US suspected Saudi envoy of aiding terror suspects in RP — Wikileaks

Saudi Arabia’s top envoy in Manila had interfered in terrorism cases in the Philippines, using the close to one million Filipino workers in the Kingdom as a leverage, to secure the release of Saudi citizens linked to terrorists operating in the country, a US cable released by online whistle-blower WikiLeaks said.

The US Embassy in Manila, in a May 4, 2005 cable classified as secret and sent by former Ambassador Francis Ricciardone, expressed alarm at the “disturbing trend” involving Saudi envoy Mohammed Ameen Wali and senior Philippine police and Immigration officials.

A Saudi citizen named Talhi, who was arrested by the Philippine National Police and included in a watch list of Immigration violators, was ordered released by PNP Chief Arturo Lomibao on May 2, 2005 after speaking to Wali.

Talhi, Ricciardone said, “had admitted to giving $8,000 to Cotabato Mayor (Muslimin) Sema, whose meetings with suspected terrorist financiers caused us to suspend a USAID road project.”.... MORE
