The Moro Islamic Liberation Front (MILF) Central Committee has officially declared recalcitrant commander Ameril Umbra Kato and his supporters under his newly-formed Bangsamoro Islamic Freedom Fighters (BIFF) as renegades and were expelled from the MILF ranks.

In a resolution, the MILF-Central Committee announced the adoption of the decision of the Assembly of Ulama last June 27 declaring Kato, his companions and followers as “bughaat,” an Arabic term for anyone or group who rebels against the ruler or those who do not obey a lawful order or duty organized authority.

MILF chieftain Al Haj Murad signed Resolution No. 03-06 Series of 2011 last Aug. 18.

Under the Ulama resolution, Kato, his companions and followers were “no longer members of the MILF unless they cease and desist without delay their anti-MILF campaigns and other activities that are intended to discredit and destruct the entire legitimate leadership of the MILF and henceforth return at once to the fold of the MILF.”.... Mounting complaints from their constituents have driven eight congressmen to seek an inquiry into the allegedly questionable and lopsided policies of local airline companies on matters of flight delays and cancellations; and exorbitant fees and charges to the detriment of millions of Filipinos who have now taken air travel as the preferred mode of transportation between the country’s 7,107 islands.

Reps. Carol Jayne Lopez (Yacap); Seth Frederick Jalosjos (Zamboanga del Norte); Gabriel Luis Quisumbing (Cebu); Lord Allan Jay Velasco (Marinduque), Mark Aaron Sambar (PBA); Romeo Jalosjos Jr. (Zamboanga Sibugay); Sherwin Tugna (Cibac); and Jonathan Yambao (Zamboanga Sibugay) want these policies investigated “in aide of legislation.”

While quick on the draw when it comes to its perceived political opponents, the Aquino administration has yet to lift a hand on the anomaly at the Bureau of Customs (BoC), the latest of which was the disappearance at the Port of Manila (PoM) of some 2,000 container vans of highly dutiable goods.

At a press briefing, members of the House minority bloc yesterday lambasted the Aquino administration for maintaining its silence on the case of the missing 2,000 container vans while en route from the PoM and the Manila International Container Port (MICP) to the Port of Batangas (PoB) which cost the government at least P3 billion in revenue.

“Even as the mystery of the almost 2,000 missing container vans ferrying P3 billion worth of dutiable goods has been unraveled with the identification of the suspected beneficiary and the reported complicity of ranking officials of the BoC the Aquino administration has been ominously silent on the caper compared to the reckless cacophony it generates in cases linking political foes,” Zambales Rep. Ma. Milagros Magsaysay said.

After unearthing recently the distribution of P2.4 billion worth of scholarships by former Technical Education and Skills Development Authority (Tesda) officials sans any appropriations in the budget, another discovery was made showing more than half of them were allegedly granted to “ghost” students and vocational schools.

The Senate finance committee was told only P880 million out of the P2.4 billion of Tesda’s scholarship program was “implemented.”

“And from the audit report conducted by our team, about 70 technical vocational institutions were nowhere to be found, although 35 of them were claiming and asking us to pay them,” Tesda Secretary Emmanuel Joel Villanueva told committee chairman Sen. Franklin Drilon during the agency’s budget hearing.

Cutting to the chase, the Senate has displayed the arrogance and abuse of power by detaining an invited — not even summoned — resource person on the strength of its members’ belief that Rowena del Rosario, a former bookkeeper of LTA Inc., a firm owned by the Arroyos, was lying before the Senate blue ribbon committee. The intention is to detain indefinitely — or until she is forced to answer senators’ questions the way they want them answered, which is for her to state that (a) former First Gentleman Jose Miguel “Mike” Arroyo is the owner of the controversial pre-owned helicopters, two of which were sold as brand new to the Philippine National Police; and (b) that Mike Arroyo bought and not just leased the choppers from Lion Air Inc., apart from his usinh his influence to get the used choppers sold to the PNP as brand new.

Yet in a courtroom hearing, even if the witness, under oath, testifies, whether true or perjured, is not ordered arrested and detained indefinitely for lying, merely because the judge and the prosecutor believe that the witness lied. Besides, a witness can always choose to remain silent and is constitutionally guaranteed not to incriminate himself..... MORE

Noynoy, to this day, refuses to apologize to the Hong Kong hostage victims and their relatives, saying that an apology connotes that the state did these Hong Kongers grievous harm when it was just one man and not the state that did them harm.

Said Noynoy to reporters: “We deeply regret what has transpired. An apology connotes that the state did them grievous harm. I don’t think that is correct. This was the act of one man, the same token that some of our citizens have been affected elsewhere in the world, we do not blame the entire population. We know that there are criminal elements, there are mentally deranged individuals that pose a threat to anybody regardless of race or country of origin.”

Translated, what Noynoy really is saying that he, as President and Commander in Chief of all the country’s Armed Forces, refuses to accept any responsibility and accountability for the botched hostage crisis.

