MANAMA — Javid Eqbal toiled in Bahrain to earn his family’s living, only to be attacked with swords by alleged Shiite protesters who loathed Pakistanis for being the foot soldiers of the security forces.

Living in fear of being targeted again, and sheltering at the Pakistani Club in Manama, all he wants now is to get his passport back from his local sponsor and to go home, after at least one Pakistani was killed last week.

Like most Asian workers in the Gulf, he had a low-paid job as a painter. And on March 13, he and his flatmates became victims of the intensified clashes between the predominantly Shiite protesters and police.

It’s a painfully thin description, like so many on the lists of unclaimed bodies posted in tsunami-struck towns across northeast Japan.

In the devastated fishing port of Minamisanriku, where thousands of people are missing but only 300 bodies have been found, it’s also a cruelly vague lead for the many desperate survivors looking for lost family members.

Energy in the Philippines is indeed the highest in Asia and one of the most dependent on outside sources. If those of you in the Meralco (Manila Electric Co.) franchise area, comprising almost 70 percent of all electricity consuming households and industries, have noticed an apparent lowering of power rates the past month, it’s definitely not because of that utility company’s lower distribution rates that are fixed at an exorbitant amount.

Under the prevailing system, which is based on the totally distorted Performance Based Rate-setting scheme of the Energy Regulatory Commission, even as exchange rates affect the generation charge significantly (as does the weather), the overcharging in distribution, supply and metering will simply stay the same and continue to be a festering issue for consumers.

Still, despite the high power costs, very little new power plants have been set up. An oft-cited but scarcely explained excuse is that so-called “investors” have only been able to take over decades-old thermal, hydro and geothermal plants — which is why a revival of the Bataan Nuclear Power Plant (BNPP) has been repeatedly proposed, supposedly to make up for the lack.

The ongoing Fukushima nuclear crisis has undoubtedly put the brakes on the BNPP revival plan for now. Its proponent, Mark Cojuangco, has declared a momentary freeze on it as anti-nuke detractors are having a field day lambasting nuclear power, with many otherwise sane people falling into the bandwagon of recoiling from all things nuclear.

One particular individual I berated for this panic reaction (who praised an inveterate obfuscator, Gloria Arroyo economic adviser Joey Salceda, for hurriedly issuing a mea culpa for his previous support for the BNPP revival plan) has shown that we all need to counter whatever irrational, unscientific, as well as opportunistic responses there are from loudmouths who only seek to get on the good side of a nuke-fearing public at the height of the current scare.

Although I, too, am against the revival of the BNPP and have relentlessly pushed for the doubling of this country’s geothermal capacity, I am also against the “nuke from the hip” stance of opponents of fission-based power because there is a real scientific alternative.

On my Global News Network TV show last Tuesday, I invited the eminent Filipino physicist, Dr. Roger Posadas, former Chancellor of the University of the Philippines (UP), who still teaches science courses at the premier state university. In particular, I was interested to bring to the public his knowledge of an old alternative in nuclear power which the US and the other nuclear nations never developed because, in contrast to uranium fuel-based nuclear reactors that were preferred because these offered weapons grade by-products, this other nuclear fuel promised non-proliferation, given its non-weapons grade waste materials.

This material for fuel is none other than “Thorium” (symbol Th, number 90 on the Periodic Table of Elements), an element that is four times more abundant in nature than uranium and available in large quantities, such as in the monazite sands of Palawan.

Thorium reactors were already operating in experimental models in the 1950s when the world was still in the idyllic post-war period of the “Atoms for Peace” program; but the US was at a crossroads then between genuine use of atomic knowledge for peace and its necessity for political power. The latter won out, of course, and uranium-based nuclear reactors became de rigueur as the sole technology for all US nuclear power plants despite all the inherent dangers and highly radioactive wastes that take 10,000 years to decay (which moreover require astronomically expensive facilities to store and contain).

The thorium alternative’s advantage when compared to uranium as fuel is briefly summarized by Turkish nuclear expert Ayhan Demirbas and quoted on Wikipedia: “Weapons-grade fissionable material (U-233) is harder to retrieve safely and clandestinely from a thorium reactor; thorium produces 10 to 10,000 times less long-lived radioactive waste; thorium comes out of the ground as a 100 percent pure, usable isotope, which does not require enrichment, whereas natural uranium contains only 0.7-percent fissionable U-235; thorium can not sustain a nuclear chain reaction without priming, so fission stops by default… unlike uranium-based breeder reactors, thorium requires a start-up by neutrons from a uranium reactor… (with experts noting that) ‘the second thorium reactor may activate a third thorium reactor’… (which) could continue in a chain of reactors for a millennium if we so choose’… (thereby adding) that because of thorium’s abundance, it will not be exhausted in 1,000 years.”

