, if not the master’s voice coming from Malacañang to rush the impeachment proceedings against Merci?.... A report by the Taiwan Times yesterday quoted Ma as saying that three major mistakes were committed during the process, pointing out that while the Taiwanese were expelled from the Philippines, Philippine officials said they were extradited (there was no request for extradition from mainland China). They were also not sent to their native country — the RoC (Republic of China) — a move Ma said seriously violated international law and practices.
The 14 Taiwanese were all RoC citizens who legally entered the Philippines with proper documents. However, the Philippine government claimed they did not have legal travel documents which has been disproved by their passports and visas.

Peru’s government has announced it is suspending diplomatic relations with Libya to protest the violence unleashed by Gadhafi against his people, according to news wire reports.

02/24/2011The high economic growth rates that the government has been reporting has no meaning for the poor since they have not benefited at all from the supposed economic gains in terms of uplifting their conditions, the World Bank (WB) said in its latest update on the country.
The quarterly update on the country titled “Robust Growth, Stubborn Poverty” stated that despite the remarkable rebound, the latest of which was a record 7.3 percent expansion rate for last year, growth continues to bypass the poor.
The report cited the latest official poverty data which it said “confirm a lack of poverty reduction response to economic growth in the Philippines.”
Even though real gross domestic product (GDP) growth averaged 5.4 percent during 2003 to 2006 and 4.3 percent during 2006 to 2009, or well above population growth, the poverty incidence rose from 24.9 percent of the population in 2003 to 26.4 percent in 2006, and inched up further to 26.5 percent in 2009, it noted..... The decision to resume the hearing immediately without the final decision, Lagman stressed, would only “trample on one’s right to due process.”
“The right of a litigant to interpose a motion for reconsideration is a component of due process. Thwarting one’s opportunity to file a reconsideration effectively tramples the right to due process,” Lagman said, adding that there was no reason for the House to ignore Gutierrez’s right to file a motion for reconsideration saying the House leadership and the panel, through the pleadings they filed before the SC and appearances at the oral arguments, had recognized the jurisdiction of the high court..... Ignacio “Iggy” Arroyo and former Department of Agriculture (DA) undersecretary Jocelyn “Joc joc” Bolante when the two appeared before Senate proceedings several years ago, Tribune sources in the Senate said yesterday.
Zulueta served as Arroyo’s lawyer when the latter faced the Senate to defend his claims that he owned the so-called Jose Pidal accounts containing over P300 million in deposits, initially alleged by Sen. Panfilo Lacson as being owned by his brother, former First Gentleman Jose Miguel “Mike” Arroyo.

02/24/2011Senate President Juan Ponce Enrile yesterday pushed for an investigation of the reported P1.5 billion net operating losses incurred by the Coconut Industry Investment Fund Oil Mills Group (CIIF-OMG) from 2005 to 2007.
In filing Senate Resolution 389, Enrile said he wants to find out what actions were taken by the Presidential Commission on Good Government (PCGG) to address the CIIF-OMG’s financial difficulties during the three-year period and to assure the continued preservation and conservation of sequestered assets.
Enrile said the probe also seeks to know why the P1.7 billion representing cash dividends on SMC shares that were paid to the 14 CIIF Holding Companies were caused to be transferred to the CIIF-OMG companies to allegedly cover for the accumulated losses and to settle certain maturing operations of the CIIF-OMG companies with various creditors.
Notwithstanding the fact that a turn-around was made following the appointment of a new leadership in the CIIF-OMG in 2009, leading to positive operating incomes of P82 million in 2009 and P171 million in 2010, Enrile said, an inquiry should be made to determine whether irregularities were committed in the transactions and operations of the CIIF-OMG that resulted in huge losses during the said 3-year period..... There went the Palace damage control team again, claiming that Noynoy Aquino did not ask the advertising group with whom he had a meeting to boycott the news organizations that are critical of him and his administration.
This denial comes from the same President — through his spokesman — and the same administration that called on the advertisers to place their advertisements in media that exercise responsible journalism, that tell the truth and are fair, and reject the media organizations that engage in “sensationalism,” in “untruths” and media that are not fair.
Malacañang on Monday clarified that Noynoy was not calling on advertisers to boycott news organizations that are critical of him and his government during a speech he delivered before newly-inducted members of the Advertising Board of the Philippines (AdBoard) last week.
Presidential spokesman Edwin Lacierda claimed that Noynoy was merely encouraging the AdBoard to help the government in urging media organizations to be more fair in their treatment of news stories about the administration..... MORE

