There is no reason for the prosecution and some senator judges in the ongoing Corona impeachment trial to be crying foul over presiding judge and Senate President Juan Ponce Enrile’s decision to let Supreme Court (SC) finance officer Araceli Bayuga to testify for the defense. There is no “double standard” there as alleged by the critics who were apparently smarting from the impeachment court’s earlier decision not to subpoena two SC process servers to testify for the prosecution. As explained by SC spokesman and Court Administrator Midas Marquez, Bayuga was allowed to testify since her testimony “had nothing to do with the deliberative processes of the court and therefore not covered by the prohibition in the high tribunal’s Feb. 14 resolution.” In that per curiam decision, the court invoked its internal rules on the confidentiality of pending cases and of such privileged communications or documents during deliberations of the justices in barring the justices, court officials and employees from testifying..... MANILA – Members of global alliance of Migrant Filipinos Migrante International marked the 17th year death anniversary of Flor Contemplacion with a protest action held on March 17 at the Chino Roces Bridge (former Mendiola Bridge). This time, they are protesting against the US wars of aggression and deployment of troops in the Asia Pacific region, including the Philippines.

Flor Contemplacion was an overseas Filipino who was sentenced to die in Singapore in 1995 for allegedly killing a fellow Filipino domestic helper.

The OFW and their families marched along Recto to Chino Roces bridge. They also condemned President Benigno S. Aquino III’s puppetry and subservience to US dictates on the country’s political and economic affairs as it endangers the lives of migrant workers and Filipinos as well.

“Seventeen years have passed when Flor was executed in Singapore. However, many Filipino migrant workers abroad are still in death row despite the Magna Carta for Migrant Workers and Overseas Filipinos, which is supposed to protect migrant workers,” said Gina Esguerra, secretary general of Migrante International.

The Magna Carta for Migrant Workers and and Overseas Filipinos or the Republic Act 8042 institutes policies for the promotion and protection of the welfare of migrant workers, their families and overseas Filipinos. It was enacted in June 1995, several months after Contemplacion’s execution. However, Esguerra said several administrations have passed and OFWs are still at risk not only in the hands of their employers but also in the raging wars in countries like the Middle East and North Africa where several Filipina OFWs are working.

“The protection is just in paper, but in reality, the government does not protect OFWs and the services got worse. Labor export is more intensified under the present administration because the remittances of OFWs contribute to the country’s economy. The government has forsaken the lives of OFWs in exchange for remittances,” she added.

According to a press release of the Bangko Sentral ng Pilipinas overseas Filipino workers sent home $1.6 billion in January, 5.4 percent higher than in the same month last year.

US-Nato wars of aggression

The group call for a stop the US-Nato (North Atlantic Treaty Organization) war of aggression in war-torn countries like in Syria as it endangers the lives of 17,000 Filipino migrant workers in the said country. In a news report, the US is planning to intervene in Syria.

“We are deeply saddened by the death of our fellow Filipino in Syria. We condemn the escalating violence being instigated and aggravated by US-Nato troops and rebels funded by imperialist forces. As if rising prices of commodities were not enough, the prospect of more and higher taxes looms by next year as an International Monetary Fund (IMF) study commissioned by the government had proposed reforms in the local tax system to be fast-tracked that include increases in the so-called sin tax and a possible tax on mobile phone text messages.

The IMF proposals contained in the “Philippines: Technical Assistance Report on Road Map for a Pro-Growth and Equitable Tax System” report also sought the tax rate adjustments to be implemented as soon as possible.

“Many excise rates need to be increased in order to recover the lost revenue which amounts to 1.8 percent of gross domestic product (GDP) since 1997. This revenue loss is due to a lack of indexation of the specific taxes on tobacco and alcohol products, use of old prices in classifying such products, and reduction in excise on petroleum products,” the report stated..... These citizens of the yellow mob of Noynoy have not learned or are refusing to learn from history. The argument they are using now is that Chief Justice Renato Corona’s character should be spotless as head of the Supreme Court and that the mere suspicions raised against him which formed basis of his impeachment was enough reason for him to step down.

