Time and again, it is clearly and repeatedly said that there is smoke in Malacañang. And as the saying rightly goes, where there is smoke, there is fire. And where there is fire, there is danger. In other words, there are open talks that Malacañang is presently occupied by two antagonistic political factions. The “Samar” and the “Balay” are the expressed titles mentioned dividing Malacañang occupancy.

Meant to house but one executive family, the said house is pitifully divided between two antagonistic sections. Intended for the use of but one administrative body, therein are instead two closely organized groups with one continuously trying to outdo or undo the other. This is an open secret.

And this is not only shameful to the two groupings but also damaging to multi-million Malacañang constituencies who dutifully pay them and who are wherefore expected to serve them — not to fight among themselves..... MORE

NEW DELHI — India’s notorious Tihar Jail in New Delhi is currently home to a clutch of VIP inmates suspected of corruption as police win rare permission to go after the “big fish” in recent cases.

The forbidding complex, home to militants and murderers, offers little in terms of comfort for its new white-collar guests, who are forced to share tiny cells with basic toilets in sweltering heat.

Prison chief Neeraj Kumar told AFP that the powerful connections of his new charges, which include the country’s former telecom minister and the head of the Indian Olympic Association, have won them no special treatment.

“It’s just a speculation in the media that we have a VIP jail,” Kumar said from his office at Tihar where 11,700 inmates, including 470 women and 500 foreigners, are squeezed into facilities designed to hold half this figure..... MORE

Prominent political names and members of the Armed Forces were found on the list of a suspected smuggler of luxury vehicles and guns yesterday during a hearing of the Customs subcommittee of the House committee on ways and means sparked by a report of the US Federal Bureau of Investigation (FBI) on the vehicle theft in the United States saying some of the stolen vehicles surfaced in the country.

During the hearing, Allan Lynnard Bigcas presented a so-called “black book” containing an account of his business dealings. The black book contained names and aliases of alleged provincial officials in Mindanao whom authorities believed to have had business deals with Bigcas.

Among those included in the list were a certain “Noah Dimaporo, Mayor Ali, Mayor Dimaporo, Boy Plaza, a certain Pepe and certain Colonel Pimentel.” Two certain Jalosjoses were also included on the list..... MORE

An American diplomat yesterday said the chance of an armed conflict breaking out in the disputed Spratlys in the South China Sea that would prompt Washington to help its ally, the Philippines, is remote or may never happen.

Ambassador David Carden, visiting US Permanent Ambassador to the Association of Southeast Asian Nations (Asean), however, stressed that Asian countries with overlapping claims should involve other stakeholders like the United States to try to resolve the problem despite China’s objection to foreign intervention.

While Malacañang suddenly turned biblical over the Reproductive Health (RH) bill debate saying that it will retaliate by giving bread to those who throw stones against it, some Catholic bishops lambasted Sen. Panfilo Lacson, an ally of President Aquino, for alleging that the Church uses the pulpit to cam-paign against the controversial bill.

“You have no right to dictate us what to do on RH bill issue... Priests use the pulpit particularly on issues involving life,” Lipa Archbishop Ramon Arguelles said in a radio interview.

For his part, Sorsogon Bishop Arturo Bastes said it is the Church’s obligation to inform the public about the ill effects of the bill to health and morality.

With the aim to improve the quality of education, the Department of Education has expressed readiness for the mandatory kindergarten curriculum and additional two years in high school once the bill is approved in the Senate.

DepEd Assistant Secretary Tonisito Umali yesterday made the disclosure during the weekly “Kapihan sa Diamond Hotel.”

Umali said the basic education program would now be 13 years from the existing 10 years which was formulated in 1926.

In the new curriculum, children aged 5 must be enrolled in kindergarten before being admitted to first grade in elementary, while in high school an additional two years would be added to the existing four years making it to six years..... MORE

The secessionist Moro Islamic Liberation Front (MILF) is considering the launching of rescue operation against a kidnap-for-ransom gang now holding a Filipino-Chinese businesswoman under captivity at an MILF-controlled area in Maguindanao province.

MILF spokesman for military affairs Eid Kabalu said the secessionist group is mulling over rescue operation as part of their commitment to the Ad Hoc Joint Action Group (AHJAG) agreed upon with the government under the ongoing peace negotiations.

“At present, we are contemplating an action…our responsibility to take positive action is given (under AHJAG) whenever there is this kind of incident,”Kabalu said.

