COJUANGCO-AQUINO CLAN MOVING TO ‘SOW DISUNITY’

CBCP, tillers reject referendum

By Charlie V. Manalo and Pat C. Santos 07/10/2011

The Catholic Bishops’ Conference of the Philippines (CBCP) have closed ranks with militant farmers in rejecting the recent Supreme Court (SC) order for the Department of Agrarian Reform to hold a referendum among Hacienda Luisita Inc. (HLI) farm workers for them to choose between land distribution and staying with the corporate structure on land ownership through the stock distribution option (SDO) of the vast estate the basis of which, called the stock distribution plan (SDP), the Tribunal upheld as illegal.

Farmers groups said the Cojuangco-Aquino clan had given them a preview of the divide and rule tactic to be employed to turn around in their favor the Supreme Court order for a referendum.

The militant peasant groups Kilusang Magbubukid ng Pilipinas (KMP), Alyansa ng mga Manggagawang Bukid sa Asyenda Luisita (Ambala) and the Unyon ng mga Manggagawa sa Agrikultura (UMA) accused President Aquino and his relatives, the Cojuangcos of Tarlac, for “sowing disunity among farm workers of Hacienda Luisita” saying the divide and rule tactics being employed today are “a portent of things to come” once the Supreme Court-ordered referendum pushes through..... Palace cool on bid to make Uriarte witness in PCSO scam

By Virgilio J. Bugaoisan 07/10/2011

The Aquino administration has rejected a proposal to turn former Philippine Charity Sweepstakes Office (PCSO) general manager Rosario Uriarte into a state witness against her erstwhile boss former President and now Pampanga Rep. Gloria Arroyo over supposed anomalies in the use of PCSO funds during Arroyo’s watch.

Deputy presidential spokesman Abigail Valte said on radio it might not be possible at this time for the government, through the Department of Justice, to turn Uriarte into a state witness because apart from the fact that the circumstances behind the alleged anomalies at the PCSO are still being unraveled, she might not also qualify to become one under the guideline set by the Witness Protection, Security and Benefit Act (Republic Act 6981).

“It’s premature. It’s too early too tell, ” Valte said in response to the proposal of Senate President Pro-Tempore Jinggoy Estrada that Uriarte be turned into a state witness.

Under the Implementing Rules and Regulations RA 6981, any person who has participated in the commission of a crime and desires to be a Witness for the state, can only qualify whenever the following circumstances are present: the offense in which his testimony will be used is a grave felony as defined under the Revised Penal Code or its equivalent under special laws;.... Search and rescue teams were able to find the bodies of Nober Deonan and Antonio Reviro both residents of Uson, Masbate.

Arroyo chief of police Inspector Christian Jesus Huelva believed that the victims died of suffocation while inside the tunnel located in Barangay Panique.

“Kelan lang me ganito ring insidente kung saan kinapos din sa hangin kaya namatay sa loob ng tunnel,” Huelva said, adding that in the same tunnel on July 3, one Rosaldo Cortes, 25, also died due to suffocation..... MORE

State forecasters said that they spotted two potential cyclones forming near western Luzon and eastern Mindanao.

Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said that it can spark flash floods and landslides.

Pagasa said the new low-pressure area (LPA) off Mindanao was estimated at 420 km east of Mindanao as of 8 a.m.

Soliman, talking at the pre-Sona (State-of-the-Nation Address) Forum aired over the National Broadcasting Network (NBN)-Channel 4 last Friday, said that the CCT was not a dole-out as each beneficiary has corresponding obligations such as attending to pre-natal seminars, complete attendance of their children in school and seeking for job opportunities or having small livelihood business..... Solon seeking to implement 60-km speed limit in all accident-prone roads

By Charlie V. Manalo 07/10/2011
A lawmaker is seeking the implementation of the 60-kilometer speed limit not only along Commonwealth Avenue in Quezon City, but also in major roads or highways in Metro Manila with high statistics of road accidents to attain the “zero-accident rate” objective.

Quezon City Rep. Winston Castelo, author of House Bill 4775, said a significant if not dramatic reduction on road accidents has been observed in Commonwealth Avenue when the 60-kilometer speed limit was imposed along the highway.

“This bill aims to preserve this gain or else everything goes to naught,” Castelo said.

Castelo added such an objective or goal should be accompanied by the budgetary resources reasonably necessary to effect the much needed upgrading in capacity and capability of the Metropolitan Manila Development Authority (MMDA)..... MORE

One wonders just what it is that the Philippine Charity Sweepstakes Office, along with senators allied with Noynoy, wants to achieve by way of focusing on the vehicles, said to be Sports Utility Vehicles (SUVs) granted to the bishops, if, in the first place, these are used by them to help the poor and the needy?

