Palace ‘shocked’ at show of generals’ wives wealth

By Aytch S. de la Cruz 02/09/2011

The Palace expressed awe at the display of wealth of the spouses of military generals being accused of plundering military funds, a reaction which was far dif-ferent when it faced recent questions on the line of ritzy vehicles that President Aquino was seen in.

Presidential spokesman Edwin Lacierda said he was surprised to learn that Ligot owned a number of illegally-acquired homes and other properties in the United States, not to mention the jetsetting habits of his wife.

Lacierda expressed no inclination to buy the alibi of former Armed Forces of the Philippines (AFP) comptroller, retired Brig. Gen. Jacinto Ligot, with respect to his unexplained wealth that was uncovered by the Senate blue ribbon committee the other day.

Lacierda told reporters that it’s uncommon for some-one like Ligot to just assert that he does not know anything about his wife’s 42 travels abroad as well as his constant claims that he doesn’t remember anything whenever he’s being questioned by the lawmakers concerning the allegations against him..... Less poor after NSCB tweaks poverty formula

02/09/2011
Using a revised computing method, the number of poor Filipinos is expected to significantly drop when data covering the Aquino administration start to filter in simply by reducing the computation of those under poverty line from those earning P41 per person per day to just P37 per person per day. The amount is supposedly the cost for a Filipino on average to meet all basic needs, which is highly unrealistic.

The National Statistics Coordination Board (NSCB) applied the revised formula to a 2009 survey it released yesterday which showed that the incidence of poverty still worsened from 2006.

Research group Ibon, however, said using the new NSCB formula, the number of poor Filipinos in 2006, for instance, was reduced by some 4.6 million..... MORE

Senate suspends probe; House goes on

By Michaela P. del Callar and Gerry Baldo 02/09/2011

The Senate has suspended its inquiry into military corruption for a week, following the death of former Defense Secretary Angelo Reyes, one of those linked to the alleged customary payoffs in the Armed Forces of the Philippines (AFP) but the House hearing, which had a schedule yesterday went on, after the majority voted to go on with the probe.

But senators said they will remain steadfast in their efforts to uncover more anomalies in the military in a bid to introduce reforms in the AFP. The hearing will resume on Friday next week.

“In deference to and given the untimely death of Secretary Reyes who once served as a soldier and co-worker in government, as co-chairman of the Senate committees conducting the inquiry given that Senator (TG) Guingona is presently out of the country I am deferring the hearings of the Senate on the plea bargain of (Maj. Gen. Carlos) Garcia for a week,” Sen. Francis Escudero said.

Escudero added suspension of the hearing would enable the Senate “to take stock and gain perspective of recent events and the steps we should take in the weeks and months ahead with only the
best interests of our country and people, as well as the men and women in uniform in the AFP, in mind.”.... MORE

Taiwan hits back, orders recall of Teco ambassador

By Michaela P. del Callar and Aytch S. de la Cruz 02/09/2011

Taiwan has retaliated against the Philippine government by ordering the recall of its arepresentative to Manila, following the Aquino administration’s decision to extradite 14 Taiwanese to China.

Taiwanese media, quoting a Taipei Foreign Ministry statement issued late Monday, said Taiwan Economic and Cultural Office (Teco) Representative Lee Chuan-tung, Taipei’s de-facto ambassador to the Philippines, is being recalled over the “inappropriate” deportation of the Taiwanese nationals to China. The ministry also said it will strictly screen all visa applications of Philippine nationals who are seeking employment in Taiwan.
Teco officials in Manila would not confirm if Lee has already left the country.

Manila does not have diplomatic ties with Taiwan, a democratic self-governing island that has been separated from the Chinese mainland since 1949, but still claimed by China as part of its territory..... MORE

DoLE condemns killing of Pinoy sailor by Somali pirates

By Mina Diaz 02/09/2011

Labor Secretary Rosalinda Baldoz yesterday strongly condemned the killing of a Filipino seafarer in the hands of Somali pirates as a “senseless disregard for human life.”

The DoLE has discussed with its tripartite partners a plan of action containing measures on how to better safeguard and protect Filipino seafarers on board international vessels traversing the pirates-infested waters of the Gulf of Aden and the Arabian Sea, she said.

“We express outrage over this senseless disregard for human life and we condemn in the strongest possible terms the atrocity of the Somali pirates,” she said.

“We are also saddened by this tragic incident, and deeply condole with the family and relatives of the deceased Filipino seaman. Earlier, I have instructed Administrator Carmelita Dimzon of the Overseas Workers and Welfare Administration to extend all possible assistance and monetary benefits to his family, and she has reported that the OWWA had already acted accordingly,” she added..... BOMBSHELL ON EX-GENERALS’ CALIFORNIA HOMES IN SENATE

Jinggoy links Angie, Ligot to ownership of US homes

By Michaela P. del Callar 02/08/2011

They weren’t featured in glossy US magazines such as House Beautiful, Home and Gardens, Town and Country and Architectural Digest, but photos of the the obviously illegally-acquired homes registered in the name of the spouse of former military comptroller during the term of then Armed Forces of the Philippines (AFP) Chief of Staff, Gen. Angelo Reyes, Ret. B/Gen. Jacinto Ligot, certainly made a big splash in the Senate blue ribbon hearing yesterday, with Senate president pro-tempore Jinggoy Estrada showing the pictures of the twin homes located in California, USA, complete with documentation of ownership.

Estrada yesterday bared that the spouses of embattled retired generals Angelo Reyes and Ligot, who are linked to massive corruption in the military, have unlawfully acquired properties in the United States.
Estrada, at the Senate blue ribbon committee hearing, said two houses located in suburban communities in California, amounting to $504,000 and $183,688, respectively, were acquired using the name of Ligot’s wife, Erlinda.

