Ailing Sen. Miriam Defensor Santiago yesterday dropped a jueteng bombshell, as she identified the three big-time jueteng lords who control the bigger share of the illegal numbers racket in the Luzon Region, as she named Ilocos Sur Gov. Luis “Chavit” Singson, Charlie “Atong” Ang and Rodolfo “Bong” Pineda as the personalities, among others, controlling the jueteng network in several regions in the country.

Singson, Ang and Pineda were also the personalities who had figured in the first “juetengate” scandal, investigated by the Senate almost a decade ago, and are again implicated in the illegal numbers game that is said to continue proliferating in the country under the Aquino government.

The three alleged jueteng lords in Luzon are said to rake in a daily income of P1 million at the least to as much as P9 million.

She said that “jueteng is the crown jewel of any new administration. During any presidential campaign, corrupt racketeers, self-advertised as campaign experts busy themselves by alternately courting each of the leading presidential candidates

. By simply tracking the campaign surveys, the racketeers are able to predict the likely winner. In the crucial last few weeks, the racketeering groups formally affiliate themselves with the likely winner, throwing everything his way, notably exorbitant cash contributions, and the alleged support of an alleged nationwide campaign machinery..... The notorious double insertions of road projects in the budget that got Sen. Manuel Villar in hot water and may have contributed to his defeat in the battle for the presidency last May appears to be a yearly racket as the Department of Public Works and Highways’ (DPWH) budget under the Noynoy administration for 2010 was found containing some P1.875 billion worth of double appropriations for various road projects.

Bayan Muna Rep. Teddy Casiño wants the new cases of double insertions investigated in the House of Representatives.

“I wonder how it happened that under this year’s DPWH budget, at least 25 road projects were listed twice under different budget items. I hope this is not another ‘typographical error’ like in the C-5 controversy,” Casiño said..... MORE

The eight leaders of the striking farm workers in Hacienda Luisita who walked out from the session of the Supreme Court (SC) created mediation committee last Monday affirmed their decision not to attend the succeeding hearings of the high tribunal sanctioned mediation body.

“We don’t want to be part of this modern-day zarzuela and long-running fiasco instigated by the management of Hacienda Luisita and their closet apologists and operators in the SC mediation committee,” said United Luisita Workers Union (ULWU) acting President Lito Bais.

“This SC mediation committee is useless. It appears to us that this body is acting on behalf of HLI management and carries the sinister agenda of the Cojuangco-Aquino landed aristocracy. The boycott of SC mediation committee stays,” said Bais.

The Luisita farm worker leader issued the statement in reaction to Atty. Christian Monsod call for them to return to the negotiating table. The mediation committee is currently discussing the land valuation pertaining to 4,100 hectares of the sugar estate..... MORE

Malacañang yesterday acknowledged the fact that the government’s expenses for President Aquino’s working visit to the United States do not just amount to P25 million upon confirming that they have employed the services of a public relations (PR) firm there for the Chief Executive’s exposure to the US media.

Secretary Ricky Carandang of the Presidential Communications Development and Strategic Planning Office admitted that they have indeed obtained the services of a PR firm in the US but said this just part of the standard operating procedure (SOP) whenever governments visit a foreign country.

“You know, it’s a standard operating procedure. When a foreign government or a government goes to a foreign country, they usually engage the services of different firms in order to help them get exposure in the US media. I would venture to say that it 

is not only the Philippines who hired a PR firm for the purpose of this visit. There are so many leaders who are there in the US and I know that it’s SOP for any foreign government to do that,” Carandang said..... MORE

Department of Interior and Local Government (DILG) Under-secretary Rico Puno yesterday announced that he is set to submit his courtesy resignation to President Aquino upon his return to the country on Sept. 28 if only to “spare the presidency.”

Puno has been linked to the latest controversy involving the illegal numbers game after Archbishop Emeritus Oscar Cruz named Puno as among the two government officials said to be receiving P8 million each every month as jueteng payola. 