Is it the aim of Noynoy’s PCSO to cut off all these “charitable” projects to the clergy that incidentally, have been in practice for decades — and especially during Cory Aquino’s time when a lot of government funds were invariably channeled to Caritas and other religious projects?

If so, then the better way is for the Noynoy administration to announce that henceforth, it is his policy that no one — whether congressman, mayor, governor, local executive official or bishop or priest or nun, or even the Pope — can expect to be granted requests by the PCSO — whether in the form of money or vehicles or hospitalization or medicines for the sick and the needy, since such requests for charity work are deemed to be banned..... For Noynoy and his Palace aides, a denial by any of them should be taken as gospel truth.
Thus, when they say that Noynoy already sold his Porsche, but refuses to say to whom he sold it to and when, as well as refusing to say who had sold him his claimed second hand Porsche, those statements have to be taken as gospel truth, because they said so.

In much the same way, Malacañang yesterday stated that Noynoy does not have a top of the line, bullet proof BMW SUV; that he had never been given this as a gift, because Noynoy is not the type to accept gifts.

As deputy spokesman Abigail Valte claimed: “That’s (having a BMW SUV) not true. He was not gifted with one, not has the president bought one. So let’s nip that in the bud. There is no truth to these rumors that are making the rounds.”.... MORE

But there is not a single tourist in the vast expanse and stunning scenery of Badingilo National Park to see it — not yet, anyway.

South Sudan, which will become the world’s newest nation on Saturday, is opening up after decades of brutal war, which killed some two million people and left its infrastructure in ruins.

Wildlife also suffered but many populations did survive, and now the fledgling government is working to conserve and develop what remains.

Int’l anti-imperialist league holds assembly amid the global crisis

“Legal protest movements are rising on a global scale in an unprecedented way. They are fueled by pro-imperialist and reactionary policies and such concrete conditions generated by these as rising mass unemployment, soaring prices of food, fuel and other basic commodities and increasingly violent reaction of states to unarmed protests.” – Professor Jose Maria Sison

MANILA – More than 400 members of people’s organizations from at least 40 countries gathered together to come up with common efforts in building a brighter future.

The Fourth International Assembly of the International League of Peoples’ Struggle (ILPS) formally opened today at the Ciudad Christia Resort in San Mateo, Rizal. With delegates representing more than 300 grassroots organizations from all continents, the assembly is the biggest since 2001. It will last until July 9.

The ILPS was founded in May 2001 at Zutphen, the Netherlands. With the theme, “Build a Bright Future! Mobilize the People to Resist Exploitation and Oppression Amidst the Protracted Global Depression, State Terrorism and Wars of Aggression!” the Fourth International Assembly coincides with the tenth year of the League.

Peasants from poor countries shout ‘Fight for land against land grabbing, landlordism, state terrorism, imperialism’

“Landlords, land grabbers, corrupt governments and imperialism – we must all fight and defeat them. The landlords say they will never give up their lands, but what is stronger than their greed is the righteousness of our struggle for land and our humanity.”

MANILA — Activist from India Malem Ninsthoujia is indignant. It is the day after the Supreme Court issued its decision scrapping the Stock Distribution Option (SDO) scheme in Hacienda Luisita and he echoes the anger of farmers from Central Luzon and everywhere else in the country in saying that the High Court’s verdict is deceptive.

“The farmworkers of Hacienda Luisita demand that they be given control and ownership over the land so long denied them by a fake agrarian reform program. The Philippines’ justice system leaves much to be desired when it comes to upholding the rights of farmers,” he said.

Then he directly addressed the audience comprised of farmers, peasant leaders and agrarian rights advocates.
“Fellow farmers, comrades, always hold your head high! We are the tillers of the earth, we are the ones who feed humanity. We must never forget that in our work and in our struggle for genuine agrarian reform all over the world there is dignity!”

Peasant leaders and agrarian reform advocates from India, Nepal, Sri Lanka, Malaysia, Indonesia, Pakistan, Argentina, Kenya, Cambodia, Senegal, Cameroon, Burundi joined their Filipinos counterparts in the first “International Speak Out Against Global Land grabbing” held in Quezon City. In a lively protest and program in front of the Department of Agrarian Reform (DAR) offices, the internationalists expressed strong solidarity with Filipino farmers and the rest of the Filipino people in pressing for immediate reforms.