Showing photos of the properties at the hearing, Estrada confronted Ligot and asked him if he is aware that his wife owns two houses in California..... MORE

Senate caucus spares Garcia from contempt, detention raps 02/08/2011

Senate caucus spares Garcia from contempt, detention raps

02/08/2011
Discharged Maj. Gen. Carlos Garcia, who has been threatened by the Senate with contempt charges and a detained stay at the Senate for refusing to respond to the questions posed by the senators forming the blue ribbon committee probe on the massive military corruption, won’t be cited for contempt by the Senate—at least not this time around.

Throughout the Senate blue ribbon inquiry, Garcia has been invoking his right against self-incrimination and last week, senators threatened to cite him for contempt and a possible detention at the Senate until he opens up. But as there was an absence of quorum on the day the senators wanted him cited for contempt, an announced caucus was instead resorted to by the senators,

The caucus was held yesterday, after the panel’s inquiry was suspended.

The right against self-incrimination is a constitutional right and it was speculated by many legal minds that Garcia, through his lawyers, would challenge this contempt citation and his detention at the Senate should the Senate go ahead with its threat..... MORE

Palace softens stance on RH bill, drops birth control in Ledac meet

02/08/2011
An expanded list of priority bills to be discussed in the first Legislative Executive Development Advisory Council (Ledac) meeting scheduled on Feb. 28 was finally presented by Malacañang to the media yesterday but it did not include the controversial Responsible Parent-hood (RP) bill, Freedom of Information (FoI) bill as well the Whistleblowers Act which President Aquino previously said he would vouch for.

Presidential spokesman Edwin Lacierda explained that the five-pronged RP bill or the sanitized version of the controversial Reproductive Health (RH) bill was omitted from the list out of courtesy to the members of the Catholic Church pending the final results of their dialogs.

“I think that’s the whole idea of holding a dialog (is) to listen to their (Church leaders’) views. We have made that position very clear with them. We will maintain the five-point statement (on RP bill) but we would like to have their views as well. So we are going to finish the dialog and whatever inputs they have there — without necessarily moving away from our position of providing access to both natural and artificial family planning methods — will also be placed in part and parcel of the Responsible Parenthood bill,” Lacierda told reporters at a news conference.

“The President has not backtracked on this (Responsible Parenthood Bill). We are aware of the sensitivity of this issue and the President is keen on listening to all sectors concerned,” Executive Secretary Paquito Ochoa Jr. explained for his part..... MORE

Mancao vows to pin Ping on Dacer murders

By Benjamin B. Pulta 02/08/2011

Former police Supt. Cezar Mancao II yesterday met with Justice officials and vowed to pin down his former boss, Sen. Panfilo “Ping” Lacson, for the murders of publicist Salvador “Bubby” Dacer and his driver Emmanuel Corbito in November 2000.

“I have sacrificed a lot to be away from my family, I was removed from the service. I hope the public and the media will understand,” he said.

The Court of Appeals (CA) earlier junked the two murder cases against Lacson.

It also ruled that “Mancao is not a credible and trustworthy witness.”

But Mancao believes the CA erred in ruling against his credibility.

“I’m disappointed but there is a process. I still believe in the justice system, they can still do better than what they are doing now. The truth will come out.”.... MORE

The government yesterday defended its decision to deport 14 suspected Taiwanese fraudsters to China, while expressing hope the incident would not hurt relations with Taiwan.

Philippine authorities arrested the Taiwanese group, along with 10 Chinese nationals, in December for allegedly swindling $20 million in an international scam targeting mainland Chinese, and last week deported them to the mainland.

The move infuriated Taiwan, which said the Taiwanese should have faced justice at home on the self-ruled island rather than in China. Taiwan threatened to review its exchanges with the Philippines over the incident.

Pichay, CoA members linked to funds scam

02/08/2011
By Michaela P. del Callar
The vicious web of corruption alleged to be endemic in the military has branched out into the legislature and the state audit body itself, based on the continuing revelations by whistle-blower Lt. Col. George Rabusa at the Senate yesterday with former Surigao del Sur Rep. Prospero Pichay, a close ally of former President Arroyo, being accused of receiving part of the controversial funds diverted from the Philippine military’s coffers.

Rabusa said Pichay, then House committee chairman on national defense, received P500,000 each time he visited the office of former Armed Forces Chief of Staff Gen . Diomedio Villanueva.

He said former AFP comptroller Carlos Garcia would instruct him to release the money to Pichay, but claimed that he does not know what it was for.

“Immediately he (Garcia) would tell me to prepare P500,000 for Pichay whenever he dropped by the office of the Chief of Staff,” Rabusa told the Senate blue ribbon committee. “I just follow the order of General Garcia because he was my boss.” Rabusa said, adding that Pichay had been given the money at least three times..... Embattled Garcia faces expulsion from PMAAA

By Mario J. Mallari 02/08/2011

Former Armed Forces of the Philippines (AFP) comptroller discharged Maj. Gen. Carlos Garcia is now facing expulsion from the Philippine Military Academy Alumni Association (PMAAA) amid the growing controversies about the alleged massive corruption in the AFP during his incumbency as deputy chief of staff for comptrollership or J6.

“A resolution for expulsion had been submitted and so we discussed it in the board. Finally, the board agreed that we should not preempt the judicial proceedings ongoing,” Biazon said.

The camp of Sen. Ping Lacson is gaining the reputation of being more and more audacious by the day with his lawyer threatening to file criminal charges against authorities who will serve the arrest warrant against the fugitive legislator.