Cycle back to 2000 and replace the name of Corona with former President Joseph Estrada and the Chief Justice position with the presidency and the ad hominems are exact replicas.

House prosecution spokesman Erin Tañada indicated that Corona should not be compared with other government officials because he is the chief magistrate and should be whiter than white with him apparently referring to the argument over the way his properties were valued in his statement of assets, liabilities and networth (SALn)..... I never knew that it would come to this point: that the budget cuts on state colleges and universities such as the University of the Philippines would result in loss of lives. Last Sunday, Rey Bernard Penaranda, a 19-year old BS Agriculture student of the UP Los Baños was killed in a robbery attempt just outside the gates of UPLB.

This, according to reports, is the third slaying near the campus in five months: 14-year old Rochel Geronda, a high school student and sampaguita vendor, was found dead barely a week ago less than a kilometer away from the campus, and in October 2011, 19-year old BS Computer Science student Given Grace Cebanico was found dead just outside the UPLB campus, a victim of a robbery-rape-slay.

Closer to home, last February 1, Lordei Camille Anjuli Hina, a 20-year old Political Science student of UP Diliman was stabbed with an icepick just above the left temple in a robbery attempt near the UP student council office at the Vinzon’s Hall. Luckily, she survived but is still in critical condition. There was also a report of a killing inside the campus last December, claiming the lives of a mother and son.

What has the budget cut got to do with this? 
 
Last year, upon his installation as the 20th UP president, I was interviewing UP President Alfredo Pascual during a dinner he held with journalists. We were talking about his plans for the university and how he would cope with the meager, reduced budget allotted to the country’s premier state university and only national university. He said he would continue trying to convince the government that the budget for UP is an “investment” and not an expense. He was firmly resolved not to increase the tuition. (He delivered on this promise although the default bracket for those who need not file documents detailing their family’s income was raised one level higher, from P1,000 to P1,500 per unit per semester. ) In the meantime, the UP administration would have to earn from its existing assets and cut costs. I remember that he mentioned reducing the number of security guards and installing CCTV cameras instead, as an example..... MORE

­The report carried out by the Afghan Independent Rights Commission and the Open Society Foundation documents numerous cases of torture in Afghan detention facilities between February 2011 and January 2012.

The document has credible evidence in 11 recent cases where practices such as “beatings, suspension from the ceiling, electric shocks, threatened or actual sexual abuse, and other forms of mental and physical abuse” were commonplace. Last week, this column presented the highlights of a manifesto for development drawn up by a UK businessman-scientist, a long-term resident of the Philippines. Some of his economic proposals are attractive, but do they add up to a development strategy? The proposals for industrialization are, for example, a little thin, and I couldn’t help noticing that two or three of the proposals would directly benefit the businesses in which the plan’s author is involved.

But there are other problems. According to the document, its proposals would save an annual P751.7 billion — equivalent to 70 percent of the 2008 budget. This may be an exaggeration, as the savings include P269 billion in debt servicing, whereas this is actually an “off-budget” item. But this raises the question of how this particular saving would be made. Debt servicing is not discussed in the document, but now it is suggested: “write it off.” Okay, but shouldn’t there be some discussion about how the people will be educated and mobilized behind this proposal, in preparation for the counter-attack by the foreign creditors?.... MANILA – A local court in Tarlac City issued yesterday a warrant of arrest for 22 farm workers of Hacienda Luisita on charges of grave coercion.

Jobert Pahilga, lawyer of the Alyansa ng Magbubukid sa Asyenda Luisita (Ambala) said Judge Marvin Mangino of Branch 1 of the Municipal Trial Court in Tarlac City ordered the arrest of Lito Bais, chairman of Unyon ng Manggagawa sa Agrikultura (Uma) and former chairman of Ambala and 21 other farm workers, including five village officials, in connection with the charges filed by the Rizal Commercial and Banking Corporation (RCBC).

The RCBC filed the charges in July, two weeks after the farm workers cultivated portions of the 184 hectares of land being claimed by the bank. The RCBC acquired the land on November 24, 2004 as payment for the loan obligations of Luisita Industrial Park Corporation (Lipco). The transfer was made eight days after the massacre on November 16, 2004 that claimed the lives of seven farm workers.