Land is life, fight for land rights

The rally and Shout Out activity were also parts of two international activities, the International Festival for Peoples’ Rights and Struggles and the 4th Assembly of the International League of Peoples’ Struggles.

Nepalese activist Balram Banskota of the Asian Peasant Coalition (APC) said farmers in his own country have learned through the years to be more aggressive in pressing for their democratic rights. He said that the radical political upheavals in Nepal have served to strengthen the farmers’ movement in the country.

“We work every day, we sleep without having eaten. As we suffer the landlords remain lazy but rich because we pay them with our life’s blood. The political upheavals in Nepal, however, have wrought changes: we are now committed to the fight for genuine agrarian reform and it is the landlords who now fear landlessness and poverty. In the ongoing construction of our developing society, farmers are making sure that we incorporate in the new constitution the life and death issues of lad reform and food security. I am certain that this, too is in the agenda of farmers in the Philippines as they demand their rights in the streets and in the halls of parliament,” he said..... MORE

Fight against Climate Change must be directed against Transnational Corporate Greed – environmentalists

Fight against Climate Change must be directed against Transnational Corporate Greed – environmentalists

According to IBON data, TNCs account for 50 percent of all oil, gas and coal extraction and refining. Only 10 TNCs account for about 41 percent of world production of oil and gas, and TNCs control 80 percent of land worldwide which is cultivated for cash crops. Only 20 TNCs account for about 90 percent of the sales of hazardous pesticides and other agricultural chemicals.

As one of the activities of the International Festival for Peoples’ Rights and Struggles (IFPRS) which ran from July 5 to 6 in the Philippines, environmental networks held a forum dubbed “the Current Challenges of Climate Change” in Quezon City. Organizers said that they wanted to raise awareness on the science and politics of climate change as well as present critiques on the various responses to climate change.

Guests from New Zealand, Cambodia, India, Bangladesh and Uzbekistan shared how their respective countries deal with climate change and its devastating effects.

Unquantifiable loss of culture, heritage

Dr. Timote Viaoeleti of Impact New Zealand shared that it was also urgent to address the issue of climate change because of its impact on the cultural life, heritage and history of peoples.

“This loss is not quantifiable, and what has been destroyed can never be restored,”he said. He explained that the massive floods that hit areas like Kirabati, Rarotonga, Somoa and Fiji destroyed more than the terrain and the livelihood of residents, but also the burial grounds and ancestral lands of the people. The other effects of climate change such as coral bleaching, soil erosion, decreased water supply, storm surges, ocean acidification also alter the face of New Zealand and with it comes the destruction of cultural history and the people’s emotional connection to the land.

Resource persons on the Forum on the Current Challenges of Climate Change said that the issue of injustice is at the root of the climate crisis. They said that for all their posturing, governments of advanced capitalist countries and their corporations have not only refused to fully honor their obligations to reduce emissions and support climate actions in the more impoverished countries, they have also exploited the climate crisis to enforce false solutions that create new profit opportunities, expand their control over natural resources and worsen global warming. (From left Vaioleti, Tek Vannara , Irina Gilfanova)(Photo by Ina Alleco R. Silverio / bulatlat.com)
“It’s not usual that the social, spiritual and epistemological issues are considered when discussing the effect of climate change; but in the case for instance of New Zealand, these issues cannot be neglected. Take the destruction of burial grounds or the flooding of ancestral lands — the emotional relationship of people with the land is all but erased, and memories are not enough to contain the grief over what was lost. People are forced to move and leave behind all that they have built and nurtured for centuries. There is a saying and a belief in Samoa: If my village is good, then I am good. If there is something wrong with my village, then there’s something wrong with me. The connection between the environment and the self is very present; there is the acknowledgment that environmental destruction destroys more than forests, oceans or livelihood: it eradicates the self,” he said..... Bukidnon land dispute shows failure of agrarian reform – Anakpawis

“We are alarmed that CMU, a center for education and formation of values, by its actions, is promoting a teaching of values that contradicts the intention of social justice. By denying the farmers the land that is very much attached to their lives, the CMU has become a despotic landlord rather than an educational institution.” – solidarity mission

MARAMAG, Bukidnon — For Winnie Loable, 36, their struggle for the land they have been tilling is not just a matter of securing the future of his family, it is also about honoring his father and seeking justice for his death.
“Like us, they, too, were fighting for our right to till our land,” Loable said, “Winning our agrarian dispute will not only assure my children of a better future but it would also be my way of giving honor to my father’s life and struggle.”

Leonardo, Loable’s father, was among those who were hired by the Central Mindanao University to till parts of the 3,084 hectares of land. The agricultural workers made the idle lands productive by planting it with rice. When the CMU went bankrupt, the farmers continued to cultivate the land and paid a rental fee per square meter.