Lacson’s lawyer Alex Poblador has insisted that the Court of Appeals (CA) decision acquitting Lacson of the double-murder case involving publicist Salvador “Bubby” Dacer and his driver Emmanuel Corbito had the concomitant effect of nullifying the standing arrest warrant on Lacson.

Justice Secretary Leila de Lima, however, said the arrest warrant stands since the Department of Justice (DoJ) has yet to receive the CA decision.

The Palace this time around appears telegraphing a message to De Lima, saying that the government will promptly withdraw the arrest warrant upon the CA’s issuance of an official order..... MORE

Useless peace talks

Government peace talks with both the communists and the Muslim insurgents aren’t going anywhere, that’s for sure.

The commies may say that they want peace talks, but usually, they want that because within a certain period, their chieftains abroad (whose orders are not being followed anyway by the local commie chiefs) and some local chiefs are given the usual safe conduct passes that are advantageous to them. Give it a little more time and these peace talks with the commies will collapse again because there won’t likely be a middle ground. Besides, the commies are enjoying the best of both worlds today. They are into armed struggle as well as parliamentary struggle, albeit through the congressional back door, known as the party-list system.

In the case of the Moro Islamic Liberation Front (MILF) and its peace talks with the Philippine government, these too, won’t amount to anything — not even to the point of Noynoy giving them full rein over the Autonomous Region in Muslim Mindanao (ARMM), because if Noynoy and his peace panel do this, it is certain to produce yet another foe, the Moro National Liberation Front (MNLF), with whom the Philippine government had already inked a peace pact, which is still being breached by the government — the reason it can’t get anywhere with the Organization of Islamic Council (OIC).

It will be recalled that when the Ramos government forged a peace pact with the MNLF, a breakaway group surfaced, which became known as the MILF. The MILF cut off from the MNLF because it said that autonomy went against the independent Islamic state grain..... MORE

LUANDA — Linda Afonso’s right leg is stiff and atrophied but she does not know the name of the disease that made it that way.

Total log ban

It is well that P-Noy has imposed a nationwide total log ban. Yes, Sir. You got it right. Total, not partial, and countrywide not just patches of forested areas, here and there. Under Executive Order 23 issued last Feb. 1, a moratorium on the cutting and harvesting of timber in the natural and residual forests of the entire country was declared and will stay until and unless lifted by no less than the President himself. The order also prohibits the DENR from issuing and renewing tree cutting permits in all natural and residual forests, except for clearing of right-of-way by the DPWH, site preparation for tree plantations and silvicultural treatment. Also, the DENR was tasked to review all existing forest management agreements or contracts and cancel all those found violating forest laws. To give teeth and ardor to this undertaking which in the past has been followed more in breach than anything else, the order created an anti-illegal logging task force to go after the violators. About the only exception to the ban, if we call it such, is “tree cutting for cultural practices” whatever that means.

With this new order there is no more reason for the DENR and all other agencies that in one way or the other have been tasked to assist in the effort including local government units (LGUs) to play blind, deaf and dumb to the continuing and increasingly more rapacious raping of our remaining forest cover.... The art of the perfect rubout DIE HARD III Herman Tiu Laurel 02/07/2011

The art of the perfect rubout

DIE HARD III
Herman Tiu Laurel
02/07/2011
The testimony of one police officer pinning down the principal accused of one of the primary victims’ families (the Dacers) has been debunked by a second round of judicial determination by the Court of Appeals’ Sixth Division — a body that some lawyers say has a very checkered reputation.

That division’s judgment was based on its claimed “contradictions” in police officer Cezar Mancao’s testimony, despite the prosecution’s assertion that his initial statements were committed under duress while the final ones were freely and, therefore, truthfully executed. After considering from a layman’s point of view the arguments of both sides, I believe that the court was within bounds to have made that judgment.

Reconsideration and elevation to higher courts by the prosecution will certainly be in the offing; but it’s beginning to look like this murder mystery may just end as a cold case. After all, the defense will simply raise the issue of corpus delicti, which, in the now perfected art of the rubout, will probably never be produced at all.

Some fear that if Lacson is acquitted, the focus of attention will shift to President Joseph Estrada. For a while, I had this concern, too, knowing the many elements that have consistently and indefatigably subjected the former President to character assassination. This is especially true in light of the many US operatives who haven’t forgotten the slight to their country’s hegemony by Estrada’s campaign against US military bases, as well as his rejection of former President Clinton’s demand for a stop to his government’s determined moves against MILF and Abu Sayyaf operations in Mindanao.

For sure, the public mind is one that’s never comfortable with any vacuum. Once left with a Lacson acquittal, it will seek other personages to fill that void. But I have a No. 1 suspect. Not only is he well-connected to police and military assets, but a key piece of information that no one else wants to touch, the revelation of Fr. Baldostamon as told through Bishop Teodoro Bacani’s columns years ago, still rings loud.

Admittedly, the last remaining element that could be used against President Estrada in the Dacer-Corbito double-murder is Michael Ray Aquino. A theory being bruited about says that some forces may be dangling before Michael Ray a possible release from his iron-clad US prison cell for a return to the very slack justice system in the Philippines — provided that he points to Estrada as having given the direct orders.

This is a theory that Lacson himself insinuated in his speeches at the Senate to divert attention from himself at the height of the Dacers’ legal offensives. Lacson’s problem is that few, if any, believe him. To make matters worse, he (of the “Be Not Afraid” fame) eventually absconded, took flight, and gave the impression that he is indeed guilty.

Lacson’s few remaining supporters argue that the senator faced real mortal threat if he chose not go underground. For a while there, Lacson’s fear seemed justified, especially when the specter of his sworn enemies, Gloria and Mike Arroyo (who reportedly spent huge sums to build the case against him), still loomed large.

