Assad: Syria in a state of war, UN: Mission impossible

Syrian President says his country in a state of war. The UN peacekeeping chief says the UN observer mission in the country will not resume, as it is too dangerous for the monitors to restart their operations at this point.

More clashes broke out in Syria on Wednesday.

The state media reported gunmen raided the headquarters of a pro-government Syrian TV station early in the day, demolishing the building and killing three employees. Officials denounced what they called a rebel "massacre against the freedom of the press."....MORE

Syrian Information Minister Omran al-Zoubi put the responsibility for killing of seven TV staffers on the EU, Arab and International organizations. He called it “the worst massacre against journalism and the freedom of media.”

Seven journalists and workers in the Syrian al-Ikhbaryia Satellite Channel were killed on Wednesday morning in an attack by an armed group targeting the headquarters of al-Ikhbaryia. The assault occurred some 20 kilometres south of the capital Damascus.

Military ops terrorize farmers in South Quezon

Military ops terrorize farmers in South Quezon

MANILA – Cesar Garganta, 28, merely wanted to earn extra income for the enrolment of his two children. Instead of money, what Garganta got was pain and trauma.

On May 28, Garganta and his two friends went to work on a farm in Vista Hermosa village, Macalelon, Quezon. At around 9 a.m., the three chanced upon more than a dozen men in uniform armed with high-powered rifles. The soldiers shouted at the three farmers and Garganta’s two companions immediately ran away, leaving Garganta behind.

“For five hours, the soldiers beat me up. They pointed their guns at me, pointed a bolo knife on my neck. They squeezed my nose with pliers, pricked my ears with sticks. They blindfolded me and tied me to a tree,” Garganta said in an interview with Bulatlat.com. The soldiers belonging to the Philippine Army’s 85th Infantry Battalion were insisting that he and his fellow farmers were members of the New People’s Army (NPA).

Garganta is only one of the 128 victims of harassment, torture and other forms of human rights violations perpetrated by suspected state agents in Quezon, according to human rights alliance Karapatan-Southern Tagalog (Karapatan-ST). Eight battalions of the Armed Forces of the Philippines, police and paramilitary are deployed in the 22 towns of the province.

In another town, Eduardo Dela Peña, 37, also suffered harassment from the military.
On June 22, at around 3 p.m., Dela Peña was tending to his farm at sitio Sabang, barangay (village) Pagsangahan, San Francisco, Quezon when nine soldiers of the 59th and 74th IB of the Philippine Army approached him.

Speaking during the kick-off activity of the mercy mission led by the Save Bondoc Peninsula Movement, June 25, Dela Peña said soldiers accused him of being an NPA member. “They asked me names I do not know. Whenever I said I did not know the persons they were asking about, they punched my stomach,” he said in the vernacular.

The soldiers went with Dela Peña to his house. “I heard the commander ordering his men to kill me. Not long, a soldier pointed a 45 caliber gun at me,” he said..... MORE

‘Cover up’ in the Davide court?

‘Cover up’ in the Davide court?

If they are as passionate about reforms and the full and proper implementation of P-Noy’s daang matuwid campaign promise as they claim to be, those who had earlier excoriated ousted Chief Justice (CJ)  Renato Corona for alleged infractions during his term should be as concerned about an earlier impropriety allegedly perpetrated by the Davide Supreme Court (SC) with then Associate Justice now Acting CJ Antonio Carpio as the main proponent.

We refer to the revelations made by Pulupandan Mayor Magsie Peña and former SC stenographer Fe Malou Castelo regarding the various incidents related to a case filed by the former against Urban Bank in 1994 for payment of fees related to services he rendered to the bank.

That case was won by Peña all the way up to the Court of Appeals but was stalled at the SC’s First Division chaired by no less than then Chief Justice Hilario Davide Jr. with Carpio as the designated ponente. Pena’s efforts to collect from Urban Bank and his subsequent pursuits to obtain justice from the Davide court brought him face to face with the suffocating realities of the workings within the offices of the highest dispensers of justice in the land..... CPP scores Noy welcome of nuke sub

CPP scores Noy welcome of nuke sub

The Communist Party of the Philippines (CPP) yesterday condemned President Aquino’s regime for allowing the docking of another US nuclear-powered submarine in Subic Bay in Zambales.