According to San Juan City Rep. Joseph Victor “JV” Ejercito, educational institutions should defer implementation of tuition hike, saying parents have enough burdens to carry with the cost of living becoming exorbitant.

This statement was in reply to the recent announcement of the Commission on Higher Education (Ched) that 282 private colleges and universities are to actualize tuition increments this coming school year.

While Marcos strikes fear whenever he issues a threat, because more than likely, he would have followed it up with immediate and determined action, as proved too many times.

Not so with Noynoy who has proven thus far that all he says including “them fighting words” as all “hot air” as an eminent former senator had said.

The true nature of Noynoy Aquino is finally surfacing for all to see. He too, like Ferdinand Marcos, wants to portray himself as a democrat and libertarian, but in reality, he has dictatorial tendencies, not just because he issued a threat to charge the anti-Reproductive Health (RH) bill groups with sedition, which he would find fairly impossible to implement, but because many of his past statements and acts have already shown such tendencies.

Recall that whenever Noynoy does not get what he wants, either by way of high court rulings or the ousters of certain officials he dislikes, he and his mouthpieces go all out on a demonization spree against them and paint them as the evil in society, while attempting to project himself and his Yellows as the “good.”

So, OK. We can understand P-Noy’s rage over the Sandiganbayan Second Division’s decision to uphold the plea bargain agreement between the Office of the Ombudsman and retired Maj. Gen. Carlos Garcia. The Chief Executive fumed that the justices must be “living in a vacuum” and that the ruling itself was “unacceptable” and “legally wrong.” Certainly, there was a flaw somewhere, so this decision has earned such public outcry. But shouldn’t P-Noy and his legal advisers from Presidential Legal Counsel Ed de Mesa to Justice Secretary Leila de Lima and Solicitor General Joel Cadiz, to name just three of the legal minds who are supposed to provide him legal counsel, take pause and reflect on what really happened here. This development did not happen simply because the justices “could not get it.” No, Sir. Precisely, they had to render that decision on the basis of the records of the case and the hearings conducted over time. They are not supposed to decide on the basis of “public opinion” or the “say so” of other people no matter how powerful and influential they may be. They have to decide “in a vacuum” unperturbed by the passions of the moment or the “public pulse.” No less than Justice Baldos, the ponente, advised that the critics should simply read the decision instead of arguing in ad hominems. She then observed that as justices they are trained to set their eyes only on the facts and records of the case and the transcripts of the hearings unswayed by the cries or even hallelujahs of the crowd..... It may have disheartened tens of thousands, but Health Secretary Enrique Ona’s advice to college freshmen to stay out of nursing schools is clearly an admission of a flawed educational system which, as students were saying even before the First
Quarter Storm of the 1970s, catered mostly to the profitable business side of college and university operations.

It would not be surprising to see a continuation of token protests against an educational system which relies mostly on private capital as government could not prioritize spending for education. Thus, it bows to the whims and demands of private school and university owners, whose primary consideration is profit.

But government has emasculated youth and student power through various means, as it has castrated labor and other forces accepting token returns like low wages. Worse, our youth now sees college education as a privilege reserved only to those whose parents can afford it..... MORE

I have not previously commented on the RH or Reproductive Health Bill since I know it is not a highly essential action that will address the poverty of this nation. First off, the Malthusian argument that population robustness equals poverty is inane, as a simple comparison easily shows:

Japan, with a population of around 130 million (the 10th largest in the world), has a per capita income of $35,500 while the Philippines, with a population of around 94 million (ranking 12th in the world), has a per capita income of only $2,000. Before the 2010 elections, where the previous lame-duck government’s spending-inflated GDP “growth” became the basis for this latest estimate by some economists, ours even hovered lower at around $1,500 to $1,700 per capita.

The point is, the pro-RH proponents’ propaganda, based on an imaginary correlation between poverty and population, is hogwash — characteristic of the pigsty that is Congress, more so when spewed from the mouths of the usual pro-FVR-Gloria Arroyo porkers.

Rep. Edcel Lagman, for one, with the help of his allied NGOs and “cost”-oriented groups, has been taking many people for a ride without revealing the highway robbery built into the RH wagon. Few people know that the original bill presented before Congress already contained a list of brands of contraceptives and other birth control paraphernalia that was only subsequently removed when certain quarters began to smell something scandalously foul.