“We will face the charges. In doing so, we expose the rottenness of the Aquino administration and its collusion with landlords and capitalists,” Bais told Bulatlat.com in an interview, March 19.
“It is very clear that the Aquino administration does not want to give us land to till or, more correctly, to return to us the land that they have taken from us,” Bais said in Filipino.

The farm workers have been fighting for their land for more than 50 years. Since 1957, when the Cojuangcos acquired Hacienda Luisita using a government loan, the Cojuangco-Aquinos have been using every trick in the book to maintain their stranglehold in the more than 6,000 hectares of land.

After the farm workers staged a strike in November 2004, they started cultivating portions of land that used to be planted with sugarcane. During the implementation of the stock distribution option (SDO), farm workers were prohibited from planting palay (rice) and other crops.

“The charges have no legal and factual basis,” Pahilga told members of the media, March 20. “The farm workers did nothing wrong, they just cultivated the land for survival. This is harassment.”

Pahilga said they filed a motion seeking to dismiss the case before the Prosecutor’s Office in Tarlac City but was ignored. “Under the law, it is clearly stated that in cases of agrarian dispute, the Department of Agrarian Reform (DAR) should have jurisdiction.”.... MORE

The defense panel presented witnesses to attest to this “evidence,” adding that the Columns condominium unit in Makati City was “correctly” declared by Corona and its disclosure was made only in 2010 due to the fact these were not been paid for until the year before, having been acquired dating back 2004 under an installement scheme payment.

Local police bomb investigators are probing deeper into the explosion that rocked the wharf near the Underground River in Puerto Princesa, Palawan yesterday morning.

Puerto Princesa police investigator Inspector Freddie Taliman disclosed that the explosion took place at 10:30 a.m., near the parking area of vans carrying tourists. The blast occurred while hundreds of tourists were waiting for their turn to be transferred into motorized boats.

No one was injured during the blast. The police are still determining the type of explosives used.

Germany, one of the several developed nations in Europe with an aging population, on Monday said it is in need of more engineers and information technology experts from other countries, including the Philippines, to address a looming shortage.

Vice President Jejomar Binay received a delegation of German businessmen and diplomats who requested the deployment of Filipino experts, particularly engineers and computer scientists, to man the country’s medium-range industries.

If we continue to have the kind of political leaders and economic managers that we have today, then this nation is a goner. Speaking to ANC last week on the current Mindanao power crisis, National Economic Development Authority (Neda) Assistant Director-General Ruperto Majuca practically admitted government sabotage for the non-dredging of the Agus-Pulangui hydroelectric river network despite ample warnings over the past decade. Besides this, he adverted to the absence of political will in making use of available power barges to get interim supply (which this column has repeatedly called for). Most importantly, he revealed the real agenda behind the engineered power shortage, saying, “Mindanao must soon get used to higher prices if the people want power.” Then, he even capped it off with an asinine “You cannot have your cake and eat it too” remark as a veiled threat to all Filipinos — that they should be happy to have electricity even at exorbitant prices (the highest in all of Asia), or else live without it.
Our GNN show over Destiny Cable and 300 other cable networks nationwide also tackled the same topic.

But our guests were the more genuine stakeholders in this issue, namely, Jojo Borja (stockholder of Iligan Light and Power and an irate anti-power oligarchy crusader) and Wilson Fortaleza (formerly with the Freedom from Debt Coalition electricity consumer advocacy). Borja confirmed that as the power crisis continues to ravage Mindanao’s economy, everything from Internet cafés and restaurants to major manufacturing concerns have been forced to shut down, despite the fact that one power barge in Davao dedicated to the Holcim cement plant, as well as two power barges in Iloilo and one in Luzon, are merely lying idle. Fortaleza, who just came from a National Power Corp. (Napocor) union-sponsored visit to Agus-Pulangui, stressed that the system could still recover its full capacity to provide all the power Mindanao needs today — given the proper maintenance — and still at the current level of Mindanao’s hydro power production cost below one centavo per kilowatt-hour (kWh).

