Notwithstanding all rhetoric and propaganda made by public officials, despite all the alleged bleeding hearts for the poor brought to fore by civil authorities, and despite loud, repeated and impressive resolves by one government after another, the stark truth and standing fact is that jueteng continues to be omnipotent and omnipresent disastrous. The hideous and deeply rooted vice nonchalantly continues as an alive and vibrant racket in this already too long suffering country. Specifically in conjunction with this long lasting, disgusting and revolting national phenomenon of jueteng in the national scene, it is in good order to point out formally and categorically the three following solid and standing truth of the matter:

One: It is exactly the poor and the helpless, the miserable and the ignorant who are continuously being exploited and duped every time they are enticed and duped into betting their already few pesos in jueteng. The reality is that for the very few bettors chosen to win by expert manipulation on account of their meager bets as “consuelo de bobo,” literally thousands upon thousands of bettors are infallibly destined to lose in this well-syndicated racket..... The Palace downplayed the concern raised by Justice Secretary Leila de Lima, chairman of the Incident Investigation and Review Committee (IIRC) which earlier had submitted an 83-page report to President Aquino detailing those culpable in the bungled rescue of Hong Kong tourist hostages last Aug. 23, saying that it is not exerting effort to look into the matter.


Presidential Communications Operations Secretary Herminio “Sonny” Coloma said while the Palace recognizes the validity of De Lima’s concern, “there is no probe of the alleged leakage of IIRC report’s conclusions and recommendations.” Coloma in a text message to reporters clarified the statement he once made during a radio interview that the Palace is now looking into the issue.

Deputy presidential spokeswoman Abigail Valte, however, said only two copies of the IIRC report are with Malacañang and these are currently with Executive Secretary Paquito Ochoa Jr. and Chief Presidential Legal Counsel Eduardo de Mesa who have been tasked by the President to review the document.

BERLIN — Stored in a German museum’s metal cabinets and glass vaults with controlled temperature for more than a century, Jose Rizal’s intricately hand-woven Barong Tagalog and other cultural mementoes depict how he once proudly showed off his small Southeast Asian nation’s cultural heritage in mighty Europe.

Then a dreamy-eyed Filipino in his 20s, Rizal had traveled to Germany in 1886 to further his studies in Medicine, nurture his revolutionary zeal, and finish writing and publish his epic novel, the Noli Me Tangere.
Rizal brought along keepsakes that reminded him of home — a wood and brass betel nutcracker, a rice stalk cutter, a beaded belt from Mindanao, a tawo-piece Muslim ethnic garment, and a 19th century baro’t saya woven from piña and abaca fiber. The cultural pieces in his bachelor’s pad in a quaint residential building in Berlin’s upscale Stadtmitte district were donated to the German city’s Ethnological Museum when he decided to return to the Philippines.

One year after Typhoon “Ondoy” brought death and destruction to Manila, the Philippines remains unprepared for such disasters, the government yesterday said.

Lack of funds has prevented officials from taking all measures necessary to minimize the risk from weather systems such as Ondoy which flooded the capital and left over 400 persons dead, National Disaster Coordinating Council (NDCC) executive officer Benito Ramos said.

Nor is there enough money to relocate thousands of families still living in ramshackle or precarious conditions susceptible to — and exacerbating — flooding during the current typhoon season, he added.

Malacañang issued a stock reaction invoking respect on the separation of powers among government branches when asked to confirm reports claiming that it has something to do with the Senate blue ribbon committee’s decision to cut short its probe on the latest jueteng controversy.

Sen. Teofisto “TG” Guingona III, Senate blue ribbon committee chairman, said Friday that the committee backed by senators allied with Aquino is no longer keen on continuing with the investigation in the allegations of jueteng payolas given to officials close to Aquino.

Guingona is known as one of the strongest allies of Aquino in the Senate, having run with him under his Liberal Party in the last elections, and his decision was immediately attributed by anti-jueteng groups as a way of killing the issue to shield the President from further criticisms.