Big Pharma all over the world, particularly in the Philippines, is well known to provide lavish commissions and paybacks to its agents, promoters, medical prescribers, as well as to political lobby clients and NGOs. Many of these NGOs beholden to foreign funding, such as those linked with Etta Rosales and other Noynoy “leftists,” are with Lagman’s campaign. Ditto the likes of pro-Big Pharma, anti-natural medicine former Health Secretary Esperanza Cabral and former (so he says) Carlyle Group director Fidel Ramos.

The transnational investment group Carlyle, which makes use not only of corporate but also global political clout in promoting its military-industrial interests, is also into pharmaceuticals in a very big way. William Shannon reports: “The Carlyle Group… manages nearly US$13 billion investments in various pharmaceutical laboratory and telecommunication, waterway transport companies.” He further calls it a “tentacular financial complex” and lists its “four most significant companies” (and their principal activities and periodic turnovers in parentheses) as: 1) Empi, Inc. (medical drugs and products, $73 million for year 2000); 2) MedPointe Inc. (drugs and condoms, $223 million estimated for 2001); 3) United Defense Industries Inc. (manufacture of tanks and armored vehicles, $1.18 billion for 2000); and 4) United States Marine Repair (the largest American company of non-nuclear warships, $400 million for 2000).

Disguised in this RH bill are the interests of Lagman and his ilk in the legislature (egged along by the similarly financially lascivious Big Pharma): automatic appropriation of the budget for their pork barrel plus government’s purchase of birth control “devices and supplies” as stipulated in Section 30 of the final draft of the RH Bill which states, “The amounts appropriated in the current annual General Appropriations Act (GAA) for Family Health and Responsible Parenting under the DoH and PopCom and other concerned agencies shall be allocated and utilized… Such additional sums… shall be included in the subsequent GAA.”
You see, more funds will have to be allocated (taken from PhilHealth), with the PDAF or pork barrel requiring additional allocation to the delight of those porkers in Congress, along with Big Pharma selling these “devices and supplies” while obtaining a declaration of such as “essential drugs,” thereby opening these to “tax free” classification.

Furthermore, according to the draft, each congressional district “shall” be provided with a “mobile health care service unit,” which will, of course, sport the names of the congressmen and maybe the NGOs working with them. Legislators say the bill will only cost P3 billion; but when you add all the other funding sources (including the Anti-Poverty Commission, which will be required to chip in), then it will run to over tens of billions of pesos!
Meanwhile, RH bill spinmasters, both foreign and local, have been very good at framing the issue as an emotional cause for “women’s rights,” as a fight for “their own bodies,” etc., which no one can argue against. However, in some women’s groups’ hysteria, what is being missed is that they, too, are being used to swindle this nation of its much fed-upon budget pie.

The Magna Carta for Women already protects women more than a chastity belt can; and even among them, many recoil from the idea of removing constraints on abortion. Moreover, nobody follows the Church diktat against the use of condoms and contraceptives anymore (except for those who are still fearful or ignorant), so what else is at issue?

This is perhaps why RH bill spinmasters have thrown in many red herrings, such as the control of HIV — even when a country such as Thailand still leads the world in HIV incidence despite its well known free condoms program. I am told that this is also the case in Bangladesh.

That said, the prevalence of HIV is a problem of values and social education, not sex education. It’s a problem of media culture too. Some young students having their OJT in my radio program have raised an upsetting problem — that of too many young girls (as young as 12) getting pregnant and selling their bodies for sex. But isn’t that a problem of poverty as well — a poverty spawned not by population per se but by a socio-economic system that is exploitative; that concentrates national wealth in an infinitesimal few; and extracts surplus out of the country in the form of unjust debt and taxes, ad nausea?

Ah, but such is the systemic cancer that the RH robbery hold-up gangs and their foreign partners, with their RH debates, would want to distract us from.

Some call the carrier Osama bin Laden’s hearse as it carried the remains of the al-Qaeda leader before being thrown at sea.

According to San Juan Rep. Joseph Victor “JV” Ejercito, the present Aquino administration is no different from the Arroyo administration in withholding the pork barrel of the political opposition.

Noynoy is back again on the belligerent path picking up a fight where none is necessary against the Sandiganbayan for its recent ruling upholding the plea bargain agreement between the Office of the Ombudsman and former military comptroller Maj. Gen. Carlos Garcia.

The Sandiganbayan said it merely ruled on the agreement after determining that it satisfied all legal requirements, thus warranting its approval.