Borja even adds that another source of ready supply are the two power barges sold off by the Power Sector Assets and Liabilities Management (Psalm) Corp. to Therma Marine Inc. (TMI) for $30 million last 2009, which assets were priced a few months later at $80 million in order to be used as the basis for doubling electricity cost to consumers. The flipside, of course, is that the 33 electric cooperatives (ECs) in Mindanao are deterred from buying TMI-generated power, hence, the current quagmire the region is in.
But, instead of providing real solutions, what Department of Energy (DoE) Secretary and former Ayala and Aboitiz executive Jose Rene Almendras wants is to issue an order that will force all Mindanao power utility operators to purchase power from TMI even at a high cost. According to a March 5 report in Business Mirror (“Mindanao power problem nearing solution: DoE”), Almendras said that as “there are about 100 MW (megawatts) of undispatched power… they are now verifying reports that some of the electric cooperatives are hesitant to buy because (of the) the price differential… (prompting) the DoE (to possibly) issue a directive to compel the electric cooperatives to buy power even at a higher rate… (because) “At the end of the day, it’s the distributor who’s supposed to buy the necessary power to sell.’”

The “undispatched power” mentioned, of course, refers to the TMI power barges’ allocated capacity. As Almendras wants to force this down the throats of Mindanao’s utilities and consumers through a DoE order, those who fail to comply will certainly come under some pain of punishment, such as what was mentioned by a DoE undersecretary, who said that the Energy Department’s proposed circular “will allow the grid operator, the National Grid Corp. of the Philippines, to cut off power to erring utilities… (so that it would force them) to secure available power generation in the region at a higher price.”

This contemplated action is simple blackmail and fascism, with the DoE as the “muscle” and Almendras as the “enforcer,” all doing the bidding of the capo di tutti capi, the power oligarchs. All those “public” but privately-owned officials of the DoE, form the time of Gloria Arroyo to the present PeNoy Aquino administration, will someday face the wrath of the people and the courts of a new government — the way Iceland’s prime minister is now facing jail term for betraying his people in the financial and economic crisis since 2008.

The present oligarchy-controlled government will not always be on top and the more these oppressive impositions are pushed down the throats of our people, the earlier the day of reckoning shall be. The last example we cited is just a case of the debacle from the Electric Power Industry Reform Act of 2001 that gave way to the power sector’s massive privatization.

In 1993, the Alcantara Group was granted and commissioned a BOT (build- operate-and-transfer) project with Napocor’s $110-million 104 MW diesel-fired power plant complex (designated NMPC-1 and 2).

Since Mindanao always had surplus power, these were hardly used. Ten years later these were turned over to Iligan City after Napocor failed to pay municipal taxes. But the city cannot operate the plants anymore as Epira bans government from engaging in power generation, besides the fact that the plants were built on an alleged overpriced Alcantara property that is now being refused for their operation.

The reason the Mindanao ECs and handful of private utilities refuse to buy overpriced TMI power is that this would lock them into paying for these high prices in the next 20 years for an engineered short-term power crisis, which the rains will resolve in a few months. The DoE and the oligarch-conspirators want to force these high priced contracts so that they can do the same when the Agus-Pulangui is privatized when the public will momentarily let down its guard.

Luckily, Mindanaoans today are not yielding. Having learned the bitter lessons from Luzon and Visayas’ power woes, their struggle may yet inspire the rest of the country to reverse the Epira totally and shove the pain it brought down those greedy power oligarchs’ sorry backsides.

The House prosecution panel seems to have pinned the bulk of its case against impeached Chief Justice Renato Corona on what is not contained in his statement of assets, liabilities and networth (SALn) in that the impeachment trial has been reduced to a primer on the proper filing of the SALn among public officials.

It is an expensive primer but a positive result is that the SALn process is being revamped now to include the daily expenses of public officials that would not only provide a window into the lifestyle of each government official but act as a deterrent as well against graft.

ILIGAN CITY–Three months after Tropical Storm Sendong (international name Washi) hit Mindanao’s northern provinces, residents of the most affected areas such as Iligan City and Cagayan de Oro City have yet to fully recover from the devastation brought about by the typhoon. According to the February 7 report of the Regional Disaster Risk Reduction and Management Council (RDRRMC), Region 10, a total of 69,666 families with 384,431 members were affected.

