The election campaign for President has begun amid valid fears that the Comelec has not solved more than 10 problems in connection with the automated voting system. Former Comelec Commissioner Regalado Maambong holds this view.

Principal problems revolve around the slow training of 50 million voters on how to vote. The mock elections show that. Next you have 240,000 teachers to train, again a slow, slow process. And where will the Comelec get 75,000 IT professionals to help conduct the elections? Admittedly, at least 30 percent of the country do not have electricity or cell sites for transmission.

The delivery of the Precinct Count Optical Scan (PCOS) machines has not been completed with only half of the 81,000 machines actually delivered to Comelec. Field tests show 10 percent to be defective or not working as required.... MORE
