Joker savaged Villar in 1998 ZOOMING IN Rudy Romero 02/08/2010 If Joker Arroyo and Manny Villar were members of the House of Representatives of the US or any of the other mature democracies, the Nacionalista Party (NP) standard-bearer would have been thrown out of the chamber for unethical behavior in the aftermath of Joker Arroyo’s searing 1998 attack on certain business-related Villar actions. One day in that year, when he was a member of the Lower House and Manny Villar was the Speaker, Joker Arroyo rose on the floor of the chamber on a matter of privilege and accused Manny Villar of a whole slew of constitutional and legal violations.