$434-M anti-poverty aid won’t help poor — groups

Cause-oriented groups yesterday assailed the “strings attached” to the $434-million so-called anti-poverty aid that President Aquino obtained in his official visit to the United States, saying these conditions do not guaranty an end to poverty among Filipinos but are designed to protect US business interests in the country.
The US grant was awarded under the US-run Millennium Challenge Corp. (MCC) and required the country to meet all the Millennium Development Goals (MDGs) which had a deadline in 2015 and only then will the full amount be released.

The grant was earmarked for the building of roads and the undertaking of projects aimed at reducing poverty and fighting corruption.

According to research group Ibon, the conditions for the signing of the MCC agreement were biased against national interest and give way for more erroneous policies that have eroded the local economy.

“It required the Philippines to meet certain indicators such as open trade, economic freedom, good governance, adherence to human rights, to continue receiving the aid,” it said..... MORE

A species of mullet reputed to be one of the favorite dishes of former President Ferdinand Marcos is facing extinction in the country because it is so valuable, a fisheries official said yesterday.

The high value of the lobed river mullet, popularly known as “President’s fish” has resulted in overfishing, seriously diminishing their numbers, said Jovita Ayson, a regional director of the fisheries bureau.

“It is a threatened species and we have to do something about it before it goes extinct. If we don’t stop the indiscriminate catching, in a short while, it could vanish,” she told AFP.

The fisheries bureau is calling for a five-year ban on the catching of Cestraeus plicatilis, locally known as “ludong” or “banak.”

It is found in only a few countries, and in the Philippines its habitat is limited to a few rivers in the north..... MORE

Malacañang yesterday shunned reports claiming that former President and now Pampanga Rep. Gloria Arroyo outshone her successor, President Aquino, in their working visits to the United States this week when they separately attended a gathering of international leaders.

Secretary Herminio Coloma of the Presidential Communications Operations Office (PCOO) asserted that there is quite no reason to compare the two political figures because they do not share a common purpose when they went to the US.

He added Aquino is not trying to compete with his predecessor and he is simply doing his job as the current Philippine President by way of pushing the country’s interests before the global community in an effort to strengthen its economy.

Abolishing agencies attached to the Office of the President (OP) can be both a good or bad thing.

More often than not, it is hardly ever the office, but the people who run it, and the actions taken by the Malacañang tenant that make the agency effective, if run well but ineffective, if run badly and its recommendations ignored by the President.

The Aquino administration is set to abolish 10 agencies under the OP, with Executive Secretary Paquito Ochoa saying this would amount to big savings, budget-wise in relation to the expenses of the OP.

Some of these agencies should really be abolished, such as the North Luzon Quadrangle area, Office of External Affairs, the Luzon Urban Beltway Super Region, the Office of the Presidential Adviser on Global Warming and Climate Change and the Office on New Government Center, to name a few. But why abolish the Presidential Anti-Graft Commission (PagC)?

Its abolition is said to be based on its being a redundant office, as there are other agencies that perform the same function.

Not quite that redundant, since the PagC’s focus and probes are solely on the officials attached to the executive branch of government and recommendatory..... MORE

Most interesting portion in the suppressed but leaked IIRC report’s recommendations is that which focuses on the role played by Department of Interior and Local Government (DILG) Undersecretary Rico Puno.

The IIRC recommended the initiation of the corresponding administrative proceedings against Puno for gross negligence “under the appropriate civil service laws, rules and regulations for neglecting to disseminate and ensure the implementation of the order of the President to utilize the PNP SAF-CRG in the assault of the hostaged bus and for failure to exercise with due diligence his supervisory powers over the PNP as ordered by the President.”

It was also recommended that a preliminary investigation be conducted by the appropriate government agency for any possible criminal liability arising from commission of the above offenses and “in the course of the execution of his duties as DILG Undersecretary during the hostage crisis and in assuming the position of the DILG Secretary as NPOC CMC.”

In all probability, this is the portion on Puno’s recommended criminal and administrative charges to be filed that made Noynoy Aquino balk and pass this report on to his legal counsels for “review” and why he says he is not 100 percent sold on the IIRC report.

Take the administrative charge lodged against Puno on gross negligence, and the charge that Puno had failed to disseminate and ensure the implementation of Noynoy’s order to utilize the Special.... MORE

“The 20th century was the bloodiest and most violent in the history of mankind and much of the blood is in the hands of US imperialism,” Rey Claro Casambre, a fellow of the Center for Anti-Imperialist Studies (CAIS) told the delegates of the Fifth Conference of Lawyers in Asia and the Pacific (Colap V).