In allowing USS Louisville to dock within Philippine waters, the CPP averred, “the Aquino regime serves the US government’s objective of using the country as a platform to advance its geo-political objective of establishing its military and political domination in the Asia-Pacific region.”

The party said “the Aquino regime likes to portray the buildup of US military strength in the Asia-Pacific as favorable to Philippine sovereignty claims over the Spratly Islands and other South China Sea features. This is outright deception because, in fact, the biggest violator of Philippine sovereignty is the US government and military itself, with the connivance of its puppet Aquino regime.”

By allowing the US military to use the Philippines as a platform for its hegemonism in the Asia-Pacific region, the CPP claimed, the Aquino government has basically surrendered the Philippines’ prerogative to determine who are its friends or enemies, and has kowtowed to the US government’s geo-political alignments..... gazminMalacañang and its defense chief contradicted each other in explaining the “ramming” by Hong Kong registered M/V Peach Mountain of AXL John in the waters off Bolinao in Pangasinan.

The Defense and military establishments yesterday told reporters that Hong Kong-registered M/V Peach Mountain, earlier tagged  by the Philippine Coast Guard (PCG) as being responsible for ramming a Filipino fishing boat in Pangasinan was not the culprit in the incident, as it is just one among at least 90 vessels being considered as the possible culprit.

Presidential spokesman Edwin Lacierda also stated that it was not the M/V Peach Mountain that rammed into the Philippine fishing boat, but yet another Hong Kong registered cargo ship that did, but insisted that the Philppine boat was rammed, even as Gazmin insisted that there were at least 90 vessels that transit through that area..... A Catholic bishop has appealed to President Aquino to be considerate of the people opposing mining in their areas, saying that they are the ones who will suffer most of the consequence of mining.

Digos Bishop Guillermo Afable urged Aquino to study the issue carefully before implementing the government’s new mining policy and seriously consider its effects to the communities and the environment.
“At the end of the day, for better and for worse, the local people will face the effects (of mining) and not those in Manila,” Afable said.

Aquino is set to sign on a new mining executive order with which Malacañang hopes to strike a balance between conflicting interests between the mining industry and environment..... MORE

Aussie pedophiles may flock to RP if SoVFA OK’d — solons

The Philippines has primary jurisdiction over all offenses that fall outside the official duty of Australian soldiers under the proposed Status of Visiting Forces Agreement (SoVFA) with the said country.

Sen. Loren Legarda yesterday made this assurance amid concerns raised by some of her colleagues over the grant of Philippine congressional concurrence on the agreement in the light of recent revelations of the “numerous cases of physical and sexual abuse of minors, supposedly committed by members of the Australian armed forces.”

An article that that came out in The New York Times last June 15 said Australian Prime Minister Julia Gillard raised the possibility of a high-level public inquiry or convening of a royal commission, a major investigative body occasionally used by some countries of the Commonwealth, to look into sensitive public issues.

“No offender from the visiting forces who commits a crime in the Philippines will escape justice under the SoVFA,” Legarda, chairman of the Senate foreign relations committee and sponsor of the said treaty, said.
The agreement, she added, has an existing set of clear cut rules governing the criminal jurisdiction of the Philippines over errting Australian soldiers..... MORE

Solon says Magna Carta of Poor measure only justifies poverty

Anakpawis Rep. Rafael Mariano yesterday said House Bill 4484 or the “Magna Carta of the Poor” approved on second reading by the House of Representatives is a measure that “justifies poverty.”
“The bill conveniently sugarcoats the government’s inefficiency in providing a decent, quality life for the people,” Mariano said.

“All anti-poverty measures that do not include genuine land reform and national industrialization as strategic and long-term solutions to poverty will remain as a tool for the perpetuation of poverty,” the solon said. “HB 4484 is a cosmetic measure that aims to cover the chronic flaws in the social system.”

