Ripley’s should really go for this one: We do have a House of Representatives that proudly abdicates its power of the purse, and acts as the Malacañang tenant orders it to act, which means strictly obeying the President’s diktat.
What the House leaders who don’t see farther than their current partisan nose, is that the conditions they insist on in the matter of the use of the judiciary and other constitutional offices’ hiring funds not only being returned to the National Treasury or general fund, which can then be utilized by Malacañang as it pleases, but also the fact that the high court is being ordered by the House — on instructions from the Palace — to report to Malacañang on how the funds are being spent.
What is not being realized by these Noynoy House puppets is the fact that such conditions, if passed as law and not declared unconstitutional by the Supreme Court (SC), will also have to apply to Congress — both the House and the Senate — on their use of the funds, along with their leaders’ report to Malacañang on how the funds were spent.....