Reason is not the agenda of Noynoy and his Yellow vigilantes, however, in raising a howl against the Sandiganbayan’s resolution. The past few days saw a series of theatrics that appeared scripted which was fired off by House allies of Noynoy who spearheaded the impeachment of Ombudsman Merceditas Gutierrez calling for the resignation of the Sandiganbayan justices.

Apparently, Noynoy and his allies have a simple solution whenever they don’t agree with decisions made by independent bodies: Put the pressure on them to resign then appoint Palace-friendly justices and Ombudsman in their stead, which would serve as a guarantee of their toeing the Noynoy line..... Bishops are waging a war to stop the passage of the Reproductive Health (RH) bill, but they know they can’t possibly win, mainly because surveys or no, majority of the Filipinos know that the time has come for responsible parenthood and the curbing of the population growth — through the means of couples spacing their children.

Couples know they can hardly afford to have yet another mouth to feed.

Not even if the bishops stage a nationwide demonstration against the RH bill passage, because it is really not even a religious cause majority of the Filipinos believe in. Haven’t the bishops realized yet that even without the RH bill, there are already many who are into taking the right precautions to prevent pregnancy? The problem is that the poor do not have the wherewithal to buy these contraceptives, which is why it is important that the government provides the right access to the couples who want it.

Understandably, the bishops are passionately against the passage of this RH bill, mainly because this is what their religion and the Vatican decree. But no matter how much they huff and puff religiously, this cause just won’t fly with the general public..... MORE

On hindsight, the RH war really is not so much on the moral advocacy and legislative levels, creating an unnecessary conflict between the Church and the government, which is heating up lately with pronouncements and counter-pronouncements from either side. With the exposé of Sen. Vicente Sotto on the alleged ghost deliveries and misappropriations of “health programs for the family” (of course, we know the masked disguise) amounting to P2.6 billion, the RH covert or anticipatory moves by the local government units are being brought to the fore of national attention. Sen. Ralph Recto in support of his colleague sounded off his governor-wife’s concern about millions of pesos allegedly being received by the Batangas province from the Department of Health between 2008 to 2010 where no actual deliveries of contraceptives, or at least “symbolic” or “token” reproductive health aid was unloaded to local destinations. Expect therefore in the next few days, other local government units extricating themselves one after the other..... MORE

The case filed by former Ombudsman Simeon Marcelo against accused plunderer retired Maj. Gen. Carlos Garcia was so filled with holes or very deficient that it did not even mention Garcia’s position as comptroller in the Armed Forces of the Philippines (AFP), in which he should have been accused of having benefited illegally and in turn became the basis for the crime of plunder, the second division of the Sandiganbayan said in its ruling approving the plea bargain agreement between Garcia and the Office of the Ombudsman.

President Aquino had called the graft court’s decision “legally wrong” and unacceptable while his allies called for all the Sandiganbayan justices to step down.

A lawmaker is asking the Philippine Health Insurance Corp. (PhilHealth) to put up drug stores or pharmacies in government and private hospitals that will offer cheaper medicines for underprivileged Filipinos.

Biliran Rep. Rogelio Espina, author of House Bill 4235, said poor Filipino families will be the beneficiaries of such an undertaking considering the fact that PhilHealth is a government-owned and controlled corporation (GOCC).

“This is not only to lessen or hopefully remove from the deprived public the burden of buying expensive medicines and being reimbursed for less but also to cut short the process of reimbursement,” Espina added.

Under the law, expenses for medicines are being reimbursed by PhilHealth based on the coverage of the holder, according to Espina..... MORE

The Presidential Commission on Good Government (PCGG) presents a quandary for every new administration. The agency’s obsolescence is so palpable that many has sought its abolition, which is also among the pledge that helped put Noynoy, of his “straight path” crusade, in Malacañang.

Then comes the day Noynoy is president and suddenly the PCGG abolition is under review again.

Lately, the Palace has issued an executive order directing the PCGG to order its nominees, who are presumably holdovers from the previous administration, to vacate their positions among sequestered firms. They will be replaced by new appointees, all allies of Noynoy.

That is what is usually called political patronage as well the spoils from the victor distributed as rewards to his allies..... MORE

Malacañang’s logic truly escapes me.