Former Chief Justice Reynato Puno, speaking before a UP crowd, pushed a shift to the parliamentary form of government which he said would lead to the restoration of the voice of the sovereign Filipino people, adding that the people are “fed up with elitism — of the royal or the blue blood.”
He was quoted as saying that “we fought against a different kind of elitism. It may not be elitism coming from the royal blood but elitism nonetheless. The rule of the few over the majority of the people. People power changed that kind of elitism.”
That’s his opinion, but I certainly beg to differ — and on the point of shifting to a parliamentary form in restoring the voice of the people, which Puno says will do away with the type of Philippine elitism where the rule of the few is superior to the majority of the people.
The past decades have proved that our Congress, which consists of the so-called representatives of the people, and the voice of the people, hardly represent the people and neither are they the voice of the people..... MORE

I hope former Sen. Mar Roxas’ trip to Taiwan as P-Noy’s personal emissary to explain, as Malacañang puts it, the controversial deportation of 14 Taiwanese nationals to the People’s Republic of China (PRC) will assuage Taiwan. At least, that will put this issue to rest and reinstate, if not enhance our friendly relations with the island state. It is an unenviable task. After all, it comes right after his political adversary, Vice-President Jojo Binay’s success in staying the execution of the three Filipinos on death row in China. It also comes in the face of the Taiwanese authorities’ very public statements and initiatives expressing displeasure about the said incident. In fact, they have gone out of their way, as it were, to really put us on the defensive just a little short of cutting our ties altogether. They have their resident representative in Manila for “consultations,” slowed down the issuance of visas for Filipinos and, on the eve of Roxas’ departure, upped the ante altogether by issuing what maybe considered a very serious, almost undiplomatic, harangue demanding an official apology from the Philippine government..... Our “Edsa” experiences, in 1986 and 2001, ushered in leaders that gave us either grief or glory in the last 25 years.
First among them was the former President Cory Aquino, whose only son, Benigno III, now sits in Malacañang.
President Noynoy, throughout his political life, has enjoyed the same positive vibe from the general public as his mother. Cory, in her own way, made the most of this popularity during her time, but more so beyond. Although the Cory years were marked with trials and disappointments, the greatest triumph of her time was the air of renewed hope that motivated Filipinos and made them appreciate true democracy. Twenty-five years after the first Edsa, the country has a second Aquino in Malacañang in President Simeon Benigno “Noynoy” Aquino, but one is who is turning out to be a far cry from the first, the late President Cory Aquino, who is the more popular and well-loved of the two.
But alas, instead of charting his own name in our history, Noynoy Aquino seems bent on just imitating his late mother, but with less effect as Cory had lived in a different time and situation, while Noynoy comes only to reap the fruits left by Cory, and long after everything was laid for them by his father, the martyred Benigno “Ninoy” Aquino Jr.
Not a few people close to Noynoy believe the presidency is a fate bestowed upon Noynoy by history, some still believe this was handed down by a higher being, but that is going too far. Yet there’s no reason to contradict their claims, only that some of them disagree on the prospect Noynoy could become the best leader to come out of the family. They should have known better.

By Aytch S. de la Cruz 02/23/2011President Aquino’s chief troubleshooter and special envoy defeated vice presidential candidate Manuel “Mar” Roxas has angered Taiwan’s President, officials and the Taiwanese for his and Aquino’s refusal to apologize to the Taiwan government for deporting the 14 Taiwanese to China and threatened to freeze the hiring of Philippine workers.
“Taiwan’s government and people are strongly angered,” President Ma Ying-jeou said through an interpreter while meeting in Taipei with Roxas, an unofficial envoy of Aquino.
Ma reiterated Taiwan’s demand that the Philippines “take responsibility for its mistakes” and apologize, local television footage showed.
Roxas, who arrived on Monday in an attempt to cool the row, has so far only said “we deeply regret” this incident during talks with Ma and Taiwan’s foreign minister Timothy Yang, according to the foreign ministry..... MORE