In 1986, peasants formed Buffalo (Bukidnon Free Farmers and Agricultural Laborers Organization) and petitioned for the inclusion of the 1,200 hectares of the 3,084 hectares of land they were tilling in the Comprehensive Agrarian Reform Program of former President Cory Aquino. Two more groups of farmers formed Tamaraw (Triad Agricultural Manpower of Rural Active Workers) and Limus (Landless Tillers Inhabitants of Musuan) respectively, and staked their claim on another 1,200 hectares of land. Hence, when these three groups of farmers banded together, they called themselves BTL.

While waiting for the Certificate of Land Ownership Award, which was consequently awarded in 1992 and cancelled 10 years later, peasants regularly held protest actions..... http://bulatlat.com/main/2011/07/05/land-dispute-between-farmers-and-university-officials-in-bukidnon-shows-failure-of-agrarian-reform-anakpawis/MORE

Noy nixes sale of PCSO, Pagcor

By Virgilio J. Bugaoisan 07/09/2011

Despite the scandal plaguing the Philippine Charity Sweepstakes Office, past and present, there will be no [privatizing the PCSO and the Phiippine Amusement and Gaming Corp.(PagCor) for the simple reason that President Aquino will be denied his huge unaudited pork barrel, the presidential social fund (PSF). And there will be no investigation of the current PCSO chief, Margarita Juico, on allegations of anomalies in the current charity office, as well as allegations of her having obtained some P27 million when she was still a director in the same office, with Malacanang saying that her denial of all these alleged anomalies is more than sufficient proof for Aquino.

This was admitted by Aquino, through his deputy spokesman, Abigail Valte, who said that while there are calls for the abolition or the privatization of the PCSO which has been described as a milking cow of any administration, Valte claimed that such a move is unnecessary because this would compromise some of the government’s charity projects..... DFA exec: PCSO funded only P15-M ‘blood money’

By Michaela P. del Callar and Angie M. Rosales 07/09/2011

There is now a case of the missing P5 million, since former Philippine Charity Sweepstakes Office chief Rosario Uriate claimed that she had given a foreign affairs official P20 million in cash from its intelligence fund for “blood money” payment, while the diplomat said only less than P15 million was given by PCSO and not in cash, but in manager’s checks.

A senior Foreign Affairs official yesterday denied personally having received a P20-million donation from the PCSO that was used as blood money payment to save three Filipinos from death row in Saudi Arabia.

Group accuses DAR, OSG of collusion with Noy on Luisita row

By Charlie V. Manalo 07/09/2011

The militant Kilusang Magbubukid ng Pilipinas (KMP) yesterday accused the Office of the Solicitor General (OSG) and the Department of Agrarian Reform (DAR) for appearing to be “in collusion” with President Aquino in withholding its official stand on the agrarian dispute involving Hacienda Luisita, a vast sugar estate owned by the President’s family.

This even as international support for the farmer-beneficiaries of the contested sugar estate continues to snowball

“Up to now, Luisita farmers still have to hear a word from the OSG and the DAR on what steps they are going to take. The DAR and the OSG appears in collusion with the President in hiding the administration’s official stand on the Hacienda Luisita issue,” said KMP secretary general Danilo Ramos.

ERC and PCSO crimes

DIE HARD III
Herman Tiu Laurel
07/08/2011
Last June 5, after 18 long months, the Energy Regulatory Commission (ERC) finally responded to a petition from Mang Genaro “Naro” Lualhati — one of those who won for us the P30-billion refund in 2003 of the Manila Electric Co. (Meralco)’s 1993 overcharging — urging the body to respond to some Commission on Audit (CoA) findings that Meralco once again overcharged us by P7 billion in 2004 and 2007. Based on this, Lualhati asked for a different audit of the intervening years, the result of which formed the basis of his other P39-billion refund petition for all the other overcharging.

The ERC’s dilly-dallying was a blatant delaying tactic to prevent consumer advocates from bringing the issue to the courts pending the approval of the Performance Based Regulation (PBR) scheme for Meralco from 2011 to 2014, which consumers contend is illegal.

With the PBR recently approved and very dishonestly announced as a “lowering” of rates when it actually more than doubled the erstwhile legitimate ones, the ERC finally releases its decision on Lualhati’s petition — but with arguments full of deception, chicanery and sophistry.