Just the other day, still reacting to the plea bargain deal entered into between the Ombudsman and retired Maj. Gen. Carlos Garcia which was approved by the Sandiganbayan, Noynoy’s mouthpiece Edwin Lacierda was quoted as saying that the plea bargain must be scrapped, even after the Sandiganbayan approved it, and despite the fact that the principle of double jeopardy stands in the way. But the Palace insists on this being scrapped because it sends a wrong signal to government officials to steal, since they can always plead guilty to a lesser offense of graft, by forging a plea bargain deal with the Ombudsman.

But Noynoy and his boys, claiming that they are outraged at the anti-graft justices’ decision to uphold the plea deal, continue to make it a big issue.

Lacierda said Noynoy finds the Sandiganbayan resolution totally “unacceptable” and “legally wrong” because it would encourage more government officials to steal big time since they now have the option to forge a plea bargain deal with the Office of the Ombudsman and insisting that the Sandiganbayan ruling “should be reversed.”.... MANILA – Editha Balolong is just 28 years old and yet she already has six children. She gave birth to her sixth child at Dr. Jose Fabella Memorial Hospital last May 3.

She was supposed to have a tubal ligation after giving birth but she was advised to come back on June 14th instead because of bleeding. “I worried over our bill. I already had two blood transfusions,” Balolong lamented. The two bags of blood she was given amounted to at least P1,000 ($23).

Balolong had to stay in the hospital from May 3 to May 7. Her husband is “just a pedicab driver earning P250 a day($5.81).” They have five other children to feed; two to send to school. Balolong is a housewife. “No one would look after the kids if I go off to work,” Balolong told Bulatlat.com.

She and other mothers from the marginalized sectors are in need of accessible and affordable reproductive health services.
House Bill 4244 or the Responsible Parenthood Bill, also called the Comprehensive Reproductive Health Bill, the bill so maligned by the influential Catholic Church and pro-life advocates, would have provided funds for implementing health service programs if passed. It will make available what mothers like Balolong sorely needed.

To help mothers like Balolong, the Gabriela Women’s Party (GWP) provided medical assistance to 100 mothers who gave birth during Mother’s Day last May 7 and 8 at Dr. Jose Fabella Memorial Hospital. The P1,000 ($23) medical assistance came from GWP’s Priority Development Assistance Fund.

According to GWP, for the year 2011 the government budget on health services allocated P351 ($8) for every woman or a meager P0.96 per day.

With 11 mothers dying everyday due to complications arising from pregnancy and giving birth, GWP has vowed to steadfastly campaign for enacting HB 4244.

But so did its opponents. The anti-RH Bill advocates have been conducting prayer rallies against the passage of the RH bill. On May 9, the Catholic Church conducted a National Day of Prayer outside the House of Representatives “to invoke divine intervention and guidance for legislators to reject a birth control measure.”

The Catholic Church can instead help mothers

Recently the Catholic Church has ended its talks with Malacañang saying President Benigno S. Aquino III has decided that he will support the passage of the RH Bill.

GWP Rep. Luz Ilagan, on the other hand, said that instead of turning its back on dialoguesthe Catholic Church should review their hard-line stance and take a closer look at the needs of their flock.

“The Catholic Church leadership has long admitted that there are some among their ranks who favor the RH Bill. This is largely because priests and lay people who are grounded and closely working with the poorest communities are aware of the urgency of having a national policy that will ensure the delivery of health services to many Filipino women and their children. They know that the absence of an RH policy endangers the lives of women and their children especially during pregnancy and childbirth,” said Gabriela Rep. Ilagan.

Ilagan added that Catholic community can contribute in crafting a Reproductive Health policy that is genuinely pro-poor and responsive to the needs of marginalized women and their children. She encourages the Catholic community to join the plenary debate over the RH Bill. “We urge the Catholic community to actively participate in crafting a national policy on women’s reproductive health on the framework that full access to healthcare services is a universally recognized right and that population control is never to blame for and should not be a panacea to the country’s worsening poverty.”.... PANTABANGAN, Nueva Ecija — Early morning of May 2, I rode a bus to Cabanatuan City to join a solidarity mission organized by Alyansa ng Magbubukid sa Gitnang Luson (AMGL). The mission aims to conduct an investigation on the conditions of an Igorot community being displaced by projects under a public-private partnership project.
On board two jeepneys from Cabanatuan City, the team, composed of some 30 individuals from peasants, indigenous peoples, human rights groups and church-based organizations, went straight to Pantabangan Municipal Hall in Nueva Ecija for a courtesy call with the local mayor. After waiting for more than an hour for a certification from the mayor, we travelled for more than an hour and reached Lower Tuli subvillage, Villarica village shortly before dark. Two local radio journalists, both women, joined us.

