Accused rapist Arnel Ocampo, whom we had first written about in December 2009, has finally been sent back to the country from Saudi Arabia where he has been hiding out for the past two years to escape prosecution, according to sources.

Ocampo, a native of Mexico, Pampanga, was a former professor in the prestigious Holy Angel University, one of the biggest learning institutions in Central Luzon with a student population of around 15,000, where he had befriended his victim who was 16 years old at the time of the alleged rape. She is supposed to have been one of his students in the HAU’s school of nursing which is why she had fallen under his influence.

Resultantly, the suspect was slapped with a total of 32 counts of rape which landed in the sala of Angeles City Regional Trial Court Judge Angelica Paras-Quiambao who subsequently issued a hold-departure order and two warrants of arrest to prevent him from fleeing the country. Despite these strictures, Ocampo was still able to leave for Saudi Arabia, after bribing certain Immigration officers at the Ninoy Aquino International Airport, where he reportedly resumed his teaching career..... Poor poverty — it has always been an excuse or the blame for anything unpleasant that comes up in this country. This administration’s singing tale speaks of the lame justification that the executed drug mules did it because of dire poverty; in fact, most of the couriers who daringly smuggle almost anything illegal from drugs to watches to and fro our Customs queues are all singing the same tune. Even the “pick up girls” — street prostitutes when apprehended by fickle-minded marauding police officers would sing out the same, “Wala po kaming alam na ibang trabaho” (This is the only job we know), which of course is simply pathetic and stupid.

We grew up in a community and family where poverty is defined not by lack but by the meager possessions we have, particularly human resource. Wealth is confined to having more children who could help out plant and farm in order to at least live decently and pursue little dreams. And therefore anything bigger than our dreams belongs to God’s graciousness and generosity, not to purely human mundane ambition. SARAJEVO — Croatia, Kosovo and Montenegro have started to count their populations as part of a year of censuses across the ethnically tense Western Balkans to keep up with EU countries doing the same.

The three countries are the first in the volatile region, torn apart by interethnic wars in the 1990s, to launch the census this year.

Because of the painful history organization of the count sparked debate and controversy throughout the region: From Macedonia, where ethnic Albanians fear that their importance will be reduced, across Montenegro, where there are complaints that Serbs are being “assimilated,” to Bosnia which did not even manage to adopt a census law.

In Kosovo, where the last census was held in 1981, while it was still a province in the Yugoslav federation, Belgrade called on ethnic Serbs not to take part in the count organized by ethnic Albanian authorities in Pristina..... MORE

Translation of the above perception and description of the character concerned: “Pitiful clown with nothing to do.” Someone who has nothing to do is bad enough as he is pathetic. Somebody who is a clown is both the source and object of jokes, of ridicule and laughter. This is also why clowns hide their faces and persons behind ridiculous make-up, exaggerated clothing and antics.

The current Damaso caricature is a good jumping board to bring to fore certain relevant as well as significant on-the-ground realities about the Church as an institution that has been operative on the imperatives of reason and the article of faith. Despite the many-headed communications group at the Palace, President Aquino believed that there is failure in delivering his supposed achievements to public notice, resulting in the drastic fall in Aquino’s recent performance surveys, the reason for Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma to order yesterday “all government agencies to work together” to do public relations (PR) for the Aquino administration.

Already the Palace has three officials — Coloma, Presidential Communications Development and Strategic Planning (PCDSP) Secretary Ramon Carandang and Press Secretary Edwin Lacierda — with Cabinet ranks but Aquino the other day conceded a weakness in communicating his claimed achievements to the nation for his ratings drop.

A group of armed men abducted 16 children and adults in a bizarre bid to have their leader released from prison after he was jailed for another mass kidnapping, police said Saturday.

The kidnappers have threatened to kill their hostages, who include at least two students and were taken captive last Friday from a number of schools in Prosperidad, Agusan del Sur, police said.

“They should behave because if they continue to come into our area we will make an example out of the hostages,” the kidnappers’ leader, Reyjoy Brital, told a negotiating team’s mobile phone that was handed to a journalist.