The June 5 ERC decision claims that “the CoA erred… (by) applying disallowances under Meralco’s Performance Based Regulation application to the firm’s return on rate base (RoRB) petition to determine the fairness of rates; calculating Meralco revenues using historical asset costs and a 12-percent RoRB; and calculating Meralco disallowances and revenues without regard to ‘incrementals’ such as higher pension costs and kWh sales increases.”

It further describes the “use of historical asset costs (under) the 12 percent RoRB… as ‘contrary to existing law and jurisprudence’ that allow the use of appraised values and a weighted average cost of capital (WACC), which in this case was set by the ERC at 15.5 percent.” That WACC and 15.5-percent PBR are the ERC’s concoction and are in no way a law or having the force of law. Has the ERC now supplanted the Congress of the Philippines in making its own laws for the energy sector?

Butch Junia, our forensic analyst on the power sector, traces the root of the CoA audit to the “Rate Unbundling” case (which caused the first spike in power rates) in 2003, leading to the call for the ERC to enlist CoA for a regulatory audit. He says: “That was the audit that noted P7 billion over charges (which the National Association of Electricity Consumers for Reforms or Nasecore placed at P15 billion; and which Mang Naro pegged at P31 billion); but that CoA audit, after 19 months, is overturned/ignored/debunked by ERC. All the points raised in the ERC order are contrary to the refund order of the SC (Supreme Court) in November 2002, reiterated in the denial of Meralco’s Motion for Reconsideration in April 2003.”

That refund order by the SC, Junia notes, is where: “1) the Net Average Investment method is applied; 2) the 12-percent RoRB is upheld, not WACC; 3) income tax is not chargeable to us (consumers); 4) Retroactivity of rates is expressly upheld; and 5) PBR is indirectly assailed, particularly rate unbundling.”

The PBR, Junia contends, “stands tenuously on a general prevision in the Epira (Electric Power Industry Reform Act) that allows the ERC to adopt an alternative rate setting methodology, but (with) guiding criteria; like a just rate for customers. This time (though) ERC has crossed the limit.”

The “Heads Up” movement by farmers groups will spread to other issues and advocacies since it is actually a protest against the entire corrupt system that rules over this land, such as in the Philippine Charity Sweepstakes Office (PCSO) under all the administrations since Marcos, save for President Estrada’s (which the likes of Linggoy Alcuaz, who was part of the Arroyo PCSO Board, can attest was clean even as they tried to dig up dirt in the Estrada PCSO Board and found none).

I have had a long record of exposing PCSO anomalies since my October 2001 Tribune column. Readers may recall that I was one of the few who reported on the P80,000-media payola through radio spots to favored anchors and commentators. Several months back, I wrote a piece on some honest radio anchors who have since given up soliciting sponsorships from PCSO as the PR managers there demand as much as 70 percent of the billings. I also made an exposé on the reported Juico-Ayala deal to takeover the P4.5-billion Quezon Institute property along E. Rodriguez Ave., as well as the nepotism rampant in that present Board, not to mention the cornering of the agency’s PR fund by a “Doctor” who apparently now is being touted as a front for another Juico.

That is why I have persisted in broadcasting practically with no ads from any vested interest or group, sustained only through private efforts — to continue exposing the lies of mainstream media and educating the public with utmost credibility.

Well they’re not Pajeros but the seven Catholic bishops who received the manna from Gloria should return the sports utility vehicles (SUVs) of whatever name to the government in the name of propriety since this virtue is what the Church has been trying to ingrain on the multitude.

Everything falls flat in terms of the sense of morality, whether it be on abortion, euthanasia, family values and more so on corruption, being preached in the pulpit as a result of the involvement of high-ranking bishops in the Philippine Charity Sweepstakes Office (PCSO) controversy.

It could be a well-crafted demolition job coming from Church opponents, or maybe some ingenious soul in the Palace, as the bishops have alleged, but the anomaly squarely scored a direct hit on the foundations of the local Catholic Church as much, or maybe more, as the sex scandals accused on members of the clergy.

Margie Juico with her exposés had put one over feisty former PCSO chairman Manoling Morato, who is church supported and who has started the ball rolling about the PCSO irregularities by accusing Juico of nepotism and making money in the agency. This too, should be probed by the Senate, as anomaly is still anomaly by any other name and by new chiefs..... MORE

Ping Lacson, now a free man and back at the Senate, is doing to Gloria Arroyo and Big Mike, what he believes they did to him, which was what he called persecution, as he is now all out to reopen cases against the duo and publicly humiliate them, the way he says they publicly humiliated him and made him out to be a murderer.

Just the other day, he stated that he has documents showing that the Arroyos sold their helicopters to the Philippine National Police (PNP), and passed this sale as brand new helicopters.