But what else can the public make today of his continued refusal to submit to the law when there now sits a more Lacson-friendly government? And this, despite repeated assurances from his colleagues, such as Senate President Juan Ponce-Enrile, of his protection under the Senate’s ambit.

Some say that Lacson was just buying time to “settle matters” with the courts. If this is to be believed, then he was clearly successful. But it will take a whole lot more to erase that impression of guilt, if it can be done at all.

Obviously, I am not ready to swallow that latest court decision. I prefer to keep the public wary of the potential of rogue cops who have perfected the art of the rubout and of other rogue police networks continuing to make their pile, exacting revenge, or creating politically-turbulent situations.

The recent murder-cremation of the car dealers is an example. After seeing the illogical pieces of the puzzle — from an inexplicable motive to the apparent burning of vehicles to remove evidence while leaving behind a trail of IDs and the quick link to an identifiable suspect — don’t these all smack of a rogue operation that’s intended to distract and destabilize for a multitude of reasons?

I also prefer to keep the public wary of hoodlums in robes as we’ve had enough of them in the past year alone. All these wouldn’t have been as evident if Lacson never took flight; now we are better informed.

The Michael Ray Aquino threat I have brought up may just be a phantasmagoric fear. After all, it would be his word against the others. Further, admitting to be the most guilty is neither going to be likely nor necessary for him, as dentures can be replicated. So far, it still seems to be a “perfect crime” as there is no corpus delicti. With acid being the preferred “eraser,” the blank space can be easily sketched upon by rogue cops and courts.

Meanwhile, let’s go to the vital issue of the day: Mang Naro Lualhati and lawyer Mel “Batas” Maurico are presenting their opposition to the P92-billion Performance Based Rate (PBR) pricing scheme of the Manila Electric Co. The board game of our childhood is now online, and for those who remember, the object of the game is to capture the flag. It’s like a chess game where you also try to outwit your opponent. There are two players and a sort of referee in the middle, who checks if the move made by one side benefited him or the other.

Today, the term “games of the generals” has taken on new meaning.

On one hand, there are high-ranking officers who allegedly used all their wits to gain the “flag” (wealth), and on the other, there are the Filipino people. In between, the Senate blue ribbon committee checks to see if the moves purportedly made by the generals benefited only themselves and not the other, which should have been the case.

Games of the generals now also mean, to ordinary folks, the nasty shenanigans that are all coming out in the open, like a big vat of rotten worms.

And what a great big vat it is turning out to be..... MORE

Maybe it was during his stint as a soldier in the Spanish Navy infantry when Miguel de Cervantes authored one of the most famous lines ever written that deals with honesty.

I wonder what he saw in soldiery that made him quip “honesty is the best policy,” but his words would soon become as famous as lines from the Bible in adorning factory walls or as emblazoned in shirts, and chest pins, or as simple reminders given to cash register crews, or the lowly privates who go to wars.

But honesty is a word that did not only break hearts, but many a reputation.

The United Nations (UN) has offered to provide information to the Philippine Senate on the allegedly missing multimillion-dollar funds intended for Filipino peacekeepers.

Although it pointed out that the ongoing probe is internal to the Philippine government, the UN said it will give assistance to the ongoing inquiry by providing details on its transactions with the Armed Forces of the Philippines once requested by the Senate.

Sen. Francis “Chiz” Escudero urged Garcia to seriously reconsider his decision to enter to a plea bargain agreement with prosecutors and entertain disclosing the mastermind of the corrupt practices in the military.

“I hope he would take time and contemplate on this, in this (plunder) case (against him), he’s the only one sent to detention and even slapped with charges. Others who benefited from the raid of government coffers are still out there, moving freely and enjoying their loot,” Escudero said.

MILF infighting worries RP before talks

02/07/2011
The chief of the govern-ment peace panel yesterday said he was “seriously concerned” after a feared rebel commander broke from the main Islamic separatist group ahead of peace talks.

Ameril Umbra Kato’s split from the Moro Islamic Liberation Front (MILF) could compromise talks between the government and the rebels, warned chief negotiator Marvic Leonen, casting a pall over hopes for an end to one of the world’s longest-running insurgencies.

“The government views the reported resignation of a known commander of the MILF with serious concern and looks forward to a clarification from the MILF (peace) panel,” Leonen said in a statement.

Leonen, who is due to meet his MILF counterparts on Wednesday to reopen the stalled talks, said the government wanted a settlement with the 12,000-strong MILF “at the soonest possible time.”.... MORE

More Pinoys to leave Egypt

By Michaela P. del Callar 02/07/2011

Aside from the 26 Filipinos who arrived in the country yesterday, 20 more Filipinos will be flown out of Egypt this week, the Department of Foreign Affairs (DFA) said.

The second batch of 20 Filipinos who will be repatriated to Manila in the light of ongoing tensions in Egypt will depart Cairo on Tuesday, it added.

The DFA said they will arrive in the Philippines on Wednesday.

Foreign Affairs spokesman Eduardo Malaya said the figure may increase or decrease as the embassy is in the process of finalizing the number of those availing repatriation.

The first batch of 26 Filipinos, including 10 children, who availed themselves of voluntary repatriation from Egypt through the DFA’s Crisis Management Committee, planed in yesterday at the Ninoy Aquino International Airport (NAIA) in Pasay City..... MORE

Gringo: DoJ should seek court ruling on arrest order

02/07/2011
By Angie M. Rosales
Fugitive Sen. Panfilo Lacson’s mistah in the upper chamber, Sen. Gregorio Honasan, yesterday came to his defense, urging Justice Secretary Leila de Lima to bring the issue on the effectivity of the arrest warrant on Lacson to court.

