Crisis and disaster SHE SAYS Dinah S. Ventura 03/03/2010 The El Niño phenomenon has dried up rice fields, brought pestilence in Albay’s agriculture areas, defeated cloud seeding attempts and made everyone wary of a water shortage. It seems, as well, to have made tempers run shorter, with critical words managing to zing out of normally calm people’s mouths. There’s the level-headed Loren Legarda releasing a fairly sharp edged media announcement declaring that it is the Energy chief and government’s lack of will and foresight to blame for the current crisis in electricity we are currently facing. She said the signs of an impending crisis had long been evident, but government failed to take proper action because it chose to concern itself with other matters instead....