Despite the claim of Noynoy that the hostage-taking incident and the bloodbath that occurred on Aug. 23, 2010, was the act of just one deranged man and not an act of the state, he cannot deny the fact that while a crazed gunman did take these hostages, and did shoot at least eight hostages dead, he and his government botched the rescue operations, because the core of the issue is not that a single man acted in taking as hostage the Hong Kong tourists but that Noynoy and his government flubbed and failed to contain the crisis. MANILA — In the fantasy world created by Philippine publishing giant Precious Hearts Romances, the men are rich, sexual promiscuity and homosexuals are taboo, and the story always ends happily after 128 pages.

The ultra-cheap local versions of Mills and Boon novels are the country’s most popular books, making their authors champions of conservative Christian values and unlikely heroes in the battle to improve literacy among the poor.

“Some people say it’s trash, but at least they (the poor) read,” said Segundo Matias, the boss of Precious Hearts, which churns out 50 titles monthly to dominate a genre that has a readership estimated in the millions.
Priced at P37 (about 87 cents) and written in street-level Tagalog, the books emerged in the early 1980s when an economic crisis forced the importers of western “chick literature” paperbacks to seek out alternatives.

If last Monday’s hearing on the PNP chopper deal is any indication, it’s open season at the Senate. And it’s ugly. The way Senators Ping Lacson and Teofisto Guingona boorishly coerced Rowena del Rosario, the former bookkeeper of LTA Inc. and Negros Occidental Rep. Iggy Arroyo, you’d think they are into hazing and not a congressional inquiry in aid of legislation. What legislation are they contemplating anyway to let them bear hard on Del Rosario to the point of detaining her at the upper chamber for “evasiveness” and “telling lies?” Only the duo can tell.
In any event, since when did answering the gentlemen’s questions properly if not straight forwardly amount to evasion? It may be true, as they claimed, that Del Rosario was not being straightforward since she did not answer things to their satisfaction but that does not qualify for evasiveness. Or even untruthfulness. She answered the questions didn’t she? Was she supposed to know what the gentlemen had in mind and repeat the same under oath in order to evade their wrath? I don’t think that kind of fate should befall any resource person. Even if that person is one the gentlemen have somewhat condemned as less-than-truthful for being the assistant of someone they find contemptible in the first place? That’s guilt-by-association and the last I heard there was nothing in the statutes to qualify that as a crime, especially in a congressional inquiry not a court of law..... MORE

WASHINGTON — African-American support for Barack Obama appears to be softening, because of a rocky economy that has hit US blacks especially hard, and a perception that the President has ignored the economic travails faced by this once rock-solid pillar of his political base.

A Gallup poll last week found Obama’s poll numbers in the African-American community down from its once stratospheric 95 percent approval early in his term, to a still-high, but notably lower 81 percent — tying his worst ever showing from earlier this year.

Observers say softening support for Obama is the result of a faltering economy that at 16 black percent unemployment — compared to about nine percent for the population at large — has hit the Africa American community especially hard.

After pocketing P5 million in a government check handed out by the government’s chief peace negotiator Dean Marvic Leonen, the Moro Islamic Liberation Front negotiating panel flatly rejected yesterday the government’s counter-proposal on how to resolve the conflict between the government and the MILF, ending the resumption of the peace talks a day ahead of the actual negotiation schedule.

Leonen made this admission in a video conference with the Malacañang media Tuesday despite the initial optimism expressed by President Aquino who went all the way to Tokyo to secretly meet with MILF Chairman Al Haj Murad Ebrahim purportedly to establish goodwill with the Moro secessionist group.

Leonen however refused to accept that this meant a failure of the Aquino government’s first formal negotiations with the MILF and insisted that the 22-page document containing the government position will still be submitted to the MILF Central Committee for further review despite the fact that everything in it was already rejected by the MILF peace panel headed Mohagher Iqbal..... A blocktimer radio broadcaster was gunned down by two unidentified motorcycle-riding men while on his way home in Negros Occidental last Monday afternoon.

Niel “Lito” Jimena, 42, Radio Mindanao Network (RMN) blocktimer, was shot dead by two suspects aboard a motorcycle at Jacienda Teresa in Barangay 3 E.B. Magalona town around 5 p.m.

Based on investigation, Jimena was on his way home to Barangay Alicante when the two suspects who were tailing him shot him.

The victim sustained three gunshot wounds from a cal. 45 pistol on his back and two more on the left side of his body.

Development Bank of the Philippines (DBP) spokesman Zenaida Ongkiko-Acorda yesterday dared former Marcos Trade Minister Roberto Ongpin to confront the unresolved mysteries surrounding the alleged P660-million behest loans he obtained from the state-owned bank, the second biggest in the country.

Speaking with newsmen, Acorda cited, for instance, that bank officers clearly took shortcuts and acted with undue haste in approving loans to Delta Ventures Resources Inc. (DVRI), a firm controlled by Ongpin, including waiving the opportunity to check whether the latter’s firm was in a financial position to repay the loans it obtained.

A group of independent refillers of liquefied petroleum gas (LPG) yesterday denounced a bill that would allow the government to confiscate some six million dilapidated and substandard LPG cylinders, calling it “anti-consumer” and defeats the purpose of the Oil Deregulation Law.

