Rather, we are deeply concerned that the regional imposition of the emergency rule could be a prelude to something about which nobody wants to think. Surely, Presidential Proclamation 1959 was issued to deal, though obviously not the proper remedy, with the premeditated massacre committed by a notorious warlord, who, until after that bloodbath, professed his loyalty to Arroyo.
