FVR brokered PCSO lotto deal, says Morato

The web of corruption spun from the lucrative lotto operations of the state-owned Philippine Charity Sweepstakes Office (PCSO) has dragged the name of another former president, aside from former President Gloria Arroyo, with an alleged overpriced supply contract entered into by the agency having been supposedly brokered by former President Fidel V. Ramos.
This was revealed to Senate probers yesterday who learned that the overprice for the supply deal may have cost the government P13 billion.
Former PCSO general manager and director Manuel Morato admitted before the Senate blue ribbon committee that two losing bidders for the supply of lotto equipment, the contract for which was bagged by a Filipino-Malaysian firm, was eventually allowed to gain PCSO supply contracts by Ramos.
“I was told by (then) President Ramos to give to the losing bidder the contract for Visayas and Mindanao and the winning bidder, PGMC, be made to concentrate in Luzon only so (that the government will) not be accused of monopoly in the Philippines,” said Morato, adding that it was made through a request.....
