Israel raps Iran on use of RP banks amid sanctions

By Michaela P. del Callar 02/05/2011

Israel has suspected Iran of transacting with Philippine banks amid international financial sanctions against Tehran, a 2007 secret diplomatic cable obtained by online whistleblower Wikileaks said.

The cable dated Dec. 5, 2007 said Iran is trying to evade sanctions by using personal bank accounts and bond accounts, and working with banks in the Persian Gulf and the Far East.

“The Prime Minister’s Office (PMO) representative said that there are indications that Iran is also trying to do business with banks in the Persian Gulf and Far East (especially China and the Philippines) regions.

Israel is now trying to locate the specific banks and accounts,” the cable released on Feb. 2 said..... MORE

Prelates threaten ‘civil disobedience’ on RH bill

By Michaela P. del Callar 02/05/2011
At least two Catholic bishops have warned of a “civil disobedience” campaign if the controversial bill on birth control is passed into law.

According to Archbishop Ramon Arguelles and Sorsogon Bishop Arturo Bastes, they will advise Catholics not to follow the Reproductive Health (RH) bill if it becomes a law.

They, however, stressed that whatever their actions take, will not be violent.

“We will have a civil disobedience move. Those laws that are immoral, we will tell the people not to obey,” Bastes in a statement posted on the Catholic Bishops’ Conference
of the Philippines’ (CBCP) Web site, said..... MORE

Mubarak says resignation will entail chaos

02/05/2011
Egyptian President Hosni Mubarak said he wants to leave office, but feared there will be chaos if he resigns now, as anti-government protesters massed in Cairo for an 11th day of demonstrations aimed at putting an end to his 30-year rule.

The beleaguered Egyptian leader said he was “fed up with being president and would like to leave office now, but cannot... for fear that the country would sink into chaos,” ABC News’ Christiane Amanpour said, after interviewing Mubarak.

Mubarak, who has vowed not to stand in September elections, has come under increasing pressure from the United States and the West to step down immediately.

But he said he had told US President Barack Obama “you don’t understand the Egyptian culture and what would happen if I step down now.”.... MORE

NDFP calls on AFP to stop operations during peace talks

By Mario J. Mallari 02/05/2011

The National Democratic Front of the Philippines (NDFP) is calling for the prohibition of civil military operations (CMO) of the Armed Forces of the Philippines (AFP) and pull back of troops to their regional barracks during the resumption of the peace negotiations this month.

In an urgent message to the NDFP chief negotiator Luis Jalandoni, the NDFP principals pointed out that in many barangays the CMO operations, AFP troops harass the communities, threatening the residents who resisted being recruited into the Cafgu, listing them as “sympathizers” of the New People’s Army (NPA) and putting them on the AFP’s Order of Battle.

These CMO operations, the NDFP leaders claimed, are in effect military operations which are part of the government’s anti-people and counter-insurgency scheme.

Jalandoni, in a letter to government chief negotiator Alexander Padilla, stated “our negotiating panel considers it imperative that AFP and PNP units be brought back to regional and provincial barracks respectively during the ceasefire and if any patrols have to be undertaken, these patrols be limited to the immediate vicinity of the AFP and PNP barracks.”.... Hunger stunts Philippine children

02/05/2011
A third of Philippine school children are stunted because poverty has forced them to eat too little food for years, according to a government study released this week.

The latest findings of a rolling survey carried out for decades by the government’s Food and Nutrition Research Institute reflect the general poverty rate and the boom-and-bust economic cycles of the country.

The latest data, which is for 2008 but was only released last Thursday, showed 33.1 percent of 100,000 students surveyed across the country suffered from chronic malnutrition.

This was due to them not eating enough food over a long period and led to them being shorter than they should be, although the survey did not publish specific heights..... MORE

The group of embattled Gloria champion, Angie Reyes, made a bizarre proposal yesterday to inhibit four senators from the ongoing Senate blue ribbon committee probe into military corruption.

Reyes wanted Senate President Pro Tempore Jinggoy Estrada, Senators Miriam Defensor Santiago, Antonio Trillanes lV and Francis “Chiz” Escudero to inhibit themselves from the Senate probe.

Reyes’ demand was a first for the chamber and also was at the top of the list among the absurdities leveled against senators.
It was both a crazy and a desperate act of Reyes. His counsel knows that the Senate inquiry is not a judicial process but is legislative in nature, thus, the argument of alleged prejudgment against the senators cannot apply since it is not the chamber’s duty to pass judgment.

Reyes, the first chief of staff under Gloria, initially got the heat by association, over the plunder case of former Armed Forces of the Philippines (AFP) comptroller Maj. Gen. Carlos Garcia and in the process of investigating Garcia, the link to Reyes was unavoidable since he was Defense chief during Garcia’s term..... MORE

Listening to the exposes being made by military whistle-blowers and the refusal of retired Maj. Gen. Carlos Garcia to either confirm or deny that which is being disclosed by the whistle-blowers, what appears to be clear is that corruption in the military isn’t going to fade away soon, even if Garcia is to be detained by the Senate on contempt charges.