This stems from De Lima’s pro-nouncements that Lacson, whose double murder charges were or-dered dismissed last week by the Court of Appeals (CA), is still the subject of a manhunt.

De Lima claimed her agency is yet to receive a formal copy of the CA Special Sixth Division’s decision and that technically the arrest warrant issued by a trial court against Lacson stands.

Honasan, in a radio interview, said Lacson’s counter-statements made over the weekend against De Lima raised several issues for consideration.

“Based on the pronouncements of his lawyers, citing the CA ruling, it’s already executory and therefore the senator can now come out. But this is different from the opinion made by the DoJ chief,” he said..... MORE

EcoWaste backs Senate bid to look into harmful ingredients in soaps

02/07/2011
A proposal by Sen. Miriam Defensor-Santiago for a Senate inquiry into antimicrobial chemical ingredients used in soaps and a wide range of consumer products has won the backing of a non-governmental toxic watchdog.

The EcoWaste Coalition, an environmental network promoting consumer awareness and vigilance against toxic chemicals, threw its support behind Senate Resolution 327 that Santiago introduced recently.

In calling for “an inquiry in aid of legislation,” Santiago cited “recent scientific findings (indicating) that the antimicrobial compounds triclosan and triclocarban are hazardous to health and the environment.”

“We ask our senators to act on Senator Santiago’s proposal in light of new evidence showing that the rampant use of pesticides and biocides such as triclosan in consumer products leads to adverse health and environmental problems,” said Roy Alvarez, president of EcoWaste Coalition..... MORE

Key suspect in Ortega slay surrenders

The “missing link” in the killing of Palawan broadcast journalist Dr. Gerry Ortega is now in the custody of the National Bureau of Investigation (NBI), police yesterday said.

According to Quezon Police Provincial director Senior Supt. Erickson Velasquez, the suspect, Rodolfo Edrad alias “Junjun Bumas” gave himself up voluntarily to Puerto Princesa City Mayor Edward Hagedorn and agents of the National Bureau of Investigation (NBI) in Gumaca, Quezon province, last Saturday.

He added Bumas was a former Marine soldier who served as a security aide of former Marinduque Gov. Jose Antonio Carreon.

Most shocking thus far is the call of Noynoy and his Palace boys for the junior officers to rat on their superiors.

Shocking it is because of the consequences of such a call, given the hierarchical military system and the chain of command and the instilling of discipline in the soldiery.

The call may sound great, as junior officers have now received the signal from their Commander in Chief to squeal on their bosses, should they know that their superiors are in on corruption. But there is also the flip side, as the new “order” in the military supplanting the “old” order, could also create a lot of other problems within the military structure, such as inventing charges against several bosses, for the junior officers to be promoted faster and faster too, in taking on the top posts.

But as usual, the communicators of Noynoy and his student council government defended the call of Noynoy, through his executive secretary, for the junior officers to fink on their superiors, saying this won’t undermine the chain of command..... MORE

Camarines Sur Gov. LRay Villafuerte, one of the most dynamic local government officials to have cropped up in recent years, may have actually latched on to a good thing with the “green initiative” that he is pushing whose ultimate objective is to improve and protect the environment and more importantly increase food production.

The most significant feature of Villafuerte’s novel undertaking is the proposed planting of 12 million trees in CamSur (that’s how it has been re-christened under Villafuerte), which is the biggest of the six provinces in the Bicol region with a land area of 526,000 hectares, by the year 2012 in order to assure future generations of a clean and decent life-sustaining place where they can live.

“The El Verde Movement combines biodiversity conservation, economic development and a climate adaptation strategy to help reverse the rate of deforestation in CamSur,” Villafuerte says in a pamphlet being circulated by hornblowers positing the facets of the initiative which if handled properly might just transform the province into the “green capital” of the Philippines.

Incidentally, this green initiative being propagated by Governor Villafuerte, son of Camarines Sur Rep. Luis Villafuerte Sr. who was once one of the staunchest allies of President Arroyo in the House of Representatives, isn’t an original..... MORE

\"And I admit I am part of the system, although I tried very hard to fight it. I am not perfect and the system is rotten but I come with clean hands,” to quote star witness and whistle-blower former Commission on Audit (CoA) auditor Heidi Mendoza in her tear jerking and drenching testimony in the Senate the other day. As to what “system” is Ms. Mendoza referring to, is no longer guess work since the Armed Forces of the Philippines (AFP) and the CoA are crystals in black carpet.

But the system is a network, a web of inter-agencies weaving dynamically and pathetically in a rather complicated swirl, familiar only to the crafty and creative evil minds of the malicious, whose greed is beyond moderation. In this ongoing and endless exposé of a grand scheme to steal public funds to embalm the corrupted carcasses of the avaricious, other systems in the network should not be spared.

And even if Ms. Mendoza, after all those declamatory and defamatory statements, is now being cowed by some of her bonding buddies in CoA, whose reputation as an independent constitutional body is at stake, the Senate or other investigating and prosecuting agencies should take the cudgels in enlisting even the banking system of Land Bank for instance and other soiled hands in the paper or money trail. Or further perhaps into the halls of Malacañang itself, since all these corrupt activities happened under the watch of that chronic regime of Mrs. Gloria Arroyo. Already in the media offing are clamors to get Mrs. Arroyo involved in all these since she put in more air in the balloon of the military spoiled brats which now is bursting one by one..... MORE

Whereas absolutely no human person ever brought to existence anything found in any place of this big wide world; whereas categorically no human agent existence and/or life to any being found anywhere in the globe as a whole, and; whereas the moment any member of humanity is born in the sphere of realities, he or she finds earthly goods and temporal resources already existent all over the land.