“The nature of the bill is only to ‘protect the rights’ of the poor and not to resolve and eradicate widespread poverty. HB 4484 does not address or even recognize the root causes of prevailing poverty and social inequality in the country — landlessness, backward agrarian economy, absence of real industries and unequal division of wealth among social classes,” Mariano said..... There really is a problem with this government under Noynoy. It jumps to conclusions much too easily, then later, with a rotten egg on its face, the same government quickly changes its tune, but not before causing diplomatic ties to deteriorate.

In the case of Jordanian journalist Baker Atyani and his two Filipino crew, for over a week, Noynoy, his aides, Jesse Robredo, his military and police along with the Sulu Gov. Sakur Tan, insisted that he was neither missing nor abducted by the Abu Sayyaf, while announcing that Atyani is an Abu Sayyaf conduit and that no rescue operations would be launched.

Where they based their conclusion that Atyani is in cahoots with the terrorist group is, as claimed by Noynoy and his aides, due to the fact that Atyani had been to the country at least three times and interviewed the Abu Sayyaf, plus the fact that that he had interviewed Osama bin Laden before the US Seals assassinated the former al-Qaeda leader.

Naturally, after the Jordanian government, through its foreign ministry, confirmed that its national had been kidnapped by the terrorist group, Noynoy and his aides suddenly admitted that Atyani and his crew have been kidnapped, but in trying to save face, they insisted that the journalist went there voluntarily. What crap they spew. Why would a journalist tell, or even ask the government for permission to interview the Abu Sayyaf?.... MORE

Now is Noynoy’s chance to play hardball with China now that a Filipino fisherman has died after a fishing boat was supposedly rammed by what the Filipino boat crew identified as Chinese in an incident that happened very close to Scarborough Shoal where a standoff ensued between Philippine and Chinese vessels over rival territorial claims.
The incident happened well within Philippine territory, off Bolinao, Pangasinan, where there was no reason for a Chinese vessel to be present in the area, much more for it to ram a Filipino vessel.

It seems that without American imprimatur, Noynoy cannot act on his own in defending the country’s boundaries.

The standoff at Scarborough Shoal happened shortly after Noynoy received the Philippine Navy’s first decent warship for ages, a decommissioned cutter of the US Coast Guard, which was named BRP Gregorio del Pilar. As soon as the cutter arrived in the country, it sailed off to the disputed shoal to supposedly arrest Chinese fishermen who have long been using the shoal along with their Filipino counterparts without any trouble.

The sudden appearance of a Navy warship in the disputed area touched off heated diplomatic exchanges between the Philippines and China, with both sides maintaining the presence of government-owned vessels in the area..... MORE

Moody's cuts ratings of 28 Spanish banks

Moody's cuts ratings of 28 Spanish banks

Ratings agency Moody's has cut the ratings of 28 Spanish banks following a June 13 downgrade of Spain's sovereign rating by three notches.

The banks' long-term debt and deposit ratings have been downgraded by one to four notches. The rating of Bankia, one the country’s largest banks, has been cut to junk status.

Moody’s cited two main factors behind the move: the agency’s assessment of Spain's reduced creditworthiness, and an “expectation that the banks' exposures to commercial real estate (CRE) will likely cause higher losses, which might increase the likelihood that these banks will require external support.”.... President Erap’s daughter Jackie Ejercito and husband Beaver Lopez hosted our lunch get-together in their new house last Sunday. We were told the next mayor of Manila would be a little late owing to the mass at San Juan, for it was also “Araw ng San Juan”. Soon enough he was jauntily walking in, attired in trademark orange polo shirt, and matching orange Converse rubber shoes.

And then it was lunch.

Talk naturally drifted to Dolphy, for even those who barely knew him wanted to know how he was doing. Someone volunteered overhearing that Eddie Garcia was not keen on seeing his fellow Sampaguita Pictures contract actor on the sickbed, although later on in the day Garcia ended up dropping by to see the well-loved comedian at the Intensive Care Unit, after the healing mass at the hospital.