He, along with another staunch Noynoy ally, TG Guingona, who heads the Senate blue ribbon committee, announced that they will be reopening the Jose Pidal case.

The truth is the Senate blue ribbon committee can do as it pleases, legitimately or not. Such probes, and their outcome really depend on which side of the presidential bed the majority is. Since it is today Noynoy’s allies who are in the majority, they can even reopen any old case they want. That’s the way politics in this country is played, unfortunately for those already out of power and position, and fortunately for those who were out of power and position and are now in power and position — a situation that tends to encourage even more the ugly practice of the politics of political vindictiveness — at almost all levels..... NAKIELE — After being raped by government troops, women in the eastern Democratic Republic of Congo face the further pain and humiliation of being repudiated by their husbands.

“My husband refuses to share the bed with me. I sleep on the floor,” one woman who asked not to be named told AFP in the eastern village of Nakiele, where soldiers raped more than 100 women in early June.

“My husband also rejects the meals I cook for him. He eats the ones my sisters make for him. I don’t understand why I should be abandoned,” said the woman, who is 19 years old with a six-month-old baby.

Are Immigration Commissioner Ric David and his bright boys aware that their latest brainstorm barring and/or offloading travelers from boarding their scheduled flights in the guise of “ensuring that they do not fall prey to human traffickers, drug syndicates and other criminal operators” is pure and simple profiling which is a “no-no” in any civilized and democratic society? Are they aware that this initiative which, sadly, they have surreptitiously injected into the pre-departure system is violative of a citizen’s right to travel which is guaranteed under the Constitution? If they are not aware as seems to be the case, then they better restudy the situation and prepare to face angry travelers in court and before Congress.

We can appreciate David’s intention to protect our travelers from falling prey to the criminal syndicates, here and abroad. But this operation is an overkill. Ex PCSO chief implicates self, Gloria

A former close aide of former President and Pampanga Rep. Gloria Arroyo was seen to have opened herself up to possible numerous criminal charges that could range from malversation of funds to plunder, and she even unwittingly dragged the Rep. Gloria Arroyo into the picture, in allegedly sqaundering hundreds of millions of funds from the government’s charity arm in the last three years of her incumbeccy.

It was noted that the bulk of the funds, which was P138 million out of the P325 million so-called additional “intelligence funds” that accumulated from 2008 to 2010, was floated some five to six months before the 2010 presidential elections.

Former Philippine Charity Sweepstakes Office (PCSO) vice chairman and general manager Rosario Uriarte, in appearing before the Senate yesterday to explain the alleged fund misuse of the agency, practically confessed to the purported juggling of the supplemental intelligence funds..... MORE

In 2 years, Chavit’s Ilocos Sur got 20 ambulances — PCSO

By Angie M. Rosales 07/08/2011

Ilocos Sur was shown the most “favored” among provinces in the country in terms of ambulances donated by the Philippine Charity Sweepstakes Office (PCSO) during the term of former President Arroyo as it received from 2009 to 2010, 20 units aside from two more in 2005 and last year through the personal request of former Ilocos Sur Gov. Singson was the whistle-blower on the alleged involvement of former President Joseph Estrada’s dealing with the illegal numbers game jueteng and whose reve-lations eventually was used by supporters of then Vice President Arroyo to oust Estrada and install her to the presidency in 2001.

Senators probing the illegal use of PCSO funds said this was the impression given them, based on the records of the PCSO during the Arroyo administration.

Ejercito was responding to a statement by Mikey Arroyo that Ejercito has a penchant for unparliamentary behavior even as he cited the statement of Ejercito that the Arroyos should be meted life terms for the criminal offenses they are linked to.

“While I respect and am civil with the members of the Arroyo family in the House of Representatives, issues that concern the public interest should always be considered of gravity and utmost priority rather than giving courtesy to fellow colleagues,” Ejercito said yesterday.

“If informing the people with the reality that transpired during the nine-year reign of the Arroyos is considered ‘displaying unparliamentary behavior against a colleague,’ then so be it,” Ejercito stressed..... MORE

Noynoy claims to have sold his German sportscar Porsche because this has become an “unnecessary” risk.

This piece of information from him, plus his having sold the Porsche, now third hand, at the same price he claimed to have bought it, was all he would disclose on his alleged sale of the Porsche, which makes his claimed sale much too suspicious.

Why, even as he claims to be making a clean breast of his Porsche sale, is he keeping the identity of his buyer, as well as the identity of the person who had sold him the car, a mystery, that is, if Noynoy had indeed bought the car, since the talk making the rounds then was that this was a gift to him by one of his supporters.

