Energy Secretary Rene Almendras and OPAPP Secretary Ging Deles may well be “competent and honest” as their backers tell us. They may even mean well as they pursue their latest initiatives. But, as one observer noted, they may end up being remembered as “well meaning idiots.” Or, worse, as self-promoting, self-serving bureaucrats out to feather their own retirement eggs and how!

In Almendras’ case, he and his deputy, Jay Layug, have been acting more like spokesmen of the oil companies rather than honest-to-goodness public officials tasked to balance the interests of the millions of consumers with those of the oil and power companies whose operations they are supposed to supervise and direct for the greater good. Unfortunately, their conduct betrays where their hearts really lie. In the words of one critic, this time focusing on Layug who used to lawyer for the US multinational Chevron, they have been using their expertise and glibness in the service of their previous employers, not the public. That may be harsh a perception but it persists, given the latest issuances the duo have been having as the debate over high oil prices rage..... MORE

They are already hard pressed as it were explaining why they even delivered the P5 million “commitment” to the MILF, given the latest bloody incidents involving this group and some of its leaders’ continuing agitation for “all-out war” against the government. What makes this Deles operation to “close long standing problems” more problematic than it seems is the haughty and cavalier manner by which Deles has been dealing with the issue. It’s as if she has the monopoly of virtue if not knowledge of the MILF issue and the public and other government officials be damned for interfering with her righteous initiative. Well, she has to be told the apprehension has everything to do with the delicate nature of her “dancing” with the MILF and other armed groups causing so-called “long standing problems” which has brought us nearer to “all-out war” than “all-out peace” as she and P-Noy have been trying to impress upon all of us."
