Emergency powers
It is well that opposition Rep. Rufus Rodriguez (PMP, Cagayan de Oro) was the one who had broached the idea of granting President Arroyo emergency powers to address the worsening power situation in Mindanao. In a meeting of the House energy committee last Thursday, Rodriguez urged Congress to hold a special session “exclusively to look into and resolve the looming crisis in Mindanao.” Not any other. Had an administration solon or the Palace itself brought that matter up upon receipt of the report of Energy Secretary Angie Reyes, it is likely that the usual critics would have raised a howl and proceeded to issue all kinds of dire predictions including the all too familiar “this is a prelude to a possible failure of election” and all that jazz.
