Still evasive, still reluctant FRONTLINE Ninez Cacho-Olivares 03/13/2010 Had Speaker Prospero Nograles not moved to have the zombie registrants removed by filing a mandamus before the high court, the Commission on Elections (Comelec) commissioners would have done nothing to clean up the voters’ list. Recall that during the joint congressional panel hearing, the commissioners claimed that they cannot, motu propio, delist these double, multiple and dead voters, since this was now within the jurisdiction of the court — through exclusion proceedings, with even Comelec Chairman Jose Melo, even claiming that these registrants falling under the double, multiple and dead in the voters’ list simply committed “honest” mistakes. Now suddenly, the Comelec comes up with a resolution saying in part, that the registration record (of such zombie voters) should be deleted in the next Election Registration Board hearings....
