By disappearing days before his arrest warrant was issued, Sen. Panfilo Lacson became a fugitive of the law — a wanted man. This must be the stuff of nightmares for the man who once held sway among law enforcement elements — the fearsome national police director-general with an impressive anti-crime record and who, as a Philippine senator, authored and co-authored laws against money laundering, trafficking, cheating, dangerous drugs and illegal gambling, among others. Lacson’s career spans almost four decades in law enforcement, in the areas of intelligence and security, anti-carnapping and anti-crime. His most memorable position was that as head of the Presidential Anti-Organized Crime Task Force (PAOCTF), which he took concurrently with his position as Philippine National Police director-general during then President Joseph Estrada’s time, right until Gloria Arroyo took her oath of office in January 2001....