So, there’s nuclear power apart from uranium after all; and that’s thorium.

At the end of my one hour-program with Dr. Roger Posadas, I summed up my view: Push geothermal, study thorium. But Dr. Posadas was far ahead. He wants UP to restore the Nuclear Physics studies that were scrapped after the BNPP was mothballed. He also wants the country to “leapfrog” into thorium energy technology development in order to join China and India in the race to produce the first commercially-viable thorium power plant, which can be as small as 1 megawatt to as large as 1 gigawatt, and be as democratic as geothermal power.

I proposed that we start an advocacy and educational movement for the thorium alternative, and there is an international Thorium Energy Alliance (TEA) to link up with. Among other things, reducing fossil fuel, coal and other polluting energy sources will significantly reduce medical costs for lung problems that are currently costing billions annually. For this and several other compelling reasons, we have to start this initiative NOW.

For doing just that, former Armed Forces of the Philippines (AFP) comptroller Lt. Gen. Jacinto Ligot and his wife Erlinda now face arrest and detention by the blue ribbon panel investigators in the upper chamber for being no-shows at yesterday’s hearing, then later discovering that the Ligot couple faked their illness in their bid to evade appearing before the Senate and being made to testify under oath.

Former AFP Chief of Staff Roy Cimatu was also a no-show, giving the excuse, in a letter, complete with an explanation and supporting documents, that he had to go to his province in Ilocos Norte to attend to the needs of his ailing father.

BEIJING — China warned yesterday against any oil exploration without its consent in waters it claims in the South China Sea after the Philippines announced plans for possible drilling.

Manila’s Department of Energy said Wednesday that UK-based Forum Energy had completed a seismic survey for the Reed Bank, near the disputed Spratly Islands.

The Spratlys are called the Nansha Islands in Chinese and claimed by Beijing.

“China holds indisputable sovereignty over the Nansha Islands and the adjacent sea waters,” foreign ministry spokesman Jiang Yu told reporters when asked for comment on the plan.

“Any activities by countries or companies to explore for oil or gas in the sea waters in China’s jurisdiction without the permission of the Chinese government will constitute a violation of China’s sovereignty and ... will be illegal and invalid.”.... MORE

A woman radio broadcaster was gunned down by two assassins yesterday morning in Malabon City while on her way to the radio station where she was working.

The Northern Police District (NPD) immediately formed Task Force Somera tasked get to the bottom of the incident which resulted in the death of 44-year-old Len Flores-Somera, an anchor woman of dzME, and a resident of Silonian Street, Barangay Maysilo, NPD director Chief Supt. Prosecutors have dismissed the charges for falsification filed by the Philippine National Police (PNP) against embattled Land Transportation Office (LTO) Chief Virginia Torres and two others.

In a resolution, the Department of Justice (DoJ) through Prosecutor General Claro Arellano and Senior Assistant State Prosecutor Peter Ong ruled to “dismiss for utter lack of merit” the criminal charges against Torres, car owner Dimsy Yap of La Trinidad, Benguet and Samuel Fernandez.

Fernandez was driving Yap’s blue Pajero when it was flagged down by members of the PNP Highway Patrol Group of Cordillera after noticed its “inappropriate” plate number: RJP 111.

Subsequent investigations by the police showed while the vehicle’s chassis, plate and engine number matched the papers supplied by its owners to police the “MV” or motor vehicle number in the certificate of registration was dubious..... MORE

More likely than not, today’s Senate, as an impeachment court, will be, or will appear to be, a bit more careful in the senators’ ways and conduct during the trial of Ombudsman Merceditas “Merci” Gutierrez, in a bid to generate the perception that it is an independent court that will judge, not on partisan lines, but on the merits of the case, even when it is clear that in the end, it will be the numbers that will decide whether or not Merci stays or goes.

But what the Senate cannot control would be the dissemination of information, disinformation and misinformation that a highly partisan Yellow media whose Yellow-friendly “talking legal heads” will be commenting on the trial, making it appear that indeed the charges against Merci are already being proven, which is what the anti-Erap media did during his impeachment trial..... In Cagayan de Oro City, Noynoy reportedly admitted that he really wants Ombudsman Merci Gutierrez out of her office and sought the public’s support for the removal of Merci.

He said the reason he wants Merci out is that her ouster will be the strongest signal his government is sending in his drive to eliminate corruption in government institutions, which he said goes with his appointing the “right people who will prosecute those” who engage in corruption.