Brital, a former communist rebel who had since left the insurgency, is demanding the release of fellow Manobo tribesman Ondo Perez and three of his followers who were jailed for kidnapping 79 persons from the same town in 2009..... MORE

WASHINGTON — Japan’s unfolding nuclear disaster is “much bigger than Chernobyl” and could rewrite the international scale used to measure the severity of atomic accidents, a Russian expert yesterday said.

“Chernobyl was a dirty bomb explosion. The next dirty bomb is Fukushima and it will cost much more” in economic and human terms, said Natalia Mironova, a thermodynamic engineer who became a leading anti-nuclear activist in Russia in the wake of the accident at the Soviet-built reactor in Ukraine in 1986.

“Fukushima is much bigger than Chernobyl,” she said, adding the Japanese nuclear crisis was likely to eclipse Chernobyl on the seven-point scale used to rate nuclear disasters.

A 2005 report by UN bodies, including the International Atomic Energy Agency (IAEA), called Chernobyl “the most severe in the history of the nuclear power industry” and ranked it a seven on the International Nuclear Event Scale (INES)..... MORE

A Filipino inventor has developed a handy radiation shield gadget which he claims cannot only detect radiation at home but also ward off this deadly atmospheric pollutant.

The inventor, Rod Brutas, said he invented the anti-radiation device in 2003 but lack of funds and support prevented him from going into mass production.

He said he is looking for a financier, domestic or foreign, to bank roll in the mass production of his invention at a time when the Philippines and the rest of the global community are being threatened with radioactive contamination from Japan’s leaking nuclear power plant.

Public transport groups that are still complaining about the government’s offer of a temporary fuel subsidy were urged yesterday by Malacañang to be content even for just awhile as the Department of Energy (DoE) continues to study other alternative solutions to address the regular rounds of oil price hikes.

Deputy presidential spokesman Abigail Valte, in a radio interview, expressed that certainly the fuel subsidy which the government plans to implement anytime soon is not enough to address the high pump prices but she appealed for understanding from the dissatisfied public transport groups.

“We never claimed that this (fuel subsidy) will be the end-all and the be-all, the greatest solution to the problem of increasing prices but we did recognize that this is a short-term solution to the pressing problems. Sometimes, we just couldn’t say it publicly before but when this subsidy program was not yet announced, they (public transport groups) were insisting to have this subsidy implemented. The controversial recruiter of one of the overseas Filipino workers (OFWs) who was executed in China last March 30 is back in the custody of the National Bureau of Investigation (NBI) after a few days in hiding.

This was reported by NBI-Reaction Arrest and Interdiction Division chief Jonathan Galicia who identified the recruiter as Mapet Cortez a.k.a. Tita Cacayan who was brought back the NBI head office on Taft Avenue in Ermita, Manila last Friday night.

Cacayan said she had voluntarily surrendered even before Sally Ordinario-Villanueva, Ramon Credo and Elizabeth Batain were executed because she had been receiving death threats.

She added she opted to be placed under the protective custody of the NBI for fear for her life..... MORE

Reacting to the fall-out from Hong Kong, whose residents are, to this day, mad as hell at the Aquino administration for its refusal to take responsibility for the death of some eight Hong Kong Chinese over the botched rescue hostage last Aug. 23, Malacañang suddenly, albeit belatedly, came out with the announcement of the dismissal of Deputy Ombudsman Emilio Gonzalez III for gross neglect of duty and gross misconduct in handling the dismissal complaint against hostage-taker Rolando Mendoza.

In a statement, the Office of the Executive Secretary said: “This is the first time that the Aquino administration has taken direct action against an official in connection with the Aug. 23 hostage-taking following the review of the Incident Investigation and Review Committee (IIRC) report by the Palace legal team headed by Executive Secretary Paquito Ochoa Jr.”

The decision was issued on March 31, 2011, or some seven months after the bloody hostage situation.

The media that focused on the execution of the three Filipino convicted drug mules in their bid to get public sympathy for the three and of course increase circulation for the print media and a larger viewership for TV, must be red-faced by now, realizing the big boo-boo they committed in protraying these drug mules as overseas Filipino workers who are pitiful victims, and pleading for their lives, when all along, the three were not OFWs at all, but the usual drug couriers who willingly smuggled drugs into China for a hefty fee.

