Gloria orders rushing of AFP deals sans bids

By Mario J. Mallari 03/15/2010 Lucrative military and defense contracts will be done through government-to-government nego-tiations to do away with biddings to expedite the implementation of the Armed Forces of the Philippines (AFP) modernization program before President Arroyo steps down in June, Defense Secretary Norberto Gonzales said yesterday. He added Congress’ granting of the multi-year obligation authority (MYOA) to the Department of National Defense will jumpstart the long-dreamed-of modernization of the AFP and that Arroyo tasked him “to work for the AFP modernization in earnest.”  “We will begin it now.