Casambre said the US Pacific Command is a symbol of US domination in Asia Pacific. The US Pacific Command’s 325,000 troops, equivalent to one-fifth of the US armed forces, operate in 36 nations or half of the earth’s surface, he said. But PALEA has so far been met with mass termination notices on account of PAL’s planned spin-off, while FASAP has been forced to file a notice of strike as PAL firmly refuses to put the discriminatory retirement provision affecting flight attendants on the negotiating table in this CBA.

MANILA — The union of Philippine Air Lines ground workers, “(un)arguably the oldest union existing today,” celebrated its 64th anniversary last Tuesday September 21 with a prayer rally at Nichols and a mass at Our Lady of Airways Parish in Mia Road, Parañaque City. The prayer rally and mass were attended by over a hundred employees, including some PAL executives such as PAL president Jaime Bautista. During the homily, the officiating priest noted that PALEA’s anniversary coincides with the feast of St. Matthew the tax collector and the commemoration of Martial Law. The priest enjoined the gathered unionists and PAL executives to “be content with what you have” and “leave the disputes to God.”

Since April this year the 3,732-strong PALEA has been restive over the PAL management’s plans to terminate most of their members under a planned spin-off that had been approved by the labor department last June. PALEA is questioning the management’s moves, saying the spin-off is just the PAL management’s way of turning employees into lower paid contractual employees without benefits and without protection of a union. The union and management are currently holding conciliation meetings being mediated by the labor department.

In his brief speech during the mass, PALEA president Gerardo Rivera thanked the union members and the PAL management, calling the latter as a “partner”, and expressed hopes that PALEA would continue working with them as a “partner.”

History of Ups and Downs

PALEA was founded in September 21, 1946, at a time when PAL was still a public-owned airline. Its establishment was spearheaded by airplane mechanics. Ironically, airplane mechanics are now without a union after their department was transferred or spun-off to Lucio Tan Group’s MacroAsia Corporation in 2000..... MORE

MANILA — Thirty eight years have passed since the declaration of martial law but the victims of human-rights abuses during the Marcos dictatorship are still calling for justice.

Veterans of the First Quarter Storm joined other protesters in a march to Chino Roces (formerly Mendiola) bridge to commemorate the dark period in the nation’s history.

The FQS of 1970 was marked by a series of giant demonstrations, mostly by students and workers, against then President Ferdinand Marcos.

“How can we achieve justice? The past governments should have already prosecuted the Marcoses if they were sincere in giving justice to us victims. But then, as we can see, they [Marcoses] even won in the May 2010 elections. Now, they are all back,” Caloy Salvador, a victim of torture during martial law, said in an interview with Bulatlat. MANILA — Farm workers of Hacienda Luisita filed before the Supreme Court their memorandum, which, according to their legal counsel Jobert Pahilga, contained their final stand regarding the agrarian dispute, which has been going on for more than a century already.

 The 49-page memorandum was submitted by the lawyers of the farm workers to the Supreme Court on Wednesday, September 22, in compliance with the agreement arrived at during the August 24 hearing that all parties would submit their memorandum within 30 days.

In the said memorandum, the Alyansa ng mga Magbubukid sa Hacienda Luisita (Ambala), the respondents to the petition filed by Hacienda Luisita Inc. (HLI), argued that it is well within the jurisdiction, power, and authority of the Department of Agrarian Reform (DAR) and the Presidential Agrarian Reform Council (PARC) to revoke the Stock Distribution Option (SDO); due process was followed in revoking the SDO; and there is more than substantial factual basis to revoke the SDO, especially since the economic conditions of the farm worker beneficiaries have “become onerous and has miserably deteriorated.”   .... With Malacañang aides and cronies now feeling the heat over allegations of jueteng payoffs in the millions, Senate allies of President Aquino, led by Senate blue ribbon committee chairman Sen. TG Guingona, are no longer keen on continuing with the investigation, and will be wrapping up the probe sooner than expected.