While it may sound callous, it must be said that, having broken the laws in China that metes out the death penalty for smuggling drugs, they deserve to be punished, according to the laws in China. So why did these media outfits make them out as martyrs, while blaming poverty for their crimes, with Noynoy now vowing to go down hard on the recruiters, when apparently, they were not recruited as OFWs for a job in China, but merely get into China on a tourist visa for the purpose precisely of smuggling large amounts of cocaine?.... MANILA – The nationwide people’s protests last March 31 was “a success as it drew a lot of support from drivers’ and workers’ groups and various multi-sectoral groups in the Philippines”, said Larry Tan, spokesman of Koalisyon ng Progresibo at Makabayang Mamamayan (KPMM).

Before midday, the “transport caravan” of more than a hundred jeepneys and FX taxis in Metro Manila had started on its route from Quezon City to Welcome Rotonda, where they were met by private sector workers and government employees from the KMU and Courage, members of Gabriela, Health Alliance of Democracy, the urban poor, various youth and students groups and progressive party-list representatives. A brief program was held there.

In various communities in Manila, Quezon City, Caloocan City and other areas in Metro Manila, organizations allied with KMU and Bayan marched to join the protest in Mendiola later that day to “condemn the Aquino government’s inaction on the spiraling oil prices and the grave abuse by oil companies of hapless consumers”.

MANILA — As slain urban poor leader Antonio “Nono” Homo was laid to rest on Tuesday, his kin and comrades vowed to continue fighting and asserting their right to decent housing and social services to make sure that he did not die in vain.

“We are demanding for justice and for our rights,” Irene Tena, secretary general of Nagkakaisang Samahan sa Kadiwa (Nasaka), said in Filipino.

Antonio “Nono” Homo, 47, campaign officer of Nasaka, was at his neighbor Julie Manuel’s house on March 16 when, at around 8:40 p.m., an unidentified man aimed the barrel of a .45 cal gun through the window and fired at Homo’s head. The bullet pierced through the victim’s skull.

Homo’s brother, Bobby, said their family is grieving for his brother’s untimely death. He said it is hard to let go of a brother like Homo who was helpful, generous and selfless. “Kakainin na lang, ibibigay pa,” he said, “He is always willing to extend a helping hand to others.”

While Bobby is not a member of any activist organization, Homo, who was a member of the Kabataan para sa Demokrasya at Nasyunalismo, a youth group that actively protested against the Marcos dictatorship, brought him to rallies and protest actions. MANILA — Migrante International said the execution of the three Filipinos in China is a “potent slap on the face” of the Philippine government, which rely heavily on the remittances of Filipinos working abroad to keep the economy afloat instead of generating jobs back home.

“We grieve not just for the family (of the three Filipinos) but for all Filipinos who are being forced to work abroad because of the widespread poverty in the country,” Migrante International chairperson Garry Martinez said after Vice President Jejomar Binay confirmed the death of the three Filipinos in a television report.

The three Filipinos, namely Sally Villanueva, Ramon Credo and Elizabeth Batain, were convicted separately in 2008 and were the first Filipino nationals to be executed in China for carrying 4,410 grams, 4,113 grams and 6,800 grams of heroine, respectively. They were originally scheduled to be executed in February but the Chinese government moved it to March 30 after Vice President Binay, who, on a last ditch effort, was sent by the Philippine government to China to plead for the lives of the Filipinos.

The Philippine consulate in Xiamen reported to the Department of Foreign Affairs that Villanueva and Credo were able to see their kin for the last time an hour before they were executed.

“What are you doing here, why are you all crying, am I going to die?” Mylene Ordinario, quoting her sister Villanueva, said in a dzBB interview. Upon realizing what was going to happen to her, Villanueva reportedly said, “It (is) okay. I have accepted my fate. I will be your angel and watch over you.”.... MORE

Is the Supreme Court deliberately avoiding the farmworkers of Hacienda Luisita?

This was the question posed by Alyansa ng Magbubukid sa Gitnang Luzon (AMGL) chairman Joseph Canlas during a rally led by the Kilusang Magbubukid ng Pilipinas (KMP), the United Luisita Workers Union (ULWU) and Unyon ng Manggagawa sa Agrikultura (UMA) and AMGL in Mendiola recently.