This standing truth and objective reality require neither profound study nor complex research to come up with the following basic conclusions: There are no individuals or families that may legitimately own everything. For that matter, there are neither families nor individuals who may be rightfully denied all earthly goods and/or temporal resources they legitimately require to live decently according to their human dignity.

No. this is not exactly an argument against communism where everybody is said to own everything, and therefore actually owns nothing. This is neither an objection to the right of private ownership which individuals and corporate persons have and exercise in accordance with law..... MORE

Cultural shift seen behind Italian women’s thinning

02/06/2011
ROME — Gone are the “Big Mamma” stereotypes and the full figures of yesteryear — a new study on Friday has found Italian women are the only ones getting thinner despite an obesity epidemic in the Western world.

And experts told AFP it’s all thanks to major cultural changes in Italy, a healthy Mediterranean diet and simply paying more attention to waistlines.

The ideal of beauty is “very different from the post-war period if you look at photos of actresses from the 1950s” like Sofia Loren or Gina Lollobrigida, said Maria Rosaria D’Isanto, a nutritional expert in Treviso in northern Italy.

A global study published in British medical journal The Lancet backs her up, finding that the Body Mass Index (BMI) for Italian women has fallen from 25.2 in 1980 to 24.9 in 1990 and 24.8 in 2008, bucking the trend seen elsewhere.

In Britain, the average BMI for women has risen from 24.2 in 1980, to 25.2 in 1990, 26.2 in 2000 and 26.9 in 2008. For US women the increase in BMI has been even more stark — from 25.0 in 1980 to 28.3 in 2008..... MORE

MOSCOW—Nearly a century after his death, communist leader Vladimir Lenin still rests in a glass display case on Red Square, his embalmed body a stark counterpoint to Russia’s latest modernisation effort.

The controversial idea of burying Lenin has been a permanent feature of Russian politics since the Soviet Union’s fall in 1991, when millions happily parted ways with a system that had outlived its times.

But so far, no one has dared take the ultimate step of so dramatically breaking links with a leader who introduced Russia to both the promises of communism and the horrors of Gulag death camps.

While Russia tries to present a modern new image under its iPad-toting President Dmitry Medvedev, tens of thousands of people still come every year to see the communist founder, his finely-coiffed body reclining in a sarcophagus..... MORE

Defiant Mubarak stays put amid mounting calls to quit

CAIRO — Egypt’s defiant strongman Hosni Mubarak showed no sign of quitting yesterday, the 12th straight day of Cairo protests demanding he end his 30-year grip on power, as international calls grew for him to go.

State news agency MENA said the embattled leader held talks with members of his newly appointed Cabinet but gave no further details.

The aging leader has shown no intention of stepping down immediately, despite huge demonstrations on the Muslim day of prayer Friday on Cairo’s Tahrir Square — the epicenter of the protests — and in Alexandria.

Early on Saturday, gunfire crackled on the square where thousands spent a chilly night encircled by tanks.

Protesters sat on the ground around some of the tanks to prevent the troops pulling out and leaving the square vulnerable to the feared interior ministry riot police or militants loyal to Mubarak’s ruling National Democratic Party..... MORE

Lacson captors face criminal raps

By Benjamin B. Pulta 02/06/2011

Fugitive Sen. Panfilo Lacson boldly turned the tables against his government pursuers as his lawyer threatened to file criminal charges against those who would serve the “stale” warrant of arrest against the lawmaker following a ruling by the Court of Appeals (CA) to dismiss the murder charges against him in connection with the 2000 murder of publicist Salvador “Bubby” Dacer and his driver Emmanuel Corbito.

Lacson’s counsel Alex Poblador, citing court rules, said the appellate court’s decision last week clearing Lacson logically nullified the arrest warrant in connection with those charges, contrary to claims made by Justice Secretary Leila de Lima.

De Lima claims her agency is yet to receive a formal copy of the CA Special Sixth Division’s decision and that technically the arrest warrant issued by a trial court against Lacson stands.

Malacañang, however, said the DoJ would readily comply should the court that handles Lacson’s case formally lift the arrest warrant it has served against him. Lacson is a known close ally of President Aquino..... MORE

Palace not giving up on Truth Commission

By Aytch S. de la Cruz 02/06/2011

The Palace will not let go of President Aquino’s desire to form the Truth Commission, saying that it will pursue with the Supreme Court efforts to justify Executive Order 1 that created the truth body and which the tribunal had ruled as unconstitutional because of the equal protection clause in the Charter.

Presidential Communications Secretary Ramon Carandang welcomed but expressed no commitment yet on behalf of Malacañang when asked to comment on Sen. Alan Peter Cayetano’s suggestion that instead of fighting for the Truth Commission, Aquino might just as well come up with an anti-graft council to look into the current and previous allegations of corruption in the government.

Before Aquino assumed the presidency, there was already an existing Presidential Anti-Graft Commission (PAGC) attached to the Office of the President but Aquino through Executive Order 13 abolished the agency in late November last year and transferred all its investigative functions to the Office of the Deputy Executive Secretary for Legal Affairs (Odesla).

With billions in the military to milk, whether through hundreds of millions in pasalubongs and pabaons, or along approvals of highly irregular contracts where more hundreds of millions are made by the top military brass, is it any wonder that the Armed Forces of the Philippines (AFP) and its officers are into the game of apple-polishing the Malacañang tenant to get to the top, or the near top?

This is probably a major reason the military, despite its claims of being professional and now — even claims of being transparent — can never be so.

Even with the departure of former President Gloria Arroyo, it was already evident that the military generals — at least some of them with an eye of getting the top post and the service command posts — were into playing partisan politics.