The move is seen by some sectors as Malacañang’s staunch Senate allies’ way of killing the issue of the payoffs to close aides and allies of Aquino from the illegal numbers game by big jueteng lords and operators, as well as this stoppage being their way of protecting Aquino from further allegations that may end up having fingers pointed to more national level officials being the recipients of jueteng payola.

It will be recalled that a day after Sen. Miriam Defensor delivered her privilege speech that named several big jueteng lords, she also mentioned that the payoffs also go to national government officials.

Sen. Edgardo Angara, the next day, called for Santiago to name the different high government officials who are the recipients of jueteng payoffs.

Justice Secretary Leila de Lima yesterday said she would look into reports if there had been lapses in the handling by policemen of the situation during Thursday’s demolition in Sitio San Roque, Barangay Bagong Pag-asa, Quezon City.

According to De Lima, she would talk with the Department of Interior and Local Government (DILG) regarding the possible conduct of investigation into the matter. 

The Philippine National Police (PNP) is under the supervision of the DILG.

She said while PNP operatives are not to involve themselves during the conduct of the demolition, policemen should not have stood idly by when violence erupted. 

The Justice chief said the police should act in the event that there is a “breakdown

Marking the first anniversary of typhoon “Ondoy,” Senate President Juan Ponce Enrile today issued a call for the formation of a national survival agenda anchored on public finance and adaptation to climate change.

“We know about the terrible effects of climate change and we are aware that its impacts on the Philippines will worsen. Yet it is simply not enough to just name the problem,” said Enrile. “We need to identify long-term solutions to the climate crisis along with the means to fund programs that will allow our people to cope with the rapidly and dangerously changing climate,” Enrile said.

Enrile called for the retooling of the national budget to address the vulnerabilities of Filipino communities facing the projected increase in severity and frequency of extreme weather events. The Senate President said he is studying, and will file, a bill “that will create a survival fund for local governments in anticipation of worsening impacts such as rising sea levels, intense flooding and extreme precipitation.”

Enrile said the bill he will file is focused on supporting localities “particularly exposed to the ravages of global warming. “Local Government Units are the first line of defense of hapless communities facing the effects of climate change. LGUs need predictable, long-term and directly accessible sources of public finance that can fund their climate change adaptation programs.”.... MORE

Malacañang yesterday assured that the position being taken by Justice Secretary Leila de Lima on the recommendations and criminal and administrative sanctions sought against several officials in the executive department as stated in the Incident Investigation and Review Committee (IIRC) will stand. The Palace yesterday claimed it will be standing by the IIRC recommendations on who should be held liable for the Aug. 23 hostage rescue fiasco but also said that the “review” will be “fair.”

In the same breath, however, Malacañang acknowledges the fact that President Aquino is not 100 percent sold on the recommendations and had expressed some doubts on the IIRC’s report. But Palace aides claimed this is the reason for Aquino’s legal team to conduct a review of the facts.

These were the apparent flip-flopping statements issued by presidential spokesman Edwin Lacierda to reporters during his Friday press briefing in relation to the lingering concerns on the Manila bus siege controversy a week after the IIRC handed its report to the President.

De Lima publicly expressed her, and her panel members’ disappointment over the decision of Aquino to have the IIRC report reviewed by Palace lawyers, with Aquino saying that he was not about to simply take the IIRC report and recommendations at face value, as he needs his lawyers to point to him whether these sanctions, if taken, would stand in court, saying 

that he does not want to bring cases against those who have been indicted in the report if such wouldn’t stand up in court..... MORE

The Armed Forces of the Philippines (AFP) is taking seriously the alleged plot to assassinate President Aquino, as revealed by Defense Secretary Voltaire Gazmin, despite there having been no details of the alleged assassination plot bared to a local executive by the defense chief.

Despite the absence of any detail on the alleged plot to kill Aquino, AFP Chief of Staff Lt. Gen. Ricardo David Jr. said he immediately ordered the Intelligence Service of the AFP (Isafp) to look into the alleged plot.
“I directed the chief Isafp to look into it because even if it is only a rumor, we must be serious about that,” said David.