“This is why we called for the impeachment of the Ombudsman. We cannot have deals such as ZTE, Mega Pacific, or NAIA3 hold back the country any longer,” Noynoy was quoted in reports as saying, adding that the “impeachment of the Ombudsman is the strongest signal we can send to you (businessmen and investors) right now --- that we are trying to put in place the kind of level playing field for your businesses to survive and prosper in the long term. KAMAISHI — No running water, no electricity and precious little fuel and food. But for some of Japan’s tsunami survivors, it’s still home — and they’re not leaving.

For all the privations they now face, they are among the “lucky” ones; their houses spared — often by just a matter of meters — from the wall of water that wiped out the rest of their communities more than 10 days ago.

The majority opted to join their newly homeless neighbors in evacuation shelters which, while far from comfortable, offered companionship and some basic amenities.

During its lengthy discourse in its Sunday edition on the shameful multibillion-peso scandal that is the Globe Asiatique-Pag-IBIG housing deal, the broadsheet The Manila Times which is published by our good friend Dr. Dante Ang had one glaring omission that astounds.

It is the fact that former Vice President Noli de Castro and incumbent Marikina Rep. Miro Quimbo were both at the helm of the state housing agency when this sorry excuse for a real estate developer Globe Asiatique Realty Holdings Corp. was permitted to “take out” some P6.6 billion in loans and other forms of financial support for its ambitious Xevera and Hanjin housing projects in Pampanga.

De Castro was appointed as the country’s “housing czar” in 2004 by President Arroyo, and as such supervised the Pag-IBIG Fund and other related companies, a position he held until June 30, 2010.

On the other hand, Quimbo was the president and chief executive officer of the Fund, since the time of Secretary Michael Defensor who preceded De Castro, until his resignation in 2009 reportedly to pursue a political career..... MORE

MOSCOW — A new drama film set in Chernobyl opens in Russian cinemas this week, recalling the trauma of the world’s worst nuclear accident just ahead of the the 25th anniversary of the catastrophe.

The Russian film’s release comes after the quake-damage to a nuclear power plant in Japan brought fears of a nuclear explosion on the scale of Chernobyl and suspicions of another Soviet-style cover-up by officials.

The film, Innocent Saturday, shows a junior party worker, Valera, learning of the explosion by chance and initially trying to escape from the town of Pripyat just outside the Chernobyl zone.

Truth to tell, the detestable indirect taxation imposed on consumer goods is not only in fact inequitable but also in effect unconscionable. There is ample reason to think that those who thought of this cruel design, proposed and approved its highly questionable legislation, belonged to the elite, the rich and famous. They must have immense resources and fat bank accounts. Hence, while duly preoccupied by direct taxation on their immense assets in cash and kind, its odious complementary part in terms of indirect taxation was however a non-issue to them. They were definitely not those who counted every peso in their pocket and who even did not know to get their next peso.

But the poor and destitute, the beggars and tramps, yes, they too pay indirect taxes on the goods they consume day after day — in the amount just like those in tenure of power and in possession of wealth. Yes, even but new born babies start paying indirect taxes the moment they are born. Their parents, those living in posh subdivisions as well as those living in squatter areas, all pay for them exactly the same amount of indirect taxes imposed on such items as cotton and alcohol, powder and milk..... The straight path President Aquino claims to be treading took a turn leading to the crooked road on its way to the P20 million additional pork barrel for the House of Representatives members’ resounding “yes” vote to impeach the Ombudsman.

Yesterday, a member of the majority confirmed that Aquino had indeed offered its members an additional P20 million in pork in exchange for a “yes vote” for the impeachment case against Chief Ombudsman Merceditas “Merci” Gutierrez and House Bill 4146 which aims to postpone the August 2011 elections in the Autonomous Region in Muslim Mindanao (ARMM) until 2013 and granting Aquino the power to appoint officers-in-charge (OICs) for the region.

According to the solon who requested anonymity, Aquino promised the P20 million additional priority development assistance fund (PDAF) or more commonly referred to as pork barrel, composed of P5 million in soft package and P15 million in hard component over the weekend, to each congressman who would deliver a yes vote during the plenary voting for Gutierrez’s impeachment case and HB 4146..... HONG KONG — An inquest probing a Manila bus hijacking that left eight Hong Kong tourists dead wrapped up with the jury expected to return a verdict as early as Wednesday.

The inquest held at the city’s Coroner’s Court heard from 31 Hong Kong witnesses and 10 from the Philippines.