“I didn’t want to see Dolphy bed-ridden, too.” Erap said. “But I visited him to stop malicious talk that I didn’t care what was happening to him, kasi raw galit ako at him dahil nag-Villar siya in 2010. ‘Red International’ splits AN OUTSIDERS VIEW Ken Fuller 06/27/2012

‘Red International’ splits

AN OUTSIDERS VIEW
Ken Fuller
06/27/2012
Two weeks ago, in the first part of this account, we identified three kinds of splits in the labor movement — the party-political split, the split influenced by employers, and the split engineered by government. Last week, there was the split caused by labor-leader paternalism, or the desire to escape it — for the TUPAS-FSM split might be seen as an example of this. (At the lower levels of the movement there must have been countless undocumented examples of this kind of split over the years, along with those caused by personality differences and the careerism of leaders.)

We might also add that while not necessarily causing splits, foreign funding like that advanced by the Asian-American Free Labor Institute has acted as a means of fencing off conservative organizations from their more progressive brethren. And finally, we have the example of the post-1993 splits, which we might dub the “Red International” type of split. This requires some explanation.

Following the Russian Revolution in 1917, a number of communist-led organizations were established on an international level with the aim of gaining influence in the labor and peasant movements. One such organization was the Red International of Labor Unions (RILU), established in 1921. As the international communist movement entered its most sectarian period (characterized by the slogan “class against class”), the RILU saw the aim of communists as attempting to win the support of the labor movement in their own country for the cause of revolution, and if the existing trade unions could not so be won, to establish “red alternatives.”.... Noynoy violates Charter, allows nuclear sub in RP

By Mario J. Mallari 06/27/2012

Apart from allowing armed foreign troops and bases into the country, on claims that the bases and American servicemen’s “visits” are temporary and on a “rotational’ basis despite the United States bases in Mindanao being virtually permanent, President Aquino has again violated the Constitution when it allowed another United States nuclear-powered vessel to enter Philippine territory.

The nuclear-powered submarine yesterday docked in Subic Bay for a supposed routine port call — the second such “visit” by US attack seacraft since the standoff between the Philippines and China over the disputed Scarborough Shoal erupted last April.

Debasing the CJ post

Written by  Herman Tiu Laurel
Monday, 25 June 2012

From the noisy media circus atmospherics the past two weeks surrounding the scramble of Cabinet-member wannabes and outsiders for the Judiciary’s top post, to the buzz on whether or not these nominees’ Judicial and Bar Council (JBC) interviews should be televised, down to the paparazzi fervor with which these prospective candidates are being introduced to the public, all efforts in finding a replacement for ousted Chief Justice (CJ) Renato Corona ultimately bring up one question: Isn’t this a debasement, a trivialization, of what in the past was considered a rarefied post, along with the essential attributes of detachment and transcendence that the candidates — not just for the Supreme Court (SC) but for the Judiciary as a whole — are supposed to possess?

Thus, it was with a sense of disbelief that I witnessed the likes of the country’s chief tax collector showing off her wares in a cable news interview and of law deans and professors parading themselves to catch media attention, like in a burlesque show. It really is a sad spectacle; and sadder still when you think of how low it speaks of the ruling powers’ regard for the Judiciary.

One CJ qualification raised by Malacañang spokesman Edwin Lacierda, in obvious support of 51-year-old Bureau of Internal Revenue (BIR) Chief Kim Henares, was on the matter of age.  He told Palace reporters that since “age is not a factor,” a CJ candidate does not have to be old.  What did he mean by that?
First of all, being 40 is not necessarily “young” to the younger set. Despite that, 50 can now be the “new 40” and 60 the “new 50.” Moreover, someone who is 60 can even conceivably be 40 in many respects since it is now widely believed that the mind determines the age. Therefore, someone at age 51 who is crabby, myopic, tyrannical and oppressive can really be an 81-year-old Mubarak in mental state. Got that, Lacierda?

Well, perhaps to buttress his argument, Lacierda also cited the case of US Federal Supreme Court CJ John Roberts, who, upon assuming his post at age 50, serves as an example of a young person appointed to the zenith of the Judiciary. What he failed to note, however, was whether or not this young appointee indeed had a sterling record of public service to begin with.