Of this figure, 47,009 families comprising 281,740 individuals are from Misamis Oriental. Further breakdown of the victims from Misamis Oriental revealed that 38,071families with 228,576 members are from Cagayan de Oro City (CDO), while the rest come from eight of its municipalities, namely: Lugait, Manticao, Naawan, Alubijid, Opol, Tagoloan, Villanueva, and Kinoguitan.

Figures from Iligan City revealed that 20,249 families with 90,285 members were affected. Affected residents in Bukidnon belonged to 2,408 families (12,406 members) from Valencia City and the towns of Baungon, Libona, Malitbog, Cabanglasan, Manolo Fortich, Talakag, and Impasug-ong.

As of February, the Office of Civil Defense, Region 10, said 4,572 families with 18,273 members still remain in 35 evacuation centers, of which 18 are located in CDO and 17 in Iligan City. The centers in CDO serve as temporary shelter for 1,795 families with 7,390 members. In Iligan, the evacuation centers collectively house 1,617 families with 5,657 members. Finally, 1,159 families with 5,226 members were taken to various transitory relocation sites.

As of March 14, there are still evacuation centers in both provinces Misamis Oriental and Lanao del Norte. It is still uncertain what happened to the internally displaced persons (IDPs) who , as of last count by the RDRRMC, numbered 46,245 families with 262,682 members.

The situation in Iligan 

The house of Yamcy and Johnamae Diaz was all but destroyed by Sendong. When the killer typhoon struck in the hours near midnight on December 19, the young couple and their two-year old son Cyrus John immediately evacuated the area. They said they immediately saw how the water was quickly rising so they placed their son inside a Durabox container (a cabinet for clothes made of plastic) and packed a small bag they filled with necessities. The Department of Interior and Local Government (DILG) will conduct an investigation into the alleged mysterious fire that gutted the biggest shopping mall in Caloocan City following reports that it was intentionally set.

DILG Secretary Jesse Robredo’s action was an apparent and immediate reply to Mayor Enrico “Recom” Echiverri who sought a thorough probe by the Bureau of Fire Protection (BFP) which is under the department.

Echiverri told the Tribune in a text message that the BFP should determine if the fire, that burned the Ever Gotesco Grand Central Shopping Mall owned by the Gotesco Investments Inc. (GII) and located near Bonifacio Monument Circle in Rizal Avenue Extension, was intentionally set.

HACIENDA LUISITA, Tarlac City– It took seven years before Eliza Baldiviano, a resident of barangay Balete in this city, could retell the horror she went through at the height of the implementation of Oplan Bantay Laya (OBL), the counterinsurgency program of the Gloria Macapagal-Arroyo administration.

Facing members of a fact-finding mission, March 10, Baldiviano related: “Sometime in 2005, Rizal Hilario went to our house. He told me that he could arrest me for being a member of the NPA [New People’s Army]. He said, ‘You were in the mountains for years, you are an NPA.’ I said to him I did nothing wrong,” Baldiviano said, her eyes welled up in tears. “Then he asked me what Rene Galang, Satur Ocampo and Liza Maza had been telling me.”

At that time, Galang was the chairman of United Luisita Workers Union (Ulwu) that led the strike of farm workers in November 2004 while Ocampo and Maza were representatives of Bayan Muna who supported the strike.

Hilario repeatedly went to Baldiviano’s house, causing her anxiety. Hilario is known by human rights groups as the right hand of retired Maj. Gen. Jovito Palparan Jr., who, at that time, was commanding general of the 7th Infantry Division. The 7th ID covers the seven provinces of the region, including Tarlac. In December 2011, Palparan and Hilario, along with two others, have been charged with serious illegal detention and kidnapping in relation to the enforced disappearance of University of the Philippines (UP) students Karen Empeño and Sherlyn Cadapan. Both remain at large to this day.

“There were many victims of human rights violations at the time of Hilario and Palparan but they were afraid to speak back then,” Florida Sabangan, leader of Alyansa ng Manggagawang Bukid sa Asyenda Luisita (Ambala) said.

