‘Osmeña flyover asphalting overpriced by P72 million’
By Charlie V. Manalo 10/23/2011A sub-contractor in the asphalt overlaying of the Osmeña flyover on Gil Puyat Avenue (formerly Buendia) in Makati yesterday bared the materials used in the repair of the flyover was grossly overpriced by at least P72 million.
At the weekly Annabel’s Forum, Cesar Reyes, assistant vice president for construction of the Pacific Concrete Products Inc., (PCPI) which was contracted to supply, lay and pave asphalt in the northbound portion of the Osmeña flyover, revealed that the Fiber Reinforcement Polymer (FRP) was overpriced from P340 per square meter to P9,428.29 per square meter.
Worse, Reyes, an engineer by profession, said the Department of Public Works and Highways (DPWH) altered the original plan of having to lay FRP in only 199 square meters of the flyover to cover the whole 8,000 square meters of the bridge.
Thus, instead of costing only P2.72 million, the government had to pay P75,426,320, for a difference of P72,706,320..... MORE

"Had the DPWH decided to pursue the original plan of using only P199 square meters of FRP, it would have spent only P67,660."