It doesn’t make sense either that someone would be buying the Porsche for exactly the same price, as this car has already been downgraded to being third hand, going by earlier claims of Noynoy..... MORE

Blaming Gloria Arroyo for the increased tension between China and the Philippines over the disputed islands really is bordering on the ridiculous and Noynoy really should stop his blame game.

As he said in a speech before the foreign affairs personnel during their foundation day, his predecessor is really to blame for today’s frayed ties between Asia’s military and economic superpower China and puny Philippines, because, as he puts it, Gloria forged a joint exploration contract with China and rival claimants.

As he stated in his speech, singling out the Arroyo administration as being responsible for aggravating the disagreement between China and the Philippines in relation to each country’s claims in the Spratlys Group of Islands: “When the previous administration decided to forge a new agreement in 2005 —the Joint Marine Seismic Undertaking (JMSU) — with other countries which allowed exploration in areas covered by our maritime jurisdiction, the small lump of controversy became a mountain of a problem.”.... KANDAHAR — After nine years, 157 troop deaths and more than $11 billion spent, Canada’s combat mission in Afghanistan finally comes to an end this week.

With popular support for the war sapped at home, some of the nearly 3,000 Canadian troops, based mainly in the dangerous battleground of Kandahar, have already started returning from Afghanistan, and the rest will follow soon.

In recent days and weeks, they have been completing their final patrols, packing up dusty outposts and gathering at the giant Kandahar airfield military base to debrief before starting to catch their flights home.

The official end of Canada’s hard-fought mission, which began in early 2002 a few months after the US-led invasion of the country, comes Thursday, and as other countries also announce partial troop withdrawals from the Afghan theater as Western voters tire of nearly a decade of war..... MORE

Same sex understanding. Same sex friendship. Same sex collaboration. These and similar phenomena are not only logical but also acceptable, not only foreseeable but likewise comprehensible. Even same sex attraction is an on-the-ground reality. The fact alone that a man is said to be “gay” and a woman is qualified as a “lesbian” — does not necessarily diminish their human dignity, much less deny their human personhood.

In other words, in the light of reason and ethics, homosexuals remain integral members of society and wherefore remain entitled to respect and pursuant deference as human beings. Militant lawmakers yesterday deplored as betrayal of the farmers’ cause the Supreme Court (SC) decision revoking the 1989 Stock Distribution Plan (SDP) in Hacienda Luisita and instructing the Department of Agrarian Reform (DAR) to hold a new referendum among concerned farmers.

Anakpawis Rep. Rafael Mariano noted that there is still no closure to the Luisita land dispute as the SC decision failed to address the land problem in Hacienda Luisita spanning for more than five decades and failed to give justice to the demand of farmers to own the lands they till.

“The SC decision legitimized the persisting landlessness and social inequality in Hacienda Luisita. Farmer-beneficiaries and farm workers in Luisita are demanding for land, not referendum or shares of stocks,” Mariano said, adding he supports the Luisita farmer-beneficiaries’ position to reject the SC decision,

The Supreme Court (SC) ruling that upheld the revocation of the Stock Distribution Option (SDO) plan that gave Hacienda Luisita farmers shares of stock in Hacienda Luisita Inc. (HLI) in lieu of land ownership in the Aquino-Cojuangco sugar estate merely brought the farmers’ decades-old fight for what they believe to be theirs -- by virtue of the sale contract between the Cojuangcos and Tabacalera decades ago stipulating that the farmers would be granted land --- is back to where it was during Corazon Aquino’s time as president of the republic.

Ironically, this SDO issue crops up again, at a time when Cory’s son is now in Malacañang and once again, the farmers are going to be shortchanged — the third time over.

The first time was when the Cojuangco family reneged on the condition of the sugarland sale. The second time was during Cory’s time, when she circumvented the CARP law by coming with that SDO scheme with an election where it was reported, had the military looking over the farmer-electorate voting ways.

The third time is the SC’s decision in having yet another polling exercise for farmers to again go into the SDO scheme..... MORE

From all indications, it certainly seems that Noynoy’s sole mission in his presidential life is to “develop” cases against his predecessor, with the “success” of this mission as his “greatest achievement,” while the more important aspects of the presidency and governance are being brushed aside.

And he seems so proud of the fact that it is on his orders that cases against Gloria Arroyo are now being “developed” by the executive branch.