Former police chief General Jesus Verzosa was also named by the bishop. Cruz named Puno and Verzosa as the “ultimate recipients” of jueteng operations in the country.

Puno vehemently belied the accusation saying that he even planned campaigns to neutralize the illegal numbers game in the country.

Puno was also among those 13 personalities that should be blamed with the failure in handling a hostage-taking incident that took place in Manila last August 23 that left eight Hong Kong tourists dead..... MORE

The secessionist Moro Islamic Liberation Front (MILF) yesterday stood firm on its having a sub state in Mindanao, despite a Supreme Court decision thumbing down any proposal for the country to provide for a sub state for the secessionist group, saying that this is not allowed under the Constitution.

But the MILF yesterday vowed to push the establishment of a Bangsamoro sub-state during the peace negotiations with the Aquino administration, expected to resume next month.

MILF chief negotiator Mohagher Iqbal, however, admitted the secessionist leadership’s aim to put up a sub-state in Southern Philippines was not formalized in a proposal submitted for the resumption of the peace talks.

Insinuating the Incident Investigation and Review Committee (IIRC) created by President Aquino to probe the Aug. 23 hostage-taking fiasco might be hiding something as manifested by the “serialized release” of its report to the public, the minority bloc in the House of Representatives yesterday insisted that Congress be furnished with a full copy of the report so that the legislative body could come up with its own assessment on the incident.

This even as opposition lawmakers insisted on the House leadership to continue with its own investigation into the tragic rescue operation which claimed the lives of eight foreign tourists.

At a press briefing, Minority Leader and Albay Rep. Edcel Lagman said no concrete assessment could be made of the IIRC report on the hostage rescue fiasco because of Aquino’s refusal to disclose the more substantial portions of the report, namely, the “Conclusions on Accountability” and “Recommendations.”

Lagman warned that if Aquino continues to “hold the major aspects of the report close to his breast longer, popular clamor for their immediate and full disclosure may burn his chest.”.... MORE

An alleged plot to assassinate President Aquino cropped up yesterday emanating from a conversation between Defense Secretary Voltaire Gazmin and his good friend Mayor Vicente Emano of Cagayan de Oro City last Tuesday.

Department of National Defense (DND) spokesman Eduardo Batac confirmed the conversation between Gazmin and Emano but stressed that there is nothing “concrete” about the alleged plot which cropped up amid the growing jueteng controversy which has dragged several personalities identified with Aquino.

“There is nothing concrete about the plot; there is no specific threat but only possibilities,” said Batac.

The DND spokesman described the talk between Gazmin and Emano was a “candid and private one between close friends.”

“He (Gazmin) could be taken out of context,” said Batac, as he claimed the defense chief was also speaking as a former Presidential Security Group (PSG) chief of Aquino’s mother, the late President Cory Aquino.

Transparency was promised by Noynoy Aquino in his presidency. That was the promise, but the reality is that there is no transparency in his administration. Instead, what he and his officials are giving the Filipinos is a “smoke and mirrors” government, as their intention is to deceive.

In Noynoy’s attempt to make his first trip abroad look austere, in comparison to his predecessor’s trips abroad, he and his propagandists claim he will have a very lean delegation — just less than 60, he said, adding that the amount of the trip to the United Nations General Assembly is some $25 million.

Yet what is not stated is the fact that his Cabinet secretaries, along with their staff, are spending for their trip — from their department’s budget. That would certainly up the trip cost to a lot more than $25 million in taxpayers’ money.

Then too, what is also not being stated by Noynoy and his boys is the fact that he had hired a US public relations firm for this trip abroad, which would cost the taxpayers at least another $1 million, or some P45 million.

In exchange for that expensive PR job, what has been lined up for Noynoy are two media interviews, one with the Wall Street Journal, and the other, the New York Times..... MORE

Noynoy Aquino probably believes he still has a lot of political capital to waste, as without a shred of remorse, he announced Monday that the government panel report had already been handed to the Chinese government because he wants to mend strained ties with China.

