Alfonso, daughter of the late Rep. Florencio Vargas whose death last June caused the vacancy, earlier had beaten her opponent former Gov. Edgar Lara during the special congressional district election by a landslide win of about 43,000 votes.
Alfonso, a Lakas-Kampi-CMD candidate supported by the Team Cagayan coalition of Senate President Juan Ponce Enrile and Gov. Alvaro Antonio, was proclaimed as the duly elected representative of the district covering northwestern Cagayan at 11 a.m. by lawyer Catherine Allas, provincial election officer.
According to Allas, she proclaimed Alfonso as the winner after the latter posted an insurmountable lead over Lara, which uncanvassed returns consisting of some 20,000 votes from the two remaining towns of Rizal and Calayan located at the extreme southern and northern parts of the district, can no longer substantially affect her victory.....
