UN passes symbolic condemnation of Syrian government

UN passes symbolic condemnation of Syrian government

The UN General Assembly has called on Syrian President Assad to step down. The resolution passed Thursday is worded similarly to a document vetoed in the UN Security Council by Russia and China. The adopted resolution has no executive power.

The Assembly has passed the Egypt-sponsored resolution with 137 in favor, 12 against and 17 abstaining. It blames the Syrian government for “widespread and systematic” violation of human rights, and voices support for an Arab League plan for a transition of power in the country..... MORE

Libya is marking the first anniversary of the revolution that brought the country plenty of destruction, but not as much democracy. And while NATO denies intentions to interfere with Syria, Libyans have learned the hard way “freedom” is exported.

NATO has 'no intention’ 2.0

"NATO has no intention whatsoever to intervene in Syria. We appreciate very much all the efforts to find a solution to the conflict in Syria. I appreciate the work of the Arab League. Government should act decisively against human trafficking– Gabriela

“The growing poverty, unemployment and landless in our country exponentially increase the vulnerability of women and children to sex trafficking.” – Rep. Luz Ilagan, Gabriela Women’s Party
By INA ALLECO SILVERIO
Bulatlat.com

Last Valentine’s day February 14, Gabriela Women’s Party Rep. Luz Ilagan called attention to the issue of human trafficking, saying that a mere four days previously, the Gabriela rescued eight women from a bar owned by a Korean national in Baguio City.

According to a report by Northern Dispatch, an alternative news agency based in Baguio City, the women arrived in Baguio on Feb. 1, three of them were minors and all eight coming from various rural poor areas in Mindanao. They were reportedly recruited by a certain Korean named Nora Chang who promised P10,000 ($232) in advanced salaries to each of the women’s families.

Ilagan said the women discovered that the recruiter received P130,000 ($3,023) from the owner of the newly-opened bar in Baguio City, but she did not give the promised P10,000 ($232) to the families they left behind.

From Feb. 1 to the day they were rescued, each victim was given an allowance of P150 ($3.48), but P50 ($1.16) was withheld as payment for their “costumes” and the remaining P100 $2.32) was allotted for their food. They were, however, unable to buy food because they were not allowed to leave the bar’s premises and they were locked inside from from 4 a.m. to 6 p.m.. Only when they were brought to the bar in the afternoon could they have a meal..... MORE

CPP brands troops rotation as ploy to put up new US base

By Mario J. Mallari 02/17/2012

The Communist Party of the Philippines (CPP) yesterday branded the planned rotation of thousands of United States troops to the Philippines from Okinawa, Japan as meant to establish another Subic, thus providing military base for the American forces.

The CPP, in a statement, noted pronouncements made by US Defense Secretary Leon Panetta before the US Senate, announcing ongoing negotiations between the Philippine and US governments for a “rotational presence” of more than 3,000 American troops from Okinawa to the Philippines.

“US plans to setup a mini-Subic military base, service facility or exclusive dock in the Philippines have become increasingly apparent as officials of the Obama government announced it is going to rotate at least 3,300 troops from its Okinawa base in Australia, Singapore, Hawaii and the Philippines,” the CPP stated..... High court orders CHR, CA to study carefully case against Fil-Am activist

By Benjamin B. Pulta 02/17/2012
A human rights violation case filed by a Filipino-American activist has been remanded by the Supreme Court (SC) to the Commission on Human Rights (CHR) and the Court of Appeals (CA) after the tribunal ruled that despite lacking evidence, an outright dismissal of the case would be a disservice to justice.

In an 11-page resolution, the SC en banc stressed that while the investigation into the complaint filed by activist Melissa Roxas conducted by the CHR failed to sufficiently establish the identities of those behind her abduction and torture in 2009, her petition for the issuance of a writ of amparo and habeas data against key military officials should not be dismissed since the Philippine National Police has yet to complete the investigation..... The official who really should be impeached is President Aquino while the rest of his mouthpieces and other officials should be fired, and along with him, his lapdogs in the Senate and the House of Representatives thrown out of their seats.