As for the Filipinos, he claimed that the Incident Investigation and Review Committee (IIRC) report had already been posted in the Official Gazette, even when it wasn’t posted as yet, since the posting came in the early evening, hours after he held his brief press conference. Worse, it was an incomplete one, since absent were the recommendations of the panel — and this, after he had said, earlier on that day, that the Filipinos would be getting the report first.

Noynoy also gave every clue that the report will be undergoing changes — as far as liabilities of those indicted go, as he stated that the report will be reviewed and studied by his legal counsels, the translation of which would be the changes that China would want and the sparing of Noynoy’s favorite officials.

In truth, the panel report itself is very incomplete and despite Justice Chief Leila de Lima’s claim that the report will not be undergoing changes, the fact is that the posted report itself said that it could undergo changes and review.... MORE

ATHENS — In a cafe in central Athens, two young men drink coffee and discuss plans for their future, going over preparations that will uproot them from the Greek capital to London.

Kostas Karanikos and Komninos Arvanitakis — both 26, both graduates, unemployed and struggling to find work — have decided to try their luck in Britain.

They are among seven out of 10 young Greeks that a survey has shown want to leave Greece for a better life abroad.

Komninos has been without a job since finishing his nine months’ military service last summer. “It’s a nightmare,” he says.

“I love my country, all my friends and family are here, but after one year, what can I expect? I expect nothing. There’s little to look forward to here in Greece,” he says.

There is no rhyme or reason to the piecemeal issuance by the Aquino administration of the results of the investigation on the Luneta hostage tragedy. What is the point? Justice Secretary Leila de Lima has already disclosed most of the contents of that report in a series of daily briefings up to the weekend. She has said that the hostage taker, discharged cop Rolando Mendoza, shot all of the hostages after initially titillating us with the possibility that friendly fire may have caused some of the deaths. Then, P-Noy himself said heads will roll and that in time the Palace will make the report public without any censorship. And now this! Calling it a provisional or a first report with a caveat about its possible re-examination by Palace lawyers reeks with all kinds of dire possibilities. In fact, it comes very, very close to insinuating that the report is open to some adjustments, fair or foul, and from whatever source, here and abroad, which manages to whisper the same to the right people on the way to its final printing?

What makes this striptease even more objectionable is the release of the results to the Chinese first which was announced to everybody’s chagrin, later on retracted and finally reaffirmed by P-Noy himself. That was another fumble as grave in its repercussions as the handling of the crisis on that fateful day itself. Again, what was the point? P-Noy is our Chief Executive, not the Chinese’s, and he is answerable first and foremost to his bosses, the Filipino people, not to any other. Unless, of course, his advisers have some other funny thoughts about the handling of tragic incidents such as this. Is reparing our relations with the Chinese as was the drift of that initial Palace issuance more important than coming clean and unvarnished with the Filipino public?.... MORE

HANOI — Vietnam’s appetite for mooncakes is rising as adults use the annual treats, traditionally enjoyed by children, to grease the wheels of commerce.

Mooncakes are a sweet, round delicacy given to youngsters and offered to ancestors during Vietnam’s Mid-Autumn Festival, which falls on Wednesday.

But in Vietnam’s rapidly developing economy they have taken on increased importance for grown-ups who use gifts of mooncakes to build business relationships.

Most of the cakes sell for about one dollar but others, sometimes elaborately packaged and

made with expensive ingredients like birds nest or crayfish, can retail for almost two million dong ($101).

That is almost three times the official minimum monthly wage for civil servants.

There’s Paris Hilton, and there’s Lindsay Lohan.

Rich and famous, blonde and beautiful, these women are. But they have become the epitome of “good girls gone bad.”

Paris and Lindsay, no longer the bankable bodies and faces around, are at it again, hogging the headlines, this time for their drug use and competing for precious newspaper space with the equally-disgraced Ricky Hatton, who fell into drug oblivion soon after he was reduced to a punching bag by Filipino boxing champion Manny Pacquiao.