It is evident that Garcia knows a whole lot of things that have been going on within the military and its corrupt activities, but refuses to spill the beans or even lay the blame on his one time superiors, mainly, it is suspected, because he is protecting, not just himself, but his family and he probably knows that they — as well as himself — will be harmed once he even dares to spill the beans.

It is also suspected that if something does happen to him and his family, that would only be the time that whatever it is he knows will be disclosed.

There are just too many military top guns involved in this massive looting of public funds, and for their personal enrichment and they too, do not want to be brought to justice by being criminally charged, which may be the major reason all those military chiefs simply denied that they were given pabaons and pasalubongs, not to mention the other kickbacks and commissions they must have received from irregular contracts..... Arab reform poses big risks for US — experts

ANALYSIS

02/04/2011
WASHINGTON — The apparent sea change in the Arab world, given the popular revolt in Tunisia and ongoing rebellion in Egypt, could transform the region in a way not favorable to Washington, analysts warned.

As well as Egypt and Tunisia, observers are keeping a close eye on US allies Yemen, Saudi Arabia, and notably Jordan — the only Arab country outside Egypt that has a peace pact with Israel.

If the United States only pays lip-service to pro-democracy movements in the region and fails to align with them, it will “be perceived as a receding power having little influence,” said conservative analyst Danielle Pletka.

Washington is reluctant to denounce Egyptian President Hosni Mubarak because he is a key longtime ally in a vital region and a crucial partner in efforts to forge peace between Israel and the Palestinians..... MORE

I write this hoping to still meet my editor’s deadline. For two days riveted on the televised hearings in the Lower House to do with former state auditor Heidi Mendoza’s revelations on the big-time manipulation of funds in the military, yesterday’s blue ribbon committee hearing got me anew.

It opened at 9:30 in the morning and a hook, by way of new witness Col. Antonio “Sonny” Lim’s opening statement, which he read with voice cracking here and there. And then closed at 4:30 in the afternoon with a bang, in the tearful entreaty Mendoza delivered, hitsura ng mga mega-star monologues sa mga pelikula noong araw.

I had lunch in front of my TV, and perhaps stopped only to laugh at a text message I got that went, “Masaganang Bagong Taon ng mga Instik! Nawa’y mahawahan tayong mga Pilipino ng suwerte at yaman nina Henry Sy, Lucio Tan, Go Kong Wei, at mga AFP Chief of Staff.”

I’d been watching as early as Tuesday since ANC/dzMM first covered the hearings, but my husband and I were interested in the case since the general named after one of our presidents was first exposed as having supposedly finagled that much and plowed it into multimillion-peso and dollar accounts, and plushy properties here and abroad. I focused on the body language of the protagonists, the facial expressions that said so much and differentiated the bida from the kontrabida..... MORE

Systemic corruption

DIE HARD III

Herman Tiu Laurel

A retiree from the Commission on Audit, with the initials AR, sent me this text after being glued to radio coverage of the AFP (Armed Forces of the Philippines) generals’ “pabaon” scandal: “Ang gulo congresmen cla cla din nagkokontrahan sobra dunong, puro dal2. Cla din tumutulong s dfendant.” (The congressmen are so messed up; they contradict and upstage one another; all they do is talk. They’re even the ones aiding the defendants.)

(Long Live…! You are the citizens’ and the country’s living heroes. Like you, we have experienced insults, taunts, water canons, and truncheons in rallies.)

Such feedback from the public only affirms the Tribune’s recent headline, “House panel goes ‘soft’ on ex-AFP CoS.” But the coddling appears not only limited to the House.

Some members of media who are also at it include one who wrote: “On the downside of that Senate hearing were the actuations of Senators Jinggoy Estrada and Antonio Trillanes against Angelo Reyes… They were boorish and seemed more like spoiled juvenile delinquents instead of senators of the Republic. Instead of generating public support for ferreting out corruption in the AFP, they may have unwittingly generated public sympathy for Reyes instead — counterproductive.”

Columnist Billy Esposo, of course, did a little perfunctory criticism of Reyes before attributing personal vindictive motives to the two senators. What he apparently didn’t like was their vigorous cross-examination of Reyes, who was already used to taking the offensive as a way to distract and intimidate, a tactic seen and countered immediately by Estrada and Trillanes.

How can there be any downside when any investigation that ferrets out the truth is worth every minute and every penny of the public? Even in the case of the congressmen pussy-footing on the former chiefs of staff, their dissolute character in action was readily seen by the public.

The fact of the matter is, many legislators sitting in budget hearings or deliberating on appointments or promotions are known to demand favors that range from the facilitated entry of their own protégés into juicy posts to specified amounts as their shares of the “loot” from earmarked funds or projects.

Many of these individuals (mentioned by military officials) are known allies of Gloria Arroyo, including a notorious politician who ran for a Senate seat in 2007 but lost big-time, landing him a most lucrative post in the LWUA (Local Water Utilities Administration).

