Worn out money-making ploys EDITORIAL Click to enlarge 03/14/2010 Nearly always, the declaration of a state of emergency or calamity, as in the case of Mindanao recently, suspicions always emerge that something sinister is afoot. Under Gloria, a hidden agenda is always a certainty for such opportunities to exploit power and position. The Palace initially tried to hammer out emergency powers for Gloria by invoking a provision in the Electric Power Industry Reform Act (Epira) that would allow her to fast-track the signing of contracts with power plant operators, which under the current set up, needs the bidding process which can take years to complete. The Epira, however, requires that Congress affirms the granting of emergency powers as a result of lack of electricity. But with most legislators in the campaign stump and with all of them trying their best to erase any tracks they have leading to Gloria to avoid her political kiss of death, the chance of holding a special session to grant Gloria emergency powers was almost nil.....