We saw a group of local folk standing outside their nipa huts. When we stepped out of the vehicles, we saw a dozen men, wearing shirts and shorts, hammering pieces of wood. One was wearing a black sleeveless shirt printed with the word “Army.”

Hanging in one of the huts was a banner with the words: “Welcome, Bayanihan Program. Mamulat, Makiisa at Makialam para sa Mapayapa at Maunlad na Lipunan.” On another hut was a banner of the Spartans of the 81st Infantry Battalion of the 7th Infantry Division of the Philippine Army based in Sto. Nino 2, San Jose City, Nueva Ecija.

Joseph Canlas, AMGL chairman and Sr. Cecille Ruiz, chairwoman of Karapatan-Central Luzon and Antonio Flores of Kilusang Magbubukid ng Pilipinas (KMP) approached the men who introduced themselves as soldiers of the 81st IBPA. Canlas asked for the commanding officer. 2nd Lt. Titus Eleven Canedo presented himself, saying he is in charge of the project. When asked, Canedo said they have been staying in the area for five days and that they are building a multipurpose hall. He instructed another soldier to take photos of the “visitors.”

At that moment, I was holding a camera, taking photos. Canedo looked at me and asked for my identification. He held my press card and read my name aloud. He asked what Bulatlat is and I answered. Canlas said I am not the only journalist in the group and that we were invited to cover the solidarity mission.

Not long, a man wearing a cap and a shirt with the words “I Heart Peace” joined us. He introduced himself as Capt. Elmar Salvador, commanding officer of the Spartans team. Immediately, he patted the back of one of the male members of the delegation and told him: “I heard what you said to Tatang (old man) earlier. Your words were striking.” Later on, I would learn that the delegate told the old man that there is no change under the new administration.

Canlas, speaking to Ruiz, said that during our arrival, Salvador merged himself with the local residents. Defensive, Salvador said he was only talking with the people. Then he suddenly touched his shirt and said,“This is our shirt.”

Canlas went on explaining that the mission wanted to interview the residents regarding their land problem. “Go on. I will not meddle with you,” Salvador said.

Salvador said they are there for the Bayanihan program initiated by the chief executive. “We want to experience how to live as normal Filipino citizens, that we also belong to society,” he said. He went on saying that they are there to organize the community. The conversation lasted for a while until the leaders of the solidarity team ended it.

Before dusk, I and two other members of the team saw two soldiers in full battle gear, brandishing long firearms, roaming around the community of less than 50 households. Another member of the team, the driver of one of the jeepneys, said he saw at least 30 soldiers, also in full battle gear, not far away from the center of the community.

The solidarity mission team decided to stay for the night. The road back to the town proper is dangerous. We occupied the small wooden church of the United Church of Christ in the Philippines (UCCP), a few meters away from where the soldiers were staying.

There is no electricity. We lit a bonfire and had dinner, rice and mongo with sardines and squash. The laughter of children playing failed to ease the tension in the air. It took time before residents came near the church to talk to the members of the solidarity team. We knew that some of the soldiers in civilian clothes were listening to the discussions about the problems of the community..... MORE

MANILA – The immoral and unpatriotic act of the Sandiganbayan justices must be condemned.

This was the reaction of Pagbabago! People’s Movement for Change spokesman Fr. Joe Dizon, to the approval by the Sandiganbayan of the plea bargain agreement with retired AFP comptroller Major General Carlos Garcia last Monday, May 9.

The Sandiganbayan Second Division approved Garcia’s plea bargain, saying that the evidence against him was weak. And that Garcia had “complied with its conditions –pleading guilty to lesser offenses of direct bribery and facilitating money laundering, and transferring P135.433 million ($3.14 million) of his and his family’s assets to the state.”

It will be remembered that Garcia and former Ombudsman Ma. Merceditas Navarro-Gutierrez struck a plea bargain agreement wherein the government commits to withdraw plunder charges in exchange for a guilty plea for the lesser offense of direct bribery. Because of the deal submitted to the Sandiganbayan for approval, Garcia was allowed to walk out of his Camp Crame detention cell after posting a bail of P60,000 ($1,395) on December 18 last year, two days after he pleaded guilty to direct bribery during his re-arraignment for that lesser offense.

Lawmakers actively involved in the congressional investigations into Garcia’s case are also vehement in their protest against the Sandigabayan decision. They said that the Sandiganbayan violated its Constitutional mandate.