As we pointed out in our last column, the entire system is corrupt, especially after the Edsa II power grab. Mrs. Arroyo’s cohorts, starting with Esposo’s Copa (Council of Philippine Affairs), and especially those who helped out in the ensuing cover-ups and illegal operations, became virtually indispensable ever since.
We also said that compared to the many other scams in the past decade’s narrative of felonies, Maj. Gen. Carlos Garcia is a small fry. His estimated P300-million loot is certainly small in relation to the scandalous amounts racked by “evil society,” such as the infamous CodeNGO Peace Bonds that netted over a billion in fat commissions, excluding banker’s fees.

It’s also small compared to what certain members of media got in lucrative government directorships that pay out hundreds of thousands monthly even when they hardly have any qualifications to serve at all. Small-time Garcia is, too, compared to the different religious sects, which got their shares either in the form of choice government contracts (such as license plates) or appointments to cash cow agencies or even the courts.
While the nation’s eyes are focused on the AFP, another case of endemic, pernicious corruption, this time by the corporatocracy in connivance with the judiciary, is unfolding.
About a decade ago, Manila Electric Co. (Meralco) reneged on its 10-year supply contract to purchase electricity from the National Power Corp. (Napocor) because its owners had set up their own IPPs (independent power producers) and bought from these at a higher price. Napocor thus sued Meralco for breach of contract, for which the power distributor was fined P12 billion. This amount grew to P20 billion until it was settled at P14 billion, with the caveat that it will be charged to consumers.

Such corrupt shenanigans have gone on for over two decades now with neither the legislature nor the judiciary having ever lent the public a hand.

And Meralco isn’t alone. Another oligarchic firm, Manila Water, has gotten the MWSS, the water regulatory agency, to approve a fresh round of rate increases in the face of a declining dollar which ought to have been a major boon to savings.

But then, in the twisted way that deregulation laws were written, regulatory agencies such as the MWSS have no other choice but to source their funds, including their fat 30-month bonuses, from these privatized utility companies. Is it any wonder whose interests these agencies are working for? Yet after that entire hullabaloo about bonuses during PeNoy’s inaugural address, nothing has been done to curb this basic distortion and conflict-of-interest.

These are the real cases among the countless, ongoing, and all consuming corrupt practices that amount to hundreds of billions annually (P10 trillion in 10 years) that far outweigh the loot of a billion or two by the parade of patsy generals.
This systemic corruption is something that cannot be uncovered by mere legislative investigation. Only a popular awakening can achieve a comprehensive understanding. Only a national political revolution can clean the country of this scourge.

BEIRUT — Egyptians in Lebanon are anxiously watching developments in their strife-torn homeland, fearing that their country is sliding into an unending cycle of chaos and political turmoil.

“All I can think, watching the protests, is that we are going to be the next Lebanon or even the next Iraq,” said Shahta al-Masri, a Beirut gas station attendant who hails from Al-Mahalla Al-Kubra in the Nile Delta.
“In Lebanon, everyone is always afraid that the bombs will return,” an allusion to a country that suffered a civil war from 1975-1990 and a conflict with Israel just five years ago.

“All I can say is I am glad my family does not live in Cairo,” added the 36-year-old father of three.

Demonstrators have flooded the streets of Egypt’s capital and other cities since Jan. 25 in increasingly heated protests against President Hosni Mubarak, who has ruled unchallenged for three decades..... MORE

DALLAS — As thousands of fans flood to Dallas for this weekend’s Super Bowl, young girls are being forcibly brought to the city to participate in a game that has nothing to do with American football.

Police and women’s groups have joined together to clamp down on what they fear will be rampant sex trafficking, a modern form of slavery involving pimps selling girls and young women who have been coerced into prostitution.

Dallas Cowboy Jay Ratliff joined the campaign by starring in a public service announcement ahead of Sunday’s game between the Pittsburgh Steelers and Green Bay Packers.

VILLANUEVA, LINKED TO MILITARY PERSONAL PORK BARREL

Ex- AFP CoS got P164 - M ‘pabaon’

By Angie M. Rosales 02/04/2011

The corruption in the military at high levels is bigger than originally thought, with yet another bombshell dropped yesterday, bringing forth the information that even bigger send-off money is given to departing Armed Forces of the Philippines (AFP) Chiefs of Staff (CoS), apart from at least two military chiefs engaging in juggling AFP funds and diverted to their private accounts while using these juggled funds as their own personal “pork barrel.”

Former military budget officer Col. George Rabusa, in his latest revelations before the Senate blue ribbon committee yesterday, testified that he had given retired Maj. Gen. Carlos Garcia, former military comptroller, P164 million which Garcia said was the amount needed as a “send-off” gift to former AFP Chief of Staff Gen. Diomedio Villanueva when the latter retired from the service and the more than $2 million “tax refund” on a botched $5-million contract.

Rabusa said ex-AFP CoS Roy Cimatu while still deputy chief of staff, at one time, ordered him to come up with $2 million within a period of one week.

