When President Gloria Arroyo’s credibility ratings began to take a dive, so did the Commission on Elections’ (Comelec). Filipinos have not forgotten the “Garci” days, when it became widely believed that the Comelec was powerless to stop cheating in elections.

The issue exploded after the 2004 presidential polls marred by a wiretap scandal involving then commissioner Virgilio Garcillano, and was later resurrected by accusations of cheating in the 2007 elections, particularly in Maguindanao.

When the Comelec itself underwent some changes — chief of which was the changing of the guards, so to speak, or when retired Supreme Court Justice Jose Melo took over as chairman of the commission at the beginning of 2008 — it was perhaps hoped that the sins of the past would become truly history....
