Noynoy shows up in CoA report as big spender in Senate

But it appears, from Commission on Audit (CoA) data, that Noynoy Aquino, then a senator, and not yet even a presidential candidate, was one of the big spenders in the Senate.
Aquino is among the big spenders in the Senate in 2009, the year before he assumed the country’s top post, despite the fact that he did nothing by way of legislative output nor, for that matter, was he known for coming up with projects — pro-poor or otherwise.