“Of course, we take everything seriously, especially a plot of that sort,” added David.
Many have dismissed the alleged plot as just another ploy by the Palace through an Aquino aide, Gazmin, to divert the public’s focus of attention from the twin crises that have befallen Aquino and wreaked heavy damage to his presidency

While both are now in the United States, former President and now Pampanga Rep. Gloria Arroyo was said to have outdone President Aquino who has been too busy splurging on fastfoods and hotdog stands, by presenting the achievements of her administration in a gathering of international leaders.

Arroyo’s spokesman, Elena Bautista-Horn, in a statement, yesterday said Arroyo was designated as the principal presenter of the commitment on enhanced education for nearly one million girls in the 5th Clinton Global Initiative conference and 5th Important Dinner for Women.

The commitment was shared by Barclays (a financial services institution), Goldman Sachs (a global investment banking and securities firm) and Room to Read (a non-profit organization based in the US).

Arroyo was personally invited to the conference by former US President Bill Clinton and Queen Rania Al-Abdullah of Jordan.

Both events focused on addressing women issues related to the Millennium Development Goals by 2015.

Malacañang yesterday defended President Aquino’s so-called “cheap” lifestyle while staying at the Big Apple, given his photo op of eating hotdog sandwiches and pizzas across New York City’s busy streets over healthy yet affordable meals, that was described by many as a poor “publicity stunt” carried out by his propagandists.


Presidential spokesman Edwin Lacierda claimed that the President was just showing his “natural” character as a person when he decided to grab a bite at a hotdog kiosk in New York for his lunch and insisted that this move was not “scripted” and neither was he trying to score “pogi” points from the general public through the media.

He explained that they really cannot do away with people who would try to ascribe various and often conflicting opinions with the way the President carries himself in public since everyone is entitled to his own opinion to begin with.

“There are two views there (in Aquino’s taking a hotdog meal). Some people are claiming that he doesn’t appear presidential; some people are saying that he is being down to earth. The President is who he is. He loves to eat hotdogs. He mentioned also that in his previous stay in the US whenever they go to New York they would look for hotdogs and I think that’s also a standard thing — you go to New York and you’d like to try the hotdog stands. Senate President Pro Tempore Jinggoy Estrada is clashing head on with the Church and other moralist civic society groups over his advocating the legalization of jueteng or the two-number game of chance that had preyed on the state of poverty among the poor majority.

The proposal, however, appears for now the only pragmatic solution to the massive corruption and the overpowering influence on government and the society of the evil network built up from the illegal numbers game.

Scandals, as a result of government, military and Police officials being caught in the lucrative bribery web spun by jueteng lords, have become a seasonal affair and it is rare that anybody gets prosecuted. Such revelations on the government officials coddling of jueteng lords are then followed by perfunctory orders on the Philippine National Police (PNP) and local government officials to crack down on the illegal numbers game.

When the outrage dies down, the illegal gambling lords and their cohorts in government come out of their temporary retreats to again resume making hay, with impunity this time around to make up for lost time.
The next year, somebody from the Church or a disgruntled member of the gambling network explodes a bombshell and the same yearly vicious cycle is repeated..... MORE

Department of Interior and Local Government (DILG) Undersecretary Rico Puno can rest easy. He isn’t likely to lose his job in the Aquino administration.

All indications point to Noynoy Aquino retaining Puno or at the least, appoint him to another position.

In New York with Manila reporters, Noynoy stated that it is just “normal” for Puno to consider the option of resigning from his position, especially since his honor is at stake, but this “does not necessarily translate to his becoming a burden” to Noynoy and his administration.

Translation: Puno is no burden to Noynoy, ergo, he is to be retained.

Also, Noynoy dismisses the bishop’s testimony on the involvement of Puno in jueteng, with Noynoy calling retired Archbishop Oscar Cruz “a very opinionated person.”

“Archbishop Cruz is a very opinionated person. I think I came out publicly asking him to dialog if he wanted to and I think he answered that he didn’t want to. I will even invite you to Google his pronouncements about me, personally, from even the campaign period. I think you will see that Archbishop Cruz, while entitled to his opinion, does not think highly of me,” Noynoy told reporters. WASHINGTON — A rush of departures from President Barack Obama’s economic team has pundits speculating over a policy revamp and moves to repair ties with big business.
By the start of 2011, Obama’s economic team will bear little resemblance to the one that steered the United States through the depths of the economic crisis.