The five-member jury was charged with determining the victims’ cause of death — including death by misadventure and unlawful killing — and whether they agreed or disagreed with statements made during the five-week hearing, the South China Morning Post reported.

“It was a tragedy that could have been avoided,” Hectar Pun, a lawyer for the victims’ families, was quoted as saying during his closing submissions.

The Department of National Defense (DND) special investigating committee (SIC) acknowledged there were irregularities in the utilization of funds for the Armed Forces of the Philippines (AFP) during the past administration but admitted “helplessness” in running after those involved in the fund mess.

At a press briefing, DND spokesman Eduardo Batac said initial findings by the DND-SIC, headed by lawyer Patrick Velez, noted the “improper disbursement” of military funds from 2005 and earlier.

“I don’t think we can deny that at this point. The amounts involved are quite staggering,” Batac said.

The three convicted Filipino drug smugglers in China will die by lethal injection on March 30, the Department of Foreign Affairs yesterday said, adding it will no longer appeal the Chinese court’s final verdict.

Foreign Affairs spokesman Eduardo Malaya said the executions will be carried out on
Ramon Credo, 42, and Sally Ordinario-Villanueva, 32, in Xiamen while Elizabeth Batain, 38, will be executed in Shenzhen.

“The government respects the Chinese law and the finality of the verdict of the Chinese People’s Court,” he said, noting the Philippine government’s strong anti-illegal drug policy.

The failure of the Department of Budget and Management (DBM) to release and identify the sources of funds is taking its toll on the repatriation of overseas Filipino workers hit by armed conflict in the Middle East and the tsunami in Japan.

Officials of the Department of Foreign Affairs (DFA) attending a congressional hearing appealed to the DBM headed by Secretary Florencio “Butch” Abad to prepare a financial contingency plan which could be used for repatriation of Filipinos many of whom are undocumented.

According to Michael Macaraig of the DFA, there are hundreds of Filipinos in Japan, Libya, Bahrain and Yemen who are waiting to be repatriated but could not because they do not have the funds to do so.

“All of us are trained to assist OFWs whether it is right or wrong, we are supposed to help them. But how can we do our jobs when things are purely based on budget,” Macaraig told lawmakers yesterday..... MORE

Rights activist Harry Roque said government prosecutors should be shielded from politics in pursuing the murder cases arising from the killing of more than 50 individuals in Maguindanao in 2009.

Roque said he was disappointed that Justice Secretary Leila de Lima did not consult them when she replaced the panel then led by Assistant Chief State Prosecutor Richard Anthony Fadullon after she sided with her classmate in San Beda College of Law (Santos).

“I wouldn’t be surprised. I’m sure it would greatly affect the case,” Roque said as he explained that the new prosecution panel is not yet familiar with the case. “The state prosecutors should maintain their independence from the private prosecutors,” he added.

Following a rift between the original prosecution panel with lawyer Nena Santos, who represents Maguindanao Gov. In response to the clamor of some residents affected by oil leakage in Barangay Bangkal, Makati City, Mayor Jejomar Erwin Binay Jr. has told the First Philippine Industrial Corp. (FPIC) to go by the timetable it has submitted in connection with the pipeline repair.

The oil leakage in the barangay that has displaced residents of West Tower Condominium and raised health concerns among residents is almost a year now but the fumes emanating from the leakage from the pipeline of the company have yet to subside and have affected many.

Binay said the city government is wary about the exact time the cleanup will be done by the FPIC people because of concerns about health and the displacement of the condominium dwellers.

After waiting for 10 months, former Manila Mayor Lito Atienza’s election protest against Mayor Alfredo Lim will finally commence as the Commission on Elections (Comelec) First Division ordered the manual recount of the ballots Atienza protested in the election protest which he filed last May 21, 2010.

The order which was released on March 22 and signed by First Division Presiding Commissioner Rene Sarmiento directed the “recount proceedings in the Atienza protest starting March 29, 2011 at 8:30 in the morning on the ground floor of Palacio del Gobernador, Intramuros, Manila.”

Atienza’s lawyers Romulo Macalintal and Melchor Monsod said the order also directed “the recount of the ballots will prioritize the precincts selected by Atienza which shall involve at least 200 pilot precincts which he believes attest to and exemplify the frauds or irregularities pleaded in his election protest.”.... One of the reasons survey outfits’ results are not quite taken seriously, and are many times disbelieved, is that certain claimed perceptions just don’t jibe.

Pulse Asia’s recent poll findings show that the trust and approval rating of Noynoy Aquino on a nationwide basis slid by a substantial five points, and by 12 percent in the National Capital Region (NCR). Overall, however, Noynoy still obtained a high 75 percent from 80 percent in October by way of trust ratings, while he fell from 79 percent in October to 74 percent in performance or approval rating.