Noynoy is one president who has, what can really be said, betrayed the public trust for committing the high crime of deliberately moving to destroy the very fabric of the tripartite Republican State which the Filipino people have decreed and ordered him, as President of the Republic, to uphold, defend and obey.

Since he has publicly shown in too many instances disobeying the decree of the Filipino people, as ratified by them of the 1987 Constitution, then he is betraying the public trust..... MORE

‘Increase’ in health budget deceiving – Alliance of Health Workers

“Under the Aquino administration, public health services are no longer free but they come for a fee.” – Alliance of Health Workers
By INA ALLECO SILVERIO
Bulatlat.com

Employees in the health sector led by the Alliance of Health Workers (AHW) and allied organizations under the Health Alliance for Democracy (HEAD) held a protest action in Mendiola, on Valentines Day, against the policy of the Benigno Aquino III administration of “cutting allocations for health services and benefits of rank and file health workers.”

(Photo by Ina Alleco Silverio / bulatlat.com)
The AHW is opposing the Department of Health (DOH) department order no. 2012-0002, which effectively reduces the subsistence and laundry allowance of health workers by P30/working day ($0 .70) and P130/month ($3.02) respectively. The group has already sought clarification from the Department of Budget and Management (BDM), but the agency insisted that the reduction of benefits was “a policy decision.”

In the meantime, the AHW is also wary against the delay in the release, or worse, the probable reduction or removal of their hard-won benefits such as hazard pay and others stipulated in the Magna Carta of Public Health Workers (RA 7305) because the DBM decided to take away the “savings” in the unfilled plantilla positions from which the benefits are sourced.

Last month on January 11, the DOH released order number 2012-0002 addressed to all undersecretaries, assistant secretaries, bureau/service directors, medical center chiefs of all government-run hospitals regarding the payment of magna carta benefits to officials and employees of the DOH.

(Photo by Ina Alleco Silverio / bulatlat.com)
In it, the DOH led by secretary Enrique Ona said the subsistence allowance and laundry allowance of employees will be adjusted effective that same month. The memo also declared that the payment of hazard and longevity pay charged from any available savings of all government health offices and hospitals will be subject to the DBM’s approval.

Increase in health budget goes to contractualization,PPP schemes

AHW national president Jossel Ebesete said the Aquino government has been imposing budget cuts in the operations of most public hospitals. Since 2010, the government, Ebesete said, has been reducing allotments for direct service provisions like vaccinations, as well as removing subsidies for the hospitalization needs of indigent patients..... FBI might shutdown the Internet on March 8

FBI might shutdown the Internet on March 8

Millions of computer users across the world could be blocked off from the Internet as early as March 8 if the FBI follows through with plans to yank a series of servers originally installed to combat corruption.

Last year, authorities in Estonia apprehended six men believed responsible for creating a malicious computer script called the DNSChanger Trojan. Once set loose on the Web, the worm corrupted computers in upwards of 100 countries, including an estimated 500,000 in America alone. The US Federal Bureau of Investigation later stepped up by replacing the rogue Trojan with servers of their own in an attempt to remediate the damage, but the fix was only temporary. Now the FBI is expected to end use of those replacement servers as early as next month and, at that point, the Internet for millions could essentially be over..... MORE

“The State …shall equally protect the life of the mother and the life of the unborn from conception.” (Philippine Constitution: Section 12).

Thus reads the categorical State policy on the protection of the “life” of the “unborn” from the moment of “conception.” The more salient observations that can be drawn from the above cited constitutional provision are the following: That in the order of nature, the essential sequence is conception that brings forth life which in turn ushers forth the unborn — all as one composite reality. That without life, there is nothing really worth to talk about, nothing truly important to bother with. That intrinsic right of the unborn is premised on the fact that it is only there from that someone is born..... MORE

Being jailed for supporting the urban poor struggle only made him stronger

Being jailed for supporting the urban poor struggle only made him stronger

By JANESS ANN J. ELLAO
Bulatlat.com

MANILA — During the first year commemoration of the violent demolition of homes in Corazon de Jesus, San Juan last January 23, Mark Louie Aquino, 26, spokesperson and second nominee of Kabataan Parylist, received the loudest cheers from the residents who graced the event. When he mentioned that he is facing 14 court cases for helping the residents during the recent demolition, the cheers got even louder.