With the announcement on Tuesday that economic policy coordinator Lawrence Summers will leave the administration, Obama has lost three of his four most battle-hardened economic advisers.

Only Treasury Secretary Timothy Geithner remains of a group that shepherded the world’s largest economy for the past two years.

But it is Summers’ departure that will leave a gaping hole at the center of Obama’s team.

“We are grateful for and better off for the ideas that Larry brought... into the administration for the economic team,” Robert Gibbs told journalists on Wednesday.

So the world’s a stage and we are all players with our exits and entrances, with specific role assignments. While not all of us will be president, or jueteng lord, and there is only one Charice Pempengco, there’s a growing number of us now dreaming of having something close to the Motion Picture Association of America (MPAA)’s voluntary film rating system established here.

Our Movie and Television Review and Classification Board (MTRCB) does television, and in the past, under a different name, handled advertising as well. The MPAA is purely a rating system for films shown in the US and its territories, covering “thematic and content suitability” for particular age-group audiences. And it is purely voluntary.

I can hear my detractors snicker this is what I want, a voluntary system of film classification so that those who don’t want to submit can get away with it. The ignoramuses must be told that in the US, all signatory members of the MPAA submit to the ratings system, with very few daring to buck it. Unrated films are not allowed to advertise in theaters, television and print media, so producers would rather be rated than risk revenue potential.

Even under a similar voluntary film ratings system, there’s no way local producers can get away with what is truly pornographic, not with the Revised Penal Code’s Article 201 on immoral doctrines, obscene publications and exhibitions and indecent shows. Of course the pro-censors will insist by the time the law is imposed, some people will have been exposed to “pumping” scenes and by then it will be too late to save their souls. I will not bother to contend with this; the problem with pro-censors is they refuse to allow even married adults to watch “X” films, as if married adults in the privacy of their bedroom just sit and stare at each other..... Behind the quaint portraiture of Aquino III’s supposed modesty and frugality; behind that tired “wang-wang” spiel to the most recent juxtaposition of his “measly” P25-million US trip to Gloria Arroyo’s P1-billion junkets last year, lies a face that the three-headed miscommunications hydra is so desperately trying to hide from the public. That face, with its characteristic smirk and misplaced grin, dreadfully bespeaks a cruel, dehumanizing, and heartless government dead-set on fully implementing a so-called “legacy” that has brought this nation to ruin.

Such legacy, summed up in three decades of economic and political policy “reform” measures a.k.a. “neo-liberalism,” has put in place the following “deforms:”

1) Liberalization of the economy and the absolute rule of the market — which means total control of society by Wall Street, i.e. the Philippine Stock Exchange in local terms, as well as by Big Business in general; the removal of tariffs; and “trickle down” economics, or letting the big guys get all the goods while letting the crumbs trickle down ever so slowly (which has not even happened at all);

2) Cutting public expenditure for social services (such as education and health care, maintenance of roads, bridges, water supply, etc.) — reducing, if not eliminating, government’s role and increasing private corporatist control over these;

3) Deregulation — reducing government supervision and control of anything that may diminish corporate profits, including protecting the environment and ensuring food and job security, as well as public safety;

4) Privatization — selling state-owned enterprises, goods and services (including banks, key industries, railroads, toll ways, electricity, schools, hospitals and even fresh water) to private investors;

5) Eliminating the concept of “The Public Good” — replacing it with so-called “individual” or “corporate responsibility,” leaving the small and powerless to fend for themselves, then branding them as “lazy” for their joblessness and poverty;

6) Globalization under the rule of the Gatt-WTO — embodied in the policy that the West imposed on the rest of world through the United Nations’ various trade organizations.
The Philippines, which the past governments of Fidel Ramos and Gloria Arroyo had proudly declared to be the most globalized in the region, now has the highest electricity cost in Asia (and among the highest in the world), and the same in terms of water, port services, and toll fees — public services that were started to be privatized during Cory Aquino’s watch, after the so-called “People Power” of 1986.