The biggest Noynoy suffered was a 12 percent drop coming from the NCR, from 78 percent last October to 66 percent in March.

The Pulse Asia poll noted that public perception on six issues confronting the Aquino administration was not favorable as reflected in the latest survey. Public confidence fell on his administration’s performance on six key issues, including the equal enforcement of the law, creating more jobs and controlling the population growth, which showed huge declines from October last year..... Incredible but true. We have a president who not only blatantly dips his entire hand into congressional moves, specifically the impeachment of Ombudsman Merceditas Gutierrez, but even goes public by lauding the congressmen who early yesterday morning, voted resoundingly to impeach her as “our heroes of today.”

His statement was followed up his mouthpiece, Edwin Lacierda, who said: “By doing so, the House has put an end to the long era of impunity that tarnished our institutions and made a mockery of the bedrock principle of accountability enshrined in our Constitution. This is the glory of democracy: where the law applies to all, where scrutiny exempts no one, and where accountability is for our institutions to exact.”

The problem with these pharisees in Malacañang is that even as they mouth all these “noble” statements of the principle of accountability, of the glory of democracy, of the law being applied to all, of transparency, of scrutiny exempting no one, is that they exempt themselves from all these..... MORIOKA — Ten days after Japan’s tsunami disaster, towns far from the impact zone are still experiencing shortages that have thrown the neat, ordered lives of local residents completely out of gear.

Gas station queues stretching for several kilometers, long waits at supermarkets, empty store shelves and shuttered businesses have become a part of the landscape in post-tsunami Japan.

At the foot of the Mount Iwate volcano, the people of Morioka city — almost 100 kilometers (60 miles) west of the devastated coast — are still trying to adjust to the sudden absence of many things they had simply taken for granted.

If you believe in surveys, the latest Pulse Asia “Ulat ng Bayan” survey issued for the quarter ending March 2011 says that despite the many challenges coming his way, a solid majority of respondents continue to have trust in P-Noy (75 percent) and appreciate what he has been doing thus far (74 percent). With 1,200 adult respondents polled from Feb. 24 to March 6, the survey showed that P-Noy’s approval rating was positive across geographical areas ranging from 66 percent in Metro Manila to 83 percent in the Visayas with only a 4 to 9 percent disapproval. On the other hand, his approval rating for socio-economic classes ranged from 69 percent in Classes ABC to 80 percent in Class E while his disapproval rating was between 5 to 8 percent. Pulse Asia also noted that almost one in five respondents (18 percent) remained undecided about P-Noy’s performance with the indecision most notable in Metro Manila (26 percent) and least in the Visayas (13 percent) with Mindanao registering 15 percent. Across income classes, the level of public ambivalence about his performance ranged from 26 percent in Classes ABC to 14 percent in Class E..... MORE

SANTIAGO — The United States Monday sent mixed messages about its objectives in Libya, as President Barack Obama said Moamer Kadhafi must go, but vowed US forces would stick to a narrower UN mandate.

“Our military action is in support of an international mandate from the Security Council that specifically focuses on the humanitarian threat posed by Colonel Kadhafi to his people,” Obama told a press conference in Chile.

The missile and air strikes launched at the weekend were “in support of UN Security Resolution 1973, that specifically talks about humanitarian efforts, and we are going to make sure that we stick to that mandate,” he added.

Sen. Jinggoy Estrada must have known all along there ain’t anything substantial he could get from Erlinda Ligot and his brother Edgardo Yambao. And much less, or none at all, from Jacinto Ligot, the former military comptroller who probably would know than what Angelo Reyes had brought to his grave.

But while Estrada could not be forgiving, although he seemed passive at times for the duration of the Senate inquiry on the anomalous AFP transactions, his hands are shackled by a system that governs us all, including those who have done the country wrong.

Yet they could be forgetful, especially when pressed about the missing AFP millions, or the ownership of several properties a soldier’s salary could not afford.

The Department of Foreign Affairs (DFA) had asked Libya to let four Filipino women working as maids for a relative of leader Moamer Kadhafi to leave for home amid Western-led air strikes.

The four last week rang their relatives back home to help get the government to negotiate their release from work contracts, DFA director for migrant workers affairs Enrico Fos said.

The DFA has sought assistance from Libya’s Ministry of Foreign Affairs to let the four maids identified as Diana Rivera, Racquel Dadang, Mary Ann Ducus and Zenaida Labugen to be evacuated along with other Filipinos. They work for Al Sahal Shariff, who is said to be Kadhafi’s nephew.