A former member of Citizens Armed Force Geographical Unit (Cafgu), Orlando Martinez also recalled his experience in the hands of Palparan’s men. “On December 22, 2005, Palparan’s men were having a drinking spree. They saw me and invited me to join them.

After taking a shot, Col. Lobosta asked me to go inside the house they were renting. He suddenly pushed me to the wall. ‘Why, sir?’ I asked. He accused me of providing information on their activities to the leaders of people’s organizations.”

“I denied doing such. He put a silencer on his 45 caliber pistol and pointed it to my mouth. I told him ‘I was not doing anything wrong against you.’ He did not pull the trigger,” Martinez said. He somehow managed to escape from the situation. He went straight to the house of then barangay chairman Rodel Galang to seek refuge..... MORE

After investigating extrajudicial killings here in 2007, Philip Alston, then UN Special Rapporteur for extrajudicial executions, tagged the vilification of activists as one of the practices that gave rise to these killings. But vilification has continued.

MANILA — Twenty-year-old Mildred Salang-ey was shocked to receive a subpoena on March 5, 2011. She was charged with murder, frustrated murder and attempted murder by the 86th Infantry Battalion of the Philippine Army.


The military accused Salang-ey, a member of Mt. Province Youth Association and Anakbayan, as one of the New People’s Army guerrillas who launched an offensive against the Philippine Army on February 26, 2011 in Asipulo, Ifugao.

“My family was in disbelief. It [filing of charges against me] had dire effects on my studies and on my family. They were so worried. My sibling suffered a psychological problem because of this,” Salang-ey said in Filipino during a hearing of the House Committee on Human Rights, March 13. Salang-ey was a student of the Mountain Province State Polytechnic College in Bontoc.

Salang-ey was one of the witnesses who testified before members of the committee regarding the continuing vilification campaign of the military against development workers and activists.

Through the help of Cordillera Human Rights Alliance, a local chapter of Karapatan, Salang-ey was able to file her counter-affidavit. On December 22, 2011, the case has been dismissed due to lack of merit.

“The accusations by the military have no basis at all,” Salang-ey said. “We have our rights as humans. We have the right to do what we think is right,” she said.

Meanwhile, Milagros Aowat, 58, a staff of the Community Health Education, Services and Training in the Cordillera Region (Chestcore), could not accept that her more than 30 years of service to the poor communities in the region as a health worker would be the very reason why she experienced several forms of harassment.

Anti-mining advocate in Bukidnon killed inside his own home


Jimmy Liguyon, in his capacity as barangay captain, consistently refused to sign agreements with mining companies , which would have allowed them access to operate on the ancestral lands of indigenous peoples; this made him the target of harassments by paramilitary groups and the 8th Infantry Battalion of the Philippine Army.

ILIGAN CITY–Human rights organizations and advocacy groups promoting the rights of indigenous peoples have condemned the March 5, 2012 killing of indigenous leader and human rights advocate Jimmy Liguyon in Purok 2, Barangay Dao, San Fernando, Bukidnon. Liguyon was shot dead inside his house allegedly by a leader of a paramilitary group. He was 36.

According to reports posted on the website of the Rural Missionaries of the Philippines (RMP), Liguyon was the vice chairman of Kaugalingong Sistema sa Igpasasindog to Lumadnong Ogpaan (KASILO), an organization of indigenous peoples from the southern municipalities of Bukidon. Kasilo advocates for the defense of land rights, and the the sustainable use of environmental resources. Liguyon was also the Dao barangay captain and a staunch opponent of mining companies as he campaigned against their operations in the region.

Around 6:00 p.m. last March 5, Liguyon was reportedly inside his house when he was approached and then shot at by a certain Aldy “Butsoy” Salusad. Witnesses said the killer’s father, Ben Salusad, is head of a paramilitary group connected to the Armed Forces of the Philippines, the San Fernando Matigsalug Tribal Datus or SANMATRIDA. The paramilitary group is said to hold a certificate of ancestral domain and has been actively campaigning for the entry of mining companies in the region since 2009.