This was in relation to the $5-million contract that allegedly pertains to a clandestine acquisition
of an unmanned aerial vehicle (AUV) involving supposedly Chief of Staff Angie Reyes, Villanueva, Cimatu and Garcia..... MORE

The Supreme Court has upheld an agreement between the Philippine and the United States governments signed eight years ago prohibiting the filing of criminal charges against American soldiers before the International Criminal Court (ICC).

In a 44-page decision signed by Associate Justice Presbitero Velasco Jr., the court en banc with two magistrates dissenting dismissed the petition filed by militant group Bayan Muna seeking to declare the agreement unconstitutional.

The group claimed that former President Arroyo and the Department of Foreign Affairs committed grave abuse of discretion for concluding the RP-US non-surrender deal through an executive agreement.

Bayan Muna insisted that the Philippine government, in effect, abandoned its recourse through the Rome Statute to prosecute persons, including American troops, who have committed crimes of genocide, crimes against humanity, war crimes and the crime of aggression..... MORE

Missing lawmaker Panfilo “Ping” Lacson can finally come in from the cold after a ruling by the Court of Appeals (CA) ordered the dismissal of the criminal charges against him in connection with the 2000 murders of publicist Salvador “Bubby” Dacer and his driver Emmanuel Corbito.

In an 80-page decision, the appellate court’s Special Sixth Division through Associate Justice Ramon Bato Jr. granted Lacson’s petition and overturned a Manila court’s twin rulings dated Feb. 4, 2010 and July 23 which found probable cause against Lacson and ordered his arrest, respectively.

“The orders of public respondent court (Manila Trial Court Branch 18) finding probable cause for the issuance of warrants of arrest against petitioner (Lacson) are nullified and set aside. The informations in the criminal cases are hereby dismissed,” the CA ordered.

The decision which was concurred in by Associate Justices Juan Enriquez Jr. and Isaias Dicdican said that “there being no probable cause to legally justify the filing of two separate informations for murder against petitioner (Lacson), consistent with his constitutional right to be presumed innocent and in consonance with existing jurisprudence, he (Lacson) should be relieved of the pain and agony of trial.”.... Gov’t can’t rescind Garcia plea bargain

By Angie M. Rosales 02/04/2011

From all indications, the plea bargain between former Armed Forces of the Philippines (AFP) comptroller Maj. Gen. Carlos Garcia and the Sandiganbayan is a done deal and cannot be withdrawn, and with it the futility of President Aquino’s order to have it rescinded and have Garcia face the original plunder charges due to the principle of double jeopardy as Garcia had already pleaded guilty to a lesser offense, proceedings in yesterday’s Senate inquiry on Garcia’s plea bargain agreement indicated.

After entering into the agreement with Garcia, where government will be assured of a return of a P135 million out of the P300 million taxpayers’ funds he allegedly amassed, state prosecutors also opened themselves up to committing “double jeopardy.” Senate probers yesterday found out that withdrawal of the plea bargain agreement entered into by the Office of the Special Prosecutor with Garcia may no longer be feasible because the Sandiganbayan has already, in effect, approved it.

The anti-graft court’s approval, as admitted by one of the prosecutors who are under the Office of the Ombudsman, has been manifested by allowing the accused, Garcia, to plead guilty to a lesser offense..... MORE

The Supreme Court (SC) has upheld an earlier decision for the legality of the merger of Lakas-Christian Muslim Democrats (Lakas-CMD) and the Kabalikat ng Malayang Pilipino (Kampi) for the May 2010 national elections.

In its resolution dated Jan. 11, the SC denied with finality the motion for reconsideration filed by former Speaker Jose de Venecia Jr., who had questioned the union of two of the largest political parties in the country before the Commission on Elections (Comelec) and the SC.

Lakas-Kampi was accredited by the Comelec as the dominant ruling party during the last presidential elections with former Defense Secretary Gilbert “Gibo” Teodoro Jr. as its standard bearer.

Evidently, the House committee hearing Tuesday was hardly meant to zero in on the plea bargain deal between the Ombudsman’s office and former military comptroller Ret. Maj. Gen. Carlos Garcia, and not, for that matter, was it on the corruption in the military through its “pasalubong” and “pabaon” system and the Armed Forces of the Philippines (AFP) slush fund.

What the House panel was really after was to pin down the Ombudsman, Merceditas Gutierrez, whom panel chairman Niel Tupas has been gunning for, since he took control of the justice committee.

Obviously, Tupas failed because like her or not, Gutierrez held her own against the congressional panel, so much so that Tupas is now reduced to “studying the possibility of filing cases in the Office of the President against government prosecutors who inked the deal with Garcia.”.... MORE

Catholic bishops, in their pastoral letter, hinted at yet another people power as they harked back to the 1986 Edsa revolt with which they credit themselves as having aided greatly in its success. At the same time, they issued the warning that there will be street protests once Congress approves the enactment of the Reproductive Health bill or the Responsible Parenthood bill of Malacañang.