The farmworkers had been holding weekly protest actions in front of the Supreme Court (SC) offices in Padre Faura st. in Manila since January to press the high court to issue the decision on their case against the management of the Hacienda Luisita regarding the revocation of the Stock Distribution Option (SDO).
Every week, too, the Supreme Court disappointed them.

The farmworkers have time and again said the Hacienda Luisita case and how it would be resolved would be a precedent to how other agrarian disputes in the region will be settled. The high court’s decision, they insist, is of grave significance to farmers.

“The SC cannot evade this issue forever; it must take a stand and issue a decision. We have been hearing rumors that the justices have already prepared a decision but have been holding back against announcing it because of pressure from Malacañang itself,” Canlas said..... MORE

 Jeepney drivers say oil price increases and fare hikes worsen the conditions of drivers even more because they are also affected by spikes in prices of basic commodities resulting from these increases.

MANILA – “The meager one peso ($.02) fare increase did not help. It only goes to oil companies,” said Geniano Sotera, 54, a jeepney driver for 33 years.

Plying the route from Alabang to Muntinlupa City proper, Sotera is on the road as early as 5 a.m. and would go home at 6 p.m. His take home income, however, is not enough to buy a decent meal for his wife and two children.

Sotera earns $4.6 to $6.9 a day. The biggest chunk that is being taken from his daily earnings is spent on diesel amounting to $20.93. The current pump price of diesel is P46.65 or $ 1.04 per liter. His boundary, or the amount he remits to the jeepney operator, is $11.62. He also has to allocate at least $3.48 for his breakfast, lunch and snacks. “When the diesel was only $0.51 to $0.69 and the fare is only $0.16, I only spent $13.95 for diesel,” Sotera recalled.

Sotera believes that another fare increase is not the solution to the problem. He said the price of oil products should be regulated. “We know that when the prices of oil products increase, the prices of basic commodities also increase and the poor gets poorer,” Sotera said..... MORE

President Aquino yesterday fired Deputy Ombudsman Emilio Gonzales III, seven months after he was recommended to be charged by the Incident Investigation and Review Committee (IIRC) which looked into the botched Aug. 23, 2010 Manila bus hostage rescue that left eight tourists from Hong Kong dead and several others injured.

Amid continued mourning for the three Filipino drug mules who were executed in China last March 30, another Filipino abroad is facing the death penalty for smuggling 11.9 kilos of marijuana, a report yesterday said.

But college instructor Aida Dizon Garcia, 51, during a court arraignment in Malaysia pleaded not guilty to the charges, Kuala Lumpur’s online news The Star said.

If convicted, Garcia will be sentenced to die by hanging.

Twenty Filipino crewmen of a Japanese vessel were released by their Somali captors over the weekend after more than four months in captivity, the Department of Foreign Affairs said yesterday.

The MV Izumi, a Japanese-owned and Panamanian-flagged cargo vessel, was hijacked on Oct. 10, 2010 while on its way from Japan to the Kenyan Port of Mombasa.

The DFA said the Filipinos, who were released on Feb. 26, “are all safe” and now heading to Mombasa, Kenya, where they will take an onward flight to Manila.

This development brings down to 118 the total number of Filipino seafarers on board 11 vessels being held by pirates in the Gulf of Aden..... MORE

A lawmaker from the one of the most impoverished provinces in the country yesterday called on President Aquino to include farmers and fisherfolk in the P500 million he allotted for fuel subsidy to the transport sectors, saying they are also gravely affected by the unabated increase in oil prices.

In a text message, Samar Rep. Ben Evardone justified the inclusion of the farmers and fisherfolk in the fuel subsidy, saying not only they are vulnerable to oil price hikes but that prices of petroleum products in the rural areas are much higher than in Metro Manila.

“We welcome the fuel subsidy program of the government but it should include the other vulnerable sectors like fishermen and farmers in the countryside. They are also hit hard by the unabated spiraling increase of fuel prices,” Evardone said. “While the subsidy to Metro Manila drivers are laudable, it should be pointed out that Metro Manila is not the Philippines.”.... Two distinct issues were prominent the other day, one of which was the execution of three Filipino drug mules in China and the other, a Political and Economic Risk Consultancy (Perc) survey showing the Philippines remaining among the most corrupt in Asia despite Noynoy’s bravado about the straight path and clean governance.