Objections were already raised about Roberts’ pro-right, anti-abortion leanings that allegedly triggered some violence by extremist groups prior to his appointment. Then, in his five years at the helm, a number of major, yet unsettling, changes came about under his leadership, which led retired Justice Sandra Day O’Connor to lament, among other things, Roberts’ reversal of her major contribution to US jurisprudence of imposing spending limits on political campaigns.

So besides the 40-year-old age requirement for Philippine CJs, should there be any room for petty ageism? Moreover, given the importance of the CJ’s position, have we ever had any in-depth, ideological, or jurisprudential discussion on issues relating to the CJ’s appointment?

Sadly, it has always been the case of the Chief Executive and his spokesmen, the Legislature, and the media being at the forefront of providing leading, albeit shallow and mediocre, questions in whatever discussions, with politicians, media, relatives, friends of JBC members, or law fraternities holding sway on a personal or parochial basis.

Such a debased (or debasing) process of naming, vetting and appointing the next CJ clearly creates worse conditions for any nominee, as he will no longer be unaffected; will likely feel obliged to respond to private and public parties to which he may feel indebted; or will fear chastisement if he displeases one or the other source of support for his appointment.

We must therefore take a second look at the serendipitous findings of lawyers Alan Paguia and Homobono Adaza in reviewing Article VIII Section 9 on the Judiciary: That there is no constitutional basis for the nomination by the JBC and the President’s appointment of the CJ.

Given the fundamental principles upon which our nation’s democratic system is supposedly founded (namely, the separation-of-powers, checks-and-balances, the independence of the Judiciary) and taking heed of the caveat from an old adage that says “Absolute power corrupts absolutely,” we must end the practice of appointing a CJ from outside the SC once and for all in order to enhance the high court’s independence and detachment and for it to focus purely on the interpretation and execution of the Constitution and all its laws.
It is for this reason that Paguia, Adaza, Jojo Borja, myself, and several others will be filing a petition before the SC this Thursday on the issue.

Our thanks thus go to citizens Ric Palompon of Manila, Editha of Batangas, Bonifacio from the South, Romeo Lopez, Olive of Bulacan, Mrs. Villanueva of Mandaluyong, Mrs. Borja of Iligan, and Glen of QC for sending in donations for the filing fee and photocopying. To the few donors who have not sent in their names, we wish to thank them as well.  Because of your generosity, I believe we will have enough by the date of filing. Mabuhay to all the conscientious and pro-active citizens who are continuing to support our cause!

‘US anti-terrorism policy violates human rights’ – Jimmy Carter

‘US anti-terrorism policy violates human rights’ – Jimmy Carter

Former US president Jimmy Carter has criticized America’s actions against terrorism, saying that drones attacks and targeted assassination of suspicious people are undermining America’s “role as the global champion of human rights.”

In his critical article "A Cruel and Unusual Record" published in the New York Times, Jimmy Carter said that with all the revolutions sweeping around the world, America should “make the world safer.” Instead, however, “America’s violation of international human rights abets our enemies and alienates our friends,” he argues.

US’s government counterterrorism policies, Carter says, are now clearly violating at least 10 of the 30 articles written in the Universal Declaration of Human Rights..... MORE

Turkey's downed jet: NATO action in disguise?

Turkey's downed jet: NATO action in disguise?

Turkey is pushing NATO to regard Syria's recent downing of a Turkish jet as an attack on the alliance. NATO is gathering to discuss the incident, while some see parallels with the events that preceded NATO’s campaign in Libya.

Turkey insists that its unarmed RF-4E reconnaissance jet was shot down in international airspace on Friday while testing a domestic radar system. The country’s Deputy Prime Minister Bulent Arinc also said Monday that Syrian forces had opened ground fire on a search and rescue plane shortly after the first jet was downed.