Recall that during the presidential campaign period, Noynoy Aquino himself blurted to the media that he had been meeting — clandestinely — with several groups of military officers who apparently gave him situation reports which could have included election-related issues involving the military. The officers have no business meeting up with a presidential candidate or giving him any situation reports..... MORE

Ping Lacson is in the clear, after the Court of Appeals dismissed the double murder case filed by the state prosecutors against him, although Department of Justice (DoJ) chief Leila de Lima yesterday said that the arrest warrant issued against him stays, since there is no final and executory judgment made as yet by the CA.

She claimed that she still has to study what the next step government should take, whether to file for a motion for reconsideration, then appeal this same case before the high court, or merely go along with the CA ruling, as she claims there is no closure.

Considering the fact that Lacson could not be found all that time that he went to ground — evidently because there really was no serious move on the part of the National Bureau of Investigation — and considering too, that Lacson and Noynoy are allies, that statement of De Lima was more to generate the perception that she and her agency are not being partial to Lacson and that no politics is involved.

Still, De Lima may have her hands tied in this instance, as the private complainants, the Dacer daughters, may appeal this CA ruling, which could delay Lacson’s surfacing..... MORE

DOLE Absolves Official in YouTube Video Verbally Abusing OFW in Hongkong

Migrante International is dismayed by the ruling, saying said that by absolving labor attaché Romulo Salud of his verbal abuse of Agnes Tenorio, the DOLE is encouraging more such abuses in the future.

By JANESS ANN J. ELLAO
Bulatlat.com
MANILA — Overseas Filipino workers are dismayed over the recent decision of the Department of Labor and Employment (DOLE) dismissing the complaint for abuse of authority and neglect of official duties which they filed against Philippine labor attache Romulo Salud, whose voice is heard on a YouTube video verbally abusing a Filipino domestic helper in Hongkong.

The DOLE “admonished and sternly warned” Salud to be more respectful in dealing with people to avoid similar incidents.

“We are dismayed, angry and offended with the DOLE decision,” Migrante International Garry Martinez said, “This is a virtual go-signal from DOLE to other labor attaches and government officials that they can neglect, abuse and maltreat our OFWs and get away with it,” adding that the decision not only “tolerated” but rather “exonerated” Salud for what he has done.

Agnes Tenorio was a first time domestic helper in Hongkong who sought the assistance of the Philippine Consulate General on October 2010. Her contract was terminated barely two hours since she arrived at her employer’s house. Unaware of her rights, Tenorio asked Salud, who was handling her case, to arrange for her immediate return to the country. Salud, on the other hand, did not inform her that under Hongkong labor laws, Tenorio may claim her unpaid wages from her employer.

Through her fellow OFWs and the Mission for Migrant Workers, an OFW group based in Hongkong, Tenorio learned of her rights and, with the new knowledge at hand, went back to Salud to consult him regarding the labor case she would like to file. In the said meeting, however, Salud shouted at her saying, “Don’t use the word ‘right.’ Because it is also my right if I am going to accept you or not.” Tenorio managed to record their conversation through her cellular phone, The recording, which was posted on YouTube, circulated in social and networking sites, and, as of press time, has reached nearly 150,000 views..... MANILA — For all its claims of trying to make society better and healthier by providing it with quality medicines, milk and other products, Wyeth-Pfizer Philippines is making its own workers ill because of its countless anti-labor acts.
The Wyeth Philippines Progressive Workers Union (WPPWU-DFA-KMU) has been up in arms against the pharmaceutical giant’s continuing harassment and intimidation against its ranks as the management ignores workers’ justified demands for increased wages, retirement and separation pay.

Negotiations for a collective bargaining agreement (CBA) between the union and the Wyeth-Pfizer management started on July 2010. A deadlock on the negotiations was declared the following November , however, when the management continued with what the workers called “bargaining in bad faith.”

According to union president Dennis Galido, on the last day of the negotiations, the management suddenly refused to honor provisions that both parties had previously agreed on . The management also reportedly threatened the union that those provisions would be completely withdrawn or changed if the union is not amenable to settling the remaining items on the agenda, namely the issue of retirement and redundancy packages.

“The management has already gotten a compromise on the union’s wage increase demand. The wage hike demand for a three year employment contract represents only 10 percent of the current salary, but it was still trimmed down by another 65 percent because of the management’s hardline position,” he said..... MANILA — One of the lawyers of the Morong 43 warned that prolonging the detention of the three who have remained in jail would be tantamount to arbitrary detention.

The Morong 43 are the health workers arrested on Feb. 6, 2010 in Morong, Rizal, by at least 300 combined elements of police and military. They were charged with illegal possession of firearms and explosives and were branded as members of the New People’s Army (NPA). On Dec. 17, 2010, the local courts in Morong, upon the order of President Benigno S. Aquino III, issued release orders for the 43. A week later, most of the detainees were released. Two more were freed before the year ended.

Three male detainees have remained at a high-risk detention facility inside Camp Bagong Diwa in Taguig City, namely Edwin B. Dematera, Rogelio Villarisis and Mario delos Reyes. MANILA — A government employee upholding the dignity of all other government employees.
The Confederation for Unity, Recognition and Advancement of Government Employees (Courage) yesterday heaped praises on and expressed full support for former Commission on Audit (COA) employee Heidi Mendoza as she stands witness in the controversial plea-bargain agreement involving former military comptroller Carlos Garcia. She is the lone prosecution witness in the case.

“We applaud Ms. Mendoza’s courage and determination in daring to expose and condemn anomalous transactions within the military,” Courage president Ferdinand Gaite said.

In doing so, he said, Mendoza “upheld the dignity of all our fellow rank-and-file employees who are committed to their profession as public servants, despite numerous attempts to corrupt or threaten them.”