“The Constitution mandated the Sandiganbayan to give life to the fundamental principle that public office is a public trust, through the prosecution of civil and criminal cases involving graft and corrupt practices and other offenses committed by public officers. Sandiganbayan Second Division unanimously, but suspiciously and hastily, approved the plea bargain agreement. It previously denied Garcia’s petition for bail on the charge of plunder, thereby declaring that the evidence of guilt was strong. In a turn-around, however, it justified its latest decision to approve the plea bargain by declaring that the prosecution’s evidence was weak. This decision is prejudicial to the interest of the Filipino people,” Bayan Muna Rep. Teddy Casino said.

MANILA — Employees of the National Housing Authority (NHA) are against plans of the Benigno Aquino III government to privatize housing services and to create a Department of Housing and Urban Development. They were joined by residents from urban poor communities in Quezon City and Metro Manila in a protest last May 8 in front of the House of Representatives.

Rosalinda Nartates, president of the the Consolidated Union of Employees-NHA is adamant in protesting against the proposed agency, saying that it is all part of a privatization scheme. Public housing under the proposed DHUD, she said, will become more profit-oriented than it already is.

NHA employees and urban poor organizations under the Kalipunan ng Damayang Mahihirap (Kadamay) have been fighting against moves to privatize public housing and legislative proposals on the same since the year 2000 and since the 9th Congress. Nartates also said that their stand against the DHUD also had to do with the proposed reorganization of the seven key shelter agencies. In the line of fire are the jobs of at least 5,000 employees.

Priority measure

The proposed DHUD is among President Aquino’s 12 priority bills that he presented to the Legislative-Executive Development Advisory Council (LEDAC) in its February meeting. Executive Secretary Paquito N. Ochoa Jr said that the bill is among the four “Human developments bills” the Aquino administration is determined to have passed into law.

To be merged are the Key Shelter Agencies (KSA)—Housing and Urban Development Coordinating Council (HUDCC), Mutual Fund Development Corporation (PAG-IBIG fund), Home Guarantee Corporation, Housing and Urban Land Use Regulatory Board (HLURB), National Home Mortgage and Finance Corporation and the NHA.The NHA is the government’s lead agency and corporation engaged in direct shelter provision.

Former president and now Pampanga Rep. Gloria Macapagal-Arroyo and her sons Mikey and Dato are behind the first DHUD bill, HB384, which they filed on the very first day of the 15th Congress. It calls for the creation of the DHUD and the consolidation and coordination of five key shelter agencies. HB 1231 by Quezon City Rep. Winnie Castelo and HB 2216 by Mindoro Rep.Rodolfo Valencia also aim for the creation of DHUD..... MORE

MANILA— “Other people including graduates of ‘mere four-year-courses’ are earning higher salaries than me,” said a trained surgeon working for years now at a district hospital in a province north of Manila. He said that lack of doctors in their hospital has also forced him to work on “all kinds of cases and not just on an operating table.” Today, he admitted that he is applying for a job abroad. As a surgeon, he thought his career is also in danger here as a new regulation is “being cooked up” by the PRC (Professional Regulations Commission) in Manila requiring people like him to become member of a certain society of surgeons first, before he can renew his license.

Still, this doctor went to Manila and braved the scorching summer heat to join his colleagues from different hospitals and practices in commemorating the National Health Workers’ Day last May 7. The Health Workers’ Day main program peaked at high noon at the Mendiola Bridge.

Almost a year into Aquino’s presidency, health workers complained they “still suffer from low salaries, inadequate benefits and understaffing,” a plight some of them had thought would change under President Benigno “Noynoy” Aquino III. In his election campaign, Aquino was reputedly the only candidate who had promised to take care of public health. But today, a year into his presidency, a bigger allocation of the public purse has been going to militarization and debt servicing rather than public services such as health, said the health workers’ groups.

To finance health, Aquino increasingly turns to PPPs (public-private partnerships), which, the health workers’ groups said, are treating health services as “profitable” ventures rather than public services. They said the PPPs make health services available but costly to average Filipinos.

An elderly public hospital employee who went on leave to join her fellow health workers in their nationwide protest told Bulatlat.com they had “really believed things would be different with Aquino. But here we are again,” she said, “asking for the same things.”