Both have a common denominator, which is the current culture of a fast buck among Filipinos that is a reinforcing trait from the penchant of corruption among those in the government and the poverty that it causes.

With so many questions left unanswered following the easy return to the country of former fugitive Sen. Ping Lacson, what appears clear these days is the ongoing cover up of Noynoy officials — including the Malacañang tenant.

All indications point to a cover up of covert tracks from administration officials, nothwithstanding threats from Justice Secretary Leila de Lima to conduct an investigation into the issues involving the claimed bogus travel document Lacson presented to the immigration official stationed in Cebu, who had not only met him but had given him VIP treatment, along with De Lima’s claim of a reinvestigation of the Dacer-Corbito double murder case for closure.

Still it must be asked: Have De Lima’s announced investigations — which are much too many — ever gotten anywhere?

One recalls the announced probe of the Department of Justice (DoJ) into the La Salle Bar bombing incident, shortly after the bombing occurred, and with full media play. Then De Lima said that they already know who the suspects are, but sought the help of Vice President Jojo Binay to bring in one of the Alpha Phi Omega (APO) members for questioning. Questions abound, such as from those who, while immeasurably saddened by the death through lethal injection of Elizabeth Batain, Sally Ordinario-Villanueva and Ramon Credo, react to news that the three were not officially OFWs, but had left the country in 2009 on tourist visas. Is it true that the government had promised to send their children to school? What about the children of the legitimate OFWs who died at work or had lost their jobs in Libya, would government take care of them, too?

Before the sentence was carried out, Girlie Rodis’ Facebook thread observed “There seems to be more outrage over the Willie Revillame/Jan-jan bad-on-TV behavior that what’s about to happen in China.” Posters came up varied reactions, with Rodis herself “personally more upset about the executions, although both incidents came about due to people’s desperation over poverty, and other people’s abuse of them.”.... I got hold of Belgian Prime Minister Yves Leterme’s letter to P-Noy dated March 16, 2011 whose import needs to be publicly advised considering that Belgium has been a firm and consistent partner in many of our development, peace and related initiatives for years. It also bears noting that it currently holds the rotating presidency of the powerful European Union (EU) whose members have been actively involved many fields of mutual endeavor, here and in the international arena.

In reiterating his country’s keen interest in further enhancing relations and bilateral cooperation between our two countries, Leterme sounds a call to find ways to work closely together in addressing practical challenges in the development of such mutually beneficial arrangements. He was particularly interested in the execution of the Belgian government funded multibillion-peso Laguna Bay Rehabilitation Project which is a duly signed and perfected contract as determined by three Justice secretaries, including Secretary Leila de Lima, but whose standing and implementation remains in limbo no thanks to the seeming disdain and indifference accorded it by P-Noy’s economic managers. If left unattended, this is liable not only to be another irritant in the otherwise good relations between the EU and the Philippines but may spin out of control and cost us billions of pesos in taxpayer’s money in terms of litigation expenses and potential damages..... Can anyone help me make heads or tails of statements made two weeks ago by the Power Sector Assets and Liabilities Management (Psalm) Corp. president and chief executive officer? Emmanuel Ledesma Jr. said that when the Electric Power Industry Reform Act (Epira) was enacted in 2001, state-owned National Power Corp. (Napocor)’s accumulated financial obligations stood at $16.39 billion. Then, in the same breath, he revealed that for the period of 2001 to 2010, his agency had already paid $11 billion in Napocor debts, including principal and interest, plus $7 billion in independent power producers (IPPs) obligations, all totaling $18 billion, but that the state power generating firm still had outstanding debts of $15.821 billion.