Aquino is among the 24 residents and “non-resident activists” who were arrested for protecting their homes from the demolition team last January 11, 2012, a few days before the first year commemoration of the demolition last year. The recent demolition, according to progressive groups, is among the most violent in the history of the urban poor struggle in the country.

Residents, with only their stones, bottles and molotov bombs at hand, confronted armed members of the police and Special Weapons and Tactics unit (SWAT), a bulldozer and a water cannon. The homes of 123 affected families would supposedly give way to the proposed San Juan government center, where its new city hall, patterned after the United States’ White House, is to be built.

“I was there as a mass leader,” Aquino said. He added that he did not join the residents in throwing stones or bottles or even molotov bombs.

Aquino said he was near the village hall, cautioning the other unorganized residents from doing anything “spontaneous” that might provoke unnecessary violence. These residents were not facing demolition then but went to the streets to help their neighbors protect their homes.

The demolition team, after firing a canister of teargas on the residents, managed to get through the people’s barricade. Residents scampered to salvage their belongings. Aquino then went to the narrow street of Corazon de Jesus in front of the community to console the residents, mostly mothers and children, who were crying while the demolition team ravaged their homes.

“I told them not to cry because the struggle is not yet over,” Aquino said. He added that he was also telling some youth not to be too “emotional” when approaching the police. “Some of them were already cursing the police and we do not want to provoke them. But they could not contain their emotions.”

A few minutes later, Aquino noticed that the police were hitting two activists while they were being arrested. “I told the police that they can just turn them over to the precinct instead of hitting them,” he said, “But Arcallana,” referring to San Juan Police Supt. Tomas Arcallana, “turned to me and said that I, too, should be arrested.”

As seen in a video taken by Tudla Productions, Aquino tried to run from the police. But the police still got hold of him. “I was kicked, beaten and hit,” he said.

Along with Aquino, the following were also arrested: Manuel Villoria, 25, Rogelio Rosales, 30, Louie Pedroso, 15, Salvador Gargarin, 55, Edwin Crisologo, 22, Jesus Buallo, Mark Dave Avestus, 20, Jaime Gregorio, 24, Senen Buban. 23, Louiche Nepeito, 17, Jay-ar Brillante, 16, Narciso Alberto, 62, Luke Bagangan, 17, Rodel Tejolan, 17, Roger Gabino and Abel Bantulo...... PCSO bleeds to bankroll Noy, LP political agenda

EXCLUSIVE

By Fernan J. Angeles 02/15/2012

Raising millions in funds for President Aquino and his Liberal Party bets ahead of the May 2013 senatorial elections wouldn’t be as difficult, even without the Aquino government releasing funds for such political activity, as the Philippine Charity Sweepstakes Office (PCSO) appears to be playing a major role in raising funds to bankroll the administration’s political agenda.

A reliable Tribune source said that a former alleged bagman of First Gentleman Mike Arroyo now deals with two groups — the PCSO and administration emissaries, who have been helping a small town lottery operator based in Bacolod City, in shortchanging the daily gross income.

The source alleged that the numbers game earnings in Negros Occidental alone reach P142 million every month but only P11 million is being declared..... MORE

Filipino workers ignore gov’t plea to leave Syria

02/15/2012

Most Filipino workers prefer to take their chances in strife-torn Syria than go home jobless as they continue to ignore the Philippine government’s plea for them to leave amid the escalating violence in the Middle East state.

Every week, a small group of Filipino evacuees come home in trickles, but many of them are either workers who ran away from their employers or whose visas have already expired.