As COA auditor, Heidi Mendoza documented massive corruption in the armed forces. (Photo from ellentordesillas.com)
Gaite said Courage agrees with her when she said in an earlier TV interview “that not all government employees are thieves, not all Filipinos are afraid to speak out against corruption.”

Mendoza testified in yesterday’s hearing of the congressional Committee on Justice that was looking into the plea-bargain agreement. Mendoza went full details regarding Garcia’s corruption and how he siphoned millions from the coffers of the Armed Forces of the Philippines.

The committee resumed its inquiry into the plea-bargain agreement between state prosecutors and Garcia, on the premise that the agreement was irregular as it will reduce the offense of the former comptroller from plunder to mere direct bribery. Plunder is a capital offense punishable with a life sentence in the Philippines (originally, the punishment is death but if not for the abolition of the death penalty). Direct bribery only carries a penalty of imprisonment from six to 12 years..... MORE

Participants to the Aid Effectiveness Forum sponsored by the People’s Coalition on Food Sovereignty (PCFS) and the 3rd General Assembly of the Asian Peasant Coalition (APC) endorsed Pamalakaya’s communiqué to UN Special Rapporteur on Food Olivier de Schutter regarding so-called national development projects along Philippine coastal shores.

Pamalakaya has made the position that said projects are damaging the marine resources as well as negatively affecting the livelihood of communities. They are seeking the UN Special Rapporteur’s intervention on the matter.

“We want Special Rapporteur de Schutter to dispatch a team to investigate the development projects carried during the administration of former President Gloria Macapagal-Arroyo,” said Pamalakaya chairman Fernando Hicap.

Hicap said the anti-people and anti-national development programs began during the Arroyo regime are being continued under the Public-Private Partnership (PPP) scheme of the Aquino administration. He said Aquino’s PPP projects will continue to a have negative impact on the lives and livelihood f thousands of small fisherfolk.

“Fishing areas primed for corporate takeovers are also under threat of being irrevocably destroyed,” he said.

Advocates around the world have been working for years to protect coastlines from ill-advised development projects. Intact beaches, mangroves, sea grass beds, and coastal waterways buffer inland areas from hurricanes and typhoons. When development projects destroy these ecosystems, the potential for storm damage increases. All this besides the devastation wrought against the livelihood of residents.

In the communiqué, the group originally sent to de Schutter in Ocober 2010, the fishers group cited at least nine cases wherein food and fish production, livelihood rights and the environment are placed under constant jeopardy by public-private partnership projects.

1)The impact of offshore mining in Tanon Strait, a protected seascape separating the island provinces of Cebu and Negros.

From year 2005 to 2008, the Philippine government through the Department of Energy allowed the Japanese oil and gas exploration firm JAPEX to explore the protected seascape despite the resistance from small-scale fishermen, coastal residents and environmental groups.  Fish catch of small fishermen were significantly reduced from 10-15 kilos a day to 1-3 kilos a day because of offshore mining activities..... Noy wants troops to rat on corrupt chiefs

By Aytch S. de la Cruz, Mario J. Mallari and Angie M. Rosales 02/05/2011

President Aquino, through his Executive Secretary Pacquito “Jojo” Ochoa, called on the members of the Armed Forces of the Philippines (AFP) to be vigilant and report corrupt activities within the military, in essence exhorting lower ranking officers to bypass their superiors and even rat on them, effectively upsetting the hierarchical military structure, and throwing out of the window even the so-called military “grievance” system.
Within the military structure, no officer is allowed to bypass his superior and any grievance he has goes through the regular hierarchical mill.

In a statement issued yesterday, Ochoa said the Aquino government has already initiated reforms to “protect the AFP’s coffers from abuse” and called on troops to “be vigilant and to report the misuse of funds by your superiors.”

He claimed that the Aquino administration and the AFP already have taken steps to reform the system and that the mechanisms have been put in place to check abuses. He stressed that there is one thing he asks of the troops: “Be vigilant and report the misuse of funds by your superiors,” Ochoa said, adding the probe on the corruption of the military under the previous administration is ongoing, although the probe may be fruitless, as the Department of National Defense-Special Investigation Committee (DND-SIC) is faced with the challenge of locating all the documents from the office of the comptrollership of the AFP from 1998 to 2005 which are deemed important in its probe of the alleged massive corruption in the military during the time of former AFP chief Gen. Angelo Reyes..... MORE

Gov’t may reinvestigate Dacer-Corbito murder — De Lima By Benjamin B. Pulta 02/05/2011

Gov’t may reinvestigate Dacer-Corbito murder — De Lima

By Benjamin B. Pulta 02/05/2011
Amid speculations that President Aquino had a hand in the dismissal by the Court of Appeals of the double murder case against still fugitive Sen. Panfilo “Ping” Lacson, Department of Justice (DoJ) Secretary Leila de Lima sought to assure the public that there will be “closure” in the killing of Salvador “Bubby” Dacer and his driver, Emmanuel Corbito, despite a decision by the CA’s dismissal of the case.

Speaking to reporters, De Lima said the government may opt to consider a reinvestigation of the case which has remained unresolved for 11 years or it may opt to appeal the decision of the appellate tribunal. She added that since the CA’s decision is not final and executory, the arrest warrant against Lacson stands.

“I’m not saying that we are inclined to reinvestigate, but that is one of the options (we have). That is why there is a judicial system (even if) there is frustration sometimes,” De Lima said.

“What is clear to us, like the Vizconde massacre case, is that there is no closure here. Our concern is to put closure and find out who is behind the murder. We have options and the DoJ will take whatever option that is warranted,” she added..... MORE