How in heaven or hell’s name could Napocor have started with a $16.39-billion debt and still end up with $15.821 billion, after supposedly paying out $18 billion over 10 years, amid massive privatization (at 70 percent as of 2008) of its fossil fuel, geothermal, and hydro-power generating as well as transmission assets?
Where did all that money go? And, despite hundreds of billions in additional charges to almost 12 million electricity consuming households and establishments, the debt practically remains the same after 10 years. Only the docility and credulity of the Filipino people, as induced by local media and the conspiracy of the political and economic ruling class, could have allowed this swindle to pass without any major revolt.
And a grand, stupendous swindle it is, committed with the dexterity of magicians right before the eyes of millions, over the forewarnings and protestations of consumer advocates such as the National Association of Electricity Consumers for Reforms (Nasecore), the Freedom from Debt Coalition (FDC), Sulo ng Pilipino, EmPower, Kaakbay, and countless others.

Today, Psalm and its benefactors are aiming to raise the privatization level to 80 percent. The immediate target is, of course, Angat Dam in Norzagaray, Bulacan, which serves the water needs of 12 million Metro Manila denizens plus those of surrounding provinces such as Pampanga, Bulacan, etc., not to mention irrigation for 35,000 hectares of farmlands, while producing 246 megawatts of electricity for the Manila Electric Co. (Meralco) franchise area of at least five million connections.

Psalm actually declared a privatization winner already in 2010. But when the FDC sought complete and accurate information on the bidding for said project, it was flat-out denied, as Psalm claimed that the latter is not a party of interest, all the while requiring $2,500 for any requested document. The deal was only stopped when the Supreme Court (SC) declared a status quo ante until the agency can sufficiently provide such information.

Every Filipino today must really stop to think about these strange turn of events. Whether it is in toll ways, water concessions, or power projects, bid documents are no longer open to the public under the pretext of “confidentiality.” When did this come to be the rule in a “democracy,” more so in public projects imbued with public interest, where it has always been expected that the public has the basic right to know?

It’s good the current SC did right and stopped the Angat privatization on its track. But there are other very serious questions that must be raised, such as Psalm’s awarding of Angat to K-water (or Korea Water Resources Corp.), a 100-percent Korean firm, which violates the very fundamental constitutional rule of dominant corporate ownership of Filipinos in public works projects. In this case, it’s even worse, as K-water, which is not only foreign but also state-owned, will now be tasked to handle a strategic Philippine national utility!

One of the unexpected snags in this deal came from the Metropolitan Waterworks and Sewerage System (MWSS) regulatory office, in tandem with Manila Water and Maynilad, all of whom raised objections to ensure their water supply commitments (as well as profit targets). But since the National Grid Corp. of the Philippines (NGCP) — a consortium led by China State Grid with the Sy group now at the helm — also hankers for Angat to provide the transmission firm’s “power stability and reliability needs,” in case of a shortage of supply, which sector gets served first and for which purpose?

It’s timely to point out that Tokyo Electric Power Co. (Tepco), the private company that runs the Fukushima nuclear reactors, is now rightly or wrongly under fire from many quarters for delaying radical measures to safeguard public safety. The Japanese government, otherwise known for its integrity and efficiency, was practically put in a bind as it could only play second fiddle to the private operator of the crippled nuclear reactors.

As told by war correspondent and former UN investigator Keith Harmon Snow to Russia Today: “What we would like to see is for the government to take control of these nuclear reactors from private corporations, because private corporations’ main purpose for existence is to maximize profits, and by maximizing profits in the nuclear sector, we are talking about minimizing concerns for public health and safety.”
We thus recall “Ondoy,” where the private water concessionaires’ alleged interest to fill the water reservoirs to the brim contributed to the over-accumulation and, consequently, the unmitigated release of water at the critical level. If such a calamity were to occur again, will the private concessionaires act to preserve public welfare or risk it for their bottom lines? Billions of tons of water can be just as devastating as a nuclear holocaust.

Likewise, if Angat were to be swindled from the people, then the Agus-Pulangi Hydro Complexes in Mindanao, the Caliraya-Botokan-Kalayaan Hydro Plants, the Sucat Thermal Plant, as well as Power Barges 101 and 104 will follow until nothing — repeat, NOTHING — is left. And no proceeds from these will ever redound to a reduction of Napocor’s debts, now representing 20 percent of our total P5-trillion national debt. This is but one of the many perils of privatization for the public welfare… and a swindle too tragic to bear.