Last week, upon prodding from Serge Osmeña III (the power industry’s Senate avatar) among others, Aquino III’s Bureau of Internal Revenue (BIR) withdrew the senior citizens’ exemption from the 12 percent value-added tax on electricity and water. Despite this just being one of the few token humanitarian concessions given to one of society’s most vulnerable sectors — the elderly who rely on measly retirement benefits of contracting real value — the BIR chief still hurriedly withdrew it without any qualms.

One of Aquino III’s spokesmen, Edwin Lacierda, then countered: “The Aquino administration is willing to sacrifice its overwhelming popularity in exchange (for) implementing revenue generation measures,” thus vividly replicating Judas sacrificing Christ for 30 pieces of silver!

I am using the term Aquino III and not PeNoy because I want there to be no mistake that I am writing any of these in jest. The cruelty and inhumanity of this administration is but an escalation of the previous Arroyo regime’s ills. From its progressing impoverishment of the nation; its diminution of every government capability to support public welfare; to its systematic devaluation of the people’s citizenship in a Republic for overseas and corporate slavery — all these are vintage Aquinorroyo.

The last is even worse as the fate of our citizens has been consigned to the International Monetary Fund-World Bank and mega corporations while these are merely kept alive by our sovereign guarantees, as well as tax money, to amortize over generations all our unjust debts (such as the P950-billion universal charge in electricity and the growing P140-billion public-private partnership projects).

Kim Henares must be proud of this dehumanization of our countrymen while she cavorts with her beloved hubby in their nice convertibles and grand motor bikes (as one lifestyle magazine showed).

I hope the 90 million Filipinos, especially those fooled into voting for this “good man” now being revealed as an ogre, will learn from their repeated mistakes from the time of Edsa I and Cory Aquino. Some, like Teddy Locsin on Karambola, are beginning to admit their grievous sin in the continuing perfidy of proclaiming the Aquinos and other Yellows as a bunch of saints.

I cannot go beyond writing and raging about these since I am already a known dissident, but those who are yet unrevealed should take action to stop this cruel social and economic violence committed by these ogres against Philippine society. If something isn’t done soon, there will be no redeemable nation by the end of the term of this “last Aquino,” who will by then have succeeded to drag the entire country down with his sorry self.

UNITED NATIONS — After a UN poverty summit featuring 140 world leaders, three days of speeches, and thousands of news articles, critics had only one thing left to add: cold water.

No sooner had President Barack Obama urged fresh energy in the campaign to haul the planet’s so-called “bottom billion” out of extreme poverty by 2015, than aid groups demanded a reality check.

“In the time that President Obama stood at the podium to deliver his UN address, 30 women died in childbirth, and 66 children will have died from malaria,” Ray Offenheiser, spokesman with the charity Oxfam, said.

“Those numbers will repeat every hour upon hour until the President’s words are turned into action.”
The eight Millennium Development Goals, launched in 2000, are an unprecedented attempt at global cooperation to slash child mortality rates, the number of people living on less than a dollar a day, AIDS, and other aspects of extreme hardship.

WASHINGTON — Thirty years since losing the White House, Jimmy Carter has launched a new campaign to reintroduce himself to Americans as a blunt-talking champion for liberal causes at home and abroad.

Still sprightly as he nears his 86th birthday on Oct. 1, Carter maintains a hectic schedule and has eagerly weighed in on the most controversial issues, breaking an unwritten rule for former US leaders to keep to themselves.

In a string of appearances in recent days, Carter has called for the United States to seek better ties with Iran and North Korea, criticized what he sees as Israel’s unwillingness to make peace and staunchly backed Muslims’ right to build a community center near the former World Trade Center.

He will protect his close buddies and loyal allies, rather than dismiss them on what he says are mere allegations for fear that their positions may be taken over by “not so close” individuals and his enemies.

This was the statement made by President Aquino to the Manila reporters in New York, in reference to the jueteng controversy surrounding his close buddy, Department of Interior and Local Government undersecretary Rico Puno, during a briefing and interview yesterday.

Aquino expressed fears that if he dismisses his close friend Puno on account of the jueteng payoff allegations leveled against him without proof, Puno’s loyalty to Aquino and sacrifices all those years of hardship and struggles they shared would not be repaid by the President.