Turkey has also requested that NATO hold a meeting under Article 4 of the alliance's treaty, which allows a NATO member to request a consultation if it feels a threat to its territorial integrity or security. The meeting is due to take place on Tuesday. The alliance will consider classifying the Friday incident as an armed attack under Article 5, which states that an attack against one NATO member shall be considered an attack against all NATO members..... 547,000 victims

To learned obser-vers, it is not so much the news that the Bangko Sentral ng Pilipinas (BSP) has shifted $1 biliion of its $77 billion reserves from bonds or other financial instruments lodged with its accredited fund managers to an interest bearing account called the “firewall fund” administered by the International Monetary Fund (IMF) that is the problem. That shift, not a lending, is not really as gross and threatening as some sectors would like the public to believe. It is in fact a prudent and, yes, a beneficial move as part of our commitment to the stability of global financial markets. Rather, it is the report that the BSP has presided over the collapse of 41 banks in the last 18 months alone putting the monies of 547,000 depositors in extreme jeopardy, which has raised alarm bells in these parts.

Coming as it did with the 49th anniversary of the Philippine Deposit Insurance Corp. (PDIC) and the celebration of “Depositor Protection Week,” this piece of bad news has really sent shudders down the spine of millions of depositors whose hard-earned monies may just be lost in a jiffy resulting from what some observers have described as a disturbing trend of laxity in the BSP’s examination and supervisory functions as well as the inchoate if not conflicting rules and issuances made by it and its twin banking regulatory agency, the PDIC.

The unprecedented bank closures of more than two banks per month has prompted LPGMA party-list Rep. Arnel Ty to push a congressional inquiry on the reasons behind these closures and their impact on the communities and sectors they serve and the economy as a whole..... MORE

Small lady at LTO strikes again

Small lady at LTO strikes again

The BS Aquino administration seems so fond of small ladies, whether fictitious or real. One such small lady was mentioned during the impeachment trial where a congressman alleged that some documents were handed to him by a small lady.

Another is a mysterious small lady who left some documents at the gate of another congressman in his Loyola Heights home. Now another small lady that figured out in a very high profile controversy is the small lady of the Land Transportation Office (LTO), and mind you, this small lady is not fictitious, she is for real and she’s got big plans but most have gained notoriety in our current day to day life. She’s none other than the best friend and shooting buddy of his Excellency BS Aquino, Ms. Virginia Torres.

Charlie Manalo of the Tribune called her, the most controversial official. If we recall, Ms Torres got involved in illegall and forcible takeover the facilities of Stradcom, a company owned by Mr. Cesar Quiambao. Torres tried to help the Sumbilla group, a group claiming ownership of Stradcom to forcibly open the offices of Quiambao’s Stradcom and  entered its premises aided by LTO security forces. For this notorious act, Department of Justice (DoJ) Secretary Leila de Lima recommended the filing of both administrative and criminal cases and dismissal of Torres from government service..... MORE

One dead as Chinese ship sinks RP boat near shoal

FISHING CRAFT’S CAPTAIN SAYS ATTACK INTENTIONAL

The first physical encounter between Chinese and Philippine vessels amid a tense naval standoff over conflicting territorial claims of both countries happened last June 18, or a day after President Aquino ordered the pullout of Philippine ships from the disputed Scarborough Shoal, in an incident where a Chinese vessel rammed a local fishing boat near the shoal, killing one and leaving four others missing.

Office of Civil Defense chief Benito Ramos described the ramming as accidental but Posio Balmores, captain of the motorized fishing boat AXL John, said their seacraft was intentionally bumped.

Ramos, nevertheless, admitted that the suspected Chinese vessel did not stop to help the Filipino fishermen as seafaring protocol calls, raising suspicion that the incident was not accidental.

“It (foreign vessel) did not (stop) that’s why we are doubtful if it was accidental then they should have helped them (Filipino fishermen). They were recovered two days after by fellow Filipino fishermen,” Ramos said..... MORE

Carpio accuser produces witness to SC cover-up in Urban Bank case

Carpio accuser produces witness to SC cover-up in Urban Bank case

A lawyer, who was disbarred after accusing Supreme Court (SC) Senior Associate Justice Antonio Carpio of improprieties in handling a case involving the now defunct Urban Bank, has produced a key witness to back up his claim that there had been a cover-up.

The witness, former SC stenographer Fe Malou Castelo, who took notes of important proceedings in the high court for nine years lashed out at justices of the tribunal who, according to
her, erred in ordering the disbarment of the lawyer on “inadequate and insufficient” grounds.