Fearing that the impeachment trial at the Senate against accused Ombudsman Merceditas Gutierrez won’t be finished by the time Congress is scheduled to adjourn sine die in June, and convening again on the third week of July, for the second State of the Nation Address of President Aquino, the presidential staunch ally in the Senate, Sen. Francis Pangilinan yesterday called for a change of rules covering the impeachment trial.

With the call, the Senate is likely to debate anew on its rules of procedure on impeachment trials after Pangilinan yesterday sought an amendment to these rules, a week after the senators adopted it in the plenary.

What Pangilinan wants is for the senators to vote immediately after the first case has been presented and argued, before proceeding to the next article of impeachment, the idea of which is that if the Ombudsman is convicted on the first charge, there would then no longer be a need for the Senate as an impeachment court to continue with the rest of the charges, since as long as a conviction is obtained, the rest of the charges no longer count..... Another Filipino meted the death penalty without reprieve by lower Chinese courts for drug trafficking is awaiting the final verdict of China’s Supreme Court, the Department of Foreign Affairs (DFA) yesterday said.

The man, whose identity is being withheld by the DFA upon the request of the family, will be the fourth Filipino to be executed in China if the high court affirms the death sentence.

The DFA clari-fied that there are no “73 Filipinos on death row” in China.

“With five criminal convictions resolved, only one case, which also concerns trafficking of illegal drugs, remains, pending review before China’s highest court,” the DFA said in a statement, adding that high level representations for clemency on his behalf have also been made by Philippine officials at various levels and on numerous occasions..... A ruling by the Court of Appeals (CA) has set aside the preventive suspension of one of the so-called “Euro-Generals” who went on a state subsidized junket to Russia two years ago.

In a 14-page decision the CA’s Fourth Division through Associate Justice Josefina Guevarra-Salonga overturned the decision of the Office of the Ombudsman placing P/ C Supt. Tomas Rentoy III under preventive suspension.

The appellate court reversed and set aside the order of Ombudsman Mercedtitas Gutierrez suspending Rentoy for his alleged involvement in the unlawful disbursement of PNP funds amounting toP2, 314, 096.

While the nation still grieves over the execution of three overseas Filipino workers (OFWs) in China yesterday, San Juan City Rep. Joseph Victor “JV” Ejercito yesterday asked the Aquino administration to realign its position in cutting 50 percent of its Legal Assistance Fund (LAF) to OFWs worldwide.

“It is in our best interest that the Aquino government reconsider its position as there are still 227 OFWs jailed in China for drug offenses and 36 more in the Middle East on death row. We do not want a repeat of what happened yesterday,” Ejercito said.

The solon added as much as possible, the government should grant enough legal aid to the bereaved OFWs so as to release them immediately from their grim situation..... MORE

Both Malacañang and Sen. Panfilo Lacson deny that there was a deal between them, after his arrest warrant was voided, and his freedom restored, for him to return home. Lacson also said in interviews, that even as he considers himself still an ally of Noynoy Aquino, this will no bearing on his vote on the Ombudsman’s case for trial in the Senate.

Yet Noynoy is known to make a move politically whenever he wants to have something under his control. Recall the time when his partymates wanted to get the Senate presidency, but were short of numbers. It was then that Noynoy suddenly wanted then detained Sen. Antonio Trillanes freed and able to join the Senate voting. In the end of course, the Senate presidency went to Juan Ponce-Enrile, while Noynoy came up with the amnesty decree..... MORE

There went the Palace again, after the execution of three drug mules in China, vowing to “break the chain of victimization,” and again laying full blame on the recruiters of these Filipino overseas workers while painting the OFWs condemned to jail and death in China and elsewhere as “sacrificial pawns.”

Presidential spokesman Edwin Lacierda said “we are resolved to ensure that the chain of victimization, as pushers entrap and destroy lives in pursuit of their trade, will be broken. Those who traffic in illegal drugs respect no laws, no boundaries, and have no scruples about destroying lives.”