The LPG Refillers Association (LPGRA) cited a number of negative implications of the proposed “LPG Safety Act” pending in Congress, including a shortage of LPG cylinders and possible manipulation by major industry players.

“The proposed measure only allows the oil majors to continue to dominate and control LPG market,” LPGRA president Bernie Bolisay said.

Bolisay noted the bill does not provide safety nets and subsidy for the confiscation and impounding of substandard and dilapidated cylinders owned mostly by the poor and marginalized sector..... MORE

A senior member of the House of Representatives yesterday accused officials of the Philippine Amusement and Gaming Corp. (Pagcor) of receiving bribes from the leader of a syndicate who cheated at least three government casinos of more than a hundred million pesos.

During the hearing of the House justice committee, Zambales Rep. Ma. Milagros “Mitos” Magsaysay said the Pagcor officials were also seen partying regularly at the unit of suspected gang leader Ben Lui at the Cleveland Condominium in Parañaque City where they were allegedly handed the bribe money.

He could not have been joking. He couldn’t have been, since he was talking about his father and his assassination in 1983 — and on the anniversary of Ninoy’s death.

But is Noynoy absolutely serious about his intention of reopening the double murder cases of former Sen. Benigno Aquino Jr. and his supposed assassin, Ronaldo Galman, after over a quarter of a century has passed?

Aquino’s assassination in 1983 remains the biggest unsolved crime in the country’s history and which is said to have tormented the nation’s psyche for more at least a generation.

Is Noynoy’s intention of reopening the Aquino-Galman murder case yet another way of Ninoy’s only son, to use his dead parent to revive his flagging political capital?.... MORE

Good grief! It was bad enough that Noynoy has been focusing on Gloria Arroyo and her administration’s past, but now, he wants to resuscitate the Marcos past, and go after the Marcoses and others whom he says were the masterminds in the slaying of his father, because, as he intimated, the brains behind the killing are still out there and unpunished.

On the day marking the assassination of Ninoy, his father, Noynoy expressed interest in reopening the 1983 double-slay case of his father and the supposed assassin Ronaldo Galman, claiming that he knows who the culprit is and that this culprit has not been held accountable yet in any court of law.

“I believe I know who it is. How can we (be) able to prove it up to the penultimate level? That’s the issue,’” he was quoted as saying, adding that he also wants to run after several associates of former President Marcos who he says may have had something to do with Ninoy’s death but were not held accountable because they managed to slip out of the country and escaped prosecution. Aquino hinted that these “key personalities” have since returned to the Philippines and can be subjects of a reinvestigation.... MORE

The Cultural Center of the Philippines has been accused of just about every ill, one goes to sleep thinking it not far-fetched to find out the next day it was the CCP board that had talked to Garci, got luxury vehicles from the Philippine Charity and Sweepstakes Office, and sold five used helicopters passed off as brand new.

So much so, you’d think those bewailing the lack of “good art” at the CCP would back “good art” when it’s there, but no. “Noli Me Tangere” opened a little over three weeks ago with Tanghalang Pilipino Artistic Director Nanding Josef wondering aloud why certain quarters could not, would not, cough up P3,000 for an opening night ticket of a major production. The response to the hundreds of letters asking for support from politicians and big businessmen simply went, “Walang budget.”

How hard is it for a congressman whose wife is seen toting P500,000 handbags, to sponsor a box for a CCP gala? How hard is it for a mayor who brings his staff to a weekend binge, under guise of “planning” at Boracay, to buy at least two tickets? You tell me..... MORE

Doubtless this outsider was not the only one to be shocked by the title of Tony Lopez’s column in the Manila Times on Aug. 18: “We must live, die and kill for our religion.”

This was his contribution to the discussion of the work by Mideo Cruz recently exhibited as the Cultural Center of the Philippines – until the bishops, a number of politicians and others expressed outrage (and threats), and as a result the CCP pulled down the curtain. The outrage (and that may be too weak a work to describe Lopez’s reaction, who seems so consumed with bile as to become almost incoherent on occasion) was caused by the artist’s juxtaposition of an image of Jesus Christ, a wooden penis, a condom, and various other artifacts. That, at least, is how I understand it. I haven’t seen the work, have no idea whether it qualifies as “art” or, if so, whether it is “good” or “bad” art.

Much of the debate around this work has seen the champions of freedom of expression fighting a defensive battle against those who would deny anyone the right to offend the religious sensibilities of others, particular when public money is involved. Among the latter, one group has filed a case with the Ombudsman..... MORE

No wonder reporters covering the House of Representatives feel hopeless that improvement could be effected on the operations of the Media Relations Services of the Public Relations and Information Bureau of the HoR as based on the allegations raised by some of the MRS staff themselves that their office is being run like hell.

Thanks but no thanks to MRS Director Celine Buencamino whom her staff claims reports for work very late in the afternoon, her office produces press release which are either eons old as most of the media entities have already ran those stories, or releases which contain factual errors. And since she is not around most of the time as her critics allege, then the responsibility to oversee the operations in her office should fall under the watchful eye of her OIC, Lorelei Castillo.

But apparently, Lorelei does not give a damn. In fact, this Celine – Lorelei has not even lifted a finger on the allegations that some of her staff had engaged in money-making ventures using official government time and resources.