Drug use has become so casual with this bunch, with Paris getting caught in possession of cocaine; Lindsay failing another test while on probation; and an image of Hatton snorting the evil powder in page one spread completing his fall from grace.

And then there are the not-so-famous ones.

In July last year, 11 high school students were caught in a pot session in a vacant lot. Unlike Paris, a hotel chain heiress, Lindsay, who has earned enough as a young actress several years back; and Hatton, who has earned millions of dollars pummeling opponents in the ring, these children did not have the money to spend to anything, coming from financially-distressed families which can only barely send them to school, but have fallen in the stinking mire of illegal drug use..... The jueteng controversy remains a hot topic, with yet unnamed officials becoming the target of suspicion for protecting the illegal gambling in the country — one of the biggest sources of corruption in the Philippines.

Yet it is equally true that other illegal trades thrive in the country because they receive the same kind of protection — a complicated web of deceit that involves members of the police

, the judiciary and other officials of the land.

A television feature just the other night showed this decaying old cinema somewhere in Quezon City that showed X-rated films to audiences that also took part in prostitution. As recorded in a hidden camera, homosexuals engaged in lascivious acts in this cinema, and propositioned men who went in to “watch” the movie. Because of a complaint filed with the authorities, and with the participation of said TV show, the cinema was investigated by city officials and found to be a fire hazard, with blocked fire exits and flammable structures, not to mention the vileness, literally and figuratively, found inside the theater. Seats had fallen apart, cushions were rotting and torn, the floors were filthy and the toilets dirty, ill-equipped and lacking in water sources. One wondered why people even bothered to come in and spend good money on that sorry excuse for a movie theater, but of course the answer was right there, like the scum on its walls and floors..... Presidential cousin, Antonio “Tonyboy” Cojuangco, tried to intercede on behalf of Interior Undersecretary Rico Puno, retired Archbishop Oscar Cruz yesterday informed Senate investigators in an open hearing on the illegal numbers game payoffs to government officials.

Cruz, testifying before the Senate, recounted the meeting he had with Cojuangco where he (Cruz) was allegedly told to “go easy” on Puno whom he finally named as one of the two high officials he had earlier exposed to be on take of jueteng payola.

The other was retired Philippine National Police (PNP) Chief Jesus Verzosa, as indicated in the list submitted by the bishop before the joint probe by the blue ribbon and local governments, as the “ultimate recipients” of the cash flow of the illegal numbers game operations in the national level, with a certain Gen. (ret.) Rey Cachuela as “intermediate recipient” and one Eddie Fontanilla as “collector on the ground.”

Justice Secretary Leila de Lima will take no part in the prosecution of possible criminal charges which may land in her agency against any of the 13 individuals who have been found liable for the hostage-rescue operations last Aug. 23.

In an interview with reporters yesterday, the justice chief acknowledged the possibility that charges may end up before the DoJ in connection with the report and recommendations of the Incident Investigation and Review Committee (IIRC) submitted to the President Aquino Friday last week.

De Lima, who also headed the five-man IIRC panel which crafted the report, noted that criminal or administrative charges may also be brought to other appropriate forums aside from the DoJ. “There are appropriate mechanisms on how to address potential cases (of prejudgment), like possible perception of prejudgment. The option to inhibit is always there,” De Lima said.

In a separate statement, De Lima assured that the IIRC respects the decision of President Aquino to review their recommendation to initiate administrative and criminal proceedings against the 13 individuals and three television networks that allegedly breached protocols in covering the hostage crisis situation.... Oral arguments have been ordered by the Supreme Court (SC) on the petition filed by Ombudsman Merceditas Gutierrez to stop the House committee on justice from hearing the impeachment complaints filed against her.

Speaking at news conference yesterday, Court Administrator Jose Midas Marquez said the Court agreed to hold an oral argument on Sept. 30 due to the “urgency” of the matter.

“The Court, on its own, decided to hold an oral argument to clarify all the issues so that it can resolve the case as soon as possible,” Marquez said.

The SC official admitted that the magistrates would not want to prolong the disposition of the case as this might be construed as “interfering” already with the affairs of Congress.