In its 2011 International Narcotics Control Strategy Report, the US State Department Bureau of International Narcotics and Law Enforcement Affairs placed the Philippines in the “Jurisdictions of Primary Concern,” a roll of coun-tries said to be engaged in heavy narco-money laundering activities.

“The complex nature of money laundering transactions today makes it difficult in many cases to distinguish the  proceeds of narcotics trafficking from the proceeds of other serious crime,” the State Department said.

A Filipina and her 12-year-old daughter were among the thousands of people who perished in the magnitude 9.0 earthquake and subsequent tsunamis that devastated Northeastern Japan on March 11, Depart-ment of Foreign Affairs (DFA) said yesterday.

The Fukushima Iwaki Central Police Headquarters informed the Philippine Honorary Consulate in Morioka that the remains of Grace Agnes Oprecio-Hiruta, 45, and daughter Maria were identified by her husband, Masahiro Hiruta.

Police said the cause of their death is tsunami-related.

Justice Secretary Leila de Lima has ordered preliminary investigations into charges against a brother of Maguindanao Gov. Esmail “Toto” Mangudadatu who was implicated in the ambush of Maguindanao Provincial Prosecutor Akilali Balt last week.

A panel of investigating fiscals was formed by De Lima, composed of Assistant State Prosecutor Vimar Barcellano and Prosecution lawyers Gerard Gaerlan and Mark Roland Estepa to determine probable cause in the complaint filed by Balt’s daughter Aminah.

The complaint alleged that Mayor Ibrahim Mangudadatu of Buluan was behind the attack.

Balt was on his way home aboard service vehicle with his driver Dandan Balt Datu Dakula when two men riding a motorcycle appeared on their side in a red light and suddenly opened fire at them. Embattled former military comptroller Lt. Gen. Jacinto Ligot and his wife Erlinda who are facing a Senate inquiry into their alleged illegal wealth have been summoned to appear before the Department of Justice for the preliminary investigation into the P428-million tax evasion charges against them.

The Ligots were directed to appear before prosecutors on April 6 and April 13 by Assistant State Prosecutor Stewart Mariano who sent separate summonses to Ligot and his wife.

The case stemmed from the tax evasion charges filed by the Bureau of Internal Revenue for eight counts of non-payment of tax and five counts of non-filing of income tax returns (ITRs) for taxable years 2001 to 2004. According to the BIR, Ligot failed to file his ITR in 2001 while his wife likewise ignored filing her ITRs in 2001 to 2004.

They also failed to declare their income in 2001 worth P41,854,181.57; P103,601,281.22 in 2002; P165,367,784.39 in 2003, and P184,995,700.14 in 2004..... MORE

The United Nations, egged on by the western powers, including the United States, approved the no-fly zone on Libya, the excuse of which that these air attacks on Tripoli are meant to protect the Libyan people from Kadhafi’s “barbaric” attacks on the Libyan people.

That is pretty hypocritical, considering the fact that the Libyan people can be categorized as pro-Kadhafi in Tripoli and anti-Kadhafi, who are based in Benghazi and who are being protected by the big powers such as France, Britain and the US. Apparently, for the western military powers, the people of Libya they recognize as Libyan people are the anti-Kadhafi people who comprise the opposition, as the air strikes are intended only for those Libyans in Tripoli..... I am told there’s growing resentment on the Internet, on blogs, e-groups, on comment space that follow some op-ed columns, and yes, on FaceBook, over the general presumption we cannot be as the Japanese are, in the face of catastrophe.

From “Tayo mismong mga Pinoy nagsasabi d natin kaya, pano nga kakayanin?” to “Magaling lng mga sakang kc dami cla lapad, kng purdoy gaya natn, looting na din cla ng mga grocery.” And “Pano mo cla hahangaan e bago lindol masama trato sa Pinoy worker? Sisigawan ka, sasabihan ka, ‘Filipino stupid!’ Buti nga sa kanila!”

It wasn’t easy for me to understand the texts. For instance, I didn’t know that “cla” was shortcut for “sila” and “kc” was “kasi” and yes, I had no idea what “lapad” meant, until a family member said it referred to the 10 thousand yen note, wider than the rest of the denominations of 1k and 2k, so therefore “lapad,” from “malapad.” But I noticed the derogatory use of “sakang,” an epithet used to describe World War II Japanese, and from there recognized the anger.