That the bishops can gather a crowd is not in doubt, since they can always call on Catholic school heads to have their students — even grade schoolers — make up the crowd. They did it in Edsa 11.

But that the bishops and Catholic students can do a reprise of Edsa I on the issue of the use of contraceptives and bring down the government is in grave doubt.

The bishops are hardly going to admit it publicly, but the fact is that they have lost their “moral” and even political clout over Filipinos and even Philippine governments, mainly because they were into ousting a legitimate and popular president, yet kept their mouths shut during the Gloria Arroyo years, despite the many instances of massive corruption, as well as electoral fraud. They supported moral decadence during Gloria’s time, yet they now they dare to speak of the use of contraceptives as the “root of ‘moral corruption?’”.... MORE

ElBaradei no easy choice for the West — analysts

ANALYSIS

02/03/2011
VIENNA — Far from seeing Mohamed ElBaradei as the answer to Egypt’s problems, the West fears the Nobel laureate is out of touch with the mood on the Arab street after a two decade absence, experts said Tuesday.

The 68-year-old, a former head of the UN’s Vienna-based nuclear watchdog, has been mandated by Egypt’s opposition groups to negotiate with the President Hosni Mubarak amid the current unrest sweeping the country.

But Western diplomats and analysts suggest his lengthy absence from domestic politics means he may not be suitable as anything more than a temporary caretaker of power in the transition currently underway.

“ElBaradei has been out of Egypt for a number of years so he hasn’t really been part of Egyptian opposition politics,” said an analyst at London-based Exclusive Analysis, Zaineb Al-Assam. “His basis of power is fairly small.”.... MORE

The National Press Club is looking into recent allegations of whistle-blower retired Col. George Rabusa that certain “defense reporters” were willing beneficiaries of a multimillion-peso slush fund in Camp Aguinaldo (where the headquarters of the Armed Forces of the Philippines is located) which was culled from the Defense budget.

“The Fourth Estate once again has been dragged into a controversy. We want to get to the bottom of things to clear our name,” according to NPC president Jerry Yap, who promptly referred the matter to the ethics committee.

Rabusa, a former budget officer who testified last week before the Senate blue ribbon committee regarding top-level corruption in the AFP during the early part of the last decade, had drawn up a list of alleged regular recipients of the under-the-table appropriation — which was read into the records by Sen. Jinggoy Estrada during cross-examination of the witness — that was derived principally from the controversial PCDA or provision for command-directed activities and “savings” from the budgets of various units of the military..... On the one hand, there is factual and living poverty in the country, viz., a negative socio-economic condition whereby the people concerned either barely have enough to buy their basic necessities, to finance their simple and bare living, to sincerely look forward to a better future. In the plain understanding of poverty, specifically in the context of the Philippine garbage dumps, it is taking shelter under bridges, sleeping in cartons laid down on streets. Most of their children are practically naked. This is not to mention those engaged in mendicancy as a matter of course — using either newly born babies or small children to beg for some coins from pedestrians, braving even the danger of following one car after another, just to get some centavos every now and then — if ever..... LUTON — Its concrete-laden town center looks an unlikely spot for a clash of civilizations, but Luton has emerged as the battlefield for tensions between radical Islam and Britain’s far-right.

Efforts by this drab commuter town north of London to shed its image as an extremist hotbed suffered a setback in December when local resident Taymour Abdelwahab blew himself up in a botched suicide attack in Stockholm.

Luton, where around 15 percent of the population of nearly 200,000 are Muslim, was also the departure point for the four suicide bombers who killed 52 persons on London’s transport system on July 7, 2005.

Now the anti-Islamist English Defense League (EDL), which formed in Luton two years ago amid simmering communal tensions, will hold a march in the town on Saturday that is expected to draw thousands of supporters..... MORE

China’s New Year rail travel: The need for speed?

BEIJING — Getting home for Chinese New Year used to mean squeezing into rundown trains that creak their way through the countryside.

But this year, many are opting for the comfort and ever-expanding network of China’s high-speed trains, even if it means paying on average more than three times more — sparking concern the not-so-wealthy are losing out.

“High-speed trains do not benefit middle- and low-income segments of the population,” Zhao Jian, a professor at the Economy Management Institute of Beijing Jiaotong University, told AFP.

They might benefit rich people, giving them another travel option. But we build railways to promote economic development, not to serve one particular group of people.”.... MORE

Reyes wants 4 senators out of probe

By Angie M. Rosales and Aytch S. de la Cruz 02/03/2011

Former Armed Forces of the Philippines (AFP) Chief of Staff Angelo Reyes wants at least four senators to inhibit themselves from the Senate blue ribbon committee investigation into the multimillion-peso miltary perks, saying the four — Senate President Pro Tempore Jinggoy Estrada, Senators Miriam Defensor Santiago, Antonio Trillanes lV and Francis “Chiz” Escudero — have already prejudged the case against him.

Other former chiefs of staff are likely to be called as they have been linked to the military payola, including former CoS Roy Cimatu.