According to members of the MRS who had lodged a complaint against the duo, their favored staff has for decades, used the MRS office equipment for personal money-making ventures, even soliciting money, laptops, etc., in exchange for institutional photos or press releases, which are part of their official duties. In short, they are now acting as official PRs of some of the lawmakers!.... MORE

In a bid to force its invited “resource persons” to state that it is former First Gentleman (FFG) Jose Miguel “Mike” Arroyo who is the real owner of four helicopters, two of which were sold as brand new to the Philippine National Police (PNP), senators yesterday moved to cite in contempt, ordered the arrest and indefinite detention of LTA Inc., former bookeeper Rowena del Rosario even before the hearing ended “until she purges herself of the contempt citation,” and presumably, to force her to give the senators the answers they want to substantiate their allegations against the Arroyos.

Charges that FFG owned the helicopters and not leased them were revived by bringing up the old charges of Arroyo being the real “Jose Pidal” with brother Rep. Ignacio “Iggy” Arroyo taking the fall for his brother, with the presentation of former police Chief Supt. Restituto Mosqueda, who claimed that Mike Arroyo is the real owner of the multimillion-peso “Jose Pidal” account.

Mosqueda, who eight years ago, first appeared in the Senate in 2003 as PNP crime laboratory director claiming that Iggy’s signature matched that of bank documents pertaining to the Pidal account, now claims that which they examined was a specimen produced by Iggy at that time..... MORE

Bureau of Customs (BoC) Commissioner Angelito Alvarez will be facing another congressional probe, this time for failing to act on a recommendation submitted to him by his subordinates urging him to run after an oil firm which allegedly defrauded the government of nearly P1.6 billion in tax payments.

In a press briefing, Zambales Rep. Milagros “Mitos” Magsaysay hit Alvarez, who was earlier questioned for the mysterious disappearance of around 2,00 container vans containing highly dutiable goods while en route from the Port of Manila (PoM) and the Manila International Container Port (MICP) to the Port of Batangas and for sacking senior Customs officials who recommended the filing of legal action against Pilipinas Shell Petroleum Corp.(Shell) for misdeclaration of shipment and non-payment of excise and value added taxes.

Magsaysay claimed the government lost P1,578,269,755 from July, 2010 up to the present.

In filing House Resolution 1643, entitled “A Resolution urging the committee on ways and means of the House of Representatives to immediately conduct an inquiry in aid of legislation into the issues that surround the unabated smuggling activities of Shell and the its failure to pay the appropriate taxes and duties amounting to several billions of pesos to the government and to look into the failure of Customs and BIR officials to take action and necessary steps to run after Shell thereby causing prejudice and undue injury to government in not being able to collect this much needed revenue..... Department of Public Works and Highways (DPWH) officer in Region X cited 16 defective portions of the three road projects built by Hanjin Heavy Industries and Construction Company Limited in Lanao del Norte province for the past years.

Khalil Sultan, DPWH Region X officer, discovered the defective roads following the inspection conducted by DPWH, together with the provincial and Oriental Consultant International and Hanjin inspection teams, based on the complaints aired by the residents, local and provincial leaders and commuters.

Hanjin Co. constructed the Metro Iligan Regional Infrastructure Development Project (MIRIDP), about 55 kilometers stretch from Tagoloan to Linamon town, covering the interior towns of the province. The road project also was in preparation for the construction and completion of Metro Iligan Agri-Industrial Center (MIRAIC), an agri-industrial manufacturing plant located in Linamon, to pump prime the economic development of the province and the safe passage of commuters as well.

Sultan’s recommendation to Hanjin Co. that it should renovate and restore the destroyed portions of the road projects as it is their obligation to do it based on the memorandum of agreement (MoA) entered into between Lanao del Norte provincial government and Hanjin Co. which is to maintain the road projects for at least one year..... “These P660 million loans could have instead been utilized to help farmers, small entrepreneurs, microenterprises, cooperatives and farmers’ associations which could have availed themselves of loans for microfinance, agricultural and livelihood projects and other projects that could have furthered the developmental goals of DBP.”

The City Council of Manila is ready to pass an ordinance aimed at protecting the children from irresponsible parents for not taking care of their kids.

Councilor Rod Lacsamana, (2nd District, Manila), said the ordinance, which he is the author, was passed on third and final reading of the Manila City Council.

Known as the “Anti-child Endangerment Law,” the ordinance sought to punish a person who abandons or exposes a minor child to a perilous situation that endangers his life, health, or well-being.

“This law speaks for itself and sends a stern warning to irresponsible or uncaring parents or guardians of their children. Thus, no child can even be subjected to the hazard of traffic scenes and polluted conditions because if their parents or guardians neglected their roles to take good care of the child they can be held liable,” Lacsamana said..... A ruling by the Court of Appeals (CA) has directed the Regional Trial Court of Makati City to allow the incumbent administration of the Philippine Charity Sweepstakes Office (PCSO) a chance to justify its decision to scuttle the P4.4 billion joint venture agreement that the past administration entered into with an Australian firm.