In an affidavit dated May 25, 2012, Castelo, who was SC stenographer from 1997 to 2006, also backed claims by Magdaleno Peña that there was a “cover-up” in the complaints he filed against some justices and that the documents he submitted pertaining to an allegedly forged resolution issued in November 2002 by then First Division member Associate Justice Antonio Carpio were authentic.

“Throughout my tenure as a stenographer with the SC, I have never experienced an instance wherein any justice or division, or the en banc for that matter, changed the actions taken and agreed upon during the deliberations, without having the particular case called again,” Castelo said..... MORE

Two US-based employment agencies were blacklisted by the Philippine Overseas Employment Agency (POEA) for deceiving 24 overseas Filipino workers (OFWs) who were promised jobs in hotels in Florida but were forced to work as farmers in Mississippi.

The POEA cancelled the recruitment license of US Opportunities and Royal Hospitality Services and the ZDrive Inc., both US-based employment services companies, for their failure to provide Filipino workers the jobs specified in their contracts.

POEA Administrator Hans Leo Cacdac also ordered the exclusion of two US-based companies from participating in the government’s overseas employment program for contractual violation under the POEA Rules and Regulations Governing the Recruitment and Employment of Land-based Overseas Workers..... Alcala urges Finance chief to discipline Customs boss

Agriculture Secretary Proceso Alcala is calling on Finance Secretary Cesar Purisima to ask Customs Commissioner Rufino Biazon to make good on measures needed to curb smuggling of imported meats that erode the local industries of pork, poultry and other agricultural crops.

In a letter to Purisima dated June 13, Alcala followed up on the series of letter-requests he had made since April 10, asking among other things that the Bureau of Customs (BoC) provide the Department of Agriculture quarantine personnel with the Inward Foreign Manifest (IFM) “unfiltered on a real time basis.”

Alcala also asked Purisima on the status of BoC’s implementation on reference prices that he wanted imposed on imports starting May 11, 2012..... MORE

Pasig PNP plan to release reporter’s assailant foiled

Plans of the Pasig City police to release “at cost” an arrested suspect believed to be one of the three assailants behind the slay try on The Daily Tribune reporter Fernan Angeles last March, was foiled when the journalist himself showed up at the Pasig PNP station to verify a text message saying the local drug ring’s designated hitman had just been picked up.

Angeles, who sustained permanent physical disabilities resulting from an ambush that saw him peppered with six bullets, assailed the anti-drug operatives of the Pasig PNP.

Angeles, who has resumed covering Malacañang Palace for The Tribune, recounted having seen how the Pasig PNP’s anti-drug operatives even accorded privilege to the suspect, one alias Junior Praning, who was allowed to use the mobile phone of an anti-drug police officer so he could contact anybody who could “bail him out instantly.”.... Same unconstitutional problem?

Same unconstitutional problem?

So who says the rule of law and upholding the Constitution are being adhered to in the country under Noynoy Aquino?

The Constitution is constantly being raped by government officials and yet they speak as though they are all law abiding citizens who moreover claim to be walking the “straight path.”

Far from it — as corruption can still be found everywhere in a government that claims to be taking the straight path.

In the case of the Constitution being raped, what can be easily seen is the fact that the Judicial and Bar Council (JBC) has been convened unconstitutionally, owing to the fact that there is no Chief Justice to call for its convening.

It is not the acting chief justice or a retired Supreme Court justice now a member of the JBC that is mandated by the Constitution to convene the JBC and open its selection process. That is already a violation of the Constitution — and the ones violating it are the very ones who are in both the high court and the members of a constitutional body known as the JBC..... MORE

Donor country

Donor country

By virtue of the $1 billion lent by the Bangko Sentral ng Pilipinas (BSP) to the $450-billion global stability fund of the International Monetary Fund (IMF), the Philippines is now, as what the Palace definitely loves the sound of, a creditor nation.

With around $80 billion in foreign reserves, the country definitely does have the resources to be a contributor to the IMF which will be in the form of a loan that will earn interest.