Based on accounts of witnesses, as reported to human rights groups, the killer arrived at Liguyon’s house with 15 other individuals. Liguyon was sitting on a bench with his two brothers when Salusad ordered him to move to another bench. When Liguyon got up, Salusad shot and killed him three times. Witnesses also said that Salusad then justified what he did by shouting that Liguyon had refused to sign an agreement with Sanmatrida. He also reportedly issued a threat that anyone else who went against Sanmatrida would also be killed.
Salusad is also reportedly a leader of the New Indigenous People’s Army for Reform (NIPAR), a paramilitary group directly under the AFP’s 8th Infantry Battalion. Salusad’s father had reportedly confiscated the taxes levied by the barangay government on small-scale mining operations in the area.

MANILA – To jeepney driver Seth Delima Bagalacsa, president of a chapter of Piston in Quezon City, the March 15 peoples’ protest had already won a small victory since three days before, when the energy department and the oil firms announced there would be no oil price hike this week. It contradicted its previous announcements.

“They don’t want to admit that the Peoples’ Protest has anything to do with it but the people know better,” said George San Mateo, national chairman of Piston (Pinagkaisang Samahan ng Tsuper at Operator Nationwide), during the first part of their program at the Elliptical Road in Quezon City.

Bagalacsa and other drivers from his route joined the March 15 peoples’ protest, because, as he explained to Bulatlat.com while driving his jeep with the caravan en route to the headquarters of the Big Three oil firms in Makati City, “conducting mass protests evidently brought results.”

Such initial victory is “proof that mass protests are indeed effective,” said George San Mateo, national chairman of nationwide drivers’ Piston, during the start of their program at Ayala Ave. in Makati.

March 15 was dubbed as Protestang Bayan (Peoples’ Protest) because it was a multi-sectoral protest held not just by drivers but also by workers, urban poor groups, youth-students, professionals, families of migrants, etc. Even though it was considered as the ‘peak’ of the campaign, so far, against skyrocketing oil prices, KMU chairman Elmer “Bong” Labog said the workers led by KMU will still launch “bigger protests in the coming months,” until some relief from increasing oil prices is achieved.

Multi-sectoral groups of protesters set up more than 30 protest centers in the National Capital Region, including those in Monumento, Batasan, Sta. Mesa, Delpan, Philcoa, and Araneta Avenue. Protests were also held across the country, from Baguio City to the urbanized towns in Southern Tagalog, from Aklan to Panay to Cagayan de Oro and Davao in the South. Despite efforts by the House prosecution panel and some senator-judges to bamboozle and, yes, trap the witnesses presented by the defense team in the ongoing impeachment trial of Chief Justice Renato Corona, they have stood their ground. More importantly, the public and most of the senator-judges have found them to be credible.

One observer advised that many of his friends who were known to be skeptical of Corona’s claims of innocence had a virtual change of mind when they heard the testimony of Navotas Rep. Toby Tiangco. He found the youthful solon’s narration about the undue haste by which the complaint was outlined, voted upon and sent to the Senate, straightforward and credible. “He was just telling the truth,” was how this observer described what he saw and heard on the first day of the defense’s story.

What made Tiangco’s testimony even more compelling and, yes, convincing to this observer was the manner by which the House leadership reacted to his volunteering as a defense witness. He did not look kindly at the threats and bullying of House Majority Leader “Boyet” Gonzalez, a sentiment which seems to be universally shared even by those who continue to be imbued with the yellow color and aligned with P-Noy and his group..... The counsels fop Chief Justice Renato Corona yesterday alleged members of the Aquino Cabinet regularly flout the law requiring disclosure of assets and liabilities despite the executive department’s insistence of using the same law to persecute the head magistrate.

Noting a recent published report of the Philippine Center for Investigative Journalism (PCIJ) uncovering shortcomings in the compliance with the disclosure law by Cabinet officials in filing their statements of assets, liabilities and net worth (SALns), defense spokesman Ramon Esguerra said the report only proves that the Aquino administration is only interested in misusing the law to pin down Corona.

“The malice they are imputing is more imagined than real as the assets were declared in the pertinent SALns of the CJ,” Esguerra told the Tribune in a text message..... MORE