In a 16-page ruling penned by Associate Justice Rosmari Carandang, the CA’s Ninth Division also declared null and void the temporary restraining order (TRO) that the Makati RTC issued last April 13 in favor of TMA Australia Pty Ltd. which had a deal with the past administration to put up a first thermal coating plant in the country.

Seven summonses, together with the complaint and its annexes were served to petitioners PCSO chaired by Margarita Juico, members of the Board and the general manager through the Office of the Government Corporate Counsel (OGCC), being the principal law office of government-owned and controlled corporations (OGCC).

The CA agreed with the PCSO that while the OGCC is the principal law office of PCSO, it is not authorized to receive summons in PCSO’s behalf, as well as the members of its board and its general manager..... MORE

Of ‘ratings’ and ‘news’ agencies

Ratings agencies are the financial world’s equivalent of today’s global “fashion dictators,” from Gucci, Dior, to Louis Vuitton, who decide what’s in and hot from the ramps of Paris or Milan. In the same way that fashion aficionados look to these luxury brands for the latest trends, presented in glossy sheen by the leading magazines, high-end department stores, boutiques, and celebrity “fashionistas,” ratings agencies are dutifully followed by the investment world’s big and small fund speculators, investors, and banks.

Down a rung or two, so-called “pirates” — both fashion and financial — from Hong Kong, Bangkok, Shenzhen, or Manila always keep a close watch to get their new line of pirated designs or passed down prognoses of financial ratings agencies, which then enable them to partake of the “killing.”

For them to succeed in mesmerizing the masses whose pockets are the goal, the global mass media is indispensable. Day in and day out, this mass media churns out fashion and financial glitter to keep audiences in rapt embrace.

While I have not followed the fashion scene for quite some time, I get the impression that the dearth of new names making an impact both here and abroad may well be one of the signs of the times of declining economic fortunes and increasing misery.

As I have been following more closely the financial ratings agencies, I have helped in aggressively debunking the myth of their validity, reliability, and relevance for real financial and economic evaluation of the global and national economy. In fact, this space is only one of the very few critical of the so-called big three — Moody’s, Standard and Poor’s, and Fitch Ratings — which mainstream business media consider as the gods of their financial Mount Olympus.

In the past decade, we were among the few voices in the wilderness on this matter; but ever since the Global Financial Crash of ‘08, where these ratings agencies still spouted rosy prognoses of Lehman Brothers, Bear Stearns, AIG, and other financial houses the day before the sky fell on them, the world’s view of them have already taken a negative turn.

For sure, Standard and Poor’s credit downgrade of the US a week ago while Obama and the Republican-dominated House were in the thick of their “debt cap” debates has not helped either, especially since Moody’s and Fitch weighed in with their positive ratings just a few days after American political and financial authorities raised their vehement objections.

As I have written before, both China and Europe have since reacted against these ratings agencies. China set up its own called Dagong after declaring the traditional ratings agencies as “unreliable,” whereas Europe threatened to establish its own after the big three downgraded Portugal and Spain’s credit-worthiness at a crucial moment of the EU (European Union)’s recovery economic efforts. As these ratings agencies are now in disarray, all we can say is “Good riddance!”

Similarly, we also want to call attention to the western “international” news agencies such as Reuters, Associated Press (both British), and Agence France Presse (French). Like the top fashion houses, these major news wires practically dictate the world’s news trends and, when they choose, even the direction of national news stories.

Many Filipino newspapers, broadcast networks, and news writers take these major news wires’ reports as gospel truth and repeat whatever is fed to them over and over until every Juan, Pedro and Maria believe these to be gospel truth.

Let’s take the latest news from the Associated Press (AP) about Libya where its headline says, “Libyan rebels: Key city, oil terminal seized,” as well as Reuters’ “Libya rebels strategic town (Zawiyah) near Triopli” and Agence France Presse (AFP)’s “Fighting erupts in Tripoli as rebels say regime is doomed,” all of which are not balanced by news such as those coming from Russia Today (RT) on statements by the Libyan government’s official spokesman belying these claims, which are never reported by the three major Western news agencies.

Each morning, after perusing all the major national newspapers on the Internet, I shift to reading Press TV (official news wire of Iran), RT (Russian cable news), Prison Planet (a dissident Web site in the US), GlobalResearch or the Centre for Research on Globalization (an anti-globalist Web site), China Daily, and Asia Times. When I turn on my Destiny Cable, I go immediately to RT and CCTV 9, and only scan CNN, BBC and Al Jazeera briefly. You’d be surprised at the utter Western media bias. For example, it is only from RT that I get this report:

“Independent journalist Lizzie Phelan says the reports are an effort by Natp to create panic. ‘The only gunfire that we are hearing is celebratory gunfire,’ she said. ‘And the only explosions that we are hearing are Nato air strikes or Natp sound bombs, which are clearly designed to create a sense of panic in… Tripoli.’
Phelan said that the Libyan rebels created fake footage of themselves in Zawiyah and Tripoli, and were aided in disseminating the footage by, among other media outlets, Al Jazeera. The Qatar-based satellite television station… has been at the center of the media conspiracy against Libya. The Western mainstream media, she continued, in turn picked up these reports and repeated them, creating a sense of panic among the Libyan people. Later… a number of armed gangs emerged… sleeper cells of rebels… (which) began firing randomly and threatening ordinary people… ‘They then took footage of the empty streets, which created the sense that they were in the process of capturing the city.’”

