Noynoy Aquino, the Liberal Party presidential candidate, is merely talking through his hat regarding the Hacienda Luisita issue because he does not have the power to see it through to its conclusion. This is probably the reason for the muted reaction to the boast he aired last month at the start of the campaign period, something to the effect that he had secured the approval of his family, the rich and powerful Cojuangco clan, to finally distribute to farmer-beneficiaries some 6,430 hectares of prime sugar land as envisioned in Republic Act 9700 or the Comprehensive Agrarian Reform Program Extension with Reforms (CARPer)....
