For somebody who had gone through nine years of seeing the maneuvering of a kickback-oriented circle in Malacañang, it would be hard to miss the meaning of a $1.2 billion contract.

Since November last year, there was a frenzy in the Palace about a looming power shortage which started, supposedly, in Mindanao then spread to the Visayas and now Luzon, including Metro Manila.

Development had caught up with available power supply and soon the capacity of local power plants will not be enough to fill up the demand, thus the specter of outages looms, such as those that happened during the term of President Aquino when 12-hour brownouts were a daily fare.... MORE