According to Philippine government officials, the Filipino workers in Syria, working mostly as housemaids, would rather stay behind despite the raging conflict than go home without any employment opportunity..... MORE

Prosecutors blasted on fake documents

By Angie M. Rosales 02/15/2012

Prosecutors have presented bank records as their evidence against Chief Justice Renato Corona before the Senate impeachment court and even have them marked, yet in the same breath, they also admit that they cannot vouch for the authenticity of documents pertaining supposedly to the chief magistrate’s dollar deposits in Philippine Savings Bank (PSBank), after their own witness testified last Monday as a “fake.”

Despite this, the prosecution panel insists that it is its duty to submit the said documents, used as attachments in requesting, some two weeks ago, for the issuance of a subpoena to PSBank and Bank of the Philippine Islands (BPI) executives as these documents may have a bearing on the court’s resolution of the impeachment complaint against Corona..... Solon: Goverment lost P1 billion in taxes from rice importation

By Charlie V. Manalo 02/15/2012

Zambales Rep. Ma. Milagros “Mitos” Magsaysay lashed out anew at the “daang matuwid” concept of governance of the Aquino administration, saying unchecked corruption going on at the Bureau of Customs (BoC) is the complete antithesis of President Aquino’s anti-graft drive.

At a hearing of the House ways and means committee, Magsaysay bared the government lost P1 billion in taxes from riace importation from Pakistan and Vietnam to the tune of 186,000 metric tons or 3,600,000 sacks of rice due to undervaluation..... MORE

Gabriela launches petition, vows more mass actions against price increases

“I know that the government is spending so much on the impeachment case. But the government should not forget that there are also other people, mostly poor, who are in need.” – Zenaida Espiritu, vendor
By JANESS ANN J. ELLAO
Bulatlat.com

MANILA — While Zenaida Espiritu, 49, was tending to the plastic bags she sells for a living along the busy stretch of Carriedo, she stops for a while to check on what was happening near the LRT station. A member of the women’s group Gabriela approaches her and, soon, she found herself signing a petition paper.

“I can hardly provide a decent meal to my children because of the continuing price hikes,” Espritu said, when asked why she decided to sign the petition paper. She has five children. Two are already married and one has stopped going to school. The two youngest are still studying, one in second year high school and the other in Grade 4.

Espiritu has been a vendor in Carriedo since she was 16 years old. She said her life became harder each passing year. Her capital for the products she is selling has increased through the years. “When I started selling these bags, I bought them for only $0.37. But now it increased to $0.46,” she said, “Then, people would ask for discounts.”

She goes home with only $2.79 after a day of hard work from 9:00 a.m. to 8:00 p.m. Her husband does not have a steady income as a construction worker. Their meager income, amid the increasing prices of staple goods and services, is not enough for her children. “That is why I signed the petition paper. I hope that my signature could reach our government and heed our call.”

Gabriela, the country’s largest women’s group, has launched Altrapresyo(n): Alerto sa Pagtaas ng Presyo Network, a consumers campaign network that aims to secure one million signature to repeal the oil deregulation law and the E-VAT on oil products and basic goods and services. The group aims to submit the petition before the House of Representatives to oblige the lawmakers to listen to their demands.

“If the Aquino government cannot do anything to address the consumers’ problems regarding the increasing prices of basic goods, women would do all possible means from protesting in the streets to the Congress,” Lana Linaban, secretary general of Gabriela, said, “We would call the attention of the Aquino government because our impoverished conditions and hunger would never be acceptable.”

Signing the petition

Along with the petition signing, Gabriela also conducted a free blood pressure reading. It goes well with their campaign Altapresyon, which literally means high blood pressure.
Espritu said she often has high blood pressure whenever the increasing prices of staple food never seems to stop. “My children’s school supply, gas, sugar and rice,” she added, “Before I only spend $0.58 for a kilo of rice. But now I spend $0.88.”.... MORE

Anonymous describes the destruction of CIA.gov (VIDEO)

Following Friday’s crippling of the CIA’s official government website, an alleged member of Anonymous has uploaded a video explaining how the collective crushed the agency’s online presence — and why the CIA should have been ready.