Al Jazeera, financed by a Western-controlled potentate, the Emir of Qatar, has been at the forefront of the disinformation campaign against Libya, starting with the fake news of Gaddafi’s jets bombing demonstrators back in February — news which CNN and BBC then repeated endlessly. Like fashion czars and financial ratings agencies of the West, these major news wires are mere tools of foreign financial predators. Time for the public to wake up!

There was a time in the past when Aug. 21 was etched in every Filipino’s mind and was marked in the calendar by those in power as a day to prepare for massive protests for a generation under the rule of former strongman Ferdinand Marcos, not only because it marked the assassination of Ninoy Aquino in 1983 but also because of the treacherous bombing of the Liberal Party convention at Plaza Miranda in 1971.

Both tragic pages in the country’s history were blamed on Marcos but to this day, the real perpetrators of these most celebrated crime incidences in the country have yet to be identified with only the pawns believed to have been sent in jail.

Comes the son, Noynoy, and half the world comprising the Chinese population has reasons to mark the day as the victims and relatives of those who were killed during the botched hostage rescue operation wait for their taste of justice, this time from the Philippine government after eight Hong Kong residents died from the hand of a disgruntled policeman who took them hostage on Aug. 23 last year.

For somebody who has supposedly been through the same ordeal in seeking justice for his father who died from the uncannily similar violent means, Noynoy is giving the relatives of the slain Hong Kongers strangely almost the same treatment that his family got from the Marcos government in those dark days of 1983..... Under the Noynoy dispensation, it certainly looks like the accused are being coerced into proving their innocence instead of their accusers proving their allegations, which contradicts the principle of the presumption of innocence.

This has been clearly noted in the Senate hearings, where some senators claim to come up with exposés, make their conclusions of guilt then demand that whoever they allege to have committed the “crime” comes forward to disprove their charges.

There went the Senate, after declaring Mike Arroyo guilty in the sale of the helicopters, pronouncing him to be the owner, and demanding that he appear before the Senate to disprove the allegations of ownership.

When Mike’s brother, Iggy, came forward to claim that it was LTA Inc. that leased the plane, the senators again demanded that he appears before the Senate to disprove the charges, even saying that if he does not, then it is clear that Mike Arroyo is the real owner of the helicopters. Huh? Is that the way for Senate “prosecutors” to prove their case? Duh..... MORE

Considered one of the best writers the country ever produced, she was the former editor-in-chief of Focus Philippines, a weekly magazine and the afternoon daily, Evening Post. One of her best known novels, Hand of the Enemy, earned plaudits in the international literary world. She will be best remembered not only as a writer par excellence but as a durable task master whose presence and patience helped start the careers of many of our writers today. Government chief peace negotiator Marvic Leonen yesterday said no peace deal will be signed in the next round of talks with Muslim rebels in Kuala Lumpur, Malaysia this week.

Even as President Aquino and Moro Islamic Liberation Front (MILF) chairman Al Haj Murad have pledged to accelerate the ongoing negotiations to conclude a final peace agreement during a surprise meeting in Tokyo, Japan last Aug. 4, Leonen said no accord will be hastily approved until provisions are thoroughly reviewed.

“We have learned from the lessons of the past and we will not repeat the same mistakes. I would like to emphasize that there is no ‘done deal,’” Leonen said. “The government panel is not going to Malaysia to sign a peace agreement.”

“I believe I know who it is. How can we (be) able to prove it up to the penultimate level? ‘That’s the issue,” he said.

Aquino also hinted that he is interested in running after several associates of former President Marcos

House Speaker Feliciano Belmonte yesterday said that the House of Representatives is going to push through with the proposed amendments to the economic provisions of the Constitution even as an ongoing survey among lawmakers showed that there are currently 68 percent or 153 lawmakers who are in favor of amending the Charter.

Only 29.60 percent or 66 congressmen are against the proposal particularly on the question of timing. Four or 1.79 percent of the respondent-congressmen was undecided.

The lawmakers were responding to the question: “Do you agree it is time to amend only the Constitution’s economic provision?”

About 85 percent of the total 17,000 overseas Filipino workers (OFWs) working in Syria were undocumented and were illegally recruited and victims of human trafficking, according to Blas Ople Policy Center (BOPC).

Susan Ople, director of the BOPC, said this yesterday at “Balitaan Sa Tinapayan” forum where she belied earlier reports that only 60 to 70 OFWs had expressed desire to return to RP after being caught in the Syrian conflict.

“Hindi ako naniniwala na kokonti lang sila, marami akong natanggap ng text na humihingi ng tulong para makauwi na sila sa bansa at ang iba sa kanila ay pinipigilan ng kanilang mga employers at ang iba ay hindi alam ang gagawin,” Ople said.

