Dubious explanation for ARMM ballots ZOOMING IN Rudy Romero 03/05/2010 It has by now been very well established that the Autonomous Region in Muslim Mindanao (ARMM) is this country’s most prodigious producer of fake election returns and that the ARMM province of Maguindanao is a hotbed of election violence and fraud. That being the case, one would have thought that the Commission on Elections (Comelec) would be extra-careful about the forthcoming ARMM electoral exercise and extra-sensitive regarding concerns over the arrangements for the conduct of that exercise. But this apparently has not been the case. Last week it was disclosed — and Comelec has confirmed — that ballots not in conformity with the standard ballot for the May 10 automated election, i.e., ballots different from the ballots intended for the rest of country, were shipped to ARMM.....