A distributed denial of service, or DDoS attack, brought CIA.gov down for hours late last week, in one of the longest-lasting assaults credited to the online hacktivist group Anonymous — and also an attack on perhaps the collective’s largest target yet. With a DDoS assault, a website’s server is flooded with an onslaught of requests, essentially overloading its capacity and rendering it nonoperational. In a video uploaded to YouTube over the weekend, a member claiming allegiance to the loose-knit hacktivist group explains that the assault on the CIA’s servers is now out of their control and even apologizes for the attack, but adds that the move has generated attention towards something much more serious than just the cybersecurity status of the agency..... AN OUTSIDERS VIEW
Ken Fuller

In late December, security forces in Cairo raided US-financed groups, including the International Republican Institute (IRI) and the National Democratic Institute (NDI). The raids were part of an investigation into illegal financing. In public, Washington made disapproving noises and, according to an administration official cited by the New York Times, issued a much stronger message through private channels.

A month later, Egypt prevented Sam LaHood, Egypt director of the IRI, from boarding a flight to Dubai. In all, five IRI employees (three of them American) and six from the NDI (including another three Americans) were prevented from leaving the country. Obama had already warned Field-Marshal Tantawi, the Egyptian leader, that military aid ($1.3 billion per year) would be at risk unless the military regime took steps to democratize the country, referring specifically to the criminal investigation into the US-funded groups. After the travel ban, this warning was made public..... MORE

With the reality of a good number of thieves entrusted with public offices supposedly for public service plus the fact of many racketeers, especially in the multinational corporate world, and with the well-known wealthy political dynasties, not to mention the known gambling agencies with their big-time gambler patrons, it is but right and proper not only to know, but to remember well the mandate of restitution of stolen goods — be this in kind or in cash.

And the imperative of restitution is not merely a fundamental ethical norm but also a basic moral principle. Otherwise, people would have a country and a world that would provide a haven for burglars and crooks, swindlers and racketeers — thereby making honesty a joke; integrity a farce..... MORE

Supreme Court Chief Justice Renato Corona yesterday accused President Aquino of having committed impeachable offenses, as he charged, in a press statement, that the impeachable violation of the Constitution came when he came out swinging by openly urging the senator-judges to disobey the fundamental law, or the Charter, whihc the president has personally sworn to uphold.

In the same statement, the Chief Justice denied having committed any wrongdoing saying that “throughout (his) public career,” and that he has never been involved in any anomaly or scandal. “Whatever assets my wife and I have acquired are products of 45 years of toil and honest work.

My wife and I have been privileged to come from families of comfortable means. We grew up some of the best exclusive schools in the country. President Aquino is not bothered about an impending impeachment bid filed against him by a “lowly citizen” in connection with what had been reported as an anomalous sale of a 3.4 hectare parcel in Baguio City to the SM Investments Corporation.

In an ambush interview with Palace reporters, Aquino cited reasons why he wouldn’t bother to think on the reported impeach bid against him by one Danilo Lihaylihay who had already asked the minority congressmen to initiate impeachment proceedings against him for culpable violation of the Constitution, high crimes, and betrayal of public trust for the alleged anomalous sale of the 3.4-hectare government property known as “Governor’s Park” along Session Road, Baguio City in September.

Sadness DIE HARD III Herman Tiu Laurel 02/13/2012

Sadness

DIE HARD III
Herman Tiu Laurel
02/13/2012
Reviewing the economic and political news of the past week only brings out a wave of sadness in me. It is not just that the decade-long major economic downturn will continue to worsen this year; it is because the present government still has no credible response to it, which can only mean more suffering for the nation.

That the Philippines has fallen so far behind its Asean neighbors today is no longer in dispute. But looking back, even in the wake of the destabilization of the early ’80s by the US, our country still had the infrastructure to bounce back. All that, however, was destroyed by the Yellow counter-revolution of 1986 and the ensuing 25 years that saw the dismantling of the nation’s agro-industrial foundation, making it an import-dependent globalized economy.

Then, as the series of globalization-induced crises came, starting with the 1997 Asian Financial Crisis, followed by the 2000 Dot-com and 2008 Wall Street crash, the backward Philippine economy sank even deeper, even as our countrymen continued to try their darndest to keep their noses above water.