Two officials and a staff of the House Media Relations Services (MRS) of the Public Relations and Information Bureau (PRIB) are facing possible dismissal from service after several employees of the House of Representatives slapped them with administrative cases before the HoR Grievance Committee and Disciplinary Board.

Facing possible dismissal for grave misconduct, grave abuse of authority, dereliction of duty, gross violation of Civil Service Commission (CSC) rules and regulations, the standard operating procedures on grievance of the House of Representatives and RA 6713 and harassment are MRS Director Celine Marie Flores Buencamino, MRS officer-in-charge Lorelei Castillo and MRS writer Eduardo Galvez.

Requesting anonymity for fear of reprisal, the employees, who are all Buencamino’s subordinates at the MRS, said they are seeking the immediate dismissal of the three as the three respondents not only have violated the existing CSC rules and regulations but have also arrogantly declared themselves to be virtually untouchables, citing their close relationship with Speaker Feliciano “Sonny” Belmonte..... The fact that the Anti-Money Laundering Council (AMLC) was looking into the supposed fat account of the Arroyo family’s LTA Inc., was not what had grabbed attention in the interview Ping Lacson gave about the offshoot of the ongoing used police helicopters probe but the possibility that the AMLC laid off the transactions of the Arroyo company.

This is enough reason for the Senate to hold a probe on the AMLC and its officials whose agency supposedly acts independently of the government, being under the Bangko Sentral ng Pilipinas (BSP).

Before the creation of the AMLC, the Philippines was placed by the Organization for Economic Cooperation and Development (OECD), the eminent organization of rich countries, on a money-laundering watch list and even threatened trade sanctions on the country for being a haven for dirty money.

The country languished under the category for some years and even the remittances of Filipinos working overseas received a degree of restriction to remind the then Arroyo administration of the need to set up an Anti-Money Laundering Act..... MORE

Noynoy pledged that as part of his change and reform program, he would make the judiciary independent.

What he says and what he does clearly do not speak of any kind of change and reform, as he keeps on appointing those who are deemed Noynoy and administration-friendly.
Translated, what Noynoy really wants are appointees whom he can rely on to do as he wishes.

In the case of the vacancy in the Ombudsman’s office, he appointed a former Supreme Court (SC) associate justice, Conchita Carpio-Morales, who is known to be anti-Gloria and therefore friendly to him.

What is being glossed over especially by the Yellow media that keep on claiming that Carpio-Morales is independent merely because her opinions in rulings went against the Arroyo administration, is the fact that from the time she was appointed by Gloria to the SC, to the time there was a falling out between the Arroyos and the law firm with which her cousin, SC Justice Antonio Carpio, is identified, most, if not all her decisions, were then favorable to the Arroyo administration..... KANO — A Nigerian Islamist sect blamed for dozens of deadly bomb blasts and shootings has shown increasing signs of links to outside groups such as al-Qaeda’s north African branch, analysts say.

While there has been no clear proof of such ties, Western diplomats and security experts point to the growing sophistication of attacks by the sect known as Boko Haram as well as claims made on Web sites and elsewhere.

The possibility of such links have led to fears among Western countries, with Nigeria the largest oil producer in Africa, the continent’s most populous nation and a major crude supplier to the United States.

“We are very concerned about the linkages between Boko Haram and other extremist organizations in Africa and other places,” US General Carter Ham, commander of US Africa Command, told local journalists during a visit to Nigeria this week..... MORE

It seems that the “sins” of Commissioner Angelito Alvarez are piling up. Aside from allegedly masterminding the loss of more than 3,000 containers vans coming from the Port of Manila and MICP, recently, at the hearing of the sub-committee on ways and means, it was found that Alvarez together with a deputy commissioner of customs and another official has accredited several customs bonded warehouses owned by a certain Tina Yu, Baby Reyes and a certain Big Mama that gave fake addresses to the bonded warehouses they claimed they owned. Call this gross negligence, incompetence or connivance with smugglers, Alvarez and company could not have accredited these bonded warehouses if they were doing their jobs right unless they in cahoots with these smugglers causing the release of about 3,000 containers where the government lost billions of pesos in forgone taxes and duties. It was said the goods loaded on the lost containers ended in these make-believe warehouses and can no longer be traced by the investigators because Alvarez and company allowed them to be accredited. The name Tina Yu and the others should be thoroughly investigated as they are alledgedly accused of conniving with Alvarez in smuggling activities..... MORE

It was a quiet celebration of the 73nd birth anniversary of the late Fernando Poe Jr. yesterday, but supporters present at thanksgiving in a Eucharistic celebration were loudly chanting and proclaiming FPJ as the 14th president of the Republic of the Philippines.