Marquez said the magistrates would want to be clarified on the positions of the parties concerning the constitutional provision barring more than one impeachment proceedings against the same official within a period of one year.... MORE

President Aquino’s ad-mitted subaltern, defeated vice presidential candidate Manuel Roxas II who some columnists called Aquino’s doppleganger, will be a member of the official delegation in Aquino’s seven-day working visit to the United States as Malacañang confirmed Roxas’ slot yesterday, saying that Roxas’ experience as an investment banker earned him his ticket to the US trip. 

The inclusion of Roxas raised eyebrows as the Palace had said that the delegation will only bring those really needed for the US trip, prompting criticisms that Aquino continues to work under the shadow of Roxas who the Palace said will serve as one of Aquino’s counsels in negotiating with American businessmen.

Two of Aquino’s communi-cations group officials said Roxas’ international expertise and his so-called “connections” with a lot of American business leaders was the principal reason behind his being included in the delegation.

Lacierda said Roxas used to be a banker in New York and has worked with an investment company before, Allen & Co., which is based in Manhattan.

A Hong Kong survivor, Li Yick-biu, and HK legislators were reportedly outraged over the Incident Investigation and Review Committee (IIRC) report, saying the report was “full of holes” and incomplete.

The South China Morning Post yesterday reported that Li criticized the IIRC report, describing it as “full of holes” as it failed to explain whether the severe head injury suffered by survivor Jason Leung Song-xue was inflicted by the hostage-taker or police.

“There are so many doubtful points in the report, especially how Jason was injured,” survivor Li was quoted as saying. “Were his injuries caused by the handle of hostage-taker (sacked police officer Rolando) Mendoza’s rifle or by the police sledgehammer?”

Li also questioned why the accounts of the survivors— Lee Ying-chuen and Jason’s mother, Amy Leung Ng Yau-woon — were not included in the IIRC report.

The IIRC report posted in the online Official Gazette Monday evening stated that the survivors’ affidavits were not included due to lack of material time, although the head of the probe panel, Justice Chief Leila de Lima, earlier had claimed that the three affidavits of the survivors taken in Hong Kong corroborated the testimony of the bus driver in the matter of Mendoza having killed the hostages at close range..... “This lump sum allocation is vulnerable to corruption,” Mariano said.

Mariano demanded that Agriculture Secretary Proceso Alcala explain how he intends to use the funds allotted to the DA which included the P5.2 billion funding for the nationwide implementation of the National Rice Program, which, according to the lawmaker, is actually a continuation of the irregularity-laden Gintong Masaganang Ani (GMA) rice program under the Arroyo administration.

The lawmaker listed down a breakdown of the P17 billion lump sum fund under DA consisting of P50 million for the Young Farmers Program; P170 million for the payment of right of way; P1.8 billion for the repair of irrigations nationwide; P500 million for the Balikatan Sagip-Patubig; P250 million for the feasibility study and detailed engineering of various projects nationwide; P100 million for the so-called 4H club; P 5.2 billion for the National Rice Program (nationwide); P 483.6 million for the National Corn Program (nationwide); P2.5 billion for the repair, rehabilitation and construction of farm to market roads in key production areas; P926.8 million for high value commercial crops; P682 million for the National Livestock Program and P5 billion for Public-Private Partnership (PPP) projects..... The Department of National Defense (DND) yesterday maintained that it has no definite plan to rehabilitate government facilities at the Philippine-held territories on the disputed Spratly group of islands on South China Sea.

At a press briefing in Camp Aguinaldo DND spokesman Eduardo Batac said the planned visit of defense officials at the Philippine-held Kalayaan Island Group (KIG) is part of the tradition of new leaderships both of the DND and the Armed Forces of the Philippines (AFP).

“We are not even discussing this… KIG is part of traditional visits of the new leadership whether in AFP or the department to visit outlying outpost. In fact, the trip

might be just a side trip to the visit to Wescom (Western Command). Remember the SND (secretary of National Defense) and the chief of staff are doing the rounds to visit these major commands,” said Batac.

