Ghost purchases, overpricing found in P125-M PCG racket
03/27/2011Anomalies involving the manipulation of funds are not an exclusive domain of the Armed Forces of the Philippines (AFP) based on revelations in the current Senate inquiry into corruption in the military but also in the Philippine Coast Guard (PCG) which is under the Department of Transportation and Communications (DoTC), documents provided the Tribune showed.
The documents consisting of a Commission on Audit (CoA) report and a complaint filed with the Office of the Deputy Ombudsman for the military raised possible anomalies in the disbursement of P125 million in 2007 from a P450 million allotment for the so-called National Oil Spill Contingency Plan (NAOSCP).
A complaint filed last March 18 by Mario Dichoso with the Ombudsman stated that sometime in 2007 then Budget Secretary Rolando Andaya issued a special allotment release order (SARO) for 2008 to DoTC for the P450 million funding of the NAOSCP..... MORE