His fear apparently stems from dismissing those he trusts while replacing them with individuals who are not close to him and loyal to him and who may even be his enemies which situation, he stressed,would derail his plans of instituting reforms in the system.

Sen. Miriam Defensor Santiago should go further in her recent exposé on the extensive network jueteng lords had built in the government by revealing the names of officials of the current administration who are receiving payolas, Sen. Edgardo Angara said yesterday.

Santiago claimed in a privilege speech last Wednesday that she knew of personalities who are on the take from operators of the illegal numbers game.

“She should tell us who these national leaders coddling those gambling lords are,” Angara said.

The senator added he takes pride in the fact that Santiago herself repeatedly mentioned in her speech that the province of Aurora, where Angara’s sister is the incumbent governor, is spared from the jueteng menace.

Justice Secretary Leila de Lima yesterday said the Office of the Ombudsman is not necessarily bound by the Incident Investigation and Review Committee on the Aug. 23 hostage incident even as she added that criminal indictments will be initiated by Monday against up to seven of 13 individuals named in the IIRC report.

De Lima, also the chairman of the IIRC, said the committee will be coming up with an addendum to the report submitted to President Aquino last week to be released on Monday. 

“Some individuals will be facing preliminary investigation for criminal charges to determine if probable cause exists to indict them before the regular courts of law,” she added.

According to her, it may be appropriate for the Ombudsman to consider waiting for the result of the review by Aquino’s legal team on the recommendations of the committee report before the graft body proceeds with its own investigation to avoid repeating what the IIRC covered in its investigation.

The Ombudsman’s part in the probe had been sought by two Hong Kong councilors.... MORE

Violence broke out yesterday when thousands of informal settlers in North Triangle, Quezon City, resisted the demolition of their homes set to be redeveloped into a business and commercial district.

At least 10 persons were hurt as residents fought off a demolition team from the Metropolitan Manila Development Authority and the local police which was dispatched by the National Housing Authority (NHA), police and witnesses said.

The main highway in Manila has been closed as demolition crews pulled down their shanties, they added.
Reports claimed that among those injured in the demolition were five policemen of the Quezon City Police District (QCPD), two civilians, two firefighters and an employee of the NHA.

Traffic on the Epifanio de los Santos Avenue (Edsa) was backed off for several kilometers as slum dwellers fought running battles with police, officials said..... MORE

The Office of the President (OP) is cutting down its budget by P4.075 billion as a result of its effort to streamline its operations, Executive Secretary Paquito Ochoa Jr. said yesterday.

Ochoa, who was at the House of Representatives for a hearing on the proposed budget for the OP, said the expenditure plan for the Office of the President will be P183.9 million less than the appropriation received by then President Arroyo.

Ochoa told the members of the appropriations panel that one of the cost-cutting steps taken by the OP in reducing its proposed budget was to abolish 10 locally funded projects which have been found to duplicate the functions of other line agencies or departments.

“The government could realize a savings of P304.62 million with the elimination of locally funded projects under the Office of the President,” Ochoa told the panel..... MORE

The government yesterday denied allegations that it manipulated population data to support a controversial family planning campaign in one of the world’s most populous Roman Catholic nations.

Bernardo Villegas, a conservative academic, has alleged the government’s statistics office padded the 2000 census data by 146,542 babies, leading to higher future population projections.

“As a long-term student of Philippine demography, I had always suspected some doctoring of population data by birth-control pushers,” said Villegas.

Villegas is a prominent academic closely identified with the Roman Catholic church, which remains highly influential in the country.

Abortion is illegal in the Philippines and while the health ministry is promoting a responsible parenthood program, artificial birth control methods are not provided at community health centers because of church opposition..... MORE

Six members of a family, including a one-year-old girl, were massacred in Sulu province due to a supposed rido or clan war.

Belated reports reaching Camp Aguinaldo identified the victims as Karah Aruh, 45; Ganday Aruh, 38; Aldimar Aruh, 20; Dirana Aruh, 22; Dalmina Aruh, 12, and one-year-old Alwina Aruh.

Two other victims who were identified as Nidzfar Dixon, 16, and Arsita Aruh, 15, survived the attacks and are now recuperating at a local hospital.