Which I must admit I don’t understand. To be onion-skinned in the face of criticism does not accomplish anything. We should instead ready ourselves to prove detractors wrong, anywhere, anytime, come hell or high water, and yes, come earthquake. Thing is, when was the last time we’ve proven ourselves truly capable?.... MORE

Surprises never end under the P-Noy administration. Just when everybody thought that the reported bitter rivalry between the so-called Balay and Samar factions has somewhat ebbed we are once again receiving messages about its resurgence. This time, nastier and more intense. The evidence? The nasty give-and-take over the role of Dr. James Dy and his group in the resolution of the Taiwan issue which was apparently pooh-poohed by the Balay group as preposterous. One observer who must have Samar sympathies even volunteered information that the Balay group’s leader, former Senator and Chief Presidential Troubleshooter Mar Roxas, was overheard as saying that victory has a thousand fathers or words to that effect during one of the press conferences announcing the end of the Taiwan problem. Earlier, Executive Secretary Jojo Ochoa’s alleged ownership of the unfinished White Plains “glass house” was nursed and blown out of proportion by what his Samar supporters suspect were Balay loyalists. And the list of slights, innuendoes and special operations between loyalists of both sides get longer by the day..... MORE

Many will be familiar with the theory that Jose Rizal was Hitler’s father, but the version sent to me by one Tribune reader goes somewhat further.

Queen Victoria was a twin, with a brother who was probably autistic. As a young man known as Prince Julian McLeod Tallano, he moved to Borneo, became chairman of the North Borneo Company, took Princess Tarhata as his wife and converted to Islam. An affair with a second princess produced an illegitimate son.


This son was raised by the Mercado family in Calamba, Laguna and named Jose Protacio Mercado. Jose referred to himself, however, as Rex-Al (king of all), which became corrupted into Rizal.

Stop underplaying the possible effects of worsening nuclear trouble in Japan.

This was the call made by one of the country’s leading toxicologists and the scientist group Agham (Advocates of Science and Technology for the People) to the Philippine and Japanese governments in the wake of the escalating problems concerning Japan’s nuclear power plants.

Dr. Romy Quijano said government officials and the dominant media should stop downplaying the possibility that the nuclear radiation from Japan will reach the Philippines. He said to say that the radiation leak is minimal and pose no significant health risks is “a gross misrepresentation of facts.”

Quijano is also the president of the Pesticide Action Network Philippines.

Agham for its part said that both the governments of the Philippines and Japan should issue clear guidelines and information regarding the nuclear hazards resulting from the accident in Japan.

Both Agham and Quijano said the growing industrial disasters in the Fukushima reactors in Northeastern Japan should prompt both governments to be transparent in reporting the incidents in order to avoid panic and disruption for both Japanese and Filipinos alike.

“The government of Japan should be transparent and open about telling the world about the updates regarding the nuclear accident,” said Agham in a statement posted on its website.

“Because of rapid developments in the situation of the Fukushima nuclear power plants; and because the Filipino people have had very limited experience in facing nuclear hazards, we call on the Philippine government to plan in advance possible scenarios that could result from the ongoing accident.”.... Environmental and cause oriented groups have called on President Benigno Aquino III to pay wider attention to Disaster Risk Reduction. The escalating nuclear situation in Japan, the recent earthquakes in Haiti, Zealand and Japan, as well as the continuing heavy rains in the Philippines have prompted groups like the Disaster Response Center (CDRC) to call on Aquino President Benigno Aquino III to assess the disaster preparedness of the country. Cause oriented groups have been hounding the current administration because in the past, the government has always been ill prepared for disasters even as the country is disaster prone.

According to reports, Malacañang has already directed the Office of Civil Defense (OCD) under the National Disaster Risk Reduction and Management Council (NDRRMC) to assess the disaster preparedness of the country in the event of a quake-tsunami incident. Items for review include assessment of building safety standards, and status of tsunami warning systems.

Earlier, the CDRC welcomed Aquino’s move to support DDR efforts.

“We’ve been calling for our leaders to prioritize DRR since CDRC started. The President’s act of support to DRR efforts is well appreciated,” said Lourdes Louella Escandor, executive director of CDRC.

In 2010, CDRC called on the then newly-sworn president to prioritize DRR on his first 100 days in office. I said that Aquino should prioritize disaster preparedness and to fully implement Republic Act (RA) 10121 Philippine Disaster Risk Reduction and Management which passed into law on May 27, 2010.

The DRRM Act calls for all government agencies and adjunct institutions to develop, promote, and implement a comprehensive National Disaster Risk Reduction and Management Plan (NDRRMP) to strengthen the capacity of the national government and the local government units (LGUs) to build the disaster resilience of communities. The law calls for the institutionalization of arrangements and measures for reducing disaster risks, including projected climate risks, and enhancing disaster preparedness and response capabilities at all levels.

