Would this just entail sending additional troops to these areas, setting up checkpoints, imposing curfew hours and arresting suspects without the need of warrants, which could mean, if the privilege of the writ of habeas corpus is suspended by Gloria, detained for a long time without any charges filed? Constitutionally, it is three days in detention without being charged, but we all know that both the military and police operatives detain suspects much longer, and held incommunicado.