In sight was Sen. Koko Pimentel, Representatives Rufus Rodriguez, Teddy Casiño, whistle-blower General Gudani, Colonel Rabusa, daughter and MTRCB chairman Grace Poe Llamanzares and President Joseph Estrada, who pleaded with the lawmakers in attendance to classify electoral fraud and cheating as heinous crimes and jokingly remarked, “Bilisan ninyo at baka maunahan kayo ng Diyos” referring to the present medical condition of former President Gloria Arroyo. With Senator Pimentel heading the Senate committee on electoral reforms and Representatives Casiño and Rodriguez in the lower house pursuing the 2004 massive cheating probe, with the military coming out of the dark, there is surely great hope that history would be rewritten beginning with replacing the photograph of Mrs. Gloria Arroyo at the Malacañang Hall with that of Fernando Poe Jr., as the 14th president of the country..... The matter of making money out of money instead of on account of trade and/or industry; the issue of having money as a means of profit to earn more money rather than by reason of honest to goodness investment in business; the question of using money to produce more money merely by speculation in place of sweat and toil — this is the ultimate premise of the debacle of the market as such. And this is what is precisely at the bottom of the so called “economic collapse,” “downgrading” among other bad news the world over.

There are many able economists who certainly see it otherwise. Some say that such an economic disaster is caused by national socio-political instability if not outright regional wars. There are also those who affirm that investments in business especially that of production, have become less and less due to instability, graft and corruption here and there. There are those who even claim that the downfall of the world economy is basically on account of the rising world population. And there are those who cite and proclaim other factors for the deteriorated and still deteriorating global economy. While already proclaimed winner over Sen. Juan Miguel Zubiri after his electoral protest for the 2007 senatorial elections has been upheld, Sen. Koko Pimentel is not about to let “bygones be bygones.”

In an interview yesterday after the consultation called for by Center for People Empowerment in Governance (CenPEG), Pimentel said that he is open to the filing of charges against Zubiri should evidence prove that he had committed electoral fraud.

“Yes, I am open to filing of charges against him (Zubiri) if evidences show he committed electoral fraud,” Pimentel told The Tribune.

“But for the moment, my committee will start its investigations on allegations of fraud in the 2004 presidential elections,” he added.

A militant fisherfolk group yesterday appealed to lawmakers in both Houses of Congress to shoot down the proposed P161.6-billion pork barrel for President Aquino for next year.

In a statement, the left-leaning fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) asked congressmen and senators of cross party lines to reject the P161 billion pork barrel asked by Malacañang for Aquino under the unprogrammed items of the 2012 budget submitted by the Palace to Congress.

“President Aquino is asking Congress to give him P161 billion in total pork barrel funds for 2012. The character of this pork barrel is free from audit and scrutiny of the taxpaying public. Where is transparency here?” said Fernando Hicap, Pamalakaya national chairman.

NORZAGARAY, Bulacan — An alleged eyewitness in the brutal slaying of a 60-year-old man and an 18-year-old single mother surrendered to police authorities and named the three suspects who murdered the victims at a grassy area in Sitio Caymino, Barangay Bitungol here last Tuesday night.

Senior Supt. Fernando Mendez Jr., Bulacan police director, said that Richard Hernandez, 28, a resident of Barangay Assumption, Area I, Sapang Palay, San Jose del Monte City, expressed fear for his life, prompting him to personally report to the Norzagaray police station last Friday.

Mendez said Hernandez divulged that he witnessed the killing of Reynaldo Follosco, married, employee of the Land Management Bureau and a resident of 465 Antipolo St., Gagalangin, Tondo, Manila and Sharmaine Santos, 18, a resident of No. 2716 Gen. Lucban St., Gagalangin, Tondo.

NTC slammed for loopholes in new rules for broadband connection speed

Cagayan Rep. Jack Enrile has criticized the National Telecommunications Commission (NTC) over the memorandum order it issued setting a minimum speed of broadband connections, saying the order is a mere “lip service” and will not ensure concrete benefits for a big portion of Internet service users.

This, as he called on NTC to push telecom firms to complete the rollout of mobile connectivity throughout the country which will allow Internet connectivity to penetrate a larger portion of the population and a bigger number of schools.

Enrile explained that despite its good intentions of improving broadband connections to allow customers to surf the Internet faster, NTC’s Memorandum Order No. 07-07-2011 was full of loopholes that may be used by Internet Service Providers (ISPs) to skirt the order’s intent.

In particular, he said the NTC order left out customers using pre-paid broadband services that last only for several days to a week. “The NTC order does well in setting a respectable 80% minimum service reliability level for ISPs and requiring ISPs to properly inform their customers about the broadband/Internet connection offered to them. This should benefit broadband users who are on a monthly subscription arrangements with their providers..... MORE

The militant group Bagong Alyansang Makabayan (Bayan) yesterday called on the Commission on Elections (Comelec) and the Commission on Audit (CoA) to investigate the P197 million election fund given to the Armed Forces of the Philippines (AFP) during the 2004 elections.

The call came amid revelations in the Mayuga report on the possible misuse of the election funds. Bayan said based on interviews, the bulk of the funds was not used for AFP units doing election duties, but by the intelligence units of the AFP, Bayan said in a prepared statement.

The funds came from the Comelec when it deputized the AFP for election duties in some areas in the provinces. The funds were supposed to cover expenses of TF HOPE headquarters, operational expenses, missions and reservists.

In his interview with the Mayuga panel, then Lt. Gen. Rodolfo Garcia who headed the Task Force Honest Orderly and Peaceful Elections (HOPE) suggested that the AFP review how the huge election funds were spent and what was spent did not come close to the amount that was released..... MORE