It’s also stated in the law that disaster risk reduction education should be integrated in the school curricula, and that mandatory training should be given to public sector employees.

 Because there seems to be no end to the increases in the prices of oil products, people’s organizations are calling for a nationally-coordinated strike on March 31 saying that oil companies are lying when it cites world crude prices in justifying increases in local pump prices.

Various people’s organizations are calling for comprehensive steps, including the conduct of street protests and strikes to stop the oil companies from imposing more price increases. People’s groups are marking March 31 as a “national day of protest” against oil price hikes.

Earlier this week, youth group Anakbayan held a protest in Quezon City against the ninth oil price hike of the year, calling the increase unjustifiable even by what they called “the Big 3′s unreasonable standards.”

Oil companies Shell, Petron, Chevron and small players are expected to take advantage of the spiking world crude oil prices to further impose frequent price hikes to the disadvantage of consumers. Oil prices have increased four times in the past two weeks. Last Tuesday, oil companies raised prices of gasoline and diesel by P 1.50 ($0.03) per liter and kerosene by P 1.25 ($0.028) per liter, the third time in eight days, making the accumulative increases in the prices of gasoline by P 6.75 ( $0.15) per liter for gasoline and P 6.50 ($0.148) per liter for diesel since January this year.

“Whenever the price of crude goes up in the world market, local oil companies automatically follow suit. But whenever world market rates go down, local pump prices don’t follow” said Anakbayan national chairperson Vencer Crisostomo.

The House yesterday was poised to vote to impeach Gutierrez which would put to conclusion to the Palace-driven impeachment express at the House level.

The boom of the railroaded impeachment case was so deafening it silenced the minority bloc in the House, who all wailed in unison of the lack of due process accorded to Gutierrez.

Smoke belched from a stricken nuclear plant in Japan yesterday, disrupting urgent efforts to repair the cooling systems as Tokyo halted some food shipments owing to radiation worries.

Rain meanwhile complicated rescue efforts and compounded the misery of tsunami survivors fearful of dangerous radioactive leaks from the wrecked Fukushima power station, which has suffered a series of explosions and fires.

Chief government spokesman Yukio Edano said Tokyo had ordered the suspension of shipments of milk and certain vegetables including spinach from regions around the plant after abnormal radiation levels were found in the products.

The British government urged the Philippines yesterday to strongly support a United Nations Security Council resolution allowing allied forces to launch military strikes against Moammar Gadhafi but the Aquino administration stopped short of condemning the Libyan leader as it made a final plea to Filipino workers to leave the besieged North African nation.

United Kingdom Ambassador to the Philippines Stephen Lillie met with the Foreign Affairs Underecretary Erlinda Basilio at the Department of Foreign Affairs to brief the government on Britain’s action to implement UN Security Council Reso-lution 1973 and asked the Aquino administration to offer its “strong support.”
“We must not stand aside while a dictator murders his own people. It is important now for the whole international community including the Philippines to support the implementation of the resolution,” Lillie told reporters after the meeting.

Avoiding an overtly hostile position, the DFA said in a statement that it abides by the UN Security Council decision to impose a no-fly zone over Libyan airspace “as a member of the UN and a signatory of the UN Charter. Justice Secretary Leila de Lima said missing lawmaker Panfilo Lacson can safely come out without fear of being arrested, citing that the Court of Appeals (CA) has recently denied a motion for  reconsideration and has ruled that its earlier decision lifting the arrest warrant against the fugitive senator is now “final and executory.”

But it appears that the Dacer family, will be filing a motion before the Supreme Court, which may put a monkey wrench on the return of Lacson.

She said she received a text message but wants to read the resolution first.

As the price of the seaweed goes up in the world market, the people living in the coastal places in Lanao del Norte are venturing into seaweed farming particularly that the provincial government and its leaders are in full support to their endeavor.

Some 131 seaweed farmers from Barangays Pigcarangan and Tanguegueron in Tubod, capital town of Lanao del Norte, received 60 kilos of seaweeds planting materials last March 17 from the Provincial Agriculturist Office and the Bureau of Fisheries and Aquatic Resources (BFAR) Region 10.

Through these seaweed materials, the farmers can exponentially increase the number of seaweeds once planted under the sea and eventually it will yield exponential results.

The farmers can harvest double or triple the number of seaweed planted as by nature this kind of stuff can easily multiply or reproduce like cultured mushrooms..... MORE