Noynoy’s term of “developed” in the context of cases of graft and possibly plunder against Gloria is interesting, because it indicates that he and his aides are scrounging around to dig up more dirt left by his predecessor. This in turn translates to his not having at this time, the goods with which to make a case against her but that he will do everything to ensure that Gloria gets charged, which could also mean coming with cases that may have no solid evidence to back them..... Thailand’s fate rests on how Thaksin wields new power

ANALYSIS

07/06/2011
BANGKOK — Thailand’s hopes of emerging from years of political turmoil hinge on how a victorious opposition wields its new-found power, including a possible amnesty for its fugitive leader, experts say.

After overseeing a landslide victory by his Puea Thai party from self-imposed exile, Thailand’s controversial former leader Thaksin Shinawatra is widely expected to pull the strings in the new government.

It marks a dazzling comeback for the Thaksin camp five years after the nemesis of the Thai establishment was ousted by the army, with his sister Yingluck now set to become the nation’s first female prime minister.

Yet hasty attempts to bring him back as a free man would likely rattle his powerful enemies and threaten his sister’s tenure, as well as the stability of the kingdom, which is deeply split between his supporters and enemies..... MORE

Let’s be very clear about things. It is not true that Davao City Mayor Sara Duterte-Carpio did not even feel sorry for losing her temper and castigated then punched court sheriff Abe Andres in full view of the cameras for not giving in to her request to stay the court ordered demolition. She said she blew her top as she was already neck deep in responding to the needs of the flood victims in another part of the city and she just could not understand why the sheriff had to proceed with the demolition when all she asked was two hours to ensure that no violence erupted when the crews moved in. She did not object to the demolition; she was trying to ease things knowing as she did that there was resistance to it which if not properly handled could erupt into violence. Which it did before she got into the scene. And, then, after saying all those things about the courts, i.e., the withdrawal of assistance, allowances, and the like, in the heat of the moment, she got back and said she offered to take care of Andres’ hospitalization and advised one and all that she was ready to face the consequences of her actions..... .Walk the talk, solon dares Aquino on Arroyo exposés
By Angie M. Rosales and Virgilio J. Bugaoisan 07/06/2011

Despite the frequent breast-beating of President Aquino about what he claimed as numerous anomalies that took place during the term of his predecessor President Arroyo, a senator noticed yesterday the slow pace that his administration is taking to do something about such allegations or to “walk the talk” so to speak.

Senate Minority Leader Alan Peter Cayetano scored what he noted as slow pace of Palace action on alleged irregularities committed by the previous administration.

But even as he aired his displeasure on the Aquino administration, Cayetano is urging Malacañang to conduct a parallel probe into the alleged misuse of Philippine Charity Sweepstakes Office (PCSO) funds which the two Houses of Congress are now poised to investigate.... MORE

AQUINO’S BLAME GAME ESCALATES

Noy: RP-China conflict Gloria’s fault

By Virgilio J. Bugaoisan and Michaela P. del Callar 07/06/2011

The blame Gloria game has become much too ridiculous.

Except perhaps for the devastation caused by typhoons that regularly visit the Philippines, especially at this time of the year, the rest of the country’s problems — past and present — are all caused by former President Arroyo in the eyes of President Aquino as he blamed her again, this time for causing the diplomatic row between the Philippines and China.

In his speech during the 113th Anniversary of the Department of Foreign Affairs (DFA), Aquino singled out the Arroyo administration as being responsible for aggravating the disagreement between China and the
Philippines in relation to each country’s claims in the Spratlys group of Islands.

Aquino accused Arroyo of approving the inclusion of Manila-claimed territories, such as the Reed Bank near Palawan, in a joint oil exploration in 2005 between the Philippines and rival claimants China and Vietnam..... MORE

Davao mayor accountable for beating Sheriff

By Gerry Baldo 07/06/2011
The Department of Interior and Local Governments (DILG) should act on the beating incident involving Davao City Mayor Sara Duterte-Carpio.

House Deputy Minority Leader and Zambales Rep. Ma. Milagros “Mitos” Magsaysay said sanctions should be meted to Duterte-Carpio even if court Sheriff Abe Andres decided not to press for charges because it will set a precedent.

“Dapat parusahan siya (Duterte-Carpio), inaantay ko kung ano ang magiging desisyon ng DILG dito because this will be a precedent,” Magsaysay said yesterday.

Diwa party-list Rep. Emmeline Aglipay agreed with Magsaysay, saying the DILG should at least investigate Duterte-Carpio administratively..... MORE

At the same time, David assured Ma. Corazon Yap-Bahjin, Philippine ambassador to Bahrain, that airport immigration officers are continuously exercising vigilance and thoroughly screening Filipino tourists bound for Bahrain and other countries known to be favored destination of OFWs..... MORE