In commemorating the National Health Workers’ Day last May 7, health workers held a protest caravan from the Lung Center of the Philippines, early morning, stopped for a brief program in front of the University of Sto.Tomas in España, then proceeded by midday to their main program at the Mendiola Bridge near Malacañang. The health workers are demanding a salary increase of P6,000 ($139.75) per month. The Alliance of Health Workers (AHW) said they conducted the Health Workers Day protest also to “continue the fight for jobs, rights and health of the people.”

President Aquino and leaders of the Catholic Church appeared to have burned their bridges over the Reproductive Health (RH) bill debate after Aquino threatened to file sedition charges against the Church-backed critics of the bill who will call for civil disobedience while bishops welcomed the threat and described Aquino as sounding like former President Ferdinand Marcos, the political nemesis of his mother former President Corazon Aquino.

Aquino said anybody who plans to join pro-life non-government organizations’ (NGOs’) reported bid to launch a civil disobedience campaign by refusing to pay their taxes once the controversial Reproductive Health (RH) bill is enacted by Congress may face sedition charges.

Aquino told reporters during a visit to the Department of Environment and Natural Resources (DENR) that anyone who threatens not to honor tax liabilities constitutes a very serious offense which is punishable under the law.

Human rights abuses persist under the administration of President Aquino while hundreds of cases of rights violations committed under the previous administration remain unresolved, London-based Amnesty International (AI) said in its latest Report 2011.

Amnesty International Philippines director Aurora Parong said extrajudicial executions by security forces and armed groups belonging to political clans continue with impunity.

She added almost no perpetrators of more than 200 cases of disappearances and at least 305 extrajudicial killings during the term of former President Arroyo have been brought to justice.

State seismologists recorded at least 11 volcanic quakes around Taal Volcano in Batangas and Mayon Volcano in Albay in the last 24 hours.

According to the Philippine Institute of Volcanology and Seismology (Phivolcs), both the alert level at Taal and Mayon volcanos remain the same at “2” and “1,” respectively.

“Taal Volcano’s seismic network recorded 11 volcanic earthquakes during the past 24 hours,” Phivolcs said in its Friday update for Taal.

It said the alert level remains at “2,” meaning magma has been intruding toward the surface as manifested by the continuing high emission rate of carbon dioxide being released in the Main Crater Lake and sustained seismic activity..... MORE

The death toll brought about by tropical storm “Bebeng” has reached 31 while more than P300 million in infrastructures and agricultural products were destroyed and nearly 500,000 people were affected by the havoc in several regions.

Reports from the National Disaster Risk Reduction Management Council (NDRRMC) yesterday showed that Region V or Bicol Region suffered the highest number of fatalities with 24 and 16 came from Camarines Sur; six in Albay, and one each in Catanduanes and Masbate.

Regions III, VII and the National Capital Region (NCR) recorded one fatality each while Region VIII accounted four deaths.

Nine persons were also reported injured while three remained missing.

A total of 84,587 families, composed of 422,456 individuals, were affected by Bebeng which battered six regions with heavy rains and strong winds from Monday to Wednesday when the tropical storm left the country. The gas subsidy is benefiting oil companies more than the jeepney and tricycle drivers for which the program is intended.

According to Bayan Muna Rep. Teddy Casiño, the gas subsidy had better be given to the drivers in cash to be spent for the needs of their families rather than an augmentation for their fuel consumption.

“On the overhyped ‘additional’ P50 increase in Pantawid Pasada smart cards — Mabuti pang ibigay na lang ng gobyerno ang cash direkta sa drayber para makapahinga sila ng isang araw habang may pambili ng pagkain para sa kanilang pamilya,” Casiño said yesterday.

Casiño explained under the current program, the Aquino government, is giving oil companies more opportunity to earn more as the whole amount of the subsidy amounting to P134.4 million will end up with the oil companies..... MORE

It’s final. The Commission on Elections (Comelec) yesterday confirmed Mayor Alfredo Lim won over former Environment Secretary Lito Atienza by an unprecedented margin during the May 2010 mayoral fight in Manila.

This was announced yesterday by Lim’s chief of staff and media bureau chief Ric de Guzman who said based on the ballots from the total number of clustered precincts reported, which is 200, Lim garnered 65,375 votes while Atienza got a measly 20,340.a

The remaining 12,427 votes were spread over the other candidates.

In terms of percentage, De Guzman said 66.61 percent of the ballots recounted went to Lim while Atienza garnered 20.73 percent only, slightly bigger than the 12.66 percent that went to other candidates..... MORE