More significant would be Noynoy’s bragging rights of the country infusing the same amount of contribution to the IMF fund as that of Malaysia and Thailand, both of which are way ahead of the country in terms of economic development..... MORE

Sky-high and abyss-deep: China’s double record-breaker

Sky-high and abyss-deep: China’s double record-breaker

China has reached two technological milestones spanning great depths and heights. In the earth’s orbit, the Shenzhou 9 spacecraft manually docked a space module while under the Pacific, a Jiaolong sub dived to the bottom of the Mariana Trench.

The symbolism behind the scheduling of the two historical events was far from coincidental. The three oceanographers manning the submersible during the 7,000 dive sent greetings to their three fellow “taikonauts” piloting the space capsule, wishing them luck in their mission.

The descent to a depth of 7,015 meters broke the Chinese national diving record. It was the fourth such dive in the mission, which started on June 15. The dive was conducted in heavy rain, according to a Xinhua report..... MORE

Venezuela's partnership with Russia: An emblematic step

Venezuela's partnership with Russia: An emblematic step

Under President Chávez, Venezuela is enjoying good relations with Russia as one of its most important trade and military partners in Latin America. By strengthening Venezuelan-Russian ties, Hugo Chávez wants to help create a multi-polar world, "a world that permits the rights of peoples to liberty, self-determination and sovereignty".

Over the past years, while the Russian Federation has been led by Vladimir Putin either as Prime Minister or as President, the ties between Chávez and Putin have become stronger. Both leaders are ardent patriots, proud to serve their respective countries which they love with great intensity.

Both men share similar views on many topics, for example the role of the USA in global economics. Hugo Chávez agreed with Vladimir Putin's opinion that the USA is an "economic parasite" because of its "constant instability and high debts, living far beyond its means and transferring the burden of its problems to the entire world economy."  .... Hope for the future, despair of the present

Hope for the future, despair of the present

“The youth is the hope of the future but the despair of the present”, so quipped my Jesuit friend, the late Fr. Guido Arguelles, S.J.

Party-list Rep. Raymond Palatino for the youth may have retracted his proposed bill banning religious celebrations and symbolism in public offices with a “wow-mali” due to a wave of protesting howls even from his own colleagues in the Kabataan party-list, but there remains a disturbing swirl in my mind. It makes some quarters, especially conservatives, wary and worried about the state of our youth today.

From what inspiration or model in contemporary philosophy or sociology the youthful congressman is sourcing his queer thoughts on a “God-ban in all government offices” remains to be exposed. It could be a sociological paradigm of an overly democratic, all fair, all square approach to equality in practically every human activity including religion. The American pattern could easily lend an exemplary hand to the youthful mind as the American government banned all prayers in all public schools and public offices..... MORE

Outages imminent by July, says Malacañang

Outages imminent by July, says Malacañang

The government announced yesterday an imminent power supply shortage next month even as the private power grid operator, the National Grid Corp. of the Philippines (NGCP) claims to have sufficient power to keep Luzon lighted. Malacañang admitted yesterday what appears to be an imminent power shortage that would start affecting Luzon in July.

Deputy presidential spokesman Abigail Valte said President Aquino had instructed the Department of Energy to meet with the NGCP and dominant electricity distributor, Manila Electric Co. (Meralco), to thresh out contingency measures aimed at preventing brownouts from affecting Luzon in the coming weeks.

Valte explained that the government is actually instituting measures that would cushion the power shortage which will likely happen when power plants getting fuel supplies from the Malampaya natural gas facility and some other Luzon power plants are shut off for maintenance..... MORE

Comelec chief disputes star witness’ own testimony

The main complainant in the electoral sabotage case against former President and now Pampanga Rep. Gloria Macapagal-Arroyo apparently is not aware of what his star witness is saying before the court hearing the complaint against the former leader.

Commission on Elections (Comelec) Chairman Sixto Brillantes yesterday contradicted the testimony of former Maguindanao Provincial Administrator Norie Unas as he declared Arroyo had to testify before the court to refute Unas’ statement as the order she allegedly made to cheat in the 2007 elections was only heard by three persons — the former President, Unas and former Maguindanao Gov.
