Commission appears to be the operative word, as far as the Commission on Elections (Comelec) is concerned. Not the enforcement of laws and regulations pertaining to election-related matters. Not for the coming elections, or any other elections in the recent past. It’s all in the percentage, in the who is making exactly what from whom. Our TV sitcoms used to alternate two jokes for every election period. First was that if you had a child who could not do basic math, you sent him to work in the Comelec.