Manalo 02/23/2011Calls from Malacañang were allegedly made to Speaker Feliciano Belmonte for the justice committee to go ahead with the impeachment proceedings against Ombudsman Merceditas Gutierrez, despite an earlier call from the Supreme Court for the House to wait for the final decision of the SC, with a motion for reconsideration (MR) yet to be filed by the Ombudsman.
Yesterday, the Speaker changed his tune, reportedly after President Aquino allegedly called Belmonte and other Palace allies to a meeting to hatch an impeachment strategy against the Ombudsman, with the House committee on justice voting to proceed with the impeachment hearing while disregarding the possible outcome of the MR the Ombudsman is expected to file before the high court.
Voting 21-5, the panel, headed by Iloilo Rep. Niel Tupas, approved yesterday to proceed with the impeachment proceedings vowing to resolve the case as soon as possible.
The panel decision was a complete turnaround from Belmonte’s earlier statement that the House would wait for the outcome of Gutierrez’s MR before the SC questioning the earlier decision of the House panel to hear two different impeachment complaints lodged against her. By Michaela P. del Callar 02/23/2011Violence and the reported massacre of Libyan anti-government demonstrators have triggered a virtual mass resignation of the Libyan ambassadors who cut their ties with Libyan strongman Moammar Gadhafi, but despite the violence and the deaths of civilians, the Aquino government merely offered “voluntary repatriation” for 30,000 Filipino workers in that country, even as it raised the alert to level 3.
Libya’s embassy in Australia reportedly cut its ties with strongman Gadhafi on Tuesday, joining a rash of defections around the world after his regime launched a bloody crackdown on protesters.
Embassy officials could not be contacted but the mission’s cultural counsellor Omran Zwed told the Australian newspaper: “We represent the Libyan people and no longer the Libyan regime.”

02/23/2011Outgoing Foreign Affairs Chief Alberto Romulo broke his silence yesterday and confirmed that he is stepping down as Foreign Affairs Secretary to give way to his successor, businessman and former envoy to Washington Albert del Rosario.
The Tribune earlier reported that the turn-over rites will be held on Wednesday. Romulo confirmed this to reporters.
“The turnover is scheduled tomorrow at 6 p.m.,” Romulo said but sources said the outgoing Secretary is co-hosting a lunch with Del Rosario at a hotel in Manila for Department of Foreign Affairs Undersecretaries and Assistant Secretaries.

By Michaela P. del Callar 02/23/2011The government is rushing to sign a transfer of sentenced persons agreements (TSPA) with China to repatriate three condemned Filipinos and 200 others in Chinese jails over drug trafficking in exchange for the release of Chinese in local jails for similar drug-related offenses.
The Department of Foreign Affairs (DFA) said it wants to finalize a prisoner swap agreement with China that would allow Filipinos jailed in that country on charges of drug trafficking to serve their sentences in the Philippines.
“We will do our best to conclude it at earliest time possible because it will not only benefit Filipinos but also Chinese in jail here,” Foreign Affairs spokesman Eduardo Malaya said.

02/23/2011Amid tears, two survivors of the Manila hostage crisis that cost the lives of eight Hong Kong tourists recounted their ordeal in an inquest in the territory mostly blaming the Philippine government for not taking seriously the situation that ended with a disgruntled hostage taker police officer Rolando Mendoza opening up in a shooting spree.
Both recounted recurring nightmares about the incident.
The survivors similarly related that the gunman began his lethal killing spree after he saw police snipers and his police brother being accosted in a report he watched in a television on board the bus he commandeered.

Querubin, one of the few living awardees of the highest military Medal for Valor, said the revisitation of the issue should take off to the full-disclosure of the Mayuga Report.
“That’s a welcome move but first they should bring out the Mayuga Report because some of those who reported to me their knowledge about election fraud have appeared and wavered because they were not under oath,” said Querubin.

By Angie M. Rosales 02/23/2011The Department of Education (DepEd) proposed “K plus 12” program, extending the students’ stay in high school by two more years was opposed yesterday by an administration senator during a hearing in the upper chamber.
Sen. Ralph Recto proposed that the additional school years be instead implemented in the pre-school or kindergarten level, rather than in the secondary education.
In the explanation given by DepEd officials to the six Senate committees hearing the proposal — education, finance, ways and means, women and family relations, trade and commerce and local government — that it will be a six-year secondary education program under the “K plus 12” scheme, with the junior and senior high school having three years each.
Recto said additional learning years should instead be pumped into the pre-school level to ensure that students are better prepared in starting their formal schooling..... MORE