That’s crap and playing up to the gallery while washing government’s hands off its own incompetence and gross inaction against corrupt government officers and officials who allow these OFWs to leave the country with smuggled drugs..... MORE

This is admittedly a sad insight, a pitiful perception. The country with all its arable lands, water resources plus abundant sun, has been long sincerely engaged in importing such a basic commodity as rice. On the other hand, its past and present governments have also perpetuated the exportation of Filipino workers as “OFW’s” — no matter really where and how — all over the globe. Hence, in the event that there is a nation in any part of the globe that has no Filipino workers of one kind or another — this is a big exception.

In other words, the government made the Filipino and Filipinas concerned as nothing more than a cottage industry. Oh, yes! For consolation, they are called “Bagong Bayani.” The fact however is that they are looked upon neither as “bago” nor as “bayani.” Reason: They constitute a long standing phenomenon and wherefore not in anyway “bago.” They are considered but as working cogs and profitable means, and therefore not “heroes” really. There is furthermore the despicable but illegal “drug mules” and treated accordingly..... MORE

WASHINGTON — The international response to the Libyan crisis has come at warp-like speed compared to past conflicts when military action was bogged down for months, even years, amid endless diplomatic drives.

This time it took just 32 days from the start of the uprising against Libyan leader Moamer Kadhafi on Feb. 15 to March 19 when the United Nations passed a resolution allowing for air strikes against regime forces to protect civilians.

A week later and the 28 members of Nato had agreed to take over command of a no-fly zone over Libya, and are readying this week to take full command of the military operation.

St. Ignatius de Loyola must be squirming in his tomb at the Chiesa del Gesu in Rome over the way things have been faring out quite poorly these days for his beloved Society of Jesus, the priestly order he had founded in 1539, together with six close friends Francis Xavier, Diego Lainez, Alfonso Salmeron, Nicholas Bobadilla, Peter Faber and Simao Rodrigues.

In forming the Jesuit order, St. Ignatius, who was a Spanish knight in the employ of the Viceroy of Navarre until he was seriously injured in 1521 during the Battle of Pamplona, is said to have undergone a spiritual conversion while recuperating and soon after vowed to abandon his life as a soldier and devote himself entirely to the service of God, the Catholic Church and Pope Paul III.

Surely, the shenanigans the current crop of Jesuits is embroiled in were inconceivable to St. Ignatius and his companions who in 1534 had gathered in the crypt of the Church of Our Lady of the Martyrs in Montmarte and vowed themselves to the lifelong vocation of spreading the Faith as missionaries of the Pope and the Catholic Church..... President Aquino was challenged yesterday to clearly define the direction of the supposed “daang matuwid” or straight path he had been crowing about after the latest survey of the Hong Kong-based Political and Economic Risk Consultancy Ltd. (Perc) showed the Philippines did not improve from its spot of being perceived the third most corrupt nation in Asia in a poll it held between last November and February, clearly within Aquino’s watch.

The Perc score on the Philippines even worsened from 8.25 last year to 8.9 on a scale with 10 as being the most corrupt.

Perc surveyed 1,370 expatriate executives in 11 Asian economies about how they perceived the regulatory environment in the countries or cities where they were working and the extent to which it affected their business..... MORE

This was the assumption aired yesterday by his colleague, Sen. Miriam Defensor-Santiago, on the questionable travel documents used by Lacson that enabled him to return to the country via Hong Kong and arriving at Mactan, Cebu last Saturday.

Half of the population in the Philippines want to give late dictator Ferdinand Marcos a belated hero’s burial, according to survey released last Wednesday.

Fifty percent of respondents said Marcos was “worthy to be buried in the heroes’ cemetery,” according to the respected Social Weather Stations research group, which undertook the nationwide survey.

But 49 percent said Marcos was unworthy of such honors while one percent did not answer, the research group said.

The survey of 1,200 adults, conducted this month, came amid growing pressure by the Marcos family and its allies to have the late President interred in a Manila cemetery normally reserved for military veterans and respected leaders..... MORE

The Quezon City government has ordered the closure of two private schools for failing to comply with the requirements of the Fire Code of the Philippines despite several warnings.

Mayor Herbert “Bistek” Bautista told Tribune in a phone interview ordered closed were the Claret School, an exclusive school for boys in UP Village, and Blue Ridge Christian Academy in Murphy, Cubao after a regular meeting of the city’s peace and order council.