Batac stressed there is no solid plan to rehabilitate government facilities at the disputed islands.

“As far as I know, there is none (on the department level) maybe at the level of the AFP,” said Batac.

The DND spokesman, however, said that if there would be rehabilitation, it would only be on a need basis..... MORE

Less than a hundred days into the presidential

office, and too many mistakes are being made by Noynoy Aquino and his boys in Malacañang, so much so that it is already glaringly evident that Noynoy just can’t hack the presidential job, as he remains clueless on almost everything, as well as his clear absence of leadership qualities.

Sen. Joker Arroyo likened the running the affairs of government by the Aquino administration as one run by a student council.

“The government is run like a student government,” he said, pointing out that executive officials, appear to be engaged in what he described as “hit or miss action” on pressing matters.

“Now, in running the affairs of the government, they should also think about how to be effective. Up to now people are waiting for policy directions, even we legislators are waiting. These are the problems. They should wake up. This is the reality of the situation. This is not a student government,” the senator said.

The truth is, a lot of Filipinos share this sentiment, as expressed by the senator. Well over 70 days in the presidential office, there has been no policy direction. Stop speculating, says the Palace. Just wait for Noynoy to approve the release of the botched hostage rescue report.

That’s easy to say, but speculations were bound to rise, owing to the stupidity of the Palace occupant to take too long to have the report released to the public, made worse when Malacañang announced that the Chinese government takes first crack at the report, when it should be the Filipinos first.

And why shouldn’t there be speculations that the report is being crafted to please the Chinese government as Noynoy says that the panel report is merely recommendatory and that more legal studies are in the offing, apart from refusing to even inform the people just what the report contains?

As things stand today, the speculations have become reality, as Noynoy intimated that changes in the report are forthcoming.

It was a cock and bull story Malacañang wove about Noynoy not having finished reading the 83-page report, three days after its submission. And even worse is that reason his miscommunications officials had for the long delay, stating that Noynoy was reading the report during his “vacant” time..... MORE

PARIS — Workaday staple and fashion favorite, blue jeans have conquered the planet. But were they born in the textile mills of New Hampshire, on France’s southern coast or the looms of north Italy?

Art historians believe they have found a piece of the centuries-old puzzle in the work of a newly discovered 17th-century north Italian artist, dubbed the “Master of the Blue Jeans,” whose paintings went on show in Paris this week.

Running through his works like a leitmotif is an indigo blue fabric threaded with white, with rips revealing its structure, in the skirts of a peasant woman or the jacket of a beggar boy.

“The works are very attached to the detail of clothing — it was very rare for a painter to characterize the poor with such detail,” said curator Gerlinde Gruber, who helped to identify the anonymous artist’s works.

“And there is blue jean in every painting except one,” she said.

Other details in his work, such as a knotted white kerchief in a painting entitled Mother Sewing, enabled curators to locate the scenes in northern Italy, in the region of Venice.... MORE

It’s the state I slip into, whenever our President leaves, whoever the President may be. I make-believe big and gung-ho and with so much optimism, that I invariably get what I want, my wish ko lang. So what, if it’s only in my fancy? The road to somewhere starts from nowhere.

I write this knowing that you shall read it on the anniversary of President Ferdinand Marcos’ declaration of martial law, where then there was censorship and yet understandably so. But I’m going ahead of what I want to say.

I write this knowing that our President Benigno Aquino is off to witness the signing of the $434 million Millennium Challenge Corp. grant in New York between Finance Secretary Cesar Purisima and a representative of the MCC, in its Web site described as “an innovative and independent US foreign-aid agency that is helping lead the fight against global poverty.” 

