Ventura 03/03/2010 The El Niño phenomenon has dried up rice fields, brought pestilence in Albay’s agriculture areas, defeated cloud seeding attempts and made everyone wary of a water shortage. It seems, as well, to have made tempers run shorter, with critical words managing to zing out of normally calm people’s mouths. There’s the level-headed Loren Legarda releasing a fairly sharp edged media announcement declaring that it is the Energy chief and government’s lack of will and foresight to blame for the current crisis in electricity we are currently facing. She said the signs of an impending crisis had long been evident, but government failed to take proper action because it chose to concern itself with other matters instead.... Shacks and shopping malls divide South Africa’s murder capital FEATURE 03/03/2010 DURBAN — Walter Masondo stands in his driveway, his grandchildren dashing around his legs, watching a steamroller lay asphalt at a township stadium remodeled as a training venue for the World Cup. The day before, he said he heard gunfire erupt in a nearby part of Durban’s KwaMashu township, which last year held the distinction of being the murder capital of one of the world’s most violent countries, with 300 killings from April 2008 to March 2009. “Some boys said it was thieves,” Masondo said non-chalantly. “But then the boys came back here and they said they had killed the tsotsi (thief).”... Clarification LETTER 03/03/2010 Dear Editor: With regard to the He said, She said columns of Mr. Aldrin Cardona and Ms. Dinah Ventura on the impact of the current dry spell on farmers in Isabela and other provinces, which appeared in the Feb. 15 issue of The Daily Tribune, allow us to point out that Agriculture Secretary Arthur Yap has ordered field officials of the Department of Agriculture (DA) to work with local government units (LGUs) on the speedy distribution of a package of assistance to the affected palay and corn farmers. Last week, Secretary Yap directed officials of the DA’s regional field units (RFUs) to ensure that this aid package that includes seeds, open source pumps and fuel subsidies for water pumps, do reach the intended farmer-beneficiaries soon enough, and to step up their monitoring developments so the Department can get an accurate picture of the situation and carry out all needed intervention programs for the actual number of farmer-victims.....