President Aquino, however, has not come up with any strong statement with regard to the involvement of former CoS Diomedio Villanueva and Roy Cimatu.

Aquino, in a chance interview with reporters, expressed complete unawareness regarding the issue involving his appointed official, Cimatu, whom he had given the same ambassadorial post. He said he merely acted on the recommendation of the Department of Foreign Affairs (DFA) when he made that decision..... MORE

Legislators are worried that the can of worms being let out in the ongoing Senate inquiry into allegations of corruption in the military may result in gross disillusionment among soldiers and the administration of President Aquino was put to task in turning around the probes’ backlash into a positive result by not letting off any of those who will be found responsible for the wholesale raid of public funds.

Already, recently, there were signs the House of Representatives and the Palace are softening on former chiefs of staff, primarily those allied with the ruling power.

Senate President Juan Ponce Enrile cited a growing concern in the Senate over the impact stirred by the latest scandal involving the military organization and its officials among the military ranks..... MORE

WikiLeaks: US links RP to nuclear, radioactive smuggling

By Michaela P. del Callar 02/03/2011

Whistle-blower WikiLeaks released yesterday a confidential cable from the United States embassy in London linking the Philippines to possible smuggling of nuclear and other radioactive material.

A diplomatic cable dated Nov. 21, 2007 and marked “sensitive,” said at the time, the location of the nuclear material, reportedly uranium, was in the Philippines and that it formerly belonged to the US.

The leaked cable added that the intended destination of the material is unknown nor it was determined if it was already in transit.

At the time the memo was issued, Philippine authorities had not been notified.

“Post wishes to alert the Department and Washington agencies per reftel that it has received a report indicating a potential incident of illicit trafficking in and possible offer of nuclear and/or radiological materials. Speaker Feliciano “Sonny” Belmonte yesterday said he would not join calls for Ilocos Sur Rep. Ronald Singson to voluntary resign from his post, saying the beleaguered lawmaker will have all the opportunities to defend himself before the House committee on ethics.

The House leader, in a chance interview, stressed that Singson will be accorded due process despite his guilty plea last Monday for his drug trafficking case before the Wan Chai District Court in Hong Kong.

Malacañang ignores political satirist video ‘taunting’ Noynoy

Malacañang simply ignored the latest video of political satirist, “Juana Change,” expressing her disappointment on President Aquino over his controversial purchase of a P4.5-million worth Porsche which has now gone viral in various social networking and video-sharing sites.

The video did not only mock Aquino’s acquisition of an expensive car but also his apparent non-achievement thus far after being elected as the country’s 15th President that was delivered through the witty exchanges of dialogs by the five characters featured in the skit representing ordinary people.

In a post-briefing interview yesterday, Presidential Communications Development and Strategic Planning (PCDSP) Secretary Ricky Carandang expressed indifference over this latest criticism hurled against Aquino’s cars.

“I haven’t seen it and I don’t care,” Carandang said of the latest satire.

Solon asks DPWH to hold implementation of overloading law

By Charlie V. Manalo 02/03/2011

Western Samar Rep. Mel Senen Sarmiento is appealing to the Department of Public Works and Highways (DPWH) to defer until April the implementation of the anti-overloading law which took effect last Tuesday, pending the result of a House study designed to find out the most appropriate computation on the weight limit for cargo vehicles.

According to Sarmiento, while he understands the DPWH position in relation to the rapid wear and tear of the country’s roads and highways due to the unregulated weighs for cargo and container trucks, these mammoth vehicles also play a major role in fueling the country’s economy.

Sarmiento said cargo and container trucks that ply along the country’s major roads and highways are responsible for transporting imported and domestic goods all over the country.

“We should balance the necessity of minimizing public work cost on road repairs and rehabilitation with the need to provide our people of their basic necessities. Anything from farm goods to imported canned food and your favorite instant noodles are transported by these trucks,” Sarmiento noted..... MORE

A military probe on the corrupt “practice” and “tradition” in the Armed Forces of the Philippines relating to the use of military funds by generals and senior officials of the AFP in the hundreds of millions of pesos, is underway, but the focus, or so it appears, would be on the previous AFP officials’ terms, with the incumbent military officials spared from the probe.

As claimed by the AFP spokesman, there is no need to include the current military officials because these practice and tradition are a “thing of the past” and no longer in practice.

And the military under the new administration thinks that which its officials say is credible? Why should the current AFP leadership be believed when it claims that such corrupt practice is no longer being tolerated?

The corrupt practice has been going on for decades, and in that time, the military officials of today, who were then junior officers, have been promoted, and with their promotions, they necessarily got a piece of the AFP slush funds..... MORE

Former Ombudsman Simeon Marcelo, in yesterday’s congressional hearing on the plea bargain agreement, went full blast in attempting to portray his being independent and highly competent during his term as Ombudsman.

He tried to give the impression that he was performing his duties independently of the Malacañang tenant and that his plunder case against former military comptroller was airtight, with him now scoring the incumbent Ombudsman for agreeing to a plea bargain deal with Garcia on lesser charges.