P-Noy gets to the city that doesn’t sleep Tuesday morning, plunges into meetings with US business leaders, and proceeds to the Waldorf Astoria Hotel on Park Avenue, where he is to be met by Secretary of State Hillary Clinton. Together they watch the signing of the document aimed “to reduce poverty and spur economic development in the Philippines,” after which they listen to speeches from our Foreign Secretary Alberto Romulo and his US ka-level, and then meet..... Whenever I read something in the press to which I might respond in the future, this outsider will copy and paste the piece, saving it in my “Articles” file. (Is this a suicidal anomaly — a newspaper columnist who only reads newspapers on the Internet?) If the column is written fairly soon, it may have to take its place in a queue, behind pieces already awaiting the weekly e-mail to the Tribune. (And what a comfortable feeling it is to have several columns in reserve!)

Sometimes, a copied and pasted piece will, frankly, be forgotten, and by the time I remember it the topic will have become outdated. Then there is the odd occasion when I am struck by something another columnist has written but am unsure precisely what it’s saying to me. On these occasions — and this is one of them — the piece may lay in the file for a few weeks before I take another look at it.

On Aug. 4, Ma. Ceres Doyo had this to say in her Inquirer column: “A wicked smile forms on my lips and a nasty glint appears in my eyes whenever there’s news of car thieves and carjackers, and their ilk — lowlifes from hell — getting mowed down in a bloody gun battle with law enforcers. I feel like shouting, ‘And here’s a few more for your skulls, for the car you stole from me.’”... MORE

PHNOM PENH — Three decades after their reign of terror, four Khmer Rouge leaders are finally set to go on trial, but the case poses a major challenge and has been described as “the most complex since Nuremberg.”

A UN-backed tribunal on Thursday indicted four former members of the regime for genocide, crimes against humanity and war crimes in connection with the deaths of up to two million people between 1975 and 1979.

The accused, whose trial is expected to begin in early 2011, are “Brother Number Two” Nuon Chea, former foreign minister Ieng Sary, his wife and former social affairs minister Ieng Thirith and former head of state Khieu Samphan.

“Some people have said, and I believe they are right, that this is the most complex trial since the Nuremberg trials,” said outgoing co-investigating judge Marcel Lemonde, referring to the landmark Nazi trial after World War II.

The indictments set the stage for the second trial at the hybrid court — made up of Cambodian and international legal officials — following a landmark conviction in July that saw former prison chief Kaing Guek Eav sentenced to 30 years for overseeing the deaths of 15,000 men, women and children..... MAPUTO — A handful of tattered photos are all that remain of Mozambican Anacleto Amade’s two years in East Germany, where he worked in the 1980s under a labor scheme between the then-communist allies.

But his memories of friendships abroad and walking in the snow are scant comfort now. Like most of the 15,000 Mozambicans sent to work in East German factories, Amade said he has never been paid his full wages.

“When I see those pictures, the emotion is enormous, it is big. It is the size of the world. Because no one’s story is the same,” the 41-year-old said.

While in East Germany, the Mozambicans were paid only 40 percent of their salaries, they say. They were told the rest was sent to Mozambique for investment and pay-out upon their return.

But after the Berlin Wall fell in 1989, the labour pact ended and they were sent home to a nation that was still a Cold War proxy battlefield. They received only about $350 (270 euro) each.

The Mozambicans in East Germany worked in steel, construction, manufacturing and textiles industries from 1979.... MORE

Topnotch lawyers are volunteering to defend former President Joseph Estrada in a $120-million civil suit filed by the daughters of slain publicist Salvador “Bubby” Dacer before a California court last week against Estrada, fugitive Sen. Panfilo Lacson and five other accused, Estrada’s son, Senate President Pro Tempore Jinggoy Estrada said.

The young Estrada ex-pressed confidence that efforts to implicate his father on the kidnapping and killing more than a decade ago of Dacer and his driver, Emmanuel Corbito, will prove futile.

“There are a lot of topnotch lawyers who are offering their services for free. We are very confident that the case against (former) President Estrada will not prosper,” he told reporters in an interview yesterday.

The senator was reacting on reports on the filing of a $120-million civil suit that Dacer’s daughters had filed at a Northern District court in the State of California.