Many are sadly unaware that Filipinos are drowning from the Western economies that are propping themselves up on our backs through our debt payments and the repatriation of profits by transnationals.
Still, the fate of Filipinos is in the hands of politicians and financial-economic mangers (led by Malacañang) who, instead of addressing the crises, stoke internal strife by firing up sound and fury signifying nothing.

Listening to the likes of that Ilocos solon, who seems hell-bent on driving the country into national political suicide with a mindless threat to impeach all Supreme Court (SC) justices who choose not to toe the administration line, or his colleague who went into a melodrama on the whereabouts of an alleged “leaker” of the chief magistrate’s bank documents, but without asking any lawful authority to ferret her out, one would no longer need any explanation as to why this country, with such “leaders,” is in dire straits.

Last Friday I chanced upon the GNN show of Ray Orosa who had the Bangko Sentral ng Pilipinas’ (BSP) Diwa Guinigundo as guest. The BSP deputy-governor, as usual, effused over the performance of the Philippine economy and its alleged financial gains. Thinking perhaps that the audience did not have the tools necessary for analyzing or dissecting his presentation of the ratings agencies’ upgrade of our country, copious amounts of financial jargon flowed through his lips.

There’s no problem with a strong peso, he said, as import prices will go down; there’s no problem with inflation as wages will go up; and there’s no problem with hunger and poverty as these are just consumer basket benchmarking. Makes you think of the Philippines as a paradise courtesy of the BSP, doesn’t it?
But as the hard questions from the texters came in, such as, “When have salaries kept abreast of prices?” or “Why do import prices still go up despite a strengthening peso?,” the polite host had no recourse but to allow his guest to wriggle out of these as fast as possible.

As the Philippine gross international reserves (GIRs) have grown to $77 billion, BSP officials like Guinigundo, who beat their chests on their self-proclaimed financial management prowess, still say that covering 11 months worth of imports is necessary when only four months worth of cover is needed.
Similarly, these officials gush over increasing portfolio investments when the fact is such “hot money” or short-time “motel investments” are opportunistic funds from the US (where interest is almost zero) that cash in on higher Philippine yields, taking profits from the stock market and then leaving just as quickly.

Moreover, financial ratings agencies such as S&P, Moody’s, and Fitch’s that are now praising the Philippines and are tied to banking interests that want the Philippines to keep on borrowing — now that many countries have stopped doing so or will be defaulting — have all been discredited by now.

In saying that Western economies are standing on our backs as props to keep their head above the financial floodwaters, I refer primarily to the role of the BSP in keeping us indebted when we can already start paying off our debt.

Thanks to the BSP and the “PeNoy-chio” government, our national debt already grew to P5 trillion of late. Thus, when Orosa asked, “Why don’t we use our growing reserves more productively instead of lending it out (referring to “investments” in US T-bills and the like)?,” a visibly stumped Guinigundo could only give a spiel that goes, “We need to accumulate the dollars in case of a “currency attack.’”

My dear readers, history has shown that the best defense against any currency attack is what Malaysia’s Mahathir Mohamad did in 1997 for his country —currency controls. But since that is taboo for the minions of the global and local financial mafia, Guinigundo had to resort to his “currency attack” yarn and the necessity of sleeping GIRs.

With the combined inanities of politicians and financial managers, we should no longer shake our heads at these headlines last week: “Exports fall worse than expected” (BusinessWorld); “Building construction starts drop 80 percent to P575B in 2011” (Philippine Star); “2011 export earnings dip to $47-Billion” (Manila Times); “Neda sees 2012 growth at 3 percent to 5 percent (Manila Times); ad nausea.

Although my fearless forecast about BS Aquino III getting even lower grades than Gloria Arroyo’s mid-term ratings by the end of 2012 has never dampened my mood, what fills me now with sadness are the lost years that we would have to endure anew as we wait for this inane, incompetent, and ill willed administration to fade away — hopefully soon.