What is not being mentioned is the fact that he certainly did nothing in the case of Gloria Arroyo’s appointed secretary of Justice, Hernando “Nani” Perez, who stood accused of having extorted some $2 million or P100 million from then businessman turned congressman, Mark Jimenez, which was deposited in a Coutts Bank account that his brother-in-law withdrew and which funds went to a Swiss bank, complete with a power of attorney document naming his wife on the matter of deposit and withdrawal of the P2 million.

Marcelo cannot deny the fact that the evidence against Perez for plunder and money laundering was very strong, since Coutts Bank, as well as the Swiss bank, provided Marcelo with incriminating documents..... MORE

WASHINGTON — The man named by President Hosni Mubarak as his first ever deputy, Egyptian spy chief Omar Suleiman, reportedly orchestrated the brutal interrogation of terror suspects abducted by the CIA in a secret program condemned by rights groups.

His role in the shadows of the “war on terror” illustrates the ties that bind the United States and the Egyptian regime, as an unprecedented wave of protests against Mubarak present Washington with a difficult dilemma.
With Mubarak’s rule in jeopardy, Suleiman was anointed vice president last week and is now offering wide ranging talks with the opposition in a bid to defuse the crisis.

Suleiman is a sophisticated operator who carried out sensitive truce negotiations with Israel and the Palestinians as well as talks among rival Palestinian factions, winning the praise of American diplomats.

It is for my own use and I have no intention of trafficking in drugs is how Ilocos Sur Rep. Ronald Singson explained his possession of 6.67 grams of cocaine when he pleaded guilty to drug trafficking before a Hong Kong court last Monday. Saying that he has never been more remorseful in his life, Singson added his return to drug use was due to “..depression from his break up with actress Lovi Poe and anxiety over financial losses in the Usher concert which his company produced..” In open court, Singson admitted that he has been using drugs intermittently and that the day before he was to leave for Hong Kong last July he had been up for two nights without sleep drinking and gambling at the casino losing HK$3 million in the process. Here’s how he explained this ruinous incident in his life to the court: “If you allow, I will compare the drugs seized from me to a man drinking large amounts of alcohol. I know that this is just the beginning of my problems. I still don’t know what I’ll face back home. I aks your honor to find in your heart to forgive me. I ask that you find within the bounds of law to give sentence..”

Whether the court will believe his testimony or not remains to be seen. Whether his words of remorse will bring him some sympathy from the judge or the public we will soon see too. But certainly life will never be the same again for the young Singson. Once a final judgment is issued he will have to serve it in Hong Kong whether that is detention for a period or a fine or both..... MORE

But there are no boots for some dead Filipino soldiers. Many of them fought in the jungles in their rubber sandals, and worse, with very limited bullets and support that they were sometimes overran by their foes and their heads beheaded.

More than the maliciously planted explosives that spread blood and bones on Edsa-Makati last Jan. 25, it was the “bombshell” that retired Col. George Rabusa dropped, which shattered us to pieces.

The former military budget officer, who served for about two years in that capacity, came out with his shocking revelations at the recent Senate hearing on his former boss Maj. Gen. Carlos Garcia’s controversial plea bargain agreement. Garcia, who was being tried for plunder based on the P303. 27 million he allegedly stole from the government coffers, had agreed to plead guilty to a lesser offense and return about half of the money he had purportedly pocketed.

It was not merely the fact that a “strong case,” which Malacañang representatives asserted government possessed, had been rendered weak with this plea bargain agreement. It was the sheer arrogance of it all that rankled among many.

And so while senators set out to discover the truth behind the agreement — which Special Prosecutor Wendell Sulit said they worked out to be a “win-win” when, in fact, Sen. Juan Ponce-Enrile corrected, it should have not — the unexpected happened..... MORE

House panel goes ‘soft’ on ex-AFP CoS

By Charlie V. Manalo 02/02/2011

Congressmen yesterday failed to even seriously dig deeper and question the former chiefs of staff (CoS) on the corruption in the Armed Forces of the Philippines during their terms, as they merely asked each general whether they had received welcome and send-offs gifts during their stint as the top military chief, giving them all the opportunity to merely deny that they had ever received any funds for their personal use and that their wives never travelled abroad, save for two to four official trips, paid for by the host government.

Five former AFP CoS invited by the House committee probing the plea bargain agreement struck between the Office of the Ombudsman and retired military comptroller Maj. Gen. Carlos Garcia, who was earlier charged with plunder but has pleaded guilty to a lesser offense of direct bribery and money laundering activities, had an easy time at yesterday’s House hearing, claiming there was no such slush fund in existence as this practice had been cut off completely..... The Association of Generals and Flag Officers (Agfo) yesterday branded as “demoralizing” the alleged massive corruption in the Armed Forces of the Philippines (AFP) during the term of Gen. The Agfo focused on corruption during Reyes’ term, but was silent on reports of his successor received over P180 million during his short stint as AFP Chief of Staff.