The former leader described this move as “absurd” adding that the filing of the case was a desperate act on the part of the Dacer siblings to continue to pin him down on the case.... MORE

A lawyer representing a group of farmers walked out of the session. 

Lawyer Jobert Pahilga, who represents a faction of the Alyansa ng mga Manggagawang Bukid ng Hacienda Luisita (Ambala), said his clients opted to withdraw their participation in the mediation proceed-ings in the belief that HLI is sticking to its stock distribution option (SDO) scheme to avoid distribution of the 6,453-hectare sugar estate in Tarlac.

Pahilga and his clients left the SC conference room

Vice President Jejomar Binay yesterday said he has no problem with President Aquino’s “no caretaker” policy for his one-week working visit to the United States.

“With all the available communications technology

, appointing a caretaker would be unnecessary since the President can constantly keep in touch with the Cabinet and key government officials,” he pointed out.

Aquino is addressing the United Nations

General Assembly and meeting with US President Barack Obama and counterparts from Southeast Asia as well as top US businessmen during his first overseas trip as President of the Republic.

Binay, in a state-ment, said for him “what is important is that the day-to-day business of govern-ment remains unin-terrupted.”

He added he has been instructed by Aquino to perform certain duties and that he will perform these as instructed.

Probability is high that President Aquino may not entirely uphold the recommendations presented to him by the Incident Investigation and Review Committee (IIRC) which he had tasked to probe the botched hostage rescue operations when a sacked police officer seized a tourist bus and killed eight foreigners last Aug. 23.

Aquino said he has ordered his Chief Presidential 

Legal Counsil Eduardo de Mesa and Executive Secretary Paquito Ochoa Jr. to conduct a thorough review on the IIRC’s list of individuals and institutions it has found culpable in the police’s bungling of the crisis operations.

“It’s possible that I may subscribe to the entirety; I may add to the recommendations; I may diminish some of the actions. I repeat those are all recommendations — recommendatory. I will have to go into the details to explain that. But, again, the bottom line is, let us find the appropriate cases — be it criminal or administrative —supported by the facts and even if they’re winnable,” Aquino explained in a short press conference he held in Malacañang hours prior to his departure for the United States yesterday.

The Armed Forces of the Philippines (AFP) yesterday warned of the backlash of the scrapping of the P1 billion a year Kalayaan sa Barangay Program (KBP) which is part of the holistic government approach against insurgency as it brings infrastructure projects to communist-infested areas throughout the country.

At a press briefing in Camp Aguinaldo, AFP spokesman Brig. Gen. Jose Mabanta Jr. cited the KBP’s positive impact to the government’s internal security operations (ISO) during the past years due to projects undertaken under the program.

Mabanta said the KBP was allotted with P3 billion since 2008 up to this year to fund road projects, construction of bridges and school buildings, and other necessary infrastructure in far-flung areas.

“There will be effect in insurgency effort in some areas… because part of the counter insurgency efforts is to show the people that progress goes into their areas, if this does not come we will be questioned,” said Mabanta as he explained that KBP projects are focused on rebel-infested areas apparently to deliver government services..... Members of the upper chamber have directed the Department of Social Welfare and Development (DSWD) to justify the P30-billion increase in its budget next year, intended for the Aquino administration’s dole-out program.

Social Welfare Secretary Corazon “Dinky” Soliman, during the Senate’s budget hearing, was told to present documents as to how the government intends to carry out the conditional cash transfer (CCT) program that is said to have caused the increase of the department’s appropriations for 2011 by 123 percent.

Sen. Francis “Chiz” Escudero joined those questioning what some of his colleagues noted as “lopsided” spending priorities of President Aquino in the proposed P1.6-trillion national budget for next year.

The lawmaker raised a howl over the cuts in the appropriations of 55 government hospitals across the country which will have a combined slash of over P1 billion.

For one, Escudero said, “overstretched hospitals” need cash transfers as much as poor do.

“Putting more beds, doctors and medicines in hospitals is as much as a pro-poor initiative as putting money in their pockets,” he added..... MORE