Noynoy personally popped in at the media offices in the Palace to explain about his new Lexus. ISTANBUL — You cannot kill a Turk with impunity — this is the message to Israel from a Turkish movie taking fictional revenge for a deadly Israeli raid on a Gaza-bound aid ship last year and threatening fresh political tensions.

Valley of the Wolves: Palestine — to be shown in a dozen European countries and more than 20 others in the Middle East — promises to be a blockbuster with Turkish and Arab audiences, but may make life harder for Turkish diplomats at a time when ties with Israel are already in a deep crisis.

The May 31 raid on the Turkish vessel claimed the lives of nine Turks, dealt a major blow to once-close Turkish-Israeli ties and triggered a wave of international criticism of the Jewish state..... MORE

NO HOLDS BARRED

With the world now commenting on what is going on in Egypt and Tunisia, one remembers how it was here for people power, in 1986 and 2001. I’m choosing here not to dwell so much on the first one, now on its 25th year of commemoration, but on the relatively still recent, especially as last Sunday in President Joseph Estrada’s house for lunch, talk focused on how it was then for the man who could have been president again in 2010, and how much, much kinder world-wide opinion was for him. Here are snippets.

From Time magazine’s Sandra Burton, Jan. 29, 2001: “Remember Estrada — however cynically — was acting within the framework of the law and under the terms called for by the impeachment proceedings. Had he been declared guilty, he would have had to go. The troubling point remains that he had not been convicted… but they had mechanisms to legally change their head of state. The option they chose, popular uprising, while rousing and probably justified, could portend a troubling future for democracy… but if those protests lead to constitutionally questionable successions, it becomes a subversion of democracy. Even now, we don’t know what percentage of Filipinos wanted Erap to go.”.... MORE

Peace problems

AN OUTSIDERS VIEW

Although formal peace talks between the Philippine government and the National Democratic Front (NDF) are due to recommence this month, the process is not without its problems.

After President Aquino ordered the release of the Morong 43, Anakpawis Rep. Rafael Mariano speculated that the insurgency could end in 2011, as due to Aquino’s actions “we can see light at the end of the tunnel.”

It is doubtful whether there is unanimity on this within the Maoist movement. On Dec. 15, 10 soldiers died in a New People’s Army (NPA) ambush in Northern Samar. True, this was a day before the commencement of the Christmas ceasefire, but the signal sent by the incident was hardly encouraging.

When, in July last year, the newly-elected Aquino called on the NDF to resume negotiations, Communist Party of the Philippines (CPP) founder Jose Maria Sison responded: “I have… gone so far as to propose a concept of immediate truce and alliance on the basis of a mutually acceptable declaration of principles and policies upholding national independence and democracy, confronting the basic problems of the Filipino people and adopting effective measures of social, economic and political reforms.”.... China goes rabbit-crazy for Lunar New Year

02/01/2011
BEIJING — In stews, as pets or adorning shop windows, rabbits are ubiquitous as millions of Chinese mark the Lunar New Year, hoping for a more tranquil time ahead as the old Year of the Tiger roars its last.

The nation’s 1.3 billion inhabitants will welcome the Year of the Rabbit on the night of Feb. 2 to 3 in a hugely important family event marked by feasts and a blaze of fireworks.

Occupying the fourth position in the Chinese zodiac, the rabbit is closely linked to the moon and symbolizes happiness and good fortune.

Many — including brokerages — are banking on the calm and sensitive rabbit to usher in a calm 12 months after the tiger brought a spate of deadly natural disasters to China such as earthquakes and mudslides..... MORE

Poor DILG VIEWPOINTS Archbishop Oscar V. Cruz 02/01/2011

Poor DILG

VIEWPOINTS
Archbishop Oscar V. Cruz
02/01/2011
The DILG is definitely not poor because it does not have the needed funds to satisfactorily pay its personnel, to acceptably finance its operations.

The DILG is certainly neither poor for not having the money to run all its affiliated agencies, to undertake its important intelligence task, but, yes, the DILG is poor basically on account of its queer structure and thereby dubious operational competence, plus pursuant accountability to the general public that financially sustains the whole department with their omnipresent direct and ominous indirect taxes, paid to death.

First of all, does the DILG have but an acting secretary in charge of the Local Government, with however a permanent undersecretary having the direction of the PNP? But much more than this unique and interesting administrative arrangement, the said undersecretary directly relates with and reports to the Chief Executive himself — not to the secretary. This makes the DILG but one agency with practically two independent heads. One body with two heads is neither standard nor healthy — if not sick and sickening.

Then, there is the much talked about disturbing information that while the Acting Secretary is a long proven able executive, it is said that the permanent Undersecretary is such simply because of a rather long and close standing friendship with the Malacañang occupant — plus the likewise said avowed fidelity, if not only obedience but subservience in effect. It is further said that the righteousness of the same personality appears open to question. The composite of these alleged liabilities is anything but reassuring of DILG administrative credibility and competence..... MORE
